Eventually the state will not be able to collect taxes and consequently will not be able to meet its huge military and administrative expenses. Everything will collapse, and there will be chaos and disturbance all over the state.

SB 4.16.7, Purport: King Pṛthu is herein compared to the earthly planet as far as his tolerance is concerned. Although the earth is always trampled upon by men and animals, it still gives food to them by producing grains, fruits and vegetables. As an ideal king, Mahārāja Pṛthu is compared to the earthly planet, for even though some citizens might violate the rules and regulations of the state, he would still be tolerant and maintain them with fruits and grains. In other words, it is the duty of the king to look after the comforts of the citizens, even at the cost of his own personal convenience. This is not the case, however, in Kali-yuga, for in Kali-yuga the kings and heads of state enjoy life at the cost of taxes exacted from the citizens. Such unfair taxation makes the people dishonest, and the people try to hide their income in so many ways. Eventually the state will not be able to collect taxes and consequently will not be able to meet its huge military and administrative expenses. Everything will collapse, and there will be chaos and disturbance all over the state.

Sometimes it is found that a person on the verge of death remains in a coma for many days before giving up the body. This is common among so-called leaders and politicians who think that without their presence the entire country and all society will be in chaos. This is called māyā.

SB 4.29.76-77, Purport: A living entity too much absorbed in material activity becomes very much attracted to the material body. Even at the point of death, he thinks of his present body and the relatives connected to it. Thus he remains fully absorbed in the bodily conception of life, so much so that even at the point of death he abhors leaving his present body. Sometimes it is found that a person on the verge of death remains in a coma for many days before giving up the body. Lecture on BG 1.43 -- London, July 30, 1973: So if we are actually human beings, manuṣyāṇāṁ... [break] Kula-dharma, this family tradition, is not meant for the cats and dogs. If you live like cats... [break] ...there is no question of family tradition. But if you live, want to live like human being, manuṣyāṇāṁ, then this system must be... [break] ...puruṣeṇa paraḥ pumān [Cc. Madhya 8.58]. Catur-vārṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ [Bg. 4.13]. Then society must be divided into four classes... As we have got four divisions in [break] ...brāhmaṇa, kṣatriya, vaiśya, śūdra must be there. [break] And each one should serve according to his guṇa-karma, quality and capacity to work. Then the whole society is organized... [break] ...will be perfect, there will be peace... [break] ...no war, nothing of the sort, and gradually making progress back to home, back to Godhead. Otherwise it will be chaos.

If kṣatriya becomes nonviolent, then the whole state will be in chaos.

Lecture on BG 2.2-6 -- Ahmedabad, December 11, 1972: Parantapa means one who can give trouble to the enemies. It is the duty of the kṣatriya. Enemies, aggressor, they should be killed. There is no ātatāyī. Ātatāyī means one who is aggressor. One who kidnaps one's wife, one who take away by force one's wealth, one who sets fire in one's house, these are called aggressor. So aggressor should be killed. Aggressor should be given trouble. So Kṛṣṇa does not teach unnecessarily nonviolence. If kṣatriya becomes nonviolent, then the whole state will be in chaos. They must learn how to kill any criminal. He should be immediately killed.

Otherwise, idle brain will manufacture devil's brain. They will manufacture so many things, and there will be chaos.

Lecture on BG 4.2 -- Bombay, March 22, 1974: So it is the duty of the government, the government officers, the head of the government—they should learn Bhagavad-gītā. Here it is said, evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ [Bg. 4.2]. The rājas, the kings, the government, they understood. Therefore the kingdom was so peaceful, without any cares for the citizens. The citizens were also trained up very nicely, brāhmaṇa, kṣatriya, vaiśya, śūdra. Everyone is employed. It is the duty of the government to see that everyone is engaged. Otherwise, idle brain will manufacture devil's brain. They will manufacture so many things, and there will be chaos. In every country nowadays, all over the world, there is so much unemployment. Why there... Why one should be unemployed? He must be trained up in such a way that he's employed, he's engaged. This is the duty. So if you understand Bhagavad-gītā, then you'll be able to train your students, your citizens, your subordinates, how to remain engaged. Just like in our Kṛṣṇa consciousness society, we are simply after the people, whether he is engaged or not. There must be engagement. If one remains idle, then it will be devil's workshop. Immediately māyā will dictate, "Do this, do this nonsense, do that nonsense, do that nonsense."

The brāhmaṇa, kṣatriya, vaiśya, śūdra, brahmacārī, gṛhastha, vānaprastha, everyone should be engaged in Kṛṣṇa consciousness. Then the society will be perfect. Otherwise, there will be chaos.

Lecture on BG 13.3 -- Bombay, December 30, 1972: If you want to, if you want to maintain, keep the perfect human civilization, then you must maintain this varṇāśrama. Otherwise, there will be chaos. You have to adjust. Nobody's lower. Nobody's higher.

