If one does not accept the authority of the Supreme Godhead in matters of religion and morality, one must explain why two persons of the same moral standard achieve different results.
SB 4.21.30, Purport:

If one does not accept the authority of the Supreme Godhead in matters of religion and morality, one must explain why two persons of the same moral standard achieve different results. It is generally found that even if two men have the same moral standards of ethics, honesty and morality, their positions are still not the same. Similarly, in economic development it is seen that if two men work very hard day and night, still the results are not the same. One person may enjoy great opulence without even working, whereas another person, although working very hard, does not even get two sufficient meals a day. Similarly, in the matter of sense gratification, sometimes one who has sufficient food is still not happy in his family affairs or sometimes is not even married, whereas another person, even though not economically well off, has the greatest opportunity for sense gratification. Even an animal like a hog or a dog may have greater opportunities for sense gratification than a human being. Aside from liberation, even if we consider only the preliminary necessities of life—dharma, artha and kāma (religion, economic development and sense gratification)—we will see that they are not the same for everyone. Therefore it must be accepted that there is someone who determines the different standards.

This standard of morality, there cannot be fixed up if one is not God conscious. There cannot be.
Lecture on BG 2.26-27 -- London, August 29, 1973:

So the decision of the Śrīmad-Bhāgavatam is harāv abhaktasya kuto mahad-guṇāḥ. Mahad-guṇāḥ. We can find it easily, just like we say that no illicit sex, no meat-eating, we consider this is sinful. But there are others, big, big leaders, politicians, philosophers, even religious priests, they do not think that this is immoral or this is sinful. Meat-eating is sinful. Why? What is the sin there? Illicit sex, what is the wrong there? Intoxication, what is wrong there? They do not find any immorality. So this standard of morality, there cannot be fixed up if one is not God conscious. There cannot be. Standard of morality, standard of goodness, cannot be. That is the decision of the Śrīmad-Bhāgavatam. Harāv abhaktasya kuto mahad-guṇāḥ. Lack of Kṛṣṇa consciousness. They think that animal has no soul. They do not accept this morality that animal cannot be killed, it is sinful, it is immoral. They have created their own theory. So without being standardized by Kṛṣṇa consciousness, or God consciousness, you cannot find the standard platform of morality, honesty. These things you cannot find. This is not possible. Therefore, the verdict of the Śrīmad-Bhāgavatam is harāv abhaktasya kuto mahad-guṇāḥ. Just like if you do not follow a standard law, how you can fix up "This is morality" or "This is honesty or dishonesty." There must be standard law. And who can give you the law unless he is the greatest authority? So law changes according to different countries, climate, situation. So man-made law cannot give you standard morality, honesty or... It is not possible. Because one will think "This is morality," another will think, "No, this is not morality." Same thing. Keep to the left, keep to the right. Somebody says "Keep to the left is right," somebody says "Keep to the left, it is wrong." Manorathenāsati dhāvato bahiḥ (SB 5.18.12). Because those who are not Kṛṣṇa conscious, they are hovering on the mental plane. They cannot, there cannot be any fixed up morality, honesty, dishonesty. No. And rascals will also say yato mata tato patha. Means, whatever you think is all right, that is all right. According to you, your conception this is right, and according to my conception, both of them are right. How both of them can be right?

Standard of morality means to abide by the orders of the greatest authority. That is standard of morality.
Lecture on BG 2.26-27 -- London, August 29, 1973:

So this contradiction, opposing elements, will continue unless there is Kṛṣṇa consciousness. So this is not a fact that the karma-vādīs simply by discharging your duties nicely... This is... On principle, it is all right. But we must know what is actual morality. There are so many examples. Just like when there is war, to kill the enemies, that is morality. But in peaceful condition if you kill a person that is immorality or sinful. The process is the same, morality or immorality, the process is the same. But sometimes it is moral, sometimes immoral. So how it will be standardized? Therefore Bhāgavata says dharmaṁ tu sākṣād bhagavat-praṇītam (SB 6.3.19). Real dharma, real religion, morality, honesty, they can be decided on the words of the Supreme Lord. That is the... When Kṛṣṇa says "This is all right," then it is all right. When Kṛṣṇa says it is not right, then it is not right. This is our decision. We Kṛṣṇa conscious men, we simply accept. And that is a fact. That is a fact in this way because Kṛṣṇa is the greatest authority, Supreme Being. Supreme means the greatest authority. Just like state says "Now it is wartime. If you kill a number of enemies then you will be awarded with gold medal." The same process of killing. But at another time, when there is no war, if you kill one person you'll be hanged. The killing process is the same, but the judgement is given by the greatest authority, the government. "This is all right, this is not right." Therefore, standard of morality means to abide by the orders of the greatest authority. That is standard of morality. This is the conclusion. You cannot make your own morality. No. If Kṛṣṇa says "This is all right," then it is all right. Otherwise, it is not.

