Sometimes such demons take up the role of preacher, mislead the people, and become known as religious reformers or as incarnations of God.
BG 16.17, Translation and Purport:

Self-complacent and always impudent, deluded by wealth and false prestige, they sometimes proudly perform sacrifices in name only, without following any rules or regulations.

Thinking themselves all in all, not caring for any authority or scripture, the demoniac sometimes perform so-called religious or sacrificial rites. And since they do not believe in authority, they are very impudent. This is due to illusion caused by accumulating some wealth and false prestige. Sometimes such demons take up the role of preacher, mislead the people, and become known as religious reformers or as incarnations of God. They make a show of performing sacrifices, or they worship the demigods, or manufacture their own God.

Srimad-Bhagavatam

SB Canto 1

All the great ācāryas or religious preachers or reformers of the world executed their mission by adjustment of religious principles in terms of time and place.
SB 1.9.9, Purport:

Expert religionists know perfectly well how to adjust religious principles in terms of time and place. All the great ācāryas or religious preachers or reformers of the world executed their mission by adjustment of religious principles in terms of time and place. There are different climates and situations in different parts of the world, and if one has to discharge his duties to preach the message of the Lord, he must be expert in adjusting things in terms of the time and place. Bhīṣmadeva was one of the twelve great authorities in preaching this cult of devotional service, and therefore he could receive and welcome all the powerful sages assembled there at his deathbed from all parts of the universe.

SB Canto 2

Even the great scientists, the great philosophers, the great mental speculators, the great politicians, the great industrialists, the great social reformers, etc., cannot give any relief to the restless society of the material world because they do not know the secret of success as mentioned in this verse of the Bhāgavatam, namely that one must know the mystery of bhakti-yoga.
SB 2.9.36, Purport:

The intelligent class of men, or the brāhmaṇas, are situated on the face of the Lord; the administrative class of men, the kṣatriyas, are situated on the arms of the Lord; the productive class of men, the vaiśyas, are situated on the belt of the Lord; and the laborer class of men, the śūdras, are situated on the legs of the Lord. Therefore the complete social construction is the body of the Lord, and all the parts of the body, namely the brāhmaṇas, the kṣatriyas, the vaiśyas and the śūdras, are meant to serve the Lord's whole body conjointly; otherwise the parts become unfit to be coordinated with the supreme consciousness of oneness. Universal consciousness is factually achieved by coordinated service of all concerned to the Supreme Personality of Godhead, and that alone can insure total perfection. Therefore even the great scientists, the great philosophers, the great mental speculators, the great politicians, the great industrialists, the great social reformers, etc., cannot give any relief to the restless society of the material world because they do not know the secret of success as mentioned in this verse of the Bhāgavatam, namely that one must know the mystery of bhakti-yoga.

Material plans for material happiness have no value, but under the spell of the illusory energy we consider them extremely valuable. There were many politicians, social reformers and philosophers who died very miserably, without deriving any practical value from their material plans.
SB 7.13.31, Purport:

If one works very hard, suffering the threefold miseries, and then is successful in getting some small benefit, what is the value of this benefit? Besides that, even if a karmī is successful in accumulating some material wealth, he still cannot enjoy it, for he must die in bereavement. I have even seen a dying man begging a medical attendant to increase his life by four years so that he could complete his material plans. Of course, the medical man was unsuccessful in expanding the life of the man, who therefore died in great bereavement. Everyone must die in this way, and after one's mental condition is taken into account by the laws of material nature, he is given another chance to fulfill his desires in a different body. Material plans for material happiness have no value, but under the spell of the illusory energy we consider them extremely valuable. There were many politicians, social reformers and philosophers who died very miserably, without deriving any practical value from their material plans. Therefore, a sane and sensible man never desires to work hard under the conditions of threefold miseries, only to die in disappointment.

These transcendentalists (ordinarily known as saints, philosophers, reformers, messengers, and so forth) appear in various places in the world at various times. They render transcendental service to the Absolute Truth and to humanity, also, by preaching the message of the transcendental world. According to these transcendentalists, even lower animals like cats and dogs are also concerned primarily with two things, namely, themselves and the world at large. Living entities other than human beings have no capacity to understand transcendental subjects. The human being is therefore considered to be the highest of all creations, and we must understand the nature of this higher standing.

We have to search out our eternal peace and prosperity in the kingdom of God, which is a place other than this mortal world. Even such messiahs and reformers as Lord Buddha—who did not accept the existence of Godhead and preached morality and ethics in the spirit of atheism—and Śaṅkarācārya—who did not accept the Personality of Godhead and preached morality and ethics in the spirit of pantheism—never preached that there is any possibility of attaining eternal peace and prosperity in this material world.
Message of Godhead 1:

Lord Jesus Christ appeared as the son of Godhead, Muhammad introduced himself as the servant of Godhead, and Lord Caitanya presented Himself as the devotee of Godhead. But whatever may be their identity, all such messiahs were of the same opinion about one thing. They preached unanimously that there is no peace and prosperity in this mortal world. All of them agreed that we have to go to a separate world, where peace and prosperity have their real being. We have to search out our eternal peace and prosperity in the kingdom of God, which is a place other than this mortal world. Even such messiahs and reformers as Lord Buddha—who did not accept the existence of Godhead and preached morality and ethics in the spirit of atheism—and Śaṅkarācārya—who did not accept the Personality of Godhead and preached morality and ethics in the spirit of pantheism—never preached that there is any possibility of attaining eternal peace and prosperity in this material world.

