Śva-pāke means there is a class of men who eats dogs. They are counted amongst the lower class in India.
Lecture on BG 4.14-19 -- New York, August 3, 1966:

So paṇḍita means that one who is learned and gentle. So another paṇḍita sees vidyā-vinaya-sampanne, a brāhmaṇa, learned and gentle, vidyā-vinaya-sampanne brāhmaṇe gavi, and a cow, vidyā-vinaya-sampanne gavi ha..., and an elephant, and śva-pāke... Śva-pāke ca śuni ca. Śva-pāke means there is a class of men who eats dogs. They are counted amongst the lower class in India. Śva-pāke ca śuni. Śuni means dog. So dog also, not taken very good animal in the society. But a paṇḍita—either a dog, either a cow, either an elephant, either a, a, I mean to say, dog-eater, or a learned brāhmaṇa—he sees all of them on the same level. That is paṇḍita.

This śva-pāke means this caṇḍāla. One who eats a dog.
Garden Conversation -- October 9, 1976, Aligarh:

Prabhupāda: Śva-paca, this word is there in the Bhagavad-gītā. Vidyā-vinaya-sampanne brāhmaṇe gavi hastini śuni caiva śva-pāke ca (BG 5.18). This śva-pāke means this caṇḍāla. One who eats a dog. Śva-pāke ca paṇḍitāḥ sama-darśinaḥ. So everyone can be raised to the platform of Kṛṣṇa consciousness. There is no difficulty. That is Caitanya Mahāprabhu's movement. So from early in the morning He is teaching. Udilo aruṇa pūraba-bhāge dwija-maṇi gorā amani jāge. He was not lazy. He was very busy. From early in the morning. So if we at least pretend to follow Caitanya Mahāprabhu, we cannot sleep. We must rise early in the morning. If you want to follow Caitanya Mahāprabhu, there is no question of sleeping in the morning. One must get up at least one and a half hours before the sunrise. That is maṅgala-ārati. Maṅgala-ārati means to get up early in the morning, take your bath, and be prepared for the maṅgala-ārati.
