Rules and regulations can be violated when there is urgent necessity of service, not whimsically or for one's sense gratification.
Morning Walk -- March 9, 1974, Mayapura:

Prabhupāda: Yes. Because if there is no other alternative, what can I do? In the beginning I had no disciples. So I was cooking myself. So one gentleman, he... Later on, he became my disciple. He gave me some place. I was cooking. And in the refrigerator, I saw there was meat. (laughs) So I asked: "What is this?" He said, "It is for cats. I don't take meat." "All right. (laughter) I'll do (?)." So of course, I stayed there for three, four days. And if I cry, "Oh, I have violated my rules and regulations..." Rules and regulations can be violated when there is urgent necessity of service, not whimsically or for one's sense gratification. And that is, of course, in our present..., with the permission of the spiritual master, not one should think, "Oh, I have become so much great devotee, I can violate all the rules and regulations." No, you cannot. If there is need of violating rules and regulations, you must take permission. Now we have no temple. Under the circumstances, we are doing that. So you construct the temple as soon as possible so that people may not criticize you. (break) ...for all gṛhastha devotees, you should begin preaching amongst the gṛhasthas. It is not forbidden for the gṛhasthas to preach. Because preaching is required everywhere. Arjuna was gṛhastha. So yei kṛṣṇa-tattva-vettā sei guru haya (CC Madhya 8.128). One must know the science of Kṛṣṇa. Then you can become preacher.

Then that servant, while he was employed, there was an urgent business. The rich man said that "Tomorrow I am going. You must come and go with me." So suppose he was to go at ten o'clock. Then at nine o'clock a messenger came: "You are ready?" "No, just I am cooking. Then I shall finish my cooking, take my meals and then we shall go." So he was very angrily inquired, "So why you did not...?" "No, I am cooking." "Where you are cooking?" Now, he has three bamboos, and on the top there was a pot, rice pot, and he was giving fire here. So that rich man came and saw. "What kind of cooking this is?" "No, there is heat. It is going on." (laughter) "So how you do this, such a nonsense." "No, if the temperature from the lamp on the roof of the sky could protect that man, why not it will be cooking?" Then he could understand this is the reply. So that man was paid.
Room Conversation with Bhurijana dasa and Disciples -- July 1, 1974, Melbourne:

Prabhupāda: Yes. So pure devotional service is flame. All other things are smoke. You must get the flame. Otherwise, your business will not get done. So naturally we fan when there is smoke, "Phat, phat, phat." As soon as flame comes, there is no smoke. So again fan it. Let the flame come. Then everything will be all right. Otherwise be satisfied with the smoke. You are cooking with smoke for three hundred years. (laughter) There is a very humorous story that one man... He was a yogi. So he approached. It is not story, it is fact. Approached one big man that... As people are very inquisitive to see some yogic magic, so the rich man asked the yogi, "What you have learned about yogic perfection?" "No, I can in the severe winter season, I can dip myself in the water up to this and practice yoga." "So, how long can you remain? At night?" "Yes. No, I can remain the whole night or as long as you..." "All right, if you remain within severe cold, within water, overnight, then I shall give you such and such presentation." So he agreed, and he did it. And in the morning, when the man came, so he said, "Oh, you are successful." Then he did not... Either he had no money or he did not want to give. So he had his one advisor, "So what shall I do?" "No, no sir, you cannot give money." "Why?" "Now, there was heat." "So how there was heat?" You know, in India they give ākāśa-pradīpa? During Kārttika month they... This is our Vaiṣṇava principle, I think. The lamp is there on the head of the roof. On the roof there is a bamboo, and in the top of the bamboo there is light. So this man was in the lake. And his advisor said, "You have seen that the lamp was there, and heat was coming." (laughing) That lamp was three miles away and still, he advised, "Yes, there was heat. Therefore he could tolerate." So what can be said? He is poor man. So there was another servant of that big man. So he appealed to him that "See, I took so much trouble and he did not pay me anything." "So don't worry. I shall see that you are paid." What is that? Some presentation?

Paramahaṁsa: Yes. First of all, I will pay my obeisances.

