The living entity, while executing devotional service or transcendental rituals after many, many births, thinks of everything in relation to Vāsudeva, or Śrī Kṛṣṇa. Such a universal vision of Vāsudeva precipitates one's full surrender to the Supreme Lord Śrī Kṛṣṇa as the highest goal. Such surrendered great souls are very rare.
BG 7.19, Purport:

The living entity, while executing devotional service or transcendental rituals after many, many births, may actually become situated in transcendental pure knowledge that the Supreme Personality of Godhead is the ultimate goal of spiritual realization. In the beginning of spiritual realization, while one is trying to give up one's attachment to materialism, there is some leaning towards impersonalism, but when one is further advanced he can understand that there are activities in the spiritual life and that these activities constitute devotional service. Realizing this, he becomes attached to the Supreme Personality of Godhead and surrenders to Him. At such a time one can understand that Lord Śrī Kṛṣṇa's mercy is everything, that He is the cause of all causes and that this material manifestation is not independent from Him. He realizes the material world to be a perverted reflection of spiritual variegatedness and realizes that in everything there is a relationship with the Supreme Lord Kṛṣṇa. Thus he thinks of everything in relation to Vāsudeva, or Śrī Kṛṣṇa. Such a universal vision of Vāsudeva precipitates one's full surrender to the Supreme Lord Śrī Kṛṣṇa as the highest goal. Such surrendered great souls are very rare.

At this brahma-bhūta stage of liberation from material entanglement, the symptoms, as explained in Bhagavad-gītā, are that one becomes joyous beyond any hankering or lamentation and gains a universal vision.

When some great saintly persons who had undergone penances and austerities saw the four-handed transcendental form of Viṣṇu, they remarked, "This four-handed form of the Lord, manifested in a bluish color, is the reservoir of all pleasure and the center of our living force. Actually, when we see this eternal form of Viṣṇu, we, along with many other paramahaṁsas, become immediately captivated by the beauty of the Lord." This appreciation of Lord Viṣṇu by saintly persons is an instance of situation in śānta-rasa, or the neutral stage of devotional service. In the beginning, those who are aspiring for salvation try to get out of the material entanglement by performing painful austerities and penances, and ultimately they come to the impersonal status of spiritual realization. At this brahma-bhūta (SB 4.30.20) stage of liberation from material entanglement, the symptoms, as explained in Bhagavad-gītā, are that one becomes joyous beyond any hankering or lamentation and gains a universal vision. When the devotee is situated in the śānta-rasa, or neutral stage of devotional service, he appreciates the Viṣṇu form of the Lord.

This is universal vision. Not that God is sitting in your heart and not in the cat's heart or dog's heart or cow's heart. He's sitting everyone's heart. It is said sarva-bhūtānām. Sarva-bhūta means all living entities. He's sitting in human heart, He's sitting in the ant's heart. He is sitting in the dog's heart, he is sitting everyone's heart. But the cats and dogs, they cannot realize. That is the difference. But a human being, if he tries, if he follows the yoga system sāṅkhya-yoga system, bhakti-yoga system, then he is able to find out. That is the prerogative of this human form of life. And if we miss this opportunity, if we don't find out, if we don't identify our existence with the Lord, then we are missing this opportunity. This, after the evolutionary process, coming through 8,400,000 species of life, when we get this human form of life, if we miss this opportunity, then how much loss we suffer you do not know. So we should be conscious about that. We should not miss this opportunity. You have got very nice body, human form of body, intelligence, and civilized life. We are not like animals. We can think peacefully, we have no so hard struggle for life as the animals. So we should utilize. That is the instruction in the Bhagavad-gītā. Don't lose this opportunity. Utilize it properly. Go on.

Srimad-Bhagavatam Lectures

"When self-analysis is complete, then the result will be that the person who is in full Kṛṣṇa consciousness after studying self-analysis, his vision will be universal." That is the stage of universal understanding.

