Srimad-Bhagavatam

SB Canto 4

A responsible government must teach Kṛṣṇa consciousness very vigorously for the benefit of all. Without Kṛṣṇa consciousness, neither the state nor the citizens of the state can be responsible.
SB 4.21.25, Purport:

The words adhokṣaja-dhiyaḥ, meaning "Kṛṣṇa consciousness," are very important in this verse. The king and citizens should both be Kṛṣṇa conscious, otherwise both of them will be doomed to lower species of life after death. A responsible government must teach Kṛṣṇa consciousness very vigorously for the benefit of all. Without Kṛṣṇa consciousness, neither the state nor the citizens of the state can be responsible. Pṛthu Mahārāja therefore specifically requested the citizens to act in Kṛṣṇa consciousness, and he was also very anxious to teach them how to become Kṛṣṇa conscious.

CC Madhya 7.62, Translation:

"In the town of Vidyānagara, on the bank of the Godāvarī, there is a responsible government officer named Rāmānanda Rāya."

Sārvabhauma Bhaṭṭācārya informed Lord Caitanya Mahāprabhu that Rāmānanda Rāya, although belonging to the śūdra class, was a highly responsible government officer.
CC Madhya 7.63, Purport:

Sometimes it is said in Bengal that those who cannot claim any particular class belong to the kāyastha class. Although these kāyasthas or karaṇas are considered śūdras, they are very intelligent and highly educated. Most of them are professionals such as lawyers or politicians. Thus in Bengal the kāyasthas are sometimes considered kṣatriyas. In Orissa, however, the kāyastha class, which includes the karaṇas, is considered in the śūdra category. Śrīla Rāmānanda Rāya belonged to this karaṇa class; therefore he was considered a śūdra. He was also the governor of South India under the regime of Mahārāja Pratāparudra of Orissa. In other words, Sārvabhauma Bhaṭṭācārya informed Lord Caitanya Mahāprabhu that Rāmānanda Rāya, although belonging to the śūdra class, was a highly responsible government officer. As far as spiritual advancement is concerned, materialists, politicians and śūdras are generally disqualified. Sārvabhauma Bhaṭṭācārya therefore requested that Lord Caitanya Mahāprabhu not neglect Rāmānanda Rāya, who was highly advanced spiritually although he was born a śūdra and a materialist.

The kāyastha community is a mixture of all castes, and it especially includes those engaged in clerical or secretarial work. Materially such people are always busy occupying responsible government posts.

Sanātana Gosvāmī was the minister in charge of the government secretariat, and his assistants—the undersecretaries and clerks—all belonged to the kāyastha community. Formerly the kāyasthas belonged to the clerical and secretarial staff of the government, and later if one served in such a post, he was called a kāyastha. Eventually if a person could not identify himself as a brāhmaṇa, kṣatriya, vaiśya or śūdra, he used to introduce himself as a kāyastha to get a wealthy and honorable position. In Bengal it is said that if one cannot give the identity of his caste, he calls himself a kāyastha. On the whole, the kāyastha community is a mixture of all castes, and it especially includes those engaged in clerical or secretarial work. Materially such people are always busy occupying responsible government posts.

Bhagavad-gita As It Is Lectures

Rāma-rājya means responsible government. Even during the time of Lord Rāmacandra, one brāhmaṇa's son died. So he went to the king to challenge that "What kind of king you are that in the presence of the father the son is dying?" This is responsible government. Responsible government means that a son cannot die before the presence of father.
Lecture on BG 4.2 -- Bombay, March 22, 1974:

We are aspiring after rāma-rājya. Why rāma-rājya? What is the difference between rāma-rājya and this rājya? There is difference. Rāma-rājya means responsible government. Even during the time of Lord Rāmacandra, one brāhmaṇa's son died. So he went to the king to challenge that "What kind of king you are that in the presence of the father the son is dying?" This is responsible government. Responsible government means that a son cannot die before the presence of father. In the Mahārāja Yudhiṣṭhira's time also, there was no anxiety, adhibhautika, adhidaivika, adhyātmika. These are stated in the śāstra. They were so free, so, I mean to say, carefree. There was no care, no anxiety. Everyone was happy. You'll find in the Bhāgavatam. As soon as there was enemy attack in the Dvārakā city, immediately the kings, royal family, Kṛṣṇa's family, Pradyumna, His son, and others, immediately go out of the city and combat with the enemies. This was the system. People were very carefree. No care, no anxiety. That is the duty of the government. And how to keep the citizens carefree? That you require authorized instruction. That instruction is Bhagavad-gītā.

