Tapasya is meant for the renounced order of life; those who are retired from worldly activities should perform tapasya, penances and austerities.

SB 4.12.10, Purport:

Kṣatriyas and vaiśyas are therefore especially advised to give in charity at least fifty percent of their accumulated wealth. In Bhagavad-gītā it is recommended that even though one enters the renounced order of life, he still cannot give up the performance of yajña, dāna and tapasya. They are never to be given up. Tapasya is meant for the renounced order of life; those who are retired from worldly activities should perform tapasya, penances and austerities. Those who are in the material world, the kṣatriyas and vaiśyas, must give charity. Brahmacārīs, in the beginning of their lives, should perform different kinds of yajñas.

Tapasya means to revive our original normal life of Kṛṣṇa consciousness. That is called tapasya. This tapasya is not possible by the cats and dogs or animals. Tapasya is meant for the human being.

Similarly, in the conditioned state, under the influence of māyā, we are also talking so many nonsense things, "I belong to this family, I belong to this nation, I belong to this community, my business is this," simply forgetting Kṛṣṇa consciousness. All other business, he will remember, but when he is requested to become Kṛṣṇa conscious, to understand Kṛṣṇa, he doesn't like it. Except Kṛṣṇa consciousness, he will take all responsibility and work hard for that purpose. This is called māyā-grasta jīva. So nirāśīḥ, now, to go to our original position, that is called tapasya. "If Kṛṣṇa is served, then where is the necessity of tapasya?" No more tapasya. Tapasya is meant for the third-grade men to come to the stage of serving Kṛṣṇa. And one who is, with heart and soul is serving Kṛṣṇa, he has finished all tapasya.

Prabhupāda: Everyone should be engaged as Kṛṣṇa's servant. That is Vṛndāvana. In Vṛndāvana everyone is engaged how to please Kṛṣṇa. That is Vṛndāvana. (break) ...business to study Vedānta. In Vṛndāvana life we see they were not interested to know what is Brahman. They were interested how to please Kṛṣṇa, how to see Kṛṣṇa smiling. That is Vṛndāvana. Huh? Is it not? From Vṛndāvana picture you see they are simply busy to see how Kṛṣṇa is smiling. They didn't care for studying. What they will study? They were all village girls born in the ordinary class, and they did not know. (break) That is the... Ārādhito yadi haris tapasā tataḥ kim: (Nārada-pañcarātra) "If Kṛṣṇa is served, then where is the necessity of tapasya?" No more tapasya. Just like when there is red light, if you do not stop, you'll be punished. But a cat and dog, if he transgresses, "Never mind red light, I shall go," he's not punished. So tapasya is meant for the human being. He must do it if he wants at all progress of life.

Prabhupāda: Just like you are driving your car, you are going to some urgent business, and you saw the red light. You have to stop. You cannot say, "I have to leave by this time. I must go." No. You must. That is tapasya. So tapasya means to follow the regulative principles strictly by the higher order and that is human life. And animal life means you can do whatever you like. They keep to the right, keep to the left, it doesn't matter. But their offense is not taken because they are animals. But a human being, if he does not follow the regulative principles, it is sinful. He'll be punished. The same principle. Just like when there is red light, if you do not stop, you'll be punished. But a cat and dog, if he transgresses, "Never mind red light, I shall go," he's not punished. So tapasya is meant for the human being. He must do it if he wants at all progress of life.