Our standard of morality and immorality is to see whether Kṛṣṇa is satisfied. If Kṛṣṇa is satisfied, then it is morality. If Kṛṣṇa is dissatisfied, then it is immoral.

So our standard of morality and immorality is to see whether Kṛṣṇa is satisfied. If Kṛṣṇa is satisfied, then it is morality. If Kṛṣṇa is dissatisfied, then it is immoral. And Kṛṣṇa's representative also. Therefore, it is said yasya prasādād bhagavat-prasādo yasyāprasādān na gatiḥ kuto 'pi **. Our morality is to satisfy Kṛṣṇa or His representative, guru. Yasya prasāda. If he's satisfied, then it is moral. If he's not satisfied, then it is immoral. Na gatiḥ kuto 'pi. So this karma-vāda, that you act nicely and you'll get nice result, that is all right, but there may be some mistakes. There are so many instances. One very great charitable king, he was giving in charity so many cows to the brāhmaṇas. So there was some mistake, and for that purpose, although he was all throughout his whole life he was giving in charity, a little mistake, he became a big lizard in the well. Therefore the conclusion is that this material morality has no value. Spiritual morality. Spiritual morality means to abide by the order of Kṛṣṇa. That is morality. Whatever Kṛṣṇa says, if we accept, saṁsiddhir hari-toṣaṇam.

Sri Caitanya-caritamrta Lectures

Standard of morality does not mean that you manufacture something morality out of your concoction. No. Standard of morality is to obey the Supreme. That is standard of morality.
Lecture on CC Madhya-lila 20.125 -- New York, November 27, 1966:

So these are the principles. If we stick to the particular type of ritualism—because I confess a particular type of faith, and my faith describes this sort of ritualism, I must follow—then you stick to that, you cannot make any progress. And if you go on simply philosophizing—this ism, that ism, that ism, nonsense-ism—then also you will not be able. And if you become mundane moralist, then also you will not be able. You have to become transcendental to all these mundane principles; then it will be possible to become perfectly Kṛṣṇa conscious. So it is not transgressing, because as soon as you become really Kṛṣṇa conscious, then you become all: you become a philosopher, you become a ritualistic, you become actually moralist. What is the standard of morals? Can you explain? What is the standard of morality? Can you explain? Can any one of you say? Have you got any idea what is the standard of morality? The standard of morality is to obey the Supreme. That is standard of morality. Standard of morality does not mean that you manufacture something morality out of your concoction. So if in our practical experience we see to obey the order of the Supreme is morality, standard of morality, don't you think to obey the supermost supreme, the Supreme Personality of Godhead, to obey Him, that is morality. That is morality. So if you stick to the mundane principle, then it will not be. Therefore the astrologer advises the poor man,

pūrva-dike tāte māṭi alpa khudite
dhanera jhāri paḍibeka tomāra hātete

In other words, that if you take this process of Kṛṣṇa consciousness, devotional service, a slight attempt will give you the treasury house of that wealth. A slight attempt. Sv-alpam apy asya dharmasya trāyate mahato bhayāt. This is the only, only path. Bhaktyā mām abhijānāti yāvān yaś cāsmi tattvataḥ (BG 18.55). In the Bhagavad-gītā you will find that if you actually want God, then you will have to follow this process, Kṛṣṇa consciousness, and transcendental loving service to the Supreme Lord. That will make you successful.

That is going on, man-made laws. But that is not morality. That standard of morality is one in one country and just the opposite in another country.

Śyāmasundara: That you should act only in such a way that your action, you would want everyone in the world to act in the same way. You would want it to be a universal law.

Prabhupāda: So you can allow me to do in my own way, and I allow you to do in your own way.

Śyāmasundara: He uses the example of breaking a promise. He says that if the opportunity is there to break a promise, I should never break the promise, because I would never want anyone else to break a promise.

Prabhupāda: Yes. That is going on, man-made laws. But that is not morality. That standard of morality is one in one country and just the opposite in another country.

That's also good, but Christian morality, who is abiding by Christian morality?

Śyāmasundara: These German philosophers, they generally accept the Christian standard of morality to be what ought to be.