Therefore Bhaktivinoda Ṭhākura laments... He was a great, responsible government officer, magistrate, but a great devotee of the Lord, and he's one of the ācāryas, Bhaktivinoda Ṭhākura.
Lecture on BG 6.47 -- Ahmedabad, December 12, 1972:

Therefore Bhaktivinoda Ṭhākura laments... He was a great, responsible government officer, magistrate, but a great devotee of the Lord, and he's one of the ācāryas, Bhaktivinoda Ṭhākura. So he writes about his own experience that jaḍa-bidyā jato, māyāra vaibhava, tomāra bhajane bādhā. The more we make advancement in the temporary materialistic comforts, the more we become implicated in unnecessary things and they are all impediments for making progress in spiritual life. That is his opinion. And that's a fact. We have seen in Western countries, they are still more materially advanced, but spiritually, they are dull, block-headed, spiritually. Very difficult to convince them spiritually. So sādhu-saṅga (CC Madhya 22.83), by association of sādhus one can achieve advancement in spiritual life. And in all śāstras it is recommended that associate.

In United States, America, the government is spending millions of dollars to stop this intoxication habit, LSD habit. Many responsible government officers, they have given us certificate. But they could not control.

For example, I can tell you, practical example, in United States, America, the government is spending millions of dollars to stop this intoxication habit, LSD habit. Many responsible government officers, they have given us certificate. But they could not control. But in our Kṛṣṇa consciousness movement, anyone who is coming, even though coming from the LSD-addicted society, still, as soon as he comes to our society he gives us not only LSD or any intoxication, he gives up even drinking tea, coffee and smoking cigarette. You can at once check. Because our principle is: anyone who wants to join seriously this Kṛṣṇa consciousness movement, just like these boys, they have joined, our first condition is that one must give up these four prohibited things: no illicit sex, no gambling, no meat-eating, no intoxication. So that is being possible. Although they are habituated to all these things from their very beginning of life, but as soon as they take to Kṛṣṇa consciousness activities, they give up these habits very easily.

Srimad-Bhagavatam Lectures

It is the duty of the government that every citizen, never mind whether human being or animal, he may not be injured by anyone. That is responsible government. It is not responsible government that one poor animal, because he does not know how to give him protection, although there is government, he is taken away to the slaughterhouse. This is not government.
Lecture on SB 1.16.22 -- Hawaii, January 18, 1974:

So here it is said, the enquiry, that kiṁ kṣatra-bandhūn kalinā upasṛṣṭān rāṣṭrāṇi vā tair avaropitāni: "Are you very much anxious that, on account of this Kali-yuga, that kṣatra-bandhūn, the rulers, they have occupied the rāṣṭra position, the government position?" So what is the symptom of such a rascal government? That is also stated. Itas tato vāśana-pāna-vāsaḥ-snāna-vyavāyonmukha-jīva-lokam. There will be no fixed position of these things. Just see. What are these? Aśana, eating. Aśana, pāna, drinking; vāsaḥ, residence; snāna, taking bath; and vyavāya, sexual intercourse. There is no rules and regulation. Irresponsible government means, the Kali's government means, that these things will be irregular, not regularized. Just see. This is Vedic civilization. Aśana, eating—there must be regulative principle, not that like hogs and pigs you can eat everything, no. There must be control. Control is there already. Just like in government, when you open a restaurant, immediately there is control. You have to take license, that "You have to supply food like this or like that. You cannot supply anything rubbish." Is it not? Control is there, but because it is controlled by another rascal, group of rascals, so they allow everything to eat. Everything eat. Control is there, but they do not know what kind of control should be there. The control should be, as we are prescribing, Kṛṣṇa consciousness move..., "You cannot take anything without Kṛṣṇa's prasāda." That is real control. Then you'll be happy. Control is already there, but they do not know because they are being governed by kṣatra-bandhūn. Kṣatra-bandhūn means kṣatriya. Kṣatriya means the ruling class. Kṣat, kṣat means injure, and trāyate, one who gives you protection from being injured. He's kṣatriya. Lecture on SB 6.2.2 -- Vrndavana, September 6, 1975:

