SB Preface and Introduction

Sārvabhauma Bhaṭṭācārya could understand that such a transcendental trance was only rarely exhibited and only then by the topmost devotees who are already on the transcendental plane in complete forgetfulness of material existence.
SB Introduction:

Sārvabhauma Bhaṭṭācārya, who was the chief appointed paṇḍita in the court of the King of Orissa, Mahārāja Pratāparudra, was attracted by the youthful luster of Lord Śrī Caitanya Mahāprabhu and could understand that such a transcendental trance was only rarely exhibited and only then by the topmost devotees who are already on the transcendental plane in complete forgetfulness of material existence. Only a liberated soul could show such a transcendental feat, and the Bhaṭṭācārya, who was vastly learned, could understand this in the light of the transcendental literature with which he was familiar. He therefore asked the custodians of the temple not to disturb the unknown sannyāsī.

SB Canto 2

Lord Brahmā is the topmost devotee of the Lord within the universe.
SB 2.9.31, Purport:

Lord Brahmā is the topmost devotee of the Lord within the universe, and therefore the Personality of Godhead replied to his four principal inquiries in four important statements, which are known as the original Bhāgavatam in four verses.

Śrīla Nārada Muni became the topmost devotee of the Lord simply by the association of pure devotees of the Lord.
SB 2.10.41, Purport:

The best association is the service of the devotees of the Lord, and by that association one can become the highest qualified man by the grace of the Lord's pure devotees. As we have already seen in the life of Śrīla Nārada Muni, he became the topmost devotee of the Lord simply by the association of pure devotees of the Lord. By birth he was the son of a maidservant and had no knowledge of his father and no academic education, even of the lowest status. But simply by associating with the devotees and by eating the remnants of their foodstuff, he gradually developed the transcendental qualities of the devotees.

SB Canto 3

That topmost devotee of the Lord will have expanded intelligence and expanded influence and will be the greatest of the great souls
SB 3.14.48, Purport:

That topmost devotee of the Lord will have expanded intelligence and expanded influence and will be the greatest of the great souls. Due to matured devotional service, he will certainly be situated in transcendental ecstasy and will enter the spiritual sky after quitting this material world."

SB Canto 4

To serve the topmost devotee means to hear from him about the glories of the Supreme Personality of Godhead.
SB 4.22.22, Purport:

One should take shelter of a pure devotee, who has nothing to do with this material world but is simply engaged in devotional service. By serving him only, one can transcend the qualitative material condition. In this verse it is recommended (yogeśvara-upāsanayā) that one serve the lotus feet of the topmost yogī, or the devotee. To serve the topmost devotee means to hear from him about the glories of the Supreme Personality of Godhead. To hear the glories of the Supreme Personality of Godhead from the mouth of a pure devotee is to acquire a pious life.

If one hears of the characteristics of Pṛthu Mahārāja and is a śūdra, he becomes the topmost devotee.
SB 4.23.32, Purport:

If one hears of the characteristics of Pṛthu Mahārāja and is a brāhmaṇa, he becomes perfectly qualified with brahminical powers; if he is a kṣatriya, he becomes a king of the world; if he is a vaiśya, he becomes a master of other vaiśyas and many animals; and if he is a śūdra, he becomes the topmost devotee."

The Lord is always ready to give instructions to the paramahaṁsas, or the topmost devotees.
SB 4.24.33, Purport:

In this regard, one may refer to the prayers of Kuntī in the First Canto of Śrīmad-Bhāgavatam (1.8.20):

tathā paramahaṁsānāṁ
munīnām amalātmanām
bhakti-yoga-vidhānārthaṁ
kathaṁ paśyema hi striyaḥ

The Lord is always ready to give instructions to the paramahaṁsas, or the topmost devotees of the Lord, who are completely liberated from all contaminations of the material world. The Lord always gives instructions to such exalted devotees to inform them how they can remain fixed in devotional service.

Malayadhvaja, the great king, was certainly a mahā-bhāgavata, topmost devotee.
SB 4.28.33, Purport:

Malayadhvaja, the great king, was certainly a mahā-bhāgavata, topmost devotee. By executing devotional service, he begot many sons and disciples for propagating the bhakti cult (śravaṇaṁ kīrtanaṁ viṣṇoḥ (SB 7.5.23)). Actually, the entire world should be divided among such disciples. Everyone should be engaged in preaching the cult of Kṛṣṇa consciousness.