Just like in my body. My, I have got head. I have got my leg. Leg may be less important than the head, but everything is important in the service of the body, whole body. Simply head, there is no leg: you cannot work. Suppose that you have got good brain, but you have leg, there is no leg. Andha-paṅgu-nyāya. Then you have to take help from others. So yajñārthe karma. The brāhmaṇa, kṣatriya, vaiśya, śūdra, brahmacārī, gṛhastha, vānaprastha, everyone should be engaged in Kṛṣṇa consciousness. Then the society will be perfect. Otherwise, there will be chaos.

Otherwise there be chaos and that is the position at the present moment. People are not happy. Although there is enough money in Western countries. Enough enjoyable things. And we see in other countries like Australia and Africa, there is enough potency of producing food and grains and milk. So this rascal proposition that population has increased, there is scarcity of... These are all rascal proposition. God has enough potency to give you ten times food you want. But because we have created chaos in the world, without following the Kṛṣṇa consciousness, there is trouble.

Srimad-Bhagavatam Lectures

Discipline is the first law of obedience. If people do not care for the government laws, then there will be chaos.

Lecture on SB 1.1.1 -- London, August 7, 1971: Just the scientists, they are trying to understand the laws of God, but because they are imperfect, therefore they cannot understand what is God, in spite of their scientific improvement. They do not know. Ask any scientist, "You are great scientist. Can you say what is God?" The reply will be, "No. We don't believe in God. We don't believe." Why? You believe in the laws of God? "Yes, that we are studying." But the laws means somebody has made that law. That is our experience. Just like when we understand government laws, we understand also the government has enacted this law. We understand that. Just like on the street when you go, it is written there, "Keep to the left." It is the order of the government. You have abide by that. That is obedience to the government. Discipline. Discipline is the first law of obedience. If people do not care for the government laws, then there will be chaos. So the present situation is the so-called modern civilization, they have no knowledge of God, although they are trying to study the laws of God. But they should accept at least theoretically there must be God. How I can say God is dead? Because if God is the law-giver, by His order everything is moving nicely. The sun is rising exactly at the time, the moon is rising exactly at the time, the seasonal changes are taking place exactly in due course of time. Everything is going on. Foods are grown for our feeding, for animals. Everything is going on nicely. So how I can say the manager who is managing all these things, He is dead? How we can accept? These are imperfect knowledge or demonic knowledge or rascaldom.

Otherwise there will be chaos and confusion.

Lecture on SB 1.8.46 -- Los Angeles, May 8, 1973: Our Kṛṣṇa consciousness movement is trying to educate some brāhmaṇas. If the society take our help and conduct the business of the society—kṣatriya, vaiśya, śūdra—then there will be peace and prosperity. Otherwise there will be chaos and confusion.

Everything should be systematic otherwise there will be chaos. There will be chaos. Nobody will be happy.

Lecture on SB 1.15.25-26 -- Los Angeles, December 4, 1973: Everything should be systematic otherwise there will be chaos. There will be chaos. Nobody will be happy and... That is described in the Bhagavad-gītā, naraka eva kalpate: the whole world will be hell. That has become now. The whole world has now become hell. So the Kṛṣṇa consciousness movement is very important movement. It is overhauling the whole human, social, political, religious... So those who are engaged in Kṛṣṇa consciousness movement, they should be very, very responsible, sober, try to understand the situation and take the shelter of Kṛṣṇa, and everything will come very successful.

Without division the society will be in chaos.

Lecture on SB 1.16.4 -- Los Angeles, January 1, 1974: So it was the business of the king to see that things are going on. First of all, there is classification: intelligent class or brāhmaṇa; and the administrator class or kṣatriya; and the mercantile class, money-producing class. So everyone is engaged, and he's doing his own business. But this division must be there. Without division the society will be in chaos. The example is given... I have several times mentioned that, that just like in this body, there is division: the head division, the arms division, the belly division, and the leg division. They are all required. You cannot say that simply legs will do. What about the head and arms? "I don't require." That is not... That is dead body. That is dead body. Any part of the body, you cannot miss. They must be all in order; then your body is fit. Similarly, in the human society, the social body, there must be these classes: the head class, the arm class, the belly class and the leg class. Very scientific. You cannot simply... If you have got intelligent class of men, but nobody is helping him, then what, what will be the use of intelligence? The intelligent class must be there, but to help him the less intelligent class men also required. Just like if there are only intelligent class, that will be chaos. Nobody will care for anyone. Sometimes we'll find in our society, all intelligent class, and they fight each other. That's all. Everyone is thinking, "I am intelligent. I am boss. I must order you." And the other is thinking, "Why you shall be boss? I am also boss." So (laughs) fighting will go on. So this is going on. At the present moment there is no intelligent class of men. But kalau śūdra-sambhavaḥ. Therefore things are all in chaos. Everywhere you go, any part of the world, nobody is happy, either in family or community and society, nationwide, you take. Everyone is distrust, unhappiness, godlessness. Because the intelligent class of men is finished.

