The king or the executive head of a state, the father and the school teacher are all considered to be natural leaders of the innocent people in general.
BG 3.21, Purport: People in general always require a leader who can teach the public by practical behavior. A leader cannot teach the public to stop smoking if he himself smokes. Lord Caitanya said that a teacher should behave properly before he begins teaching. One who teaches in that way is called ācārya, or the ideal teacher. Therefore, a teacher must follow the principles of śāstra (scripture) to teach the common man. The teacher cannot manufacture rules against the principles of revealed scriptures. The revealed scriptures, like Manu-saṁhitā and similar others, are considered the standard books to be followed by human society. Thus the leader's teaching should be based on the principles of such standard śāstras. One who desires to improve himself must follow the standard rules as they are practiced by the great teachers. The Śrīmad-Bhāgavatam also affirms that one should follow in the footsteps of great devotees, and that is the way of progress on the path of spiritual realization. Srimad-Bhagavatam Lectures

Any school you go, you have to be guided by the school teacher. Otherwise you don't have any education.
Lecture on SB 7.6.1 -- Montreal, June 12, 1968: Devotee (1): In which way one can engage oneself to the best service of Kṛṣṇa, or best use one's time for Kṛṣṇa? Prabhupāda: Therefore you have to be guided by your spiritual master. Otherwise how can you know? It is not possible. Any school you go, you have to be guided by the school teacher. Otherwise you don't have any education. So this is also a kind of education, Kṛṣṇa education. So you have to find out a bona fide school, you have to find out a bona fide teacher, and then you learn. That's all. If, for Kṛṣṇa consciousness, you go to somebody who is engineer, then you cannot have Kṛṣṇa consciousness. But if you go to engineer, how to become engineer, you can become engineer. Unfortunately, we have got departments of knowledge in our educational system, but actually there is no department of knowledge where Kṛṣṇa consciousness is taught scientifically. That is the great necessity of the present day. But if you are sincere to learn, tad-vijñānārthaṁ sa gurum eva abhigacchet [MU 1.2.12], it is indicated by the direction of the Vedas, "Then you have to approach a bona fide person who can teach you Kṛṣṇa consciousness." Then you will learn it.

The schoolteacher would not allow him to speak about God, but as soon as there was some recess and the five-years-old boy, he would take the opportunity, call his friends and speak on Kṛṣṇa consciousness.
Lecture at a School -- Montreal, June 11, 1968: So our request to all the guardians of the boys and girls present here, or the teachers, that they should teach from the very beginning this Kṛṣṇa consciousness, or God consciousness. Otherwise the future of the world is not very bright. It is recommended in the Śrīmad-Bhāgavatam. We are having our class in our temple: the instruction of Prahlāda Mahārāja. A cheater is taking the place of teacher. Therefore the whole world is degraded.

Morning Walk -- December 3, 1975, Vrndavana:

Prabhupāda: No. By combination, permutation, you create, and if you don't want it, then avoid this combination. [break] Even in four o'clock time, visiting, if he comes at four o'clock, you let him come in. [break] ...Gurukula we require teachers for teaching the small children. Akṣayānanda: Yes, one is already teaching now. One is already teaching children now, one girl.

Prabhupāda: Who is he?

Akṣayānanda: Her name is Ruth. She's English. Every afternoon she teaches the children.

Prabhupāda: Indian?

Akṣayānanda: No, English.

Gopāla Kṛṣṇa: There's also one in Bombay. She used to be a public school teacher in England. After the school is open she can come over here. And there's one in Māyāpur, but she's teaching in Māyāpur.

Prabhupāda: Similarly, other girls, they can take up this.