There must be proper adjustment of cooking. Then you can cook food and eat. A little smoke or little fire and three miles away the cooking pot, in this way, cooking is useless attempt. One must be serious to cook. There is method how to cook. If you don't adopt that method and if you cook in your whimsical way, you will never be able to eat. If you say, "I shall cook in my way," and if you adopt that process, will it help? Na siddhiṁ sa avāpnoti na sukhaṁ na paraṁ... So what are these things? (break) ...on the floor. But this instruction was for you, that you are keeping. I never keep my Bhāgavata on the floor. I keep always my head. So better you take it. (laughter) I keep my Bhāgavata either on this table or on the head and never on the floor. So that is for you. (laughter) Yes. Then next? (laughter) Yes. It is good, nice.

1975 Conversations and Morning Walks

There are different medical men and difficult diagnoses, but the urgent case is: cure the driver, and then car will go on nicely. Unfortunately, modern civilization, they do not know what is the driver.
Room Conversation with Psychiatrist -- February 22, 1975, Caracas:

Prabhupāda: So then what is your program to take care of the driver?

Psychiatrist (Hṛdayānanda): He feels that there are different philosophies and different methods...

Prabhupāda: That's all right. There are different medical men and difficult diagnoses, but the urgent case is: cure the driver, and then car will go on nicely. Unfortunately, modern civilization, they do not know what is the driver. And how he will keep him sane? He does not know what is the driver? He thinks the car is automatically going on. Just like child. A child sees the car is going automatically, but that's not a fact. There is a driver. So if our vision is childish, how we can solve the problems of life? I talked with big, big professor, Kotovsky, in Moscow. He said, "There is no driver." This is a big professor, and he is teaching others. So if the leading men of the world, they think there is no driver, the body is automatically going, then what is the fate of the civilization? (break) No, there are, similarly, capitalists, communists, "this-ists," "that-ists." Full of these rascals. So how the human civilization can be without problems? The leaders are rascals. How we can expect that it will go on without problem?

If you get really assistance, there is no harm. Just like sometimes we go to the court; we pay to the lawyer because we are not expert. In that sense, it can be spent. For nothing, because you have got money, no. Unless it is urgently or absolute necessary, you should not spend.
Conversation with Devotees -- March 31, 1975, Mayapur:

Tamāla Kṛṣṇa: As an example, last year at Ratha-yātrā, two thousand dollars were spent to hire a professional group to assist them in making up the advertisements and other things, giving them guidance, general assistance...

Prabhupāda: If you get really assistance, there is no harm. Just like sometimes we go to the court; we pay to the lawyer because we are not expert. In that sense, it can be spent.

Tamāla Kṛṣṇa: But cautiously.

Prabhupāda: Yes. For nothing, because you have got money, no. Unless it is urgently or absolute necessary, you should not spend.

Tamāla Kṛṣṇa: And there should be some... There should be some limitation. We should not spend tens of thousands of dollars...

Prabhupāda: No.

One woman, out of her eagerness to see Jagannātha, there was big crowd, she jumped up over the shoulder of Caitanya Mahāprabhu, and the devotees said, (in an urgent whisper:) "Come on, come on down. What you are doing?"
Morning Walk -- December 17, 1975, Bombay:

Harikesa: There's that story of the one woman who was on His shoulder, on that (sic:) Nṛsiṁha column looking at Lord Jagannātha, and Govinda tried to take her down and Lord Caitanya said no.

Prabhupāda: One woman, out of her eagerness to see Jagannātha, there was big crowd, she jumped up over the shoulder of Caitanya Mahāprabhu, and the devotees said, (in an urgent whisper:) "Come on, come on down. What you are doing?" Caitanya: "No, she is so eager to see Jagannātha. Don't disturb. Don't disturb. Let her stand on My shoulder." So there is no question of hating woman. We want simply devotee. That's all. But unless we are very advanced, we take precaution. That is another thing.

That we shall do conveniently. It is not very urgent. When there is spare room-then. Medical service is to cure the material disease, not this temporary headache and stomachache. There are so many medical services for these things, but where is the medical service for curing material disease? That is wanted.
Morning Walk -- December 23, 1975, Bombay:

Lokanātha: There should not be any medical service in the building, new building, so what about there should be any other place on the land, or they should not...?