Even after abdicating all work and accepting the life of a sannyāsī, or renunciant, one still has to work, if only for his hungry stomach. And thus Śaṅkarācārya, the great monist philosopher and religious reformer, said that simply for the matter of the stomach, one may not adopt the dress of a renunciant.
Message of Godhead 2:

While passing through various of the 8,400,000 species of life, the spirit soul is overwhelmed by the suffering created by those reactions. We have very little chance of escaping this bondage of action and reaction—work and its fruitive results. Even after abdicating all work and accepting the life of a sannyāsī, or renunciant, one still has to work, if only for his hungry stomach. And thus Śaṅkarācārya, the great monist philosopher and religious reformer, said that simply for the matter of the stomach, one may not adopt the dress of a renunciant. Therefore, there is no way out—no way to avoid doing work, if only for the belly's sake.

Every, every reformer or every great religious leader or God Himself, He comes on this earth to reclaim these conditioned soul to back to Godhead, back to the kingdom of Godhead. That is the whole idea of incarnation.
Lecture on BG 2.46-47 -- New York, March 28, 1966:

The whole material nature is working under the superintendence of the Supreme Lord. Now, whenever there is any discrepancy, just to rectify, sometimes punishment is given or sometimes the Lord comes Himself, or sometimes He sends His representative, or sometimes He leaves some books of knowledge. In this way the whole process from God's side is to put ourself always on the right path. That is the process going on. Now, just like in your Christian religion. Lord Jesus Christ, he claimed himself that he is coming from God as son of God to reclaim to back to Godhead, back to home. That is the mission. Every, every reformer or every great religious leader or God Himself, He comes on this earth to reclaim these conditioned soul to back to Godhead, back to the kingdom of Godhead. That is the whole idea of incarnation. Now, at the present moment... Not at the present moment. Practically always, the people, by material contact they forget their relation, their relationship with the Supreme Lord, their constitutional position.

All these Vedic scriptures, they are interrelated. They are not contradictory. If somebody says that "We find some contradiction from Vedic literature, from this literature to that literature," no. There is nothing at all, any contradiction, even, even in the preachings of the great ācāryas. I am speaking of India. There were many great ācāryas, I mean to say, reformers, came.
Lecture on BG 2.58-59 -- New York, April 27, 1966:

This, all these Vedic scriptures, they are interrelated. They are not contradictory. If somebody says that "We find some contradiction from Vedic literature, from this literature to that literature," no. There is nothing at all, any contradiction, even, even in the preachings of the great ācāryas. I am speaking of India. There were many great ācāryas, I mean to say, reformers, came. Lord Buddha also appeared in India. Then, after Lord Buddha, Śaṅkarācārya came. Then, after Śaṅkarācārya, Śrī Rāmānujācārya came. Then, after Śrī Rāmānujācārya, Madhvācārya, and then, lately, Śrī Caitanya, Lord Caitanya. He came. But you will find a link, a link, although superficially we may see that Lord Buddha is speaking something which is contradictory to Lord Śaṅkarācārya's teaching, or Rāmānujācārya is speaking something which is contradiction to Śaṅkara. No. There is no contradiction. It is the question of studying how they are paving way for ultimate spiritual realization. That requires a very, I mean to say, substantial knowledge, how they are paving the way, just step by step.

Any scripture of any country, not only of this Bhagavad-gītā, but any scripture, they are aiming simply how to get us back to Godhead. That is the purpose. Take for example any of the great religious reformers or ācāryas of any country.
Lecture on BG 8.28-9.2 -- New York, November 21, 1966:

The Lord says that the purpose of all Vedic instruction is to achieve the highest goal of life, back to Godhead. Any scripture of any country, not only of this Bhagavad-gītā, but any scripture, they are aiming simply how to get us back to Godhead. That is the purpose. Take for any ex... Take for example any of the great religious reformers or ācāryas of any country. In your country, Lord Jesus Christ or Lord Buddha. Of course, Lord Buddha, he advented himself in India, but later on his philosophy was broadcast all over Asia. Then Lord Kṛṣṇa, or Hazrat Muhammad—anyone take. Nobody will say that "You make your best plan in this material world and live peacefully." That is a common factor. There may be little difference according to country, climate and situation in the scriptural injunction, but the main principle—that we are not meant for this material world, we have our destination in the spiritual world—that is accepted by everyone.

If you divide all people, you will find one class of men: they are not interested with this opulence of material happiness. They are seeking-philosophers, learned scholars, scientists, religionists, reformers. Their business is different.