So we have been discussing instruction of Prahlāda Mahārāja, a five-years-old boy, instructing his class fellows. So self-analysis. And he says, "When self-analysis is complete, then the result will be that the person who is in full Kṛṣṇa consciousness after studying self-analysis, his vision will be universal." That is the stage of universal understanding.

vidyā-vinaya-sampanne
brāhmaṇe gavi hastini
śuni caiva śva-pāke ca
paṇḍitāḥ sama-darśinaḥ
(BG 5.18)

In the Bhagavad-gītā you have read that a learned person, who is actually learned, he sees everyone on the equal level, sama-darśinaḥ. How? Vidyā-vinaya-sampanne. A person who is very highly learned, very gentle, civilized, vidyā-vinaya-sampanne brāhmaṇe, and a brāhmaṇa, still higher, intellectual personality, gavi, a cow, hasti, means an elephant, śuni, the dog, śva-pāke ca, and the dog-eaters, śuni caiva śva-pāke ca paṇḍitāḥ sama, all these—there are different varieties of living condition—but still, one who is in Kṛṣṇa consciousness, he sees everyone on the same level. How it is, that? Has he become a madman, that a highly intellectual person and the dog, he sees on the equal level? Yes. Because he is not seeing on the material platform; he is seeing on the spiritual platform. In the spiritual platform, there is no distinction. The all distinction is due to our material conception of life. Varieties, the bodies, there are 8,400,000 varieties of bodies, and because we are under the concept of this bodily, I mean to say, identification, therefore we see so many varieties.

Initiation Lectures

Because one who is conversant with the science of Kṛṣṇa, he'll know how His energies are working in so many ways; therefore he'll be sympathetic. That is universal vision. That is universal love. If you love Kṛṣṇa, then there will be universal love.

Under the three modes of material nature people are entangled. So to get out of this, the same proposition, as I explained in the beginning, to get out of this entanglement of constant transmigrating from one body to another, so this is the mantra. Simply to... Yaḥ smaret puṇḍarīkākṣam. Puṇḍarīkākṣam means Kṛṣṇa. So if you chant Hare Kṛṣṇa, you'll be forced to remember Him. As soon as the word "Kṛṣṇa" is there and the more you are practiced to this habit, then simply we'll see Kṛṣṇa, Kṛṣṇa, Kṛṣṇa—nothing more. You'll see nothing. Sarvatra sphūrti tāra iṣṭa-deva mūrti. As you make advance, then you'll see a tree, but you'll see Kṛṣṇa. You'll not see the form of tree. Sarvatra sphūrti tāra iṣṭa-deva... Because one who is conversant with the science of Kṛṣṇa, he'll know how His energies are working in so many ways; therefore he'll be sympathetic. That is universal vision. That is universal love. If you love Kṛṣṇa, then there will be universal love. Otherwise it will be simply talks. So yaḥ smaret puṇḍarīkākṣaṁ sa bahyābhyantara.

General Lectures

When a person is fully learned, he does not make any distinction that "He is human being, he is cow, he is dog." He sees that he is spirit soul covered in different dress. That's all. That is his vision, universal equality vision.
Lecture -- Seattle, October 18, 1968:

If you love God, then you love everyone. That is the sign. Samaḥ sarveṣu bhūteṣu mad-bhaktiṁ labhate parām (BG 18.54). After attaining the stage of equality, then you can enter into the realm of loving God. Before that, you have to pass. Just like before entering law college you have to become graduate, similarly, before entering the realm of devotional service you have to realize that all living entities are on the same platform. That is realization. You cannot make any distinction that "This is lower," "This is higher." No. Paṇḍitāḥ sama-darśinaḥ (BG 5.18). When a person is fully learned, he does not make any distinction that "He is human being, he is cow, he is dog." He sees that he is spirit soul covered in different dress. That's all. That is his vision, universal equality vision. You cannot say that dog has no life, the cow has no life. How can you say that there is no life? That is lack of your knowledge. What is the symptom of life? You will find the symptom of life is there in human being, in ant also. How you can say that small creatures, lower animals have no life? That is lack of your knowledge. Even trees, plants, they have got life. So perfect knowledge required. So love of Godhead on the basis of perfect knowledge is real love of God. Otherwise it is fanaticism.
