If Mahārāja Yudhiṣṭhira is a sinner in his daily discharge of duties, in royal administration of state affairs, then we can just imagine the amount of sins committed by the untrained population of the Kali-yuga.
SB 1.12.34, Purport:

If Mahārāja Yudhiṣṭhira is a sinner in his daily discharge of duties, in royal administration of state affairs, wherein killing of man and animals is a recognized art, then we can just imagine the amount of sins committed consciously or unconsciously by the untrained population of the Kali-yuga who have no way to perform sacrifice to please the Supreme Lord. The Bhāgavatam says, therefore, that the prime duty of the human being is to satisfy the Supreme Lord by the performance of one's occupational duty (SB 1.2.13).

Mahārāja Yudhiṣṭhira was on the same level of devotion as Vidura, although engaged in the state affairs of the kingdom of the world.
SB 1.13.11, Purport:

Either remaining at home or leaving home, the real qualification of a pure devotee is to become rapt in the thought of Kṛṣṇa favorably, i.e., knowing well that Lord Kṛṣṇa is the Absolute Personality of Godhead. Kaṁsa, Jarāsandha, Śiśupāla and other demons like them were also always rapt in the thought of Lord Kṛṣṇa, but they were absorbed in a different way, namely unfavorably, or thinking Him to be a powerful man only. Therefore, Kaṁsa and Śiśupāla are not on the same level as pure devotees like Vidura, the Pāṇḍavas and the Yādavas.

Mahārāja Yudhiṣṭhira was also always rapt in the thought of Lord Kṛṣṇa and His associates at Dvārakā. Otherwise he could not have asked all about them from Vidura. Mahārāja Yudhiṣṭhira was therefore on the same level of devotion as Vidura, although engaged in the state affairs of the kingdom of the world.

The so-called administrators are now bewildered by the influence of this age of Kali, and thus they have put all state affairs into disorder.
SB 1.16.22, Translation and Purport:

The so-called administrators are now bewildered by the influence of this age of Kali, and thus they have put all state affairs into disorder. Are you now lamenting this disorder? Now the general populace does not follow the rules and regulations for eating, sleeping, drinking, mating, etc., and they are inclined to perform such anywhere and everywhere. Are you unhappy because of this?

There are some necessities of life on a par with those of the lower animals, and they are eating, sleeping, fearing and mating. These bodily demands are for both the human beings and the animals. But the human being has to fulfill such desires not like animals, but like a human being.

SB Canto 4

The kṣatriya's duties are to give protection to the citizens, to give all his possessions in charity, to be strictly Vedic in the management of state affairs and to be unafraid to fight whenever there is an attack by enemies.
SB 4.21.33, Purport:

Therefore he can practice the brahminical activities—namely speaking the truth, controlling the senses, controlling the mind, remaining always clean, practicing tolerance, having full knowledge about one's self-identity, and understanding devotional service. In this way, if he engages himself in the loving service of the Lord as an actual brāhmaṇa, his aim to achieve the final interest of life is attained. Similarly, the kṣatriya's duties are to give protection to the citizens, to give all his possessions in charity, to be strictly Vedic in the management of state affairs and to be unafraid to fight whenever there is an attack by enemies. In this way, a kṣatriya can satisfy the Supreme Personality of Godhead by his occupational duties. Similarly, a vaiśya can satisfy the Supreme Godhead by properly executing his occupational duties—engaging himself in producing foodstuffs, giving protection to cows, and trading if necessary when there is an excess of agricultural production.

