Secular state means the state must be very vigilant whether everyone is doing his duty, everyone is employed in his duty; and if everyone is not employed, it is the duty of the government to see. He must be employed.
Lecture on BG 2.32 -- London, September 2, 1973:

The brāhmaṇas will examine whether the kṣatriyas are doing their duty nicely. Just like Paraśurāma, when he saw that all the kṣatriyas have become rascals, he wanted to kill them all. You know that. Twenty-one times he killed. Some of the kṣatriyas, they fled from India, and they came to this side in European countries. Therefore, origin of the Europeans, they are kṣatriyas. Turkey, Greece, and other countries also. Kṣatriya. So it is the duty of the brāhmaṇa to see that kṣatriyas are doing nicely their duty. So similarly, kṣatriyas' duty is also to see whether brāhmaṇas are doing their duty. So kṣatriyas were not needed to see the brāhmaṇas, they were so advanced brāhmaṇas that they were beyond examination of the kṣatriyas. But another duty of the kṣatriya is that people are being educated spiritually. That is kṣatriya's duty. Or the king of a kingdom is looking over the citizens, that they are properly being trained up. This is... If one king is not properly... Just like in some states at the present moment... What is called? Secular. Secular means they have meant like that, that "You do all nonsense; we don't care. You pay me tax, that's all. Income tax. And you go to hell. It doesn't matter." This is not secular state. Secular state means the state must be very vigilant whether everyone is doing his duty, everyone is employed in his duty; and if everyone is not employed, it is the duty of the government to see. He must be employed. A brāhmaṇa is employed, a kṣatriya is employed, a vaiśya is employed. Otherwise, if they are unemployed, idle brain, then idle brain will be devil's workshop. That is happening. Because everyone is not employed, they have discovered machine, and the machine is working hundred men's work. So actually, a hundred men are unemployed. So the machine has not improved the situation. It has improved the pocket of the capitalist. But it has not improved the condition of the mass of people. No. They are unemployed. Therefore, in the Western countries, because the machine and industry, therefore, now they are producing from the university hippies. Unemployed. Thousands and thousands of young boys and girls. Girls are not meant for working outside. Girls are meant for working inside.

So, the whole thing has topsy-turvied. Why? Because there is no good king. This is the cause. So the whole Battlefield of Kurukṣetra was arranged by Kṛṣṇa so that these irresponsible rogues, dressed as kings, should be all killed. That was the plan of Kṛṣṇa.

The history is there. And they were supplying muslin cloth, even just before the British period, Muslim period. So India's export, export, I mean to say, status was far greater than other countries. And these spices and other export attracted persons from Europe, that Vasco de Gama, and the Columbus also wanted to go, but he fortunately came to America. You see? All these Europeans and the Britishers went and established their supremacy. So India was so rich. But now how that India has become so poor? The same land is there. Why? Industry simply transformed in a different way, and a certain class make profit out of it. Industry does not mean really economic improvement. Real economic improvement means what you produce from the land. That requires God help. Without raw materials, even your industry cannot go on. Just like I have cited the example of paper. Nowadays paper is made from wood. Now, if there is no sufficient... Now you have got in your America sufficient wood, so you can make, produce paper in large quantity. But suppose the woods are finished. Then industry will be finished.

So this is the age. So everyone is trying to be happy. That happiness is not possible. That peace is not possible unless you have got a leader or king like Bharata Mahārāja, after whose name this planet is called Bhāratavarṣa, this Bharata Mahārāja. So we have to find out such leader. Then everything will be adjusted. It is the... Now we are speaking of secular state. Secular state does not mean people will become godless. No. Secular state means that no religious preference. "Because you are Hindu, therefore we shall give you more preference than the Muhammadan"—no. Secular state means that the state should see that everyone is strictly following his religious principle. That is secular state. If you are Hindu or varṇāśrami, then you must follow the principles of how one is a brāhmaṇa, how one is a kṣatriya. Hinduism, this is a foreign word. Real principle is varṇāśrama-dharma. Varnāśramācāravatā puruṣeṇa paraḥ pumān viṣṇur arādhyate (CC Madhya 8.58). This is the aim of life, how to worship Viṣṇu. That is explained, and that is the training of this varṇāśrama-dharma.