Prabhupāda: That's also good, but Christian morality, who is abiding by Christian morality? The Christian morality, in the beginning it is said "Thou shalt not kill," and they're all killing. So it will be very difficult to find out a real Christian who is following the morality. "Thou shalt not covet," and they're doing all this nonsense.

Prabhupāda: Oh, it was nice. Very nice students were coming out.

Svarūpa Dāmodara: The moral standard was very good?

Prabhupāda: Oh, yes. We respected our professors like our fathers. The relationship between the student and the professors was very good. I had one Scottish professor, Dr. W.S. Urquhart. He was my nice friend. He was professor of philosophy, psychology. Later on he became vice-chancellor.

I wrote one time, standard of morality. We have got very simple formulas from the statement of śāstras.

Prabhupāda: Yes. I wrote one time, standard of morality. (pause) We have got very simple formulas from the statement of śāstras. Harāv abhaktasya kuto mahad-guṇāḥ. Hari is the Supreme Personality of Godhead, abhakta, nondevotee, a person who is not a devotee of the Supreme Personality of Godhead, kuto mahad-guṇāḥ, where is his high qualities? No, no high qualities. In the Bhagavad-gītā also: na māṁ prapadyante mūḍhāḥ (BG 7.15). So we see whether he has surrendered to God. Otherwise, he's a mūḍhaḥ, rascal.

So it is our duty to help them. Just like here is an opportunity. Go, see them immediately, the person. It is our duty.

Prabhupāda: So see him. You and you go and arrange, and explain to him that "This is our movement, simply how to make people pure, moral, sinless, and advanced in God consciousness." Just take this opportunity. "You come and see how God consciousness we are executing, and then arrange a meeting in the Senate. And try to understand, 'It is simply sentiment or how it will help me?' " (break) ...so much money, and still they are crying, "Degradation." So they should come to their senses. This kind of understanding will not help. They must understand scientifically.

Svarūpa Dāmodara: Everybody is saying, not only politicians, but everybody is saying that we are degrading. Moral standard is degrading. But nobody acts. That is the difficulty.

Prabhupāda: So it is our duty to help them. Those who are... Just like here is an opportunity. Go, see them immediately, the person. It is our duty.

Gandhiji's whole life was dedicated to the service of humanity at large with special interest for raising the moral standard.
Letter to Sardar Patel -- Calcutta 28 February, 1949:

Funds are being collected to commemorate Mahatma Gandhiji in a fitting manner and I beg to suggest that the same may be done in the Gandhian way and not otherwise. Gandhiji's whole life was dedicated to the service of humanity at large with special interest for raising the moral standard. His later activities showed that he was equal to every one and all the people of the world knew him more as the spiritual leader than a mere politician. Devotion to Godhead was his ultimate aim and when I say that his sacred memory should be perpetuated not in the ordinary way but in the Gandhian way, I mean that fitting respect to his memory will be done in the following manner.

The easy way to raise the moral standard of people in general is to make this sankirtana movement more popular all over the world by philosophical discourses based on reasoning and moral and ethical codes.
Letter to Sardar Patel -- Calcutta 28 February, 1949:

In the midst of his multifarious duties, Gandhiji never missed to attend to his randhun kirtana meeting. This is one of the soundest method for the culture of devotion to God. In the opinion of Srimad-Bhagavatam, one who is imbibed with the devotion of Godhead is also endowed with all the good qualities of the gods. But one who is not a devotee of Godhead, has not any value for his good qualities because he utilizes his so called good qualities for ulterior purposes. As such the easy way to raise the moral standard of people in general, is to make this sankirtana movement more popular all over the world by philosophical discourses based on reasoning and moral and ethical codes. The Vaisnava acaryas especially Lord Caitanya and his six Gosvami disciples give us ample opportunity and scope for this work. Lord Caitanya first inaugurated the sankirtana or randhun movement and the later Gosvamis supported it by scholarly philosophical synthesis. The six sandarbhas by Srila Jiva Goswami are marvelous in this respect.

Letter to Syamasundara -- Calcutta 22 September, 1970:

Regarding the motion picture, it is a great opportunity, and if they actually want to do something wonderful I can come there personally and see to its direction. If it is an important film I think my personal direction is necessary. If not, then I think you can send me a synopsis of the script so that there may be nothing objectionable from the start. If this film is properly done it will be very profitable, even from the commercial point of view; and if they are interested, we can give them hundreds of stories from Bhagavat which will make wonderful films, and simultaneously the people will be educated to the proper religious and moral standard. So please try very seriously for this and I think Krishna will give you all intelligence and facility.