Therefore we have to follow the ācāryas. We are ignorant. To become ignorant is not any fault. But when the ignorant thinks that he knows everything, then he's fault. Therefore the ignorant people are advised in the Vedas, tad-vijñānārthaṁ sa gurum evābhigacchet śrotriyaṁ brahma-niṣṭham (MU 1.2.12). "So I am ignorant, I am fool, I am rascals. I shall remain like that"? No, that is not human life; that is animal life. Animal is also ignorant. A dog, he cannot go to a guru. That is not possible. But a human being, he must. Abhigacchet. It must. It is not optional, that "I may go, or I may not." No, you must. That is the injunction. That is the Vedic injunction. Ācārya-paramparā. Evam paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). Rājarṣayaḥ. Formerly the king was responsible, responsible king. Responsible government means responsible king. So what is the responsibility of the king? The responsibility that all the citizens, all the inhabitants of the state, they should live very comfortably and develop Kṛṣṇa consciousness. This is the responsibility of the king. He has to see that everyone is free from anxiety, everyone is feeling secure, everyone has no disease, no mental anxiety, and in peaceful condition they are executing bhāgavata-dharma. That is real dharma, bhāgavata-dharma. Bhāgavata-dharma means to understand the science of God. That is Bhāgavata. And it is advised, kaumāram ācaret prājño dharmān bhāgavatān iha. Kaumāra, from the very boyhood, childhood, one should be instructed and educated about bhāgavata-dharma.

Sri Caitanya-caritamrta Lectures

At the present moment the president, they don't care for public opinion, irresponsible. They say, "Responsible government." They are most irresponsible. But formerly, although there was monarchy, they were very much responsible.
Lecture on CC Madhya-lila 20.313-317 -- New York, December 21, 1966:

Just like Lord Rāmacandra. When He came, He accepted only one wife, accepted only one wife. And even when that wife was banished... You know that. Sītā. Sītā. He (She) was kidnapped by Rāvaṇa, and Lord Rāma fought with him, killed the whole family and installed his brother in that kingdom and rescued Sītā and brought home. So He was living with Sītā. But some of the śūdras, they criticized, "Oh, just see Rāmacandra. He is king. He is very powerful. He is living with His kidnapped wife." Because in India once a woman goes out of home—still the culture is—you cannot be..., she cannot be accepted any more. She has to live just like prostitute. She has no shelter. But when this, I mean to say, popular opinion was there... But He was king. He has to take the criticism of the public. Just like at the present moment the president, they don't care for public opinion, irresponsible. They say, "Responsible government." They are most irresponsible. But formerly, although there was monarchy, they were very much responsible. As soon as there was some criticism from the public, Rāmacandra at once banished Sītā: "Oh, I cannot live with Sītā. Public opinion is against it." Just see. He is following the rules and regulations. His father told Him, "My dear boy, I wish that instead of being enthroned, please go to the forest." "All right, it is your order. I must carry." Just see. He is following the principle. He is ideal... Rāmacandra is ideal king means He has followed the principle of moral codes. But Kṛṣṇa's behavior, you will find there is no moral code. He is free. At night He is calling girls, "Come on," and dance with Him. They were coming. From material point of view it is immoral, at least in India. But He is free. Rāmacandra accepted one wife. He accepted sixteen thousand wives.

Initiation Lectures

An old father came to complain to the king, "What is the reason that in the presence of the father, a son dies? Please explain." So just see how much responsible government was there. The government is responsible if the son dies before the father. Naturally, the father is older than the son, so he must die first. So such responsible government was there. Now in the civilized world anyone can be killed by anyone, but nobody cares for it.

In Communist country they are, by force, they're ruling on the citizens. So many Russians, so many Chinese, they are going away out of their country. They do not like this Communist idea. So problems are there due to this age. Due to this age of Kali, the problems are there. And what are the problems? The problems are that in this age people are very short-lived, their duration of life. We do not know when we shall die. At any moment. It is said that during Lord Rāmacandra's rule, a brāhmaṇa... (aside:) It's not working? ...he came to the king, "My dear king, my son has died. So please explain why, in the presence of father, a son shall die." Just see how much the king was responsible. General Lectures

Rūpa Gosvāmī and Sanātana Gosvāmī, they were two important ministers in the Muhammadan government, Nawab Hussein Shah, his government. They resigned their ministerial post and joined Sri Caitanya Mahāprabhu for propagating His mission of Kṛṣṇa consciousness. So rūpa-sanātanau, they are very responsible government officers.
Lecture -- San Francisco, June 28, 1971:

So the six Gosvāmīs were, some of them were very prominent government officers. Just like Rūpa Gosvāmī and Sanātana Gosvāmī, they were two important ministers in the (indistinct) Muhammadan government, Nawab Hussein Shah, his government. They resigned their ministerial post and joined Sri Caitanya Mahāprabhu for propagating His mission of Kṛṣṇa consciousness. So rūpa-sanātanau, they are very responsible government officers, and raghu-yugau, two Raghunātha: one Raghunātha Bhaṭṭa and one Raghunātha dasa. Raghunātha dasa was the only son of his father and uncle, very big landholder, Bengal. Their father's income was twelve hundred thousands of rupees in those days. Now you can increase at least fifty times and then calculate what was the income of Raghunātha dāsa Gosvāmī. But he left everything to join Caitanya Mahāprabhu's movement. Gopāla Bhaṭṭa Gosvāmī also came from a very learned brāhmaṇa family. Similarly, Jīva Gosvāmī was the greatest scholar till now. Nobody can compete with Jīva Gosvāmī's scholarship in Sanskrit and philosophy. That is the verdict of all learned scholars. The world's best philosopher and Sanskrit scholar was Śrīla Jīva Gosvāmī. He happened to be the nephew of Rūpa Gosvāmī. When Jīva Gosvāmī's father and uncles left home, he was only ten years old boy. He thought, "If my father and uncles have left, why shall I not leave home?" So at the age of ten years he left home and went to Benares, the seat of Sanskrit scholars. He learned there Sanskrit very nicely, became a very great scholar, and then joined their uncles in Vṛndāvana. Of course, at that time Caitanya Mahāprabhu had passed. So Jīva Gosvāmī, he is also very learned scholar. His books are still adored by all spiritual sections. Sandarbas, six sandarbas, philosophical theses. And then vande rūpa-sanātanau raghu-yugau śrī-jīva-gopālakau. Gopāla Bhaṭṭa Gosvāmī, he was also learned scholar. So all rich men, rich politicians, scholars, great brāhmaṇas, they joined Caitanya Mahāprabhu. It is so nice movement. It attracted thousands of people, just (as) it is attracting you, American boys and girls.

They follow Śrī Rāmānanda Rāya. He was a gṛhastha. He was a responsible government officer. Still, he was the best disciple of Caitanya Mahāprabhu.

Guest (1): ...Kṛṣṇa consciousness in gṛhastha āśrama?

Prabhupāda: They follow Śrī Rāmānanda Rāya. He was a gṛhastha. He was a responsible government officer. Still, he was the best disciple of Caitanya Mahāprabhu. Rāmānanda Rāya, while talking with Caitanya Mahāprabhu, he was feeling little shamefulness because Caitanya Mahāprabhu was a great sannyāsī and coming from a very respectable brāhmaṇa family, and Rāmānanda Rāya, he belonged to the Kharan(?) caste of Orissa, and he was gṛhastha, at the same time in government service. So he was feeling little shamefulness, that "I am teaching Caitanya Mahāprabhu." So when he was feeling like that, Caitanya Mahāprabhu encouraged him,

kibā vipra kibā śūdra nyāsī kene naya
yei kṛṣṇa-tattva-vettā sei guru haya
(CC Madhya 8.128)

"You become a sannyāsī or you become a gṛhastha or you are a brāhmaṇa or a śūdra. The Kṛṣṇa consciousness has nothing to do with these material things. If you know actually what is Kṛṣṇa, then you can become guru."

Formerly the Acaryas were generally all Sannyasis, but Lord Caitanya, in His instruction to Roy Ramananda, who was a confidential devotee of Lord Caitanya, but a householder and responsible government official, Governor of Madras, has given open instruction that it does not matter what is the social or ecclesiastical order, if one is fully in Krishna Consciousness, he can act as Acarya.
Letter to Suridas -- Los Angeles 17 March, 1970:

Your combination with your good wife, Jotilla, is very good, and now with greater enthusiasm execute Krishna activities as I have advised Gurudasa also. We must be fully equipped, and the preaching work by pairs of husband and wife will be an unique example to the world. Formerly the Acaryas were generally all Sannyasis, but Lord Caitanya, in His instruction to Roy Ramananda, who was a confidential devotee of Lord Caitanya, but a householder and responsible government official, Governor of Madras, has given open instruction that it does not matter what is the social or ecclesiastical order, if one is fully in Krishna Consciousness, he can act as Acarya.