Kṛṣṇa had to go to Mathurā to kill Kaṁsa, and then He was taken by His father to Dvārakā, where He was busy with state affairs and disturbances created by demons.
CC Madhya 13.149, Purport:

It is said: vṛndāvanaṁ parityajya padam ekaṁ na gacchati. In one sense, Kṛṣṇa, the original Personality of Godhead (īśvaraḥ paramaḥ kṛṣṇaḥ sac-cid-ānanda-vigrahaḥ (Bs. 5.1)), does not even take one step away from Vṛndāvana. However, in order to take care of various duties, Kṛṣṇa had to leave Vṛndāvana. He had to go to Mathurā to kill Kaṁsa, and then He was taken by His father to Dvārakā, where He was busy with state affairs and disturbances created by demons. Kṛṣṇa was away from Vṛndāvana, and He was not at all happy, as He plainly disclosed to Śrīmatī Rādhārāṇī. She is the dearmost life and soul of Śrī Kṛṣṇa, and He expressed His mind to Her as follows.

People worship demigods to fulfill temporary material desires, and the results they achieve from such worship are equally temporary and material. But if one worships the demigods with the knowledge that they are the Supreme Lord's energies, then this worship is accepted as authorized, and gradually such a worshipper becomes a devotee of Lord Kṛṣṇa, the Supreme Godhead. But if one worships the demigods with the idea that they are on an equal level with Lord Kṛṣṇa, then such worship is unauthorized, because Lord Kṛṣṇa is the Supreme Personality of Godhead, unequalled and unsurpassed. Therefore no demigod can exist independent of Lord Kṛṣṇa. Lord Kṛṣṇa is just like a king, and the demigods are like his ministers. The minister may sit on a throne and manage state affairs, but he is not independent: his powers come from the king.

Go-rakṣya, cow protection, is one of the items of state affairs. And now there is no cow protection.
Lecture on BG 1.12 -- London, July 13, 1973:

Vaiśya, they should engage themselves in agricultural production and giving protection to the cows, especially mentioned, go-rakṣya. Go-rakṣya, cow protection, is one of the items of state affairs. And now there is no cow protection. Poor cows, they deliver milk, and later on they become slaughtered. How much sinful the modern society is, and they still want peace and prosperity. That is not possible. The society must be divided—brāhmaṇa, kṣatriya, vaiśya, śūdra—and they must execute their proper duty. And the vaiśyas, they should give protection to the cows. And the śūdras, they should work under the direction of the higher three divisions. In this way there will be nice management.

Arjuna said that "Kṛṣṇa, it is not possible for me. My mind will be disturbed in political affairs, in state affairs."
Lecture on BG 7.1 -- Nairobi, October 27, 1975:

Therefore, at the end of the Sixth Chapter Kṛṣṇa says, yoginām api sarveṣāṁ mad-gatenāntar-ātmanā: "Of all the yogis..." The Kṛṣṇa and Arjuna was talking. Kṛṣṇa advised Arjuna to become a yogi, but Arjuna said that "Kṛṣṇa, it is not possible for me. Because I am a politician, I am a soldier, I cannot sit down to practice yoga superficially. My mind will be disturbed in political affairs, in state affairs." So, cañcalaṁ hi manaḥ kṛṣṇa pramāthi balavad dṛḍham: (BG 6.34) "My mind is so restless, it is not possible."

Just like state affairs going on, but ultimate aim is to keep the government satisfied. Then you'll get everything nicely.
Morning Walk -- February 5, 1976, Mayapura:

Prabhupāda: Without varṇāśrama-dharma there is no civilization. Yes. They are trying to abolish this under the name of "caste system." It is not caste system. Caste system, or whatever you call, there must be these four division. Not four, eight. This is general, that brāhmaṇa, kṣatriya, vaiśya, śūdra. Then, according to the brahminical culture, the spiritual, brahmacārī, gṛhastha, vānaprastha, sannyāsa. And after sannyāsa, then spiritual life, complete, śuddha-sattva. Hare Kṛṣṇa. So you have to establish varṇāśrama. Varṇāśramācāra. Ācāra. Ācāra. Varṇāśrama ācāra. Yes. Because the aim is... Again we come to the... Just like state affairs going on, but ultimate aim is to keep the government satisfied. Then you'll get everything nicely. Similarly, the supreme government or supreme governor is God. That is your duty, to keep Him satisfied. Then you get all direction, all facilities and life. That is the aim.
