And all such transcendentalists, who are naturally devotees of the Lord, are always eager to render welfare service to the people in general. They are the real friends of the people in general, not the so-called public leaders who are unable to see what is going to happen five minutes ahead.
SB 1.4.17-18, Purport:

The great sage Vyāsadeva could see this by his transcendental vision. As an astrologer can see the future fate of a man, or an astronomer can foretell the solar and lunar eclipses, those liberated souls who can see through the scriptures can foretell the future of all mankind. They can see this due to their sharp vision of spiritual attainment.

And all such transcendentalists, who are naturally devotees of the Lord, are always eager to render welfare service to the people in general. They are the real friends of the people in general, not the so-called public leaders who are unable to see what is going to happen five minutes ahead. In this age the people in general as well as their so-called leaders are all unlucky fellows, faithless in spiritual knowledge and influenced by the age of Kali. They are always disturbed by various diseases. For example, in the present age there are so many TB patients and TB hospitals, but formerly this was not so because the time was not so unfavorable. The unfortunate men of this age are always reluctant to give a reception to the transcendentalists who are representatives of Śrīla Vyāsadeva and selfless workers always busy in planning something which may help everyone in all statuses and orders of life. The greatest philanthropists are those transcendentalists who represent the mission of Vyāsa, Nārada, Madhva, Caitanya, Rūpa, Sarasvatī, etc. They are all one and the same. The personalities may be different, but the aim of the mission is one and the same, namely, to deliver the fallen souls back home, back to Godhead.

To cut off all family affection means to broaden the field of activities. Without doing this, no one can be qualified as a brāhmaṇa, a king, a public leader or a devotee of the Lord.
SB 1.8.41, Purport:

A pure devotee cuts off the limited ties of affection for his family and widens his activities of devotional service for all forgotten souls. The typical example is the band of six Gosvāmīs, who followed the path of Lord Caitanya. All of them belonged to the most enlightened and cultured rich families of the higher castes, but for the benefit of the mass of population they left their comfortable homes and became mendicants. To cut off all family affection means to broaden the field of activities. Without doing this, no one can be qualified as a brāhmaṇa, a king, a public leader or a devotee of the Lord. The Personality of Godhead, as an ideal king, showed this by example. Śrī Rāmacandra cut off the tie of affection for His beloved wife to manifest the qualities of an ideal king.

Such personalities as a brāhmaṇa, a devotee, a king or a public leader must be very broadminded in discharging their respective duties.
SB 1.8.41, Purport:

Such personalities as a brāhmaṇa, a devotee, a king or a public leader must be very broadminded in discharging their respective duties. Śrīmatī Kuntīdevī was conscious of this fact, and being weak she prayed to be free from such bondage of family affection. The Lord is addressed as the Lord of the universe, or the Lord of the universal mind, indicating His all-powerful ability to cut the hard knot of family affection. Therefore, it is sometimes experienced that the Lord, out of His special affinity towards a weak devotee, breaks the family affection by force of circumstances arranged by His all-powerful energy. By doing so He causes the devotee to become completely dependent on Him and thus clears the path for his going back to Godhead.

The four leaders of the human society, namely the sannyāsīs, the brāhmaṇa, the king and the public leader, must be tested crucially by their character and qualification.
SB 1.17.41, Translation and Purport:

Therefore, whoever desires progressive well-being, especially kings, religionists, public leaders, brāhmaṇas and sannyāsīs, should never come in contact with the four above-mentioned irreligious principles.

The brāhmaṇas are the religious preceptors for all other castes, and the sannyāsīs are the spiritual masters for all the castes and orders of society. So also are the king and the public leaders who are responsible for the material welfare of all people. The progressive religionists and those who are responsible human beings or those who do not want to spoil their valuable human lives should refrain from all the principles of irreligiosity, especially illicit connection with women. If a brāhmaṇa is not truthful, all his claims as a brāhmaṇa at once become null and void. If a sannyāsī is illicitly connected with women, all his claims as a sannyāsī at once become false. Similarly, if the king and the public leader are unnecessarily proud or habituated to drinking and smoking, certainly they become disqualified to discharge public welfare activities. Truthfulness is the basic principle for all religions. The four leaders of the human society, namely the sannyāsīs, the brāhmaṇa, the king and the public leader, must be tested crucially by their character and qualification. Before one can be accepted as a spiritual or material master of society, he must be tested by the above-mentioned criteria of character. Such public leaders may be less qualified in academic qualifications, but it is necessary primarily that they be free from the contamination of the four disqualifications, namely gambling, drinking, prostitution and animal slaughter.

