He's lying on the Causal Ocean and in a sleeping mood, and with the breathing of His nostrils, so many universes are being born as seed.
Lecture on BG 2.51-55 -- New York, April 12, 1966: The God... This material creation... We have got this information from authoritative scripture. This material creation, how it is being done? It is being done that the Supreme Lord in His form of Mahā-Viṣṇu, He's lying on the Causal Ocean and in a sleeping mood, and with the breathing of His nostrils, so many universes are being born as seed. And when He's taking the breathing, inhaling, the whole thing is going into Him.
He is lying in the Kāraṇa Ocean in the sleeping mood, and then, from His breathing, innumerable universes are coming out.
Lecture on SB 3.26.25 -- Bombay, January 2, 1975: Saṅkarṣaṇaḥ kāraṇa-toya-śāyī. That Saṅkarṣaṇa, before this material creation, He lies down in the Kāraṇa Ocean, kāraṇa-toya-śāyī. Then... Yasyaika-niśvasita-kālam athāvalambya [Bs. 5.48]. He is lying in the Kāraṇa Ocean in the sleeping mood, and then, from His breathing, innumerable universes are coming out. That is the origin of material creation.

God expanded Himself first of all in Mahā-Viṣṇu, He lied down on the Causal Ocean. And while He was in sleeping mood, from His breathing, innumerable universes came into existence.
Interview -- February 1, 1968, Los Angeles:

Interviewer: Yes, well, what is your explanation of the creation of the world?

Prabhupāda: That is a huge thing. That we have to see to the Śrīmad-Bhāgavatam, that God expanded Himself first of all in Mahā-Viṣṇu, He lied down on the Causal Ocean. And while He was in sleeping mood, from His breathing, innumerable universes came into existence. Then each and every universe, Mahā-Viṣṇu entered. Then again He lied down there, and from Him the first creature, Brahmā, generated. Then Brahmā created other planets. First there was creation of sound. From the sound, the sky came into existence. From the sky, air came into existence. From air, fire came into existence. From fire, water came into existence, and from water, this land developed. In this way, there are very detailed description in the Śrīmad-Bhāgavatam. So we have to take it that way.