Without the four divisions, no society can be conducted very nicely. Then it will be chaos.

Lecture on SB 3.25.4 -- Bombay, November 4, 1974: Sthāne sthitāḥ means the varṇāśrama, four varṇas and four āśramas. Brāhmaṇa, kṣatriya, vaiśya, śūdra, and four āśramas: brahmacārī, gṛhastha, vānaprastha, sannyāsa. So this is civilization. Unless the society is divided into these eight divisions, that is animal civilization. That is not human civilization. You must be systematized, regulated system. Just like in this body there are different divisions: the head division, the arm division, the belly division, and the leg division. Similarly, without these four divisions, no society can be conducted very nicely. Then it will be chaos. So sthāne sthitāḥ means to remain in these regulative principles of varṇāśrama. That is called sthāne sthitāḥ. You remain in your position. It doesn't require you have to change. It is not that a śūdra, without becoming a brāhmaṇa... Of course, śūdra will become brāhmaṇa—by hearing. Brāhmaṇa means brahma jānātīti brāhmaṇaḥ. If he hears, even a śūdra, he can understand what is Brahman. Then he becomes brāhmaṇa. So this is required. Sthāne sthitāḥ śruti-gatāṁ tanu-vāṅ-manobhiḥ. With great attention, body, mind and words, intelligence—with everything, one must hear.

Arrival Addresses and Talks

The whole world will be in chaos if they do not take to Kṛṣṇa consciousness.

Arrival -- Chicago, July 3, 1975: Prabhupāda: Then the protest meeting, procession. But nobody will be able to satisfy them because they do not know how to keep the mass of people satisfied. They do not know. Lokasya ajānataḥ vidvān cakre sātvata-saṁhitām. These rascals, they do not know. All set of rascals, the so-called philosophers, scientists. I have always said they are rascals. Now they are coming, "What to do?" They will face so many problems, "What to do?" This is the beginning. The whole world will be in chaos if they do not take to Kṛṣṇa consciousness. So many "What to do?" will come. Just tell them, "And here is the remedy." Now it is the time for preaching. They are thinking. They were sleeping. Now they are thinking, "What to do?" They were blindly following sense gratification. Now it has come to the stage, "What to do?" "What to do?" This is athāto brahma jijñāsā: "Now enquire about Brahman." This is the statement.

You cannot depend on the śūdras. Then there will be chaos.

Conversation with Prof. Kotovsky -- June 22, 1971, Moscow: Prabhupāda: That is stated, kalau śūdra-sambhavaḥ: "In this age practically all men will be śūdras." That is... That is predicted. But if there are simply śūdras, then the social order will be destroyed. You... Just like in spite of your state of śūdras, a brāhmaṇa is found here. And that is necessity. So if you do not divide the social order in such a way, then there will be chaos. that is the scientific estimation of the Vedas. You may... You may belong for the time being to the śūdra class, but to maintain the social order you have to train some of the śūdras to become brāhmaṇa, some of the śūdras to become kṣatriyas. You cannot depend on the śūdras. Then there will be chaos. Neither you can depend only on brāhmaṇa. Just like to fulfill the necessities of your body there must be a portion called the brain, there must be a portion called the arms, there must be a portion called the stomach, or the belly, and there must be a portion which is called the leg. The leg is also required, the brain is also required, the arm is also required—for cooperation, to fulfill the mission of the whole body. So any, any society you conceive, unless there are these four divisions, there will be chaos. It will be, not be properly, I mean to say, going on, smoothly going on. There will be some disturbance.

Morning Walk -- April 23, 1975, Vrndavana:

Prabhupāda: ...although there is full arrangement for producing food, and because we are rogues and demons, nature will restrict supply. [break] But this machine will be stopped as soon as the increase of population of rogues and demons. The machine is there already. Mūḍhā nābhijānāti mām ebhyaḥ param avyayam. The background is Kṛṣṇa. Mayādhyakṣeṇa [Bg. 9.10], under His order. He says, "Don't supply here." Mayādhyakṣeṇa. The supply is stopped. That they do not know. They are making scientific research. What scientific research? Bring water. There is so much water. Bring that water, distill it and throw. Are you such great scientist? And by God's arrangement the sun is there, evaporates the water from the sea, and it becomes purified without any salt, and it is extravagantly thrown on the land. And the same water again flowing down through the river in the sea, the water is reserved. Nothing is lost.

Brahmānanda: The scientists have been able to artificially take the salt out of the ocean water to make it fresh for irrigation, but it is very, very costly. It requires a great deal of energy.

