SB 1.9.26, Purport: The kṣatriya, the member of the administrative class, is especially advised to give charity and not to accept charity in any circumstances. Modern administrators raise subscriptions for some political functions, but never give charity to the citizens in any state function. It is just the reverse in the injunctions of the śāstras. The administrative class must be well versed in the śāstras, but must not take to the profession of teachers. The administrators should never pretend to become nonviolent and thereby go to hell. When Arjuna wanted to become a nonviolent coward on the Battlefield of Kurukṣetra, he was severely chastised by Lord Kṛṣṇa. The Lord degraded Arjuna at that time to the status of an uncivilized man for his avowed acceptance of the cult of nonviolence. The administrative class must be personally trained in military education. Cowards should not be elevated to the presidential throne by dint of numerical votes only. In fighting, the king or the president should never return home without being hurt by the enemy. The so-called king of today never visits the warfield. He is very much expert in artificially encouraging the fighting strength in the hope of false national prestige. As soon as the administrative class is turned into a gang of mercantile and laborer men, the whole machinery of government becomes polluted.

In the institution of four varṇas and four āśramas there are regular training principles for the different classes of men.
SB 3.21.55, Purport: Because the scientific division of four varṇas and four āśramas is now being extinguished, the entire world is being governed by unwanted men who have no training in religion, politics or social order, and it is in a very deplorable condition. In the institution of four varṇas and four āśramas there are regular training principles for the different classes of men. Just as, in the modern age, there is a necessity for engineers, medical practitioners and electricians, and they are properly trained in different scientific institutions, similarly, in former times, the higher social orders, namely the intelligent class (the brāhmaṇas), the ruling class (the kṣatriyas) and the mercantile class (the vaiśyas), were properly trained. Bhagavad-gītā describes the duties of the brāhmaṇas, kṣatriyas, vaiśyas and śūdras. When there is no such training, one simply claims that because he is born in a brāhmaṇa or kṣatriya family, he is therefore a brāhmaṇa or a kṣatriya, even though he performs the duties of a śūdra. Such undue claims to being a higher-caste man make the system of scientific social orders into a caste system, completely degrading the original system. Thus society is now in chaos, and there is neither peace nor prosperity. It is clearly stated herein that unless there is the vigilance of a strong king, impious, unqualified men will claim a certain status in society, and that will make the social order perish.

Everything is topsy-turvied. There is no regular training of the human being. They are being trained up like cats' and dogs' life.
Lecture on SB 1.15.50 -- Los Angeles, December 27, 1973: This is the austerity of brahmacārī. And no meeting with young girls. Even the wife of the spiritual master is young, the brahmacārī is not allowed to go there. There are so many. These are described in the Śrīmad-Bhāgavatam: brahmacārī, gṛhastha, vānaprastha, sannyāsa. But these things are not now possible. Everything is topsy-turvied. There is no regular training of the human being. They are being trained up like cats' and dogs' life. Cats and dogs, they don't require training. Because what is the modern civilization? Eating, sleeping, sex life, and dying. It does not require any education. Just like these children. When I distribute these cookies, it does not require... Immediately spreads the hand and immediately in the mouth. (laughter) So for eating, there is no necessity of training. Everyone knows. Similarly, sleeping also, everyone knows. And similarly sex intercourse everyone knows. And dying there is no question. (laughter) So where is the education? Where is the necessity of education for these things? Rascals. You are enhancing advancement of knowledge how to eat, how to sleep, how to have sex life, and how to die. Where is the necessity of education for these things? There is no necessity. Anyone—animals, man, birds, beasts, insects—they know all these thing. Āhāra-nidrā-bhaya-maithunaṁ ca. It does not require any education. If there is education for this purpose, that is for restraining. Just like in human society. There is education for sex life, marriage. What is that marriage? Marriage means restricting sex life to one. That is education. If you are not restricted in that way, then you are animal. That is education. But... Because sex life does not require any college education, but if there is education in sex life, not to increase the propensity of sex life, but to reduce it... To reduce it.

in the Kali-yuga, they'll think, "Because I have changed my dress, I have become a big sannyāsī." You see? "Because I have got a sacred thread, now I am a brāhmaṇa." No. There must be regular training.
Morning Walk -- March 12, 1974, Vrndavana:

Prabhupāda: Those who are śūdras, they should not be allowed to take sannyāsa. Only those who are qualified brāhmaṇas, they'll be allowed to take sannyāsa.

Bhagavān: Kṣatriyas used to take sannyāsa too?

Prabhupāda: Kṣatriyas... Some of them. Not all.

Guru dāsa: Yudhiṣṭhira Mahārāja?

Prabhupāda: Eh?

Guru dāsa: Yudhiṣṭhira Mahārāja.

Prabhupāda: They did not take sannyāsa, but they left home. There is no need of accepting sannyāsa. One has to perform the devotional activities. That is real thing. Simply by changing dress, one does not improve. Unless he takes to the, seriously, principles of devotional service. But in the Kali-yuga, they'll think, "Because I have changed my dress, I have become a big sannyāsī." You see? "Because I have got a sacred thread, now I am a brāhmaṇa." No. There must be regular training. Hare Kṛṣṇa.

Jagadīśa: Śrīla Prabhupāda, in a varṇāśrama society is...

Prabhupāda: Eh?

Jagadīśa: In a varṇāśrama society, are most of the citizens śūdras?

Prabhupāda: Eh?

Jagadīśa: Are the majority of citizens śūdras? In a varṇāśrama society?

Prabhupāda: Yes. The number of śūdras are always bigger. Just like in University education. The, the number of graduates and post-graduates, they're less. Others are big, number bigger.