Śukadeva Gosvāmī continued speaking to Mahārāja Parīkṣit: My dear King, Bharata Mahārāja was a topmost devotee.
SB 5.7.1, Purport:

Śukadeva Gosvāmī continued speaking to Mahārāja Parīkṣit: My dear King, Bharata Mahārāja was a topmost devotee. Following the orders of his father, who had already decided to install him on the throne, he began to rule the earth accordingly. When Bharata Mahārāja ruled the entire globe, he followed the orders of his father and married Pañcajanī, the daughter of Viśvarūpa."

The topmost devotee and foremost of saintly kings—Bharata Mahārāja.
SB 5.9.1-2, Purport:

Śrīla Śukadeva Gosvāmī continued: My dear King, after giving up the body of a deer, Bharata Mahārāja took birth in a very pure brāhmaṇa family. There was a brāhmaṇa who belonged to the dynasty of Aṅgirā. He was fully qualified with brahminical qualifications. He could control his mind and senses, and he had studied the Vedic literatures and other subsidiary literatures. He was expert in giving charity, and he was always satisfied, tolerant, very gentle, learned and nonenvious. He was self-realized and engaged in the devotional service of the Lord. He remained always in a trance. He had nine equally qualified sons by his first wife, and by his second wife he begot twins—a brother and a sister, of which the male child was said to be the topmost devotee and foremost of saintly kings—Bharata Mahārāja. This, then, is the story of the birth he took after giving up the body of a deer."

Jaḍa Bharata was a topmost devotee and the dear abode of the Supreme Personality of Godhead.
SB 5.10.8, Purport:

Thinking himself a king, King Rahūgaṇa was in the bodily conception and was influenced by material nature's modes of passion and ignorance. Due to madness, he chastised Jaḍa Bharata with uncalled-for and contradictory words. Jaḍa Bharata was a topmost devotee and the dear abode of the Supreme Personality of Godhead. Although considering himself very learned, the King did not know about the position of an advanced devotee situated in devotional service, nor did he know his characteristics. Jaḍa Bharata was the residence of the Supreme Personality of Godhead; he always carried the form of the Lord within his heart. He was the dear friend of all living beings, and he did not entertain any bodily conception. He therefore smiled and spoke the following words."

Prahlāda Mahārāja, the topmost devotee of the Lord, is a reservoir of all the good qualities of great personalities.
SB 5.18.7, Purport:

Śukadeva Gosvāmī continued: My dear King, Lord Nṛsiṁhadeva resides in the tract of land known as Hari-varṣa. In the Seventh Canto of Śrīmad-Bhāgavatam, I shall describe to you how Prahlāda Mahārāja caused the Lord to assume the form of Nṛsiṁhadeva. Prahlāda Mahārāja, the topmost devotee of the Lord, is a reservoir of all the good qualities of great personalities. His character and activities have delivered all the fallen members of his demoniac family. Lord Nṛsiṁhadeva is very dear to this exalted personality. Thus Prahlāda Mahārāja, along with his servants and all the denizens of Hari-varṣa, worships Lord Nṛsiṁhadeva by chanting the following mantra."

Hiraṇyakaśipu was therefore the cause of great disturbance to the topmost devotee, Prahlāda Mahārāja.
SB 5.18.8, Purport:

Therefore we should always offer our prayers to Lord Nṛsiṁhadeva, who killed Hiraṇyakaśipu, the personification of material desire. Hiraṇya means "gold," and kaśipu means "a soft cushion or bed." Materialistic persons always desire to make the body comfortable, and for this they require huge amounts of gold. Thus Hiraṇyakaśipu was the perfect representative of materialistic life. He was therefore the cause of great disturbance to the topmost devotee, Prahlāda Mahārāja, until Lord Nṛsiṁhadeva killed him. Any devotee aspiring to be free of material desires should offer his respectful prayers to Nṛsiṁhadeva as Prahlāda Mahārāja did in this verse.

SB Canto 8

By the grace of the Supreme Personality of Godhead, one can overcome the influence of māyā. This was evinced by Lord Śiva, the topmost devotee of the Lord.
SB 8.12 Summary:

The Supreme Personality of Godhead is very kind to His devotees. Therefore, to fulfill the desire of His devotee Lord Śiva, He expanded His energy and manifested Himself in the form of a very beautiful and attractive woman. Upon seeing this form, even Lord Śiva was captivated. Later, by the grace of the Lord, he controlled himself. This demonstrates that by the power of the Lord's external energy, everyone is captivated by the form of woman in this material world. Again, however, by the grace of the Supreme Personality of Godhead, one can overcome the influence of māyā. This was evinced by Lord Śiva, the topmost devotee of the Lord. First he was captivated, but later, by the grace of the Lord, he restrained himself. It is declared in this connection that only a pure devotee can restrain himself from the attractive feature of māyā. Otherwise, once a living entity is trapped by the external feature of māyā, he cannot overcome it.

