Of the three principal agents controlling the three modes of material nature, Viṣṇu is the Almighty; even though He is within material nature for the purpose of maintenance, He is not controlled by the laws of material nature.

SB 3.9.16, Purport: The cosmic manifestation is grossly divided into three worlds, the upper, lower and middle planetary systems, and then it broadens into the cosmos of fourteen planetary systems, with the manifestation of the Supreme Personality of Godhead as the supreme root. Material nature, which appears to be the cause of the cosmic manifestation, is only the agency or energy of the Lord. This is confirmed in Bhagavad-gītā (9.10): mayādhyakṣeṇa prakṛtiḥ sūyate sa-carācaram. "Only under the superintendence of the Supreme Lord does material nature appear to be the cause of all creation, maintenance and dissolution." The Lord expands Himself into three—Viṣṇu, Brahmā and Śiva—for maintenance, creation and destruction respectively. Of the three principal agents controlling the three modes of material nature, Viṣṇu is the Almighty; even though He is within material nature for the purpose of maintenance, He is not controlled by the laws of material nature. The other two, Brahmā and Śiva, although almost as greatly powerful as Viṣṇu, are within the control of the material energy of the Supreme Lord. The conception of many gods controlling the many departments of material nature is ill conceived of by the foolish pantheist. God is one without a second, and He is the primal cause of all causes. As there are many departmental heads of governmental affairs, so there are many heads of management of the universal affairs.

The Supreme Lord is the supreme controller Himself, and He cannot be compared to the ordinary living entities, who are controlled by the laws of material nature.

SB 3.26.9, Purport: The relationship of the living entities with matter and that of the Supreme Lord with matter are certainly not on the same level, although the Māyāvādīs may interpret it in that way. When it is said that the living entities are bewildered, the Māyāvādī philosophers ascribe this bewilderment to the Supreme Lord. But that is not applicable. The Lord is never bewildered. That is the difference between personalists and impersonalists. Devahūti is not unintelligent. She has enough intelligence to understand that the living entities are not on the level of the Supreme Lord. Because the living entities are infinitesimal, they become bewildered or conditioned by material nature, but this does not mean that the Supreme Lord is also conditioned or bewildered. The difference between the conditioned soul and the Lord is that the Lord is the Lord, the master of material nature, and He is therefore not subject to its control. He is controlled neither by spiritual nature nor by material nature. He is the supreme controller Himself, and He cannot be compared to the ordinary living entities, who are controlled by the laws of material nature.

In the material stage we think that this world is being controlled by the laws of material nature. That is also fact, but behind the laws of material nature there is Kṛṣṇa.

Blind leaders and blind followers are controlled by the laws of material nature, and they want to be happy independently.

Prabhupāda: They do not know what is the meaning of life. Andhā yathāndhair upanīyamānās te 'pīśa-tantryām uru-dāmni baddhāḥ [SB 7.5.31]. Another blind leader, so-called leader, he is blind himself. He does not know how to lead people. And the followers, followers are also blind. So what will be the result? They are bound up... Suppose if I tightly wrap your eyes, and all of them are done so, then how you will lead them?

Guest: Blind leaders and blind followers?

Prabhupāda: Then they are controlled by the laws of material nature, and they want to be happy independently. This is rascaldom. If I am controlling you and you want to become happy independently, how it is possible? You must get out of the control first of all. Your eyes should be open. Then you can do something independently. But you are under my control fully, and I have wrapped up your eyes with very thick layer of cloth, and then how you can become independent, work. That they do not know.

If you actually want to be not to be controlled by the laws of material nature, that you can do. That is possible. And that is possible simply by understanding Kṛṣṇa.

Conversation at House of Ksirodakasayi dasa -- July 25, 1976, London: Prabhupäda: If you actually want to be not to be controlled by the laws of material nature, that you can do. That is possible. And that is possible simply by understanding Kṛṣṇa. So we are presenting this philosophy of Kṛṣṇa consciousness. It is not a manufactured thing. We are quoting from Bhagavad-gītā the same thing. We are not presenting something manufactured. There is no need, because things in perfection is already there in the Bhagavad-gītā. There is no need of manufacturing by fools and rascals. There is no need. Everything is there in perfection. Simply we have to accept it and apply it in practical life. Then our life will be successful. Simply we have to understand it. Kṛṣṇa says that janma karma ca me divyaṁ yo jānāti tattvataḥ [Bg. 4.9]. Simply to understand Kṛṣṇa as He is... Then jānāti tattvataḥ, anyone who is able to understand Kṛṣṇa in truth, then what is the result? The result is tyaktvā dehaṁ punar janma naiti mām eti kaunteya: [Bg. 4.9] "Such person, after giving up this body, he does not accept another material body."

The Vedic culture determines the standard of social upliftment in terms of the degree of self-realization and as such the social division was estimated accordingly in terms of goodness (intelligence and higher learning), passion (martial spirit to lord it over the world), passion-cum-ignorance (the spirit of productivity) and ignorance (the spirit of passive acceptance of being controlled by the laws of material nature).