Prabhupāda: That we shall do conveniently. It is not very urgent. When there is spare room-then. Medical service is to cure the material disease, not this temporary headache and stomachache. There are so many medical services for these things, but where is the medical service for curing bhava-roga, material disease? That is wanted. (aside:) Hare Kṛṣṇa! Medical service does not give any guarantee that there will be no more disease. Our service is guarantee, there will be no more birth, death, old age and disease. That is the difference. (pause) Mauritius, I was suffering so much from dental pain, I never went to the dentist; I invented my medicine, and it cured. (laughter)

1976 Conversations and Morning Walks

Yes, why not (put a little arch on a gate)? Later on. It is not very urgent.
Morning Walk -- January 16, 1976, Mayapur:

Prabhupāda: (break) ...the gūr?

Jayapatāka: We use it the whole year for the sweetening in the different preparations of prasāda.

Prabhupāda: We use ourself.

Jayapatāka: Yes. We don't...

Prabhupāda: Sell.

Jayapatāka: No. We don't have surplus yet.

Prabhupāda: (break) You also? (laughter)

Jayapatāka: Arch or anything be put on this gate?

Prabhupāda: Hm?

Jayapatāka: Should we put any little arch on this gate?

Prabhupāda: Yes, why not? Later on. It is not very urgent. (break)

Satadhanya: Yes.

Prabhupāda: Other one?

Jayapatāka: Exit.

If you want money for expenditure, so if I press you, you have need of money, so you do everything, give some back, get the money. You are in urgent need. Everywhere. All, whole world they have become dishonest. Even the high-court judges, magistrate, they are getting bribe.
Room Conversation -- June 17, 1976, Toronto:

Prabhupāda: The state is in the management of official trustee. And this trustee in charge of the trust board men, they give us so much trouble and exploit the position for his personal profit. I have seen. Horrible. For instance, I can give you, if in some property there is some repair, it will cost you, say, one hundred rupees. And they'll give it to a contractor, and the contractor will present a bill, twelve hundred rupees. And he'll pass. And the contractor will be given, say, two hundred rupees, and balance he'll take. I have seen.

Puṣṭa Kṛṣṇa: Stealing from the trust.

Prabhupāda: In this way he's.... The money's in his hand. If you want money for expenditure, so if I press you, you have need of money, so you do everything, give some back, get the money. You are in urgent need. Everywhere. All, whole world they have become dishonest. Even the high-court judges, magistrate, they are getting bribe.

People do not follow any tapasya at the present moment. But human life is meant for tapasya, regulative principles. Even in ordinary life.... Just like you are driving your car, you are going to some urgent business, and you saw the red light. You have to stop. You cannot say, "I have to leave by this time. I must go." No. You must. That is tapasya. So tapasya means to follow the regulative principles strictly by the higher order and that is human life.
Answers to a Questionnaire from Bhavan's Journal -- June 28, 1976, Vrndavana:

Prabhupāda: Just like Rsabhādeva orders that this human life is meant for tapasya. Therefore in our Vedic civilization we find so many rules and regulations. This is tapasya. From the very beginning of life, brahmacārī, to go to the spiritual master's place and act like menial servant. Nicavat. It is said. If the spiritual master says that "You go and pick up some wood from the forest," and one may be a king's son, but he cannot deny it, the spiritual master's order, "You must go." As Kṛṣṇa, He was ordered to go and pick up some dry wood from the forest. So He had to go. Although He was, His father was Nanda Mahārāja, a village vaiśya king, and Kṛṣṇa was Personality of Godhead, but He could not deny. He had to go. Nicavat. Just like menial servant. That is called brahmacārī. This is tapasya. So tapasya is so essential that one has to do it. There is no question of alternative. Then brahmacārī, then.... If he marries, then gṛhastha. That is also tapasya. He cannot have sex life whenever he likes. No. The śāstra says, "You must have sex life like this: once in a month and only for begetting children." So that is also tapasya. They do not follow, people do not follow any tapasya at the present moment. But human life is meant for tapasya, regulative principles. Even in ordinary life.... Just like you are driving your car, you are going to some urgent business, and you saw the red light. You have to stop. You cannot say, "I have to leave by this time. I must go." No. You must. That is tapasya. So tapasya means to follow the regulative principles strictly by the higher order and that is human life. And animal life means you can do whatever you like. They keep to the right, keep to the left, it doesn't matter. But their offense is not taken because they are animals. But a human being, if he does not follow the regulative principles, it is sinful. He'll be punished. The same principle. Just like when there is red light, if you do not stop, you'll be punished. But a cat and dog, if he transgresses, "Never mind red light, I shall go," he's not punished. So tapasya is meant for the human being. He must do it if he wants at all progress of life. That is essential.

