Sākṣī means witness. God is sitting within your heart.
Lecture on BG 9.18-19 -- New York, December 4, 1966:

Prabhu means the master. And sākṣī. Sākṣī means witness. God is sitting within your heart. Īśvaraḥ sarva-bhūtānāṁ hṛd-deśe 'rjuna tiṣṭhati (BG 18.61). Īśvara, means Supreme Lord, is sitting in everyone's heart. So He is witness. Whatever you are doing, He is witness. He is giving you facility to do whatever you like, but at the same time you may forget. Suppose I wanted to do something in this life. This is not fulfilled. And next life, when I get another body, so God reminds me. "Well, you wanted to do this. Why not experiment?" That is also stated in the Bhagavad-gītā. Sarvasya cāhaṁ hṛdi sanniviṣṭaḥ: "I am seated in everyone's heart." Mattaḥ smṛtir jñānam apohanaṁ ca: (BG 15.15) "From Me there is remembrance," smṛti, "there is knowledge and there is forgetfulness also." So what is that, God making one person forgetful and another person encouraging? Why? Because I wanted like that. Because I don't want to revive my relationship with the Supreme Lord. Whenever I speak of God, oh, some person becomes: "Oh, what is God? Swamiji, what you are speaking, God?" They don't want God; so God gives him that "Forget Me. Yes, you forget and suffer." And one who wants God... Just like some poor students are trying to reestablish his relationship with Kṛṣṇa. Oh, Kṛṣṇa gives him too: "Yes." So therefore His business is to make you forgetful because you want to forget. And when you are advanced, if you want know... If you want to establish, reestablish your relation, He will encourage you.

So therefore two things are there witness. He gives you full independence. Whatever you like, you do, but He gives instruction at the same time that "These things will not satisfy you, My dear boy." Sarva-dharmān... "You give up all this nonsense. Come to Me. I shall give you all protection." But we don't want to take protection. What God will go? Poor God, what can He...? He can do everything, but He doesn't interfere with your affair. If you want to forget, He will give you so many facilities by the illusory energy that you'll forget, forget, forget. Adānta-gobhir viśatāṁ tamisram. Now you have got this beautiful body of human, civilized human being. Or you can get the body of more and more developed body, just like Brahmā, just like the sun, moon, and so many there are. And if you forget, you go down to the cats and dogs and ants and germs and so many things, become a worm of the stool. He will give you all facilities. This is called karma-cakra, cycle of work. As you desire, so God gives you facility. Therefore our desire should be revived: "What kind of desire we should at all make?" Therefore this Bhagavad-gītā is there; the scriptures are there. You have forgotten. We have forgotten all these things. Therefore the books and the scriptures are there. That is also another mercy of God.

That Sākṣi-Gopāla, witness Gopāla—Sākṣī means witness—is still being worshiped in Jagannātha Purī.
Lecture on SB 1.7.45-46 -- Vrndavana, October 5, 1976:

And the argument that God is everywhere, why you should go to the temple? And what is this nonsense? If God is everywhere, why not in the temple? But this is their argument, nonsense argument. God is everywhere, but not in the temple. This is their argument. So we do not care. Nobody cares. So many agitators came and gone, but the Vedic process will go on. Let the dogs bark, the caravan will pass. There is no difficulty. So on the whole, this is Vedic civilization, that the vigraha of the Supreme Personality of Godhead accepted as He is present. We should take it that Kṛṣṇa... Actually, this is the fact. As you have read in the Caitanya-caritāmṛta, there was the Sākṣi-Gopāla history, and the two brāhmaṇas, they promised before the Deity, and later on there was misunderstanding, and the Deity from Vṛndāvana went to bear witness in Orissa more than thousands of miles away. And that Sākṣi-Gopāla, witness Gopāla—Sākṣī means witness—is still being worshiped in Jagannātha Purī, near. There is a station, Sākṣi-Gopāla.

