According to time and circumstances... That thing I have described. The fact is fact. Just like when I am describing Kṛṣṇa's līlā—I writing Kṛṣṇa's life—so I cannot give up that portion of His life, when Kṛṣṇa is actually kissing the gopīs in rasa dance.

Prabhupāda: The policy should be that the people may not understand gopīs like ordinary girls or like that. You should be careful to present the gopīs. It does not mean that "We shall not utter even the name of gopīs. We have taken vow to boycott the gopīs." No. They are our worshipable devotees. How we can avoid them?

Satsvarūpa: What about writing down "kissing the lips of Kṛṣṇa"?

Prabhupāda: No. That we should avoid. That we should avoid. But that is not abominable. According to time and circumstances... That thing I have described. The fact is fact. Just like when I am describing Kṛṣṇa's līlā—I writing Kṛṣṇa's life—so I cannot give up that portion of His life, when Kṛṣṇa is actually kissing the gopīs in rasa dance.

Satsvarūpa: But that's in the books. Not in the public...

Prabhupāda: Yes. So in such circumstances, of course, we can give. But as far as possible, very cautiously and very rarely we shall present. Caitanya Mahāprabhu's life we see that in public He never discussed about Kṛṣṇa's līlā with the gopīs. That was very confidential discussion amongst His own circle, Rāya Rāmaṇanda, Svarūpa Dāmodara, like that. And He inquired... Even a learned scholar, He discussed about the philosophy, that Sarvabhauma Bhaṭṭācārya. But when there was a great devotee like Rāmānanda Rāya, He relished gopīs', I mean to say, intimate behavior with Kṛṣṇa. So we should remember this, that public may misunderstand this. Therefore we have to present these things very cautiously, not very openly. They may misunderstand. But so far this article is concerned, that is nicely written. That is quite in order. So this should be published.

Prabhupāda: Law cannot be different, but it can be modified according to the time and circumstances. But the law cannot be different.

The order given by God, that is religion. But "different" means according to time and circumstances.

Prabhupāda: That is śūnyavādī. We say also.

Prabhupāda: There is no different religion. As soon as one tries to understand different religion, it is to be concluded that he does not know what is religion. That religion cannot be different. Religion is one. God is one. And the order given by God, that is religion. But "different" means according to time and circumstances... Just like Lord Buddha, he is giving the same religion. He is God, incarnation of God. He is asking, "Just obey Me." The same philosophy is being taught by Kṛṣṇa, "Surrender unto Me." That is religion. Buddha also says "Surrender unto Me. Obey Me." So that is religion. Yes. So the religion is... One who knows God and surrenders to Him, that is religion, and anything, that is all cheating.

People change according to the time, circumstances, they change. Their opinion has no value.

Yogeśvara: In other words, what he's suggesting is that that's not actually an argument because the important thing is that there were times, at different times, different people have come and have attempted or have actually represented the public sentiment. They have become the epitome or resume' or synthesis of the public sentiment at a particular period. In other words, he's saying the great reform..., the great preachers, they've always been representatives of people; instead of being representatives of Kṛṣṇa, or God, they've been the representatives of the people.

Prabhupāda: The people's representative is different from God's representative. (French)

Yogeśvara: He says that "Well, that's a belief." You have to believe that. He said that's only a belief.

Prabhupāda: No, people change according to the time, circumstances, they change. Their opinion has no value. We don't give any value to the people's opinion. We give value to the Supreme Being's opinion.

According to circumstances, he gives him. But general instruction is there, and they are recorded in the scripture.
Room Conversation with Bishop Kelly -- June 29, 1974, Melbourne:

Prabhupāda: I don't think there is individual instruction. There is individual instruction, but that is subordinate. The general instruction is that one should be fully surrendered to God. That is general instruction. Now, if one is fully surrendered, then in a particular case and particular circumstances, God gives him instruction what to do. So because in this material world, circumstances are different, so that is not very extraordinary. According to circumstances, he gives him. But general instruction is there, and they are recorded in the scripture. That general instruction must be followed, that one cannot say that "God is dictating through me something to do even against the general instruction." That is not possible. That is not possible. The general instruction must be followed.

Madhudviṣa: Śrīla Prabhupāda, aren't you presenting Kṛṣṇa consciousness according to time, place, and circumstances?

Prabhupāda: Yes.

Madhudviṣa: So what enables a person to do that?