If you divide all people, they will..., you will find one class of men: they are not interested with this opulence of material happiness. They are seeking-philosophers, learned scholars, scientists, religionists, reformers. Their business is different. So naturally, the brāhmaṇa class of men, they are not very rich. (baby starts crying) Oh. What happened? (break) ...are always, because they do not endeavor for material opulence, apparently they look very poor, but actually, they are rich in knowledge. But people do not care for knowledge, at the present moment at least. They care for material opulence. They think that this life is meant for highest grade of sense gratification. That is the general thinking. In this city, any city you go, they are struggling very hard. Everyone is trying to get very rich, to get monetary power, so that they can satisfy their senses.

General Lectures

It is very pleasant to become servant of God. You see so many reformers, they came, they served the mission of God, and they are still worshiped. So to become servant of God, servitor of God, is not very insignificant thing. It is the most important thing.
Lecture -- Seattle, October 7, 1968:

Everyone wants to be independent, because this material world is perverted reflection of the spiritual world. But in the spiritual world, the more you surrender, the more you are servant, you are happy. You are happy. But we have no such understanding at the present moment. We have no spiritual idea, no spiritual realization; therefore we shudder as soon as we hear that we have to become servant of God. But there is no question of shuddering. It is very pleasant to become servant of God. You see so many reformers, they came, they served the mission of God, and they are still worshiped. So to become servant of God, servitor of God, is not very insignificant thing. It is the most important thing. Govindam ādi-puruṣaṁ tam ahaṁ bhajāmi. But don't accept it. First of all try to understand. Therefore Vedānta-sūtra says, athāto brahma jijñāsā. Try to understand what is Brahman. (microphone is making sound) Why this sound? Try to understand what is Brahman and try to understand your relationship. And then, when you actually surrender, you'll feel your eternal blissful life, full of knowledge.

Lord Caitanya's grandfather was a great astrologer, His mother's father, Nīlāmbara Cakravartī. He immediately calculated His horoscope, constellation of the stars under which He was born. He calculated that "This boy will be a great reformer."
Lord Caitanya Play Told to Tamala Krsna -- August 4, 1969, Los Angeles:

Tamāla Kṛṣṇa: All the women, when Lord Caitanya was a baby, how did they feel about Him?

Prabhupāda: The baby was on the lap of His mother, and they looked little far-off, just to glance over the baby, not touching. Because newly born baby. So they saw from little distant. That's all. And the baby was very beautiful. He was golden complexion. And His grandfather was a great astrologer, His mother's father, Nīlāmbara Cakravartī. Tamāla Kṛṣṇa: What is the position of astrology in Kṛṣṇa consciousness?

Prabhupāda: Astrology is a science. Kṛṣṇa consciousness has nothing to do with astrology, but it is the general custom that as soon as a child is born the astrologers come. That is the Indian system, Vedic system.

"So many social reformers will agree with you..." How he can reform? First of all, let him become man. What reform? What is the meaning of his reform? He is animal also.
Morning Walk -- May 28, 1974, Rome:

Prabhupāda: So these rascal, actually, they are animals, but they are declaring advancement. What advancement? The same thing: eating, sleeping, sex and defending. That is animal... The dogs also do like that. They also eat, they also sleep, they have sex life. Now they are coming to the dog's life. A dog, just like street, they have sex life. They are coming, advance. This is advancement, that "We have become now pure dog. So long it was hidden, now we are open." This is the civilization, animal civilization.

Yogeśvara: So many social reformers will agree with you...

Prabhupāda: What social? He is animal. How he can reform? First of all, let him become man. What reform? What is the meaning of his reform? He is animal also. That's all. You cannot expect any reformation by the same animal. That is explained. Śva-viḍ-varāhoṣṭra-kharaiḥ saṁstutaḥ puruṣaḥ paśuḥ (SB 2.3.19). The so-called leader he is also animal, and he is eulogized by another animal. This is going on.

ISKCON is not going to be social reformer, but as far as possible, we can help. Our main business is how to make everyone Kṛṣṇa conscious. That is our business.
Morning Walk -- February 9, 1976, Mayapura:

Tamāla Kṛṣṇa: So many of our, the girls in our society, they have reached that age, but they are not getting married.

Prabhupāda: No, your society is different. Now it is here also.

Tamāla Kṛṣṇa: I mean in ISKCON, in our society.

Prabhupāda: ISKCON is not going to be social reformer, but as far as possible, we can help. Our main business is how to make everyone Kṛṣṇa conscious. That is our business. We cannot take up, but if possible, we can take up all the system of varṇāśrama.

Tamāla Kṛṣṇa: If varṇāśrama is neglected, then how can there be proper functioning of society?

They'll understand as they read our books. That we are all-round reformer.

Prabhupāda: They may not misunderstand us that we are...

Tamāla Kṛṣṇa: Pacifists.

Prabhupāda: Pacifists, or a sect of religious faith. We want to remold, remodel everything.

Hari-śauri: That's something we have to get out of their heads, that we're just some kind of select sect or something.

Prabhupāda: That they'll understand as they read our books. That we are all-round reformer.

Rāmeśvara: They have created so many problems, that to manage their government is the biggest headache.