SB Canto 10.1 to 10.13

Mother Yaśodā appears to be the topmost of devotees who have attained this perfection.
SB 10.9.21, Purport:

As the Lord says in Bhagavad-gītā (15.15), vedaiś ca sarvair aham eva vedyaḥ: "By all the Vedas, it is I who am to be known." Therefore, the karmīs, jñānīs, yogīs and saintly persons are all seeking Kṛṣṇa. But by following in the footsteps of devotees who are in a direct relationship with Kṛṣṇa, especially the inhabitants of Vṛndāvana, one can reach the supreme position of associating with Kṛṣṇa. As it is said, vṛndāvanaṁ parityajya padam ekaṁ na gacchati: Kṛṣṇa does not leave Vṛndāvana even for a moment. The vṛndāvana-vāsīs—mother Yaśodā, Kṛṣṇa's friends and Kṛṣṇa's conjugal lovers, the younger gopīs with whom He dances—have very intimate relationships with Kṛṣṇa, and if one follows in the footsteps of these devotees, Kṛṣṇa is available. Although the nitya-siddha expansions of Kṛṣṇa always remain with Kṛṣṇa, if those engaged in sādhana-siddhi follow in the footsteps of Kṛṣṇa's nitya-siddha associates, such sādhana-siddhas also can easily attain Kṛṣṇa without difficulty. But there are those who are attached to bodily concepts of life. Lord Brahmā and Lord Śiva, for example, have very prestigious positions, and thus they have the sense of being very exalted īśvaras. In other words, because Lord Brahmā and Lord Śiva are guṇa-avatāras and have exalted positions, they have some small sense of being like Kṛṣṇa. But the pure devotees who inhabit Vṛndāvana do not possess any bodily conception. They are fully dedicated to the service of the Lord in sublime affection, premā. Śrī Caitanya Mahāprabhu has therefore recommended, premā pum-artho mahān: the highest perfection of life is premā, pure love in relationship with Kṛṣṇa. And mother Yaśodā appears to be the topmost of devotees who have attained this perfection.

The mahā-bhāgavata, the topmost devotee, sees everyone as being engaged in the service of Kṛṣṇa; only himself does he see as not engaged.
SB 10.13.51, Purport:

Innumerable living entities are engaged in different types of worship of the Supreme, according to their abilities and karma, but everyone is engaged (jīvera 'svarūpa' haya-kṛṣṇera 'nitya-dāsa' (CC Madhya 20.108)); there is no one who is not serving. Therefore the mahā-bhāgavata, the topmost devotee, sees everyone as being engaged in the service of Kṛṣṇa; only himself does he see as not engaged. We have to elevate ourselves from a lower position to a higher position, and the topmost position is that of direct service in Vṛndāvana. But everyone is engaged in service. Denial of the service of the Lord is māyā.

CC Madhya 8.44, Translation:

The Lord replied to Rāmānanda Rāya, “Sir, you are the best of the topmost devotees; therefore simply the sight of you has melted everyone's heart.

A preacher is generally a topmost devotee, but in order to meet the general populace, he has to come to distinguish between devotees and nondevotees.
CC Madhya 8.44, Purport:

Unless one is a first-class devotee, he cannot be a preacher. A preacher is generally a topmost devotee, but in order to meet the general populace, he has to come to distinguish between devotees and nondevotees. Otherwise, an advanced devotee makes no such distinctions. Indeed, he always sees that everyone is engaged in the service of the Lord. When one engages in preaching work, he must distinguish between people and understand that some people are not engaged in the devotional service of the Lord. The preacher then has to take compassion upon such innocent people who do not know how to worship the Lord. In Śrīmad-Bhāgavatam (11.2.45), the symptoms of a topmost devotee are described as follows:

sarva-bhūteṣu yaḥ paśyed bhagavad-bhāvam ātmanaḥ
bhūtāni bhagavaty ātmany eṣa bhāgavatottamaḥ

"The advanced devotee sees that all living entities are part and parcel of the Supreme Personality of Godhead. Everyone is in Kṛṣṇa, and Kṛṣṇa is also within everyone. Such a vision is possible only for a person who is very advanced in devotional service."