Prabhupāda: No... But principle is that you try to understand that you are not this body. That is applicable in all time, all circumstances, all, for everyone. It is not that formerly one had to learn that he's not this body, and now that is not required. The same problem is there still. Arjuna, five thousand years ago he was given lesson about this, that "You are not this body; you are soul." The same problem is now also for the foolish person because the foolish person will always remain in the world, and the intelligent man is to teach him. This is fact always, without any consideration of time, space, and circumstance. There will be certain class of men, foolish, and there will be certain class of men who are intelligent. So the foolish man has to take intelligence from the intelligent man. This is perpetually truth in this material world. It is not, time and circumstances changes this principle. There will be foolish men. Just like now we read, "Two classes of men are there always, the demons and the demigods." So at the present moment more demons. Two classes of men are there always, but at the present moment the demons, number of demons, are more and number of demigods are less because it is Kali-yuga.

Heat in summer is not pleasing, and same cold in winter, it is not pleasing. So what is the actual position of cold and heat? It is simply transforming as pleasure and pain according to circumstances.
Morning Walk Through the BBT Warehouse -- February 10, 1975, Los Angeles:

Prabhupāda: Śīta and uṣṇa. Uṣṇa means hot, and śīta means cold. They are pleasing and miserable in circumstances. Cold is very pleasing in the summer, and heat is very pleasing in winter. But same heat in summer is not pleasing, and same cold in winter, it is not pleasing. So what is the actual position of cold and heat? It is simply transforming as pleasure and pain according to circumstances. Otherwise it is neither painful, neither pleasing.

According to time, place and circumstance we must discriminate whether to eat meat, whether to eat the vegetables?

Prabhupāda: Now our appeal is to everyone, every religious sect, that people are becoming godless generally at the present moment. So we should make combined effort to revive their God consciousness. Otherwise it is doomed. And there is no question of Christian God or Hindu God or Muslim God. God is one. So there should be no difference between the system. According to the time and circumstances, there may be little difference, but really if we can understand God, either through Christianity or through Hinduism or Muslim, that is our profit. Dr. John Mize: Did all the souls that were in the spiritual sky fall out of the spiritual sky at once or at different times, or are there any souls that are always good, they're not foolish, they don't fall down?

Prabhupāda: No, there are... Majority, 90%, they are always good. They never fall down.

Dr. John Mize: So we're among the 10%.

Prabhupāda: Yes. Or less than that. In the material, whole material world all the living entities they are... Just like in the prison house, there are some population, but they are not majority. The majority of the population, they are outside the prison house. Similarly, majority of living being, part and parcel of God, they are in the spiritual world. Only a few falls down.

So according to the time, circumstances, position, either you follow Christ or Caitanya or Mohammed, any one of them as it suits you or, if you can make a comparative study, you follow the best one.
Garden Conversation with Professors -- June 24, 1975, Los Angeles:

Prabhupāda: So anyone who is speaking about God with authority—take for example Jesus Christ; he is speaking in the western world—you accept him. We Indians, we accept Caitanya or Rāmānujācārya, Madhvācārya. That is the way. That is the way because these ācāryas, these authorities, they are speaking about God. None of them speaking that "You become happy here," no, none of them. Either Christ or Caitanya or Mohammed, nobody has said. So according to the time, circumstances, position, either you follow any one of them as it suits you or, if you can make a comparative study, you follow the best one. So therefore, our conclusion is Kṛṣṇa is the best. He is God. Christ is son of God. So we don't differ son of God and God.

During our life we are changing our bodies so many different times, and at the time of death we are also changing our body to another body.

Prabhupāda: Yes, you get another body.

Devotee (1): What is the difference of changing our body during our lifetime and at death?

Prabhupāda: This is... I have said many times. Just like you are using this shirt, and it is not usable, you throw it and again accept another. (break) ...understand this is a difficult problem.

Anyone who has preached Kṛṣṇa consciousness, maybe little differently according to time, circumstances, but anyone who has tried to preach the God consciousness, he is guru.

Prabhupāda: Even if we say "Mohammed," why not? Prabhupāda: We say that religion means the law given by God. So any religion must accept God. Then there is no difference. The law may be little different according to time, circumstances. Prabhupāda: It is not the question of religion. This is the, I mean to say, our position, real position. Religion develops. Religion is a kind of faith. We are now conditioned by the laws of material nature, and we are carried away by the laws of material nature and transmigrating from one body to another, sometimes happy, sometimes distressed, or sometimes heavenly planet, sometimes lower planet. This is the whole scheme of Vedic literature. And Bhagavad-gītā is the synopsis how to attain this life. Morning Walk -- March 9, 1976, Mayapur:

Madhudviṣa: The subjects that we're going to be discussing today in the GBC meeting is about the role of sannyāsī and brahmacārī and gṛhastha in ISKCON. And in the Eighteenth Chapter of Bhagavad-gītā, in one of your purports, you say that a sannyāsī should never discourage a young man from becoming, from getting married. But on the other hand, we have understood that a sannyāsī should encourage young men to remain brahmacārī. So it seems to me like there's some kind of a...

