The Bhagavad-gītā confirms that the Lord is situated in everyone's heart as the witness, and as such He is the supreme director of sanction. The director is not the enjoyer of the fruits of action, for without the Lord's sanction no one can enjoy. For example, in a prohibited area a habituated drunkard puts forward his application to the director of drinking, and the director, considering his case, sanctions only a certain amount of liquor for drinking. Similarly, the whole material world is full of many drunkards, in the sense that each and every one of the living entities has something in his mind to enjoy, and everyone desires the fulfillment of his desires very strongly. The almighty Lord, being very kind to the living entity, as the father is kind to the son, fulfills the living entity's desire for his childish satisfaction. With such desires in mind, the living entity does not actually enjoy, but he serves the bodily whims unnecessarily, without profit. The drunkard does not derive any profit out of drinking, but because he has become a servant of the drinking habit and does not wish to get out of it, the merciful Lord gives him all facilities to fulfill such desires. The impersonalists recommend that one should become desireless, and others recommend banishing desires altogether. That is impossible; no one can banish desires altogether because desiring is the living symptom. Without having desires a living entity would be dead, which he is not. Therefore, living conditions and desire go together. Perfection of desires may be achieved when one desires to serve the Lord, and the Lord also desires that every living entity banish all personal desires and cooperate with His desires. That is the last instruction of the Bhagavad-gītā. Brahmājī agreed to this proposal, and therefore he is given the responsible post of creating generations in the vacant universe. Oneness with the Lord therefore consists of dovetailing one's desires with the desires of the Supreme Lord. That makes for the perfection of all desires.
The Lord, as the Supersoul in the heart of every living being, knows what is in the mind of each living entity, and no one can do anything without the knowledge of the Lord within. By His superior intelligence, the Lord gives everyone the chance to fulfill his desires to the fullest extent, and the resultant reaction is also awarded by the Lord.SB Canto 4

So entanglement means today I am thinking, "I have got this body"—Indian body or American body or this body or this body or fat body, thin body—tomorrow I may not possess. As soon as I get another body, that means the chapter changes. If I get the body of a dog then I may act like a dog. If I get the body of a hog, then I act like a hog. And if I get the body of a God... God you cannot. Demigod, higher standard of life, then you can act like that. The body is the destiny. With the body everything is destined, your material happiness and distress, everything.
That is called adṛṣṭa. Adṛṣṭa means that which you can not see, but it has been fixed up by superior intelligence, that this much you will get. Therefore we see so many divisions of status; one man is working very hard day and night, but it is very difficult for him to collect even so much money that [he] can eat nicely. Because the body is made for that. Similarly, another man, born with silver spoon in the mouth. He hasn't got to try very much, but he gets his money quickly, very quickly. Therefore the Bhāgavata says, that "Don't waste your time for so-called happiness and distress. Don't waste your time. Because you are already destined to receive a standard of happiness and distress." You cannot change it. But you can change your consciousness. That is possible. So our superiority is that either I am trying for decorating my personal apartment, I am trying to decorate this temple—my superiority is there because I am utilizing matter for my purpose. But when it is utilized, his intelligence is applied to utilized this matter for Kṛṣṇa, then his life is successful. The superior intelligence should be utilized for the benefit of Kṛṣṇa. Kṛṣṇārthe akhila-ceṣṭā. Then your life is successful. Then the same superior energy, if you apply it for your sense gratification, you'll be entangled and anxiety. And then you'll have to change your body, one after another. That is going on.
So the superior, supreme controller, is Kṛṣṇa, either on this inferior energy or superior energy. That is going on. So superior energy means that we can control over the material world. Not completely. That is also under condition. But we have got some control over this material world. But Kṛṣṇa has control over us also. We cannot do anything out of our own whims. Just like we are manufacturing this nice microphone with intelligence. Just like you American people, you are manufacturing so many nice things, and why other people, they cannot manufacture? What is the reason? You are also superior energy, and before you, the Red Indians, they are also superior energy. The animal, he's also superior energy. The cow, for example, that is also living entity, superior energy, and a man, he's also living entity, superior energy. But the man is sending the cow to the slaughterhouse. It is helpless, and the man is powerful. How this distinction? How this distinction? That distinction is due to the superior controller, Kṛṣṇa. Kṛṣṇa has given man superior intelligence, superior intelligence... In the Bhagavad-gītā, Fifteenth Chapter, fifteenth verse, you'll find that sarvasya cāhaṁ hṛdi sanniviṣṭo: [Bg. 15.15] "I am sitting within the heart of everyone." Mattaḥ smṛtir jñānam apohanaṁ ca. "One can memorize or forget on account of Me." Therefore the superior energy is giving intelligence to the human form of body that "You do this." "You do this" means not whimsically. He wanted to do it, but sometimes he forgets, and Kṛṣṇa reminds, "You wanted to do this. You can do this. Here is an opportunity." So although I have got superior intelligence, that is also controlled by Kṛṣṇa. If Kṛṣṇa gives you intelligence, then you can manufacture this nice microphone; otherwise, you cannot. Therefore īśāvāsyam idaṁ sarvam [Īśo mantra 1]. In every sphere of life, there is control of Kṛṣṇa. Yat kiñcit jagatyām. Anything which is going on within this world, jagat... Jagat means this world, which is making progress. Tena tyaktena bhuñjīthā. Therefore we shall have to voluntarily accept His superiority and accept only prasādam, whatever He kindly allows, "You can take this." "All right, Sir." That's all. You cannot encroach upon others. That is superior control. But the people are encroaching; therefore they are becoming entangled. If they accept what is offered by Kṛṣṇa, then there is no trouble. But if they encroach, then there is trouble.General Lectures

Prabhupāda: How do you say you are superior? You are inferior. As soon as you cover your body, you are inferior.
Karandhara: They say, "Well, we, I made this hat. So whatever inferiorities I have, I can conquer them by my intelligence."
Prabhupāda: But that intelligence, superior intelligence will never come to you. You'll always remain inferior.
Hṛdayānanda: What about death?

Prabhupāda: Why do they disagree, that animal has no soul? What is the point? Why do they say?
Italian Man (1): Because they don't like to identify themselves with animals. Because if they admit that animals have a soul, then they have to identity, means they are afraid of identifying with animals. They feel they are superior to animals. We are superior to animals, indeed, but...
Prabhupāda: That is by intelligence. We are superior to animals by superior intelligence, not by... Just like a human child. His father is superior than the child because the father has got superior intelligence, not that the child has no soul. The child talks so many nonsense things, but we take it, "After all, it is child." Nobody cares whether it is symmetrical or not, because his intelligence is not developed. So even the animals have no developed intelligence, that does not mean it has no soul. Yes. The evolution of different types of body means evolution of intelligence. Just like a flower, in the bud stage, the flower is there. But the fragrance or the beauty has not yet developed. So unless the things are there, how it can develop? Similarly, the soul is there in every living entity, but according to the development of the body, evolution of the body, the intelligence becomes manifest.