Gold is certainly a generator of falsity, intoxication, prostitution, enmity and violence, but under the guidance of a proper king or public leader, or a brāhmaṇa or sannyāsī, the same gold can be properly utilized to reestablish the lost legs of the bull, the personality of religion.
SB 1.17.42, Purport:

By designating particular places for the personality of Kali, Mahārāja Parīkṣit practically cheated Kali. In the presence of Kali, Dharma (in the shape of a bull), and the earth (in the shape of a cow), he could actually estimate the general condition of his kingdom, and therefore he at once took proper steps to reestablish the legs of the bull, namely austerity, cleanliness and mercy. And for the general benefit of the people of the world, he saw that the gold stock might be employed for stabilization. SB Canto 6

The Hare Kṛṣṇa movement is the right movement for ameliorating the fallen condition of human society, and therefore governments and public leaders in every part of the world should support this movement to completely rectify humanity's sinful condition.
SB 6.2.4, Purport:

Although Ajāmila was not punishable, the Yamadūtas were insisting on taking him away to Yamarāja for punishment. This was adharma, contrary to religious principles. The Viṣṇudūtas feared that if such irreligious acts were allowed, the management of human society would be spoiled. In modern times, the Kṛṣṇa consciousness movement is trying to introduce the right principles of management for human society, but unfortunately the governments of Kali-yuga do not properly support the Hare Kṛṣṇa movement because they do not appreciate its valuable service. The Hare Kṛṣṇa movement is the right movement for ameliorating the fallen condition of human society, and therefore governments and public leaders in every part of the world should support this movement to completely rectify humanity's sinful condition.

The teachers Ṣaṇḍa and Amarka thought that Prahlāda Mahārāja was sufficiently educated in the diplomatic affairs of pacifying public leaders.
SB 7.5.19, Translation:

After some time, the teachers Ṣaṇḍa and Amarka thought that Prahlāda Mahārāja was sufficiently educated in the diplomatic affairs of pacifying public leaders, appeasing them by giving them lucrative posts, dividing and ruling over them, and punishing them in cases of disobedience. Then, one day, after Prahlāda's mother had personally washed the boy and dressed him nicely with sufficient ornaments, they presented him before his father.

Message of Godhead

Householders who perform their work with a view to transcendental results, out of sympathy for all others, are really eligible to become public leaders. All others who claim to be public leaders are mistaken.
Message of Godhead 2:

Because pleasing Kṛṣṇa has become our ultimate goal, all our activities have become spiritual activities. In a sacrifice there are five primary elements—namely, (1) the process of offering, (2) the offering itself, (3) the fire, (4) the sacrifice, and (5) the result of the sacrifice. When all of these elements become related with the Supreme Spirit, all of them become spiritualized; and at that time the whole thing becomes really a sacrifice. So when offered to the transcendental service of Śrī Kṛṣṇa, all the above-mentioned five elements become interrelated with Him, and thus they become totally spiritualized.

Therefore, learned men perform all their activities for transcendental results and thus direct all their activities toward the transcendental service of the Personality of Godhead. These genuinely purified souls actually control all their sensory activities and also master their true, spiritual self. Such spiritualized persons alone can show actual sympathy to the fallen in terms of the individual, the place, and the time. And in spite of performing apparently material activities, such spiritualized persons are free from the bondage of work. This process is explained in the seventh verse of the fifth chapter of Bhagavad-gītā: "Householders who perform their work with a view to transcendental results, out of sympathy for all others, are really eligible to become public leaders. All others who claim to be public leaders are mistaken."

So it is the duty of the brāhmaṇa, it is the duty of the father, it is the duty of the public leader, it is the duty of the government to see that everyone is engaged, everyone is employed.
Lecture on BG 4.2 -- Bombay, March 22, 1974:

In every country nowadays, all over the world, there is so much unemployment. Why there... Why one should be unemployed? He must be trained up in such a way that he's employed, he's engaged. This is the duty. So if you understand Bhagavad-gītā, then you'll be able to train your students, your citizens, your subordinates, how to remain engaged. Just like in our Kṛṣṇa consciousness society, we are simply after the people, whether he is engaged or not. There must be engagement. If one remains idle, then it will be devil's workshop. Immediately māyā will dictate, "Do this, do this nonsense, do that nonsense, do that nonsense."

So it is the duty of the brāhmaṇa, it is the duty of the father, it is the duty of the public leader, it is the duty of the government to see that everyone is engaged, everyone is employed. As a brāhmaṇa, he must be engaged in studying Vedic literature for instructing others. That is brāhmaṇa's business. And kṣatriya's business is to give protection. Just like Kṛṣṇa was playing as a kṣatriya in Dvārakā. As soon as there is some attack, immediately whole family goes to fight—Kṛṣṇa, Balarāma, Pradyumna. You have seen in the Bhāgavata. Kṣatriya's business is to give protection, and vaiśya's business is to give protection to the cows. As kṣatriya's business is to give protection to the citizens, human being, similarly, vaiśya's business is to give protection to the cows, not to send them to the slaughterhouse—to see the cows are very well-fed, they are fatty, strong, that they must be given food, sufficient food.