CC Madhya 11.83, Translation:

Gopīnātha Ācārya replied, “His name is Advaita Ācārya. He is honored even by Śrī Caitanya Mahāprabhu, and He is therefore the topmost devotee.

If a person is actually blessed by the mercy of the Lord, he can immediately become a topmost devotee of the Lord.
CC Madhya 12.68, Purport:

In this regard, Śrīla Prabodhānanda Sarasvatī writes, yat-kāruṇya-kaṭākṣa-vaibhava-vatām. If Śrī Caitanya Mahāprabhu simply glanced at someone for a moment, that person immediately turned into one of the most confidential devotees of the Lord. The prince came to see the Lord for the first time, but by the Lord's mercy the boy immediately became a topmost devotee. This was not in theory but in practice. We cannot apply the nagna-mātṛkā-nyāya formula. This states that if one's mother was naked in her childhood, she should continue to remain naked, even though she has become the mother of so many children. If a person is actually blessed by the mercy of the Lord, he can immediately become a topmost devotee of the Lord. The logic of nagna-mātṛkā states that if a person is not elevated on such and such a date, he cannot become an exalted devotee overnight, as it were. This particular instance offers evidence to contradict that theory. On the previous day, the boy was simply an ordinary prince, and the next day he was counted as one of the topmost devotees of the Lord. This was all made possible by the causeless mercy of the Lord. The Lord is omnipotent—all-powerful or almighty—and He can act as He likes.

CC Madhya 22.46, Translation:

“"O my Lord! O infallible Supreme Person! When a person wandering throughout the universes becomes eligible for liberation from material existence, he gets an opportunity to associate with devotees. When he associates with devotees, his attraction for You is awakened. You are the Supreme Personality of Godhead—the highest goal of the topmost devotees and the Lord of the universe.""

CC Madhya 22.64, Translation:

“A faithful devotee is a truly eligible candidate for the loving service of the Lord. According to one's faith, one is classified as a topmost devotee, an intermediate devotee or an inferior devotee."

CC Madhya 22.65, Translation:

“One who is expert in logic, argument and the revealed scriptures and who has firm faith in Kṛṣṇa is classified as a topmost devotee. He can deliver the whole world."

CC Madhya 22.66, Translation:

“"One who is expert in logic and in understanding the revealed scriptures, and who always has firm conviction and deep faith that is not blind, is to be considered a topmost devotee in devotional service.""

The incarnation of Godhead, Sūta Gosvāmī, who was the topmost devotee of the Lord, quoted talks about self-realization between Vidura and Maitreya, a friend of Vyāsadeva's.
CC Madhya 22.81, Purport:

This is a quotation from Śrīmad-Bhāgavatam (3.25.21). When the sages, headed by Śaunaka, inquired about Kapiladeva, the incarnation of Godhead, Sūta Gosvāmī, who was the topmost devotee of the Lord, quoted talks about self-realization between Vidura and Maitreya, a friend of Vyāsadeva's. During these talks the topic of Lord Kapila had come up, and at that time Maitreya had repeated Kapiladeva's discussions with His mother, wherein the Lord states that attachment to material things is the cause of conditioned life. When a person becomes attached to transcendental things, he is on the path of liberation.

CC Madhya 22.84, Translation:

“"O my Lord! O infallible Supreme Person! When a person wandering throughout the universes becomes eligible for liberation from material existence, he gets an opportunity to associate with devotees. When he associates with devotees, his attraction for You is awakened. You are the Supreme Personality of Godhead, the highest goal of the topmost devotees, and the Lord of the universe.""

Although Kṛṣṇa is covered by the hazy darkness of the dust, the gopīs can nevertheless understand that within the dust storm is Kṛṣṇa. Because they are His topmost devotees, they can perceive His hand in everything.
CC Antya 1.188, Purport:

Kṛṣṇa states in the Bhagavad-gītā (2.45), trai-guṇya-viṣayā vedā nistrai-guṇyo bhavārjuna. Thus He advised Arjuna to rise above the modes of material nature, for the entire Vedic system is filled with descriptions involving sattva-guṇa, rajo-guṇa and tamo-guṇa. People are generally covered by the quality of rajo-guṇa and are therefore unable to understand the pastimes of Kṛṣṇa with the gopīs of Vraja. Moreover, the quality of tamo-guṇa further disturbs their understanding. In Vṛndāvana, however, although Kṛṣṇa is covered by the hazy darkness of the dust, the gopīs can nevertheless understand that within the dust storm is Kṛṣṇa. Because they are His topmost devotees, they can perceive His hand in everything. Thus even in the dark or in a hazy storm of dust, devotees can understand what Kṛṣṇa is doing. The purport of this verse is that under no circumstances is Kṛṣṇa ever lost to the vision of exalted devotees like the gopīs.