Prabhupāda: According to time, circumstances. Just like Kṛṣṇa says, niyataṁ kuru karma tvam: "Always be engaged in your prescribed work." And, at last, He says, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). Now we have to adjust. That is not contradiction. That is suitable to the time and circumstance. Karma is also recommended in the Vedas. Karma-kāṇḍa. There are three divisions: karma-kāṇḍa, jñāna-kaṇḍa and upāsanā-kāṇḍa. Trayi. Therefore Veda is known as, what is called, trio. The trio word has come from "trayi."

Is it possible that somehow or another at that particular time and place, God would have said "Eat cows"?

Devotee (3): Is it possible that somehow or another at that particular time and place, God would have said "Eat cows"? Because in Bhagavad-gītā Kṛṣṇa clearly says go-rakṣya, cow protection. And that instruction would also be eternal.

Prabhupāda: Go-rakṣya, the point is that cow's milk is very important. Therefore specifically mentioned go-rakṣya. Kṛṣṇa does not say that don't eat meat. It is not really said that meat-eating is forbidden. But meat-eating is tāmasika, prāmādya (indistinct). But He's speaking of go-rakṣya for our special material benefit, that if we protect the cows, we can have the facility of drinking milk, which will help us in keeping our health in order and developing very nice brain tissues to understand spiritual subject matter. Fish-eaters, they're all dull. They cannot understand finer philosophy of life. Meat-eating, not good. But the śūdras, and the less than śūdras, they eat. But for them there's lower animals, not cow.

Śruti-smṛti cannot be changed, but they have recommended different process in different times.
Answers to a Questionnaire from Bhavan's Journal -- June 28, 1976, Vrndavana:

Puṣṭa Kṛṣṇa: Is it necessary from time to time to change the smṛtis?

Prabhupāda: That cannot be changed.

Puṣṭa Kṛṣṇa: Smṛti cannot be changed?

Prabhupāda: Nothing can be changed. But according to the time you have to... Just like in Kali-yuga the smṛti order is kīrtanād eva kṛṣṇasya mukta-saṅgaḥ paraṁ vrajet (SB 12.3.51). So you have to do this. Just like a physician gives a medicine that "Morning you take this medicine, in the evening you take this medicine." It is not a change of treatment. It is according to the time a different medicine. But it is recommended by the physician, not by your whims. Śruti-smṛti cannot be changed, but they have recommended different process in different times. So the reference to the śruti-smṛti is there, authority is there. It is... You cannot modify.

Rules and regulation for different times, different circumstances are there in the śruti-smṛti. We have to take it. You cannot change.

Prabhupāda: Nobody can change. Nobody can change. But rules and regulation for different times, different circumstances are there in the śruti-smṛti. We have to take it. You cannot change.

Puṣṭa Kṛṣṇa: And who will sanction that application?

Prabhupāda: Yes. Just like Caitanya Mahāprabhu. He said. He's authority. He's ācārya.

Puṣṭa Kṛṣṇa: The ācārya must sanction for the particular time and place.

Prabhupāda: Yes. We are following the footprints of Caitanya Mahāprabhu. It is not whimsical. You have to follow the authority in all circumstances. You cannot avoid. That is illegal. It will have no power. Just like all of a sudden you make a low class man a harijana. It will not stay. But you can make harijana any class of man provided you adopt the proper means.

Caitanya Mahāprabhu and all the ācāryas, they have explained how to accept Kṛṣṇa consciousness or Kṛṣṇa's instruction. So first thing you must be ready to take the presentation according to the time and circumstances.

Puṣṭa Kṛṣṇa: Hinduism has always renewed or revitalized itself according to the need of the times. In today's context, are any correctives called for, and if so, who will bring them about and how can they be brought about and made acceptable to all the masses?

Prabhupāda: First of all, who will take it? Kṛṣṇa has given already according to the time, He has summarized the whole Vedic scripture in the Bhagavad-gītā, but who is taking it? And Caitanya Mahāprabhu and all the ācāryas, they have explained how to accept Kṛṣṇa consciousness or Kṛṣṇa's instruction. So first thing you must be ready to take the presentation according to the time and circumstances. Then everything will be all right. If you manufacture your own way of life, if you do not take it from the authority, then it will be failure.