Generally, people come to visit: "How are you, how you are feeling?" And he takes half an hour even. So what is the use of wasting time like that, "How are you?" Everyone knows that I am not feeling well.
Room Conversation -- March 31, 1977, Bombay:

Prabhupāda: Those who are visitors, they can see me. And for lecturing, on Sunday I shall lecture. You can fix up time, which time. But Sunday I shall speak from Bhāgavatam. This is general program. And if it is required some special, that is another thing. So what is the use of inviting visitors here?

Girirāja: I agree with that policy.

Prabhupāda: What do you think, Dr. Sharma?

Dr. Sharma: I agree. Very urgent or some special thing, then it can be done. Otherwise not, I don't think.

Prabhupāda: Generally, people come to visit: "How are you, how you are feeling?" And he takes half an hour even. So what is the use of wasting time like that, "How are you?" Everyone knows that I am not feeling well.

Tamāla Kṛṣṇa: For that they can come in the morning.

Prabhupāda: Yes. If they actually want to see me, I am going there. They can see me. For half an hour, more than half an hour. And for talking... There is no need of talking "How are you? How you are feeling?" This is not talking.

And become guru. It is very urgently necessary. I... People are becoming godless, atheist, nonbelievers, and they are suffering. So every village, every home, every neighborhood, they require guru. But who will be guru? One who repeats the instruction of Kṛṣṇa.
Evening Darsana -- May 12, 1977, Hrishikesh:

Prabhupāda: Kṛṣṇa says, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66), and one who has got faith in these words—"Yes, if I surrender to Kṛṣṇa, all success will follow..."—this is faith. So faith is the beginning of Kṛṣṇa consciousness. Ādau śraddhā tataḥ sādhu-saṅgaḥ (Cc. Madhya 23.14-15). So if we have got faith in the words of Kṛṣṇa—they are very openly spoken—then our life becomes successful. But we have no faith in Kṛṣṇa. They take Kṛṣṇa as ordinary human being. Avajānanti māṁ mūḍhāḥ (BG 9.11). If you say that "You have no faith in Kṛṣṇa. Then you are a mūḍha," he becomes angry. But I don't say; Kṛṣṇa says. We are simply repeating the words of Kṛṣṇa. Na māṁ duṣkṛtino mūḍhāḥ prapadyante narādhamāḥ (BG 7.15). So if we say, people become angry. And we don't say anything. We simply repeat. That is our business. We are not learned scholars. But our mission is to repeat the words of Kṛṣṇa. That is Caitanya Mahāprabhu's order. He says, āmāra ājñāya guru hañā tāra' ei deśa: (CC Madhya 7.128) "You become guru." "Now, how shall I become guru? I am neither learned nor Vedantist, neither sannyāsī. How can I become guru?" "No, no, you have no difficulty. You, on My order, become guru simply..." Yāre dekha tāre kaha kṛṣṇa-upadeśa (CC Madhya 7.128). Bas. "You become guru. Whomever you meet, you simply try to convince him what Kṛṣṇa has spoken. Then you become guru." So we request everyone the same thing. And become guru. It is very urgently necessary. I... People are becoming godless, atheist, nonbelievers, and they are suffering. So every village, every home, every neighborhood, they require guru. But who will be guru? One who repeats the instruction of Kṛṣṇa. Yāre dekha tāre kaha. It is very easy. So people are accepting all over the world the instruction of Kṛṣṇa. These books we are selling. Daily our collection is five to six lakhs of rupees. Now this recent publication, how many copies we have printed, this?