CC Antya 11.105, Translation:

Haridāsa Ṭhākura was not only the topmost devotee of the Lord but also a great and learned scholar. It was his great fortune that he passed away before Śrī Caitanya Mahāprabhu.

The prākṛta-sahajiyās also describe themselves as the most advanced devotees in spontaneous love, as knowers of transcendental mellows, as the topmost devotees in conjugal love of Kṛṣṇa, and so on.
CC Antya 20.28, Purport:

The prākṛta-sahajiyās sometimes criticize pure devotees by calling them philosophers, learned scholars, knowers of the truth, or minute observers, but not devotees. On the other hand, they depict themselves as the most advanced, transcendentally blissful devotees, deeply absorbed in devotional service and mad to taste transcendental mellows. They also describe themselves as the most advanced devotees in spontaneous love, as knowers of transcendental mellows, as the topmost devotees in conjugal love of Kṛṣṇa, and so on. Not actually knowing the transcendental nature of love of God, they accept their material emotions to be indicative of advancement. In this way they pollute the process of devotional service. To try to become writers of Vaiṣṇava literature, they introduce their material conceptions of life into pure devotional service. Because of their material conceptions, they advertise themselves as knowers of transcendental mellows, but they do not understand the transcendental nature of devotional service.

The conclusion of Śrī Rūpa Gosvāmī is that the devotees who are attracted by the pastimes of the Lord in Gokula, or Vṛndāvana, are the topmost devotees.
Nectar of Devotion 4:

Out of many kinds of devotees of the Supreme Personality of Godhead, the one who is attracted to the original form of the Lord, Kṛṣṇa in Vṛndāvana, is considered to be the foremost, first-class devotee. Such a devotee is never attracted by the opulences of Vaikuṇṭha, or even of Dvārakā, the royal city where Kṛṣṇa ruled. The conclusion of Śrī Rūpa Gosvāmī is that the devotees who are attracted by the pastimes of the Lord in Gokula, or Vṛndāvana, are the topmost devotees.

Bhagavad-gita As It Is Lectures

There is no more better worship than what was conceived by the gopīs. So gopīs are the topmost devotees.
Lecture on BG 2.3 -- London, August 4, 1973:

All the gopīs, they passed their days simply crying for Kṛṣṇa, but never condemned Kṛṣṇa. Whenever somebody came... Kṛṣṇa also was thinking of them because gopīs are the greatest devotees, topmost devotees. There is no comparison with the devotion of the gopīs. Therefore Kṛṣṇa was always obliged to them. Kṛṣṇa said to the gopīs that "You have to be satisfied with your own business. I cannot return you anything for your love." Kṛṣṇa, the Supreme, the all-powerful, He was unable to repay the debts for the gopīs. Caitanya Mahāprabhu said, ramyā kācid upāsanā vraja-vadhu-vargeṇa yā kalpitā. There is no more better worship than what was conceived by the gopīs. So gopīs are the topmost devotees. And amongst the gopīs, Śrīmatī Rādhārāṇī is the topmost. Therefore Śrīmatī Rādhārāṇī is greater than Kṛṣṇa.

This is the topmost devotee, prepared to do anything without any consideration. That is pure devotee. Only to satisfy Kṛṣṇa. That is pure bhakti.
Lecture on SB 1.8.48 -- Mayapura, October 28, 1974:

Just like Kṛṣṇa sometimes became sick. So, in Dvārakā... You have seen that play in Bombay. And so many physicians came; nobody could cure Him. Then Kṛṣṇa suggested His own medicine, that "If some of my devotees will give the dust of his feet on My head, then I'll be cured." So the first devotee, Nārada and others, everywhere, it was approached that "Give your dust of feet. Kṛṣṇa is suffering." "No, no, no. How can I give my dust of feet? Kṛṣṇa is Supreme Personality of Godhead." But when the gopīs were approached, when they heard that Kṛṣṇa is sick, and He's in urgently necessity of the dust of His devotees' feet, so immediately they began to give: "Take it, take it immediately. Immediately." They did not consider that "Giving the dust of my feet to Kṛṣṇa, I shall go to hell." "Never mind, I shall go to hell; it doesn't matter, but let Kṛṣṇa be cured." That is first consideration.