Taking consideration of the time, circumstances, it is not possible to revive the karma-kāṇḍa.
Answers to a Questionnaire from Bhavan's Journal -- June 28, 1976, Vrndavana:

Puṣṭa Kṛṣṇa: Question fourteen. "It is said that the karma-kāṇḍa in the Vedas has almost gone out of use, except for a few rites which remain in vogue for marriage, śraddhās, etc. Is it advisable to revive the karma-kāṇḍa with its stress on the performance of various yajñas?"

Prabhupāda: So that is not possible in this... Taking consideration of the time, circumstances, it is not possible. There are different kinds of karma-kāṇḍīya-yajña. It is expensive also and there is no expert brāhmaṇa to guide how to perform this yajña. So Kali-yuga, it is not possible to perform yajñas. Kṛte yad dhyāyato viṣṇuṁ tretāyāṁ yajato makhaiḥ (SB 12.3.52). In the Treta-yuga yajñas were possible. Dvāpare paricaryāyāṁ kalau tad dhari-kīrtanāt, that in this age of Kali-yuga the real yajña is hari-kīrtana. Yajñaiḥ saṅkīrtana-prāyair yajanti hi su-medhasaḥ (SB 11.5.32). Therefore those who are intelligent, having good brain substance, they take to this yajña, saṅkīrtana-yajña. And practically we are experiencing, simply by saṅkīrtana-yajña, even the lowest person in the sinful activities, he is becoming purified. So karma-kāṇḍa is, to revive them in this age is not possible. Neither jñāna-kanda. That is also not possible. People are so fool and rascal that it is impossible. Therefore Narottama dāsa Ṭhākura said... He has condemned karma-kāṇḍa, jñāna-kāṇḍa. Even it is properly done. Karma-kāṇḍa, by performing ritualistic ceremonies of karma-kāṇḍa, you can go to the heavenly planet.

Anyone who accepts God, he's Vaiṣṇava. Christ was explaining kingdom of God, God. So according to time, circumstances, audience.

Guest (1): Prabhupāda, did Christ return to the spiritual planets then, when he left the earth, to be with Kṛṣṇa?

Prabhupāda: He is coming from spiritual planets. He is authorized representative of Kṛṣṇa, we accept him as śaktyāveśa-avatāra. So I was invited in some priestly meeting in Melbourne, they asked me the question, "What is your opinion of Christ?" So I said "He's our guru." (laughter) Actually, we accept him as our guru. He's preaching God's message; he's Vaiṣṇava. Anyone who accepts God, he's Vaiṣṇava. He was explaining kingdom of God, God. So according to time, circumstances, audience... Now we can just imagine what kind of people he had to deal with, that his commandment is "Thou shall not kill." Then understand how much they were accustomed to killing. So what kind of men they were? And not only that, in spite of hearing his instruction "Thou shall not kill," they killed him first. So what kind of men they were, just imagine. He said, "Thou shall not kill," and they decided, "We shall kill you first." So this class of men he had to deal with.

When the system is imperfect, then it has to be changed according to time and circumstance.

Bali-mardana: In other words the purity is maintained by... The system is perfect to begin with so it remains perfect by being unchanged. If the system is imperfect, you may always be questioning.

Prabhupāda: Yes. When the system is imperfect, then it has to be changed according to time and circumstance. But if the system is itself perfect, there is no question of... Just like the perfect system: the sun rises from the eastern side. So for millions and trillions of years the system is going on because the system is perfect. It doesn't require change, neither you can change. You cannot ask the sun to rise from the western side. So if the soul is eternal, it does not die or it is slain after the body is finished. But that is eternal fact. Destined in the past present and future, everything.

So if you sincerely want to understand God and follow His instruction, any religion, it doesn't matter, you become a good man. Comparatively, according to the time, circumstances may be.

Prabhupāda: And if you follow Satan, then you become a rogue, thief. The difficulty is they are not following the words of God. And religion means the words of God. It doesn't matter what kind of religion it is. If they actually follow the words of God, they become good. Just like in the Ten Commandments, the good instructions are there. So what is the wrong there? You follow, you become a good man. Similarly, in Koran also, there are good instruction. You follow, you become a good man. After all, religion means to try to understand God. So if you sincerely want to understand God and follow His instruction, any religion, it doesn't matter, you become a good man. Comparatively, according to the time, circumstances may be... Just like, who told me? You told me that they cut throat of the lamb. There is a... Suppose that the blood goes to the Mecca side, still there is sense of God. A sense of God. Similarly, if they follow strictly the words of God, so everything is all right.

Prabhupāda: Such a great personality, son of God. He wanted to deliver God consciousness. And return, he was crucified. We don't take Jesus Christ very insignificantly. We give him all honor. He's representative of God. He tried to preach according to the time, place, circumstances, country, people. Otherwise he is representative of God.