So as the Deity of the Lord, vigraha, should not be considered as made of stone, wood, similarly, guru also should not be accepted as ordinary human being. He should be given all respect as we give to the Supreme Personality of Godhead. That is being explained by even one woman. That is Vedic culture. Draupadī is explaining the importance, and she has said, sa eṣa bhagavān droṇaḥ. She's quite right when she's accepting Droṇa as bhagavān. Sa eṣa bhagavān droṇaḥ prajā-rūpeṇa vartate. And he is present by his prajā. So these things should be taken very seriously instruction. Therefore śrīmad-bhāgavatam amalaṁ purāṇam. This is pramāṇa. Pramāṇi-grantha. Pramāṇi-grantha means śabda-pramāṇa. Śabda-pramāṇa, anumāna pramāṇa, and anumāna... Just like a sound is going on. One who knows, that's all right. But we can... Hypothesis. We can think that some machine is running on. We may not know what is that machine. So this is anumāna. I'm not seeing the machine, what kind of machine is running, but I can think of, imagine that it may be some machine is running on. That is also another pramāṇa. Hypothesis, inductive, deductive. They are also... Analogy. There are so many processes. So here, Kṛṣṇa and guru, they should be accepted on the same level. Therefore Draupadī has addressed Droṇācārya as bhagavān. Sākṣād-dharitvena samasta-śāstrair uktas tathā bhāvyata eva sadbhiḥ **. It is accepted. We should also accept.

Sākṣi, sākṣi means the witness. That vigraha, that Deity, was in Vṛndāvana. He came to give evidence for His devotee. Therefore He is known as Sākṣi-gopāla.
Lecture on SB 3.26.4 -- Bombay, December 16, 1974:

So that janma karma me divyam (BG 4.9). Nothing is Kṛṣṇa's anything material. Everything is spiritual. But by His līlayā, to manifest different līlā, He accept different types of body. But they are all Kṛṣṇa, the same original person. Advaitam acyutam... Acyuta, He does not fall down. Therefore His name is Acyuta. Acyuta means never falls down, never deviates. He is always in His sac-cid-ānanda-vigraha (Bs. 5.1). Not that because He has appeared for my convenience to accept my service in this form which I am seeing or the atheist is seeing, that it is stone. No. He is not stone. Advaitam acyutam. He doesn't fall. He does not deviate. Otherwise, there are many stories. That, in the Caitanya-caritāmṛta, the Sākṣi-gopāla. Sākṣi-gopāla temple is there in Jagannātha Purī. Just one station before Purī there is Sākṣi-gopāla station. And there is a temple. Sākṣi, sākṣi means the witness. That vigraha, that Deity, was in Vṛndāvana. He came to give evidence for His devotee. Therefore He is known as Sākṣi-gopāla. So devotee talks. Even if you think, "This is stone," or "This is metal," but devotee can talk, and Kṛṣṇa talks with him. There are many instances. That requires advancement of spiritual life.

Sākṣi means witness.
Discourse on Lord Caitanya Play Between Srila Prabhupada and Hayagriva -- April 5-6, 1967, San Francisco:

Hayagrīva: Now the other is the Sākṣi-gopāla.

Prabhupāda: Sākṣi-gopāla. Sākṣi means witness. Gopāla. That picture, we have brought that big picture, that is Gopāla mūrti. Alone standing Kṛṣṇa and playing... You have seen that big picture?

Hayagrīva: The big picture, yes.

Prabhupāda: A Deity like that should be situated in that temple. And His name is Sākṣi-gopāla. Similarly Lord Caitanya entered with His party and saw the ārātrika in Gopāla temple. Then the story of the Gopāla, Sākṣi, why He was known as Sākṣi-gopāla.

Hayagrīva: Saw what? Darate. Saw what? He saw...

Prabhupāda: Ārati.

Hayagrīva: Entered and saw in the Sākṣi temple and saw...? What did you say?

Prabhupāda: Sākṣi-gopāla means witness Gopāla. So how He became witness, that story was also narrated by Nityānanda to Caitanya Mahāprabhu. That story is that in that village, two brāhmaṇas... That's a very long story.

Hayagrīva: What does this have to do with this temple? What does this story have to do with the temple? Lord Caitanya has entered this temple.

Prabhupāda: That's all. But how this temple was established, how Gopāla was established, that history is in that story. The Sākṣi-gopāla means witness. This Gopāla was situated in Vṛndāvana, but to give witness for His devotee He came to Orissa, that place. That is the significance of this Gopāla.