So Śrī Caitanya Mahāprabhu's movement is to understand the father. It is nothing new. It is old. But in a new process, convenient for the people of this age. Ceto-darpaṇa-mārjanam (CC Antya 20.12). We have forgotten our father. We have forgotten God. The modern civilization, wherever you go, they say that "We are secular state." Secular state. Secular state means without knowing who is the father of the mankind. That is secular state. But the Sārvabhauma Bhaṭṭācārya, a great logician during the time of Lord Caitanya, he was also godless. And generally, the so-called learned philosophers, scientists, or so-called educators, they deny the existence of God. They depend more or less on their experimental knowledge of science. But actually, the fact is that there is God. There is God. In every religion they accept there is God, and actually, the fact is there is God. In the Vedic literatures it is accepted, janmādy asya yataḥ (SB 1.1.1). And in the Bhagavad-gītā it is clearly said by Kṛṣṇa that "I am the father." Not only one place, in many other places. I am especially referring to the Bhagavad-gītā because most of you, you're acquainted with the study of Bhagavad-gītā. Similarly, in the Tenth Chapter you'll find, ahaṁ sarvasya prabhavaḥ: "I am the origin of everything." Ahaṁ sarvasya prabhavo mattaḥ sarvaṁ pravartate: "Whatever you see, that is from Me."

So it is the government's duty to see that the citizens are not becoming animals. He may profess a type of religion. That doesn't matter. But he must be religious. That is secular state. Not that secular state means government is callous, "Let the people become cats and dogs, without religion. Government doesn't care." That is not good government. What do you think?

More than that, if the government does, it might probably even corrupt the religious... I don't know. Like an umpire in a game, you know, or something... Provide the conditions, provide the conditions for free speech. Not like Moscow, you know, where it is...

Prabhupāda: No. That is... Just like you have got the Commerce Department. Government has got. What is the duty of the Commerce Department? The government must see that the trade enterprise, common share, or industrial enterprise, they are doing nicely, properly. The government issuing license. They have got supervision. They send sometimes, what is called, inspectors? Education. Say, for education. There is educational inspector, school inspector. They go see that the students are properly being educated in that school. Similarly, government should have expert men in the government to see that the Hindus are acting like Hindu, Muslims are acting like Muslim, and Christians are acting like Christian. The government should not be callous about religion. They may be neutral that whatever religion you profess, government has nothing to do. You do nicely. But it is the government's duty to see that you are doing nicely, you are not bluffing. That is government's duty.

Secular state means that as you like, you can become. But if you claim to become a brāhmaṇa, you must act as a brāhmaṇa, not that you act as a śūdra, bangi, and also you are brāhmaṇa. No. That will not be allowed by the government.

Indian man (1): Does it say somewhere in the Bhagavad-gītā that we shouldn't eat meat?

Prabhupāda: Yes. Yes. Yes. Ahara-śuddhi. There are three kinds, four kinds of ahara: sattvika, rājasika, tamasika. Everything is there. The classification of ahara. Meat is tamasikāhara, fourth class. It is not first class.

Indian man (1): When the Aryan civilization was there in the past, Swamiji, were there also such kind of economic problems?

Prabhupāda: There was no economic problem. Every time... Always this system is followed: cātur-varṇyaṁ mayā sṛṣṭām (BG 4.13). And it is the duty of the government to see that this classification is properly being executed. That is the duty of the government. Secular state means that as you like, you can become. But if you claim to become a brāhmaṇa, you must act as a brāhmaṇa, not that you act as a śūdra, bangi, and also you are brāhmaṇa. No. That will not be allowed by the government.

Indian man (1): The purity must be there.

Prabhupāda: (break) Yes. In the whole world you won't find qualified brāhmaṇas. And they are required for guiding the human society. So therefore the human society is in chaotic condition. There is no guidance. The śūdras, they make things by vote. And what they'll vote? They're all rascals. What is the value of their votes? So that is going on all over the world. Fools and rascals they vote, and another rascal is selected. And after some time—"Oh, he is not suitable. Get him down," Nixon, and replace another fool, rascal. That's all.