So this is the topmost devotee, prepared to do anything without any consideration. That is pure devotee. Anyābhilāṣitā-śūnyam ānukūlyena kṛṣṇānuśīlanam (Brs. 1.1.11). There should be no personal desire. That should be zero. Anyābhilāṣitā-śūnyaṁ jñāna-karmādy-anā... Simply one should try to please Kṛṣṇa. There is no other consideration. Only to satisfy Kṛṣṇa. That is pure bhakti.

Ambarīṣa Mahārāja, he was the emperor of the world. He had to manage many political affairs. But he was one of the topmost devotees at the same time.
Lecture on SB 3.26.31 -- Bombay, January 8, 1975:

You can train up your mind if you simply keep your mind on the lotus feet of Kṛṣṇa. Kṛṣṇa is here, and you see Kṛṣṇa's lotus feet, and if you practice to meditate upon Kṛṣṇa's lotus feet, Kṛṣṇa's bodily feature, then immediately your mind becomes controlled. Sa vai manaḥ kṛṣṇa-padāravindayoḥ (SB 9.4.18). Ambarīṣa Mahārāja, he was the emperor of the world. He had to manage many political affairs. But he was one of the topmost devotees at the same time. Why? Because... About him it is stated in the Śrīmad-Bhāgavatam that he practiced this yoga system, the topmost yoga system. What is that? Sa vai manaḥ kṛṣṇa-padāravindayoḥ: "He kept always his mind at the lotus feet of Kṛṣṇa." And his legs engaged for going... He was king, emperor. He had no business to go. But still, he was using his legs to go to the temple. This is this yoga system. You employ your senses.

The gopīs, the ideal, the topmost devotee, they gave their everything to Kṛṣṇa, but they did not ask anything from Kṛṣṇa.
Lecture on SB 7.9.55 -- Vrndavana, April 10, 1976:

There are many birds. They are living on the tree. There is no roof at all. I have got roof with some holes, that's all. And they have no roof at all, so how they are living? For this purpose I shall ask You benediction? No, no, no." In this way he refused. So that is pure devotion, that "I shall not take any benediction from the Lord, but I shall give everything to God." This is. There is competition. The Lord wants to give the devotee all opulences, and the devotee refuses to accept it. He wants to give his life and soul to the Lord. This is perfection. The gopīs, the gopīs, the ideal, the topmost devotee, they gave their everything to Kṛṣṇa, but they did not ask anything from Kṛṣṇa. Their honor, their body, their life—everything, sacrificed everything. Therefore Kṛṣṇa said to the gopīs that "I have no power to repay your debt. You be satisfied with your own activity. I cannot give you anything."

Prabhupāda: Go, go, go. So that is our point. Bali Maharaja, he saw that his so-called Śukrācārya, caste Goswāmī, is checking him to offer anything to Vāmanadeva. "Oh, I don't like you. I reject you. I don't want a spiritual master like you, who is checking me for offering to Kṛṣṇa." This is a mahājana. Prahlāda Maharaja became mahājana. Gopīs became the topmost devotee. Why? For Kṛṣṇa. They neglected any social convention, this, that. "No. Kṛṣṇa must be satisfied." That is the most... That is Kṛṣṇa conscious. (break) (telephone conversation in Hindi with Puri Maharaja)

They were village girls, and practically their character was also not good. Because at dead of night they are going to Kṛṣṇa. They have been taken as the most topmost devotee of Kṛṣṇa. Because the love was so high class.
Morning Walk -- April 20, 1974, Hyderabad:

Prabhupāda: First of all, try to understand. A devotee is neither brāhmaṇa nor śūdra. He may act like a śūdra, but he is not śūdra. He may act like a brāhmaṇa; he is not brāhmaṇa. He is Vaiṣṇava. Just like gopīs. The gopīs, they are village cowherds women. They are, according to social construction, they are not very high class. They did not belong to the brāhmaṇa class. But their worship, method of worship, has been taken the highest. Ramyā kācid upāsanā vrajavadhū-vargeṇa. They were village girls, and practically their character was also not good. Because at dead of night they are going to Kṛṣṇa. But why they have been taken as the most topmost devotee of Kṛṣṇa? Because the love was so high class. It is the test, how much one has learned to love Kṛṣṇa. That is wanted. Apparently he may appear as a brāhmaṇa, a śūdra or vaiśya. It doesn't matter. It doesn't matter. The only business is to see: sa vai puṁsāṁ paro dharmo yato bhaktir adho... (SB 1.2.6). Aiye. Hare Kṛṣṇa. Jaya. That is wanted.