Prabhupāda: That is their defect. They theorize, but when it is practically going to be done, "No money. Get taxes." They will levy tax, and the tax will be divided amongst themselves, that's all.

Gopāla Kṛṣṇa: Especially now all the governments all over the world are broke. They have no money.

Prabhupāda: There will be very, very big chaos, this godless civilization. And it is distinctly said, "There will be no grain, no sugar, no milk." These things will be stopped. Eat your sons and daughter. You are very much fond of eating meat. Eat your son. They will do that. I think they are doing now. You know that?

If everyone is śūdra, without any aim of life, then there will be chaos.

Room Conversation with Dr. John Mize -- June 23, 1975, Los Angeles: Prabhupāda: Yes, Kṛṣṇa created these four division, brāhmaṇa, kṣatriya, vaiśya, śūdra, but He does not belong to any one of them. He is neither brāhmaṇa nor kṣatriya nor vaiśya nor śūdra. He is transcendental. Similarly, our philosophy—just to make the human society very peaceful and making progress we wish to establish this system. A first-class man, group of men, brāhmaṇas, they will guide the kṣatriyas, and the kṣatriyas, the administrators, they will guide the vaiśya. Vaiśya means agriculture and cow protection and trade. And śūdra means those who are neither brāhmaṇa nor kṣatriya nor vaiśyas. They are simply worker, assistant. So there must be division like this. The brāhmaṇas should guide the kṣatriyas, and the kṣatriyas will administer the state, and the vaiśyas will produce foodstuff, and śūdras will help. Cooperation for common benefit. But the aim is spiritual realization. That is perfect society. If everyone is śūdra, without any aim of life, then there will be chaos. Just like in your country, in spite of so much facility for education, the students are produced hippies, useless for all purposes. Why? I have gone to so many universities. I have seen the students, hippies. And if you say that "If you act like cats and dogs, you will become dog next life," they say, "What is the wrong if I become a dog?" (laughter) This is education. He is prepared to become a dog. He does not know what is the distinction between dog and human being. He is seeking after the dog's facility that he can have sex on the street. He is thinking the dog life is advantageous. This is the position. Therefore Professor Judah has written me this letter, that "I am simply surprised how you have converted the drug-addicted hippies into servant of Kṛṣṇa and the humanity." This is his words.

If you make classless, naturally they will be all śūdras, fourth-class men. Then there will be society chaos.

Answers to a Questionnaire from Bhavan's Journal -- June 28, 1976, Vrndavana:

Puṣṭa Kṛṣṇa: And what will be the benefit of classifying men according to their qualities?

Prabhupāda: Benefit will be then the whole thing will go in order. That is already described many times, that there must be brain, there must be arms, there must be belly, there must be legs for the complete composition of the body. If there is no brain, there is no head, then what is the use of these arms and legs and belly? It is all dead. So in the society, human society, if there is not a class of selected, truthful, honest, and so many brahminical qualifications, then society is ruined. Therefore they are perplexed. Everyone is a śūdra. Go to the factory. That's all. Go to the factory and bring money. And he is getting 25 dollars or 50 dollars daily and immediately purchasing wine and flat on Bowery Street. You'll produce such men, useless men, disturbing in the human society. You cannot make classless. If you make classless, naturally they will be all śūdras, fourth-class men. Then there will be society chaos.

Room Conversation with Two Indian Guests -- January 27, 1977, Jagannatha Puri: Prabhupāda: When the Britishers saw, "Now the soldiers are coming in national movement. There is no hope. Better break this and go peacefully so that our business may not be disturbed, our relation may not be disturbed. Make a Commonwealth and so on, so on, hodgepodge. And do as much harm as possible dividing Pakistan and Hindustan, all the food in Pakistan, East Bengal and West Pakistan, gehun(?) and rice." And this Hindustan in starvation, because they were getting gehun(?) from Punjab and rice from East Bengal, and that is stopped. They very clever. Greatest harm they did. And in politics made in such a way that these two people, Hindustan and Pakistan, always fight. So they have gained. You have not gained. Gandhi wanted Hindu-Muslim unity. They made so bitter relationship that they will perpetually fight. That is Gandhi's qualification. They are so great diplomats that "This man wants Hindu-Muslim unity, so make such arrangement that this... They fight will continuous. And give all the food to the Pakistani, so they will starve. Let them eat coal." The Hindustan has got coal mine. "So they will suffer for industrial supply, and they will suffer for food. And they will fight." British diplomats are very clever. Gandhi even offered that "Don't divide India. You better give it to Jhinna." But this commission, this Patita Lalan(?). "No, no," said, "It is... Otherwise, there will be conflagration of always fight. Let it be settled." Gandhi went to this point, that "If you think that without division India will be chaos, so you better give it to Jhinna in the hand. Don't give it to me." But they wanted division.