One is topmost devotee, and if he mixes with third-class devotee, how he is fit for living in Rādhā-kuṇḍa?
Room Conversation -- September 5, 1976, Vrndavana:

Prabhupāda: So Rādhā-kuṇḍa, who will live Rādhā-kuṇḍa? One is topmost devotee, and if he mixes with third-class devotee, how he is fit for living in Rādhā-kuṇḍa? There is no difference between Rādhā-kuṇḍa and Rādhārāṇī. So how you can jump over Rādhārāṇī? Rādhā-kuṇḍa and Rādhārāṇī nondifferent. How you can enjoy Rādhā-kuṇḍa by swimming? You cannot touch with your feet even Rādhā-kuṇḍa. You can take little water and keep it on the head. That is respectful to Rādhā-kuṇḍa. Of course, things are going on like that, but strictly speaking, Rādhā-kuṇḍa should be respected as Rādhārāṇī herself. That is Rādhā-kuṇḍa consciousness. Highest Rādhā-kuṇḍa consciousness. And if you want to live in Rādhā-kuṇḍa, then why he has taken four thousand rupees from Girirāja?

They are the topmost devotees. These uneducated, without any town life, cow-men, they are Kṛṣṇa's best friend. Unsophisticated, no education, but love intense—that is perfect.
Room Conversation -- January 31, 1977, Bhuvanesvara:

Prabhupāda: But they are the topmost devotees. These (chuckling) uneducated, without any town life, cow-men, they are Kṛṣṇa's best friend. Unsophisticated, no education, but love intense—that is perfect. That attracted Kṛṣṇa more. Vṛndāvanaṁ parityajya na padam ekaṁ (sic:) na kartavya... Kṛṣṇa is so much attached to Vṛndāvana that He goes nowhere... What is that? They are not educated girls, up-to-date fashion, (indistinct) or nothing. Crude. As soon as there was blowing of the flute, immediately they began to run towards Kṛṣṇa. Somebody is taking care of children, somebody is engaged in boiling milk, and somebody was even lying down with her husband. Still, immediately... Very crude, unsophisticated, but intense love for Kṛṣṇa—that is Vṛndāvana. We want to introduce this farm project means intense love for Kṛṣṇa. And other things—very simple: little milk, little food grain, little vegetable, that's all. And that is very nice.

1968 Correspondence

Even the topmost devotees feel they are inadequate in their service to the Lord.
Letter to Hamsaduta, Himavati -- Los Angeles 3 March, 1968:

The more one feels imperfect in Krishna's service, the more he is advancing in Krishna Consciousness. Even the topmost devotees feel they are inadequate in their service to the Lord. So it is good to feel inadequate, and to try harder to please Krishna with better service. But one should never feel, oh, I have seen Krishna, and so I am reached perfection—this is not Krishna Consciousness.

The topmost devotee sees everything in Krishna, and Krishna in everything.
Letter to Satsvarupa -- San Francisco 9 April, 1968:

A preacher's business is to love God, to make friendship with devotees, to enlighten the innocent, and to avoid the demons. This principle we shall follow. But in higher devotional life, there is no such distinction. The topmost devotee sees everything in Krishna, and Krishna in everything. Generally, as preachers, we are middle class devotees. So we should not remain as neophyte devotee. Neophyte devotee does not know how to preach. He simply goes to the temple, and offers everything with devotion to the Deity, and he doesn't know anything else. So our devotees of the society should not remain in the neophyte position; neither should they try to imitate the topmost devotee. Best thing is to remain in the via media of middle class position, namely to love God, to make friendship with devotees, and to enlighten the innocent, and to avoid the demons. These differences of body according to Karma are there, but a devotee divides them into the above groups, and so we have to divide them into these different groups and behave differently with each of the groups. It is true that we should not be attached to the differences of material bodies, but practically, in practical field, the behavior should be as stated above.