The so-called scientists, philosophers of the modern age, they do not know what is meant by liberation, mokṣa. And still, they are the heads of education and public leaders.
Lecture on SB 1.2.26 -- Vrndavana, November 6, 1972:

So the first word: mumukṣavaḥ—it is very difficult. This class of men, to find out, mumukṣavaḥ, it is very difficult to find out. They do not know what is meant by mumukṣava. Mumukṣava means "desiring to be liberated." They do not know what is liberation. The so-called scientists, philosophers of the modern age, they do not know what is meant by liberation, mokṣa. And still, they are the heads of education and public leaders. Andhā yathāndhair upanīyamānāḥ (SB 7.5.31). They do not know what is the objective of life, what for the human life is meant. They do not know.

The priest or the spiritual master, who are engaged in teaching people about religiosity, he must be perfect, above suspicion. Similarly, public leader, he must be also above suspicion.
Lecture on SB 1.15.37 -- Los Angeles, December 15, 1973:

If the leaders are perfect, then the citizens will be perfect. If the leaders are rascals... Just like in your country, now your president is caught up. Just see. Such an exalted post is occupied by a person who is subjected to so many criticisms. Why? "The Caesar's wife must be above suspicion." There is a... The king or the president, why he should be under suspicion? And if he is under suspicion, then immediately he should resign, "Oh, people are now suspecting." But this these rascals will not resign. You see? Just see how much our leaders are polluted. He has been charged with so many things. Why he? Everyone is. He is weak; therefore he has been caught up. That's all. He is not so perfect diplomat. Otherwise he would have not been caught up.

So the leaders must be perfect. Therefore, according to Vedic civilization, at least three persons in the society... The first: the priest or the spiritual master, who are engaged in teaching people about religiosity, he must be perfect, above suspicion. Similarly, public leader, he must be also above suspicion. A brāhmaṇa... Brāhmaṇa means priest also. He must be above suspicion. And the king must be above suspicion. Then things will go on. But there is no such restriction. Nowadays it is the days of vote. Any rascal, if he gets vote somehow or other, then he acquires the exalted post. That is also written in the Śrīmad-Bhāgavatam, that in the Kali-yuga there will be no consideration who is fit to occupy the exalted post of presidentship or royal throne. Simply somehow or other, by hook and crook, he'll occupy the seat. Therefore people are suffering.

These three-four cāpāṭis can be had easily even by the poorest man, but why he's working so hard? Because he's thinking, "I am responsible for maintaining such a big family." Similarly, a leader also, public leader, a politician, he's also thinking like that, that "Without me, all the members of my nation will die. So let me work day and night.
Lecture on SB 3.25.16 -- Bombay, November 16, 1974:

The karmīs, all these big, big karmīs, big, big multimillionaires, they are just like ass, because they are working so hard. Not only these big-small also. Day and night. But eating two cāpāṭis or three cāpāṭis or utmost, four cāpāṭis. But he's working hard, so hard. These three-four cāpāṭis can be had easily even by the poorest man, but why he's working so hard? Because he's thinking, "I am responsible for maintaining such a big family." Similarly, a leader also, public leader, a politician, he's also thinking like that, that "Without me, all the members of my nation will die. So let me work day and night. Up to the point of my death or up to the point until I am killed by somebody, I have to work so hard." These are called dirty things.

They do not know it. Still, they become leaders. They do not know in which way people should be directed, and still they claim to be public leaders.
Morning Walk -- March 29, 1974, Bombay:

Prabhupāda: These rascals, asuras, they do not know what is the goal of life. But in which way we should direct? These rascals, they do not know. Still, they become public leaders, asuras. Na viduḥ. How to dissuade people to stop this? Just like we are doing: no illicit sex. Nivṛtti. Nivṛtti. No illicit sex, no intoxication, no gambling, no meat-eating. This is nivṛtti. And pravṛtti, take to Kṛṣṇa. This is pravṛtti, nivṛtti. But the rascal demons, leaders, they do not know these things. Pravṛttiṁ ca nivṛttiṁ ca na viduḥ asura-jana (BG 16.7). They do not know it. Still, they become leaders. They do not know in which way people should be directed, and still they claim to be public leaders.

So we are teaching them what kind of leaders should be selected. The king, the public leader, the brāhmaṇa, and... At least these three men, they should be free from the four kinds of sinful activities.

So everything, solution is there in the Bhagavad-gītā, and we are trying to spread this knowledge of Bhagavad-gītā all over the world, and people are accepting. Now we have started in America a political party, "In God We Trust." So they are doing very successfully. People are accepting. They are criticizing the so-called leaders. After Nixon, people are disgusted with the so-called leaders. So we are teaching them what kind of leaders should be selected. The king, the public leader, the brāhmaṇa, and... At least these three men, they should be free from the four kinds of sinful activities. If they are personally sinful, how they can lead other people? That is not possible. Andhā yathāndhair upanīyamānāḥ (SB 7.5.31). If a man is himself blind man, how he can lead other blind men? That is not... It is dangerous for both of them. So the leaders, the politicians, the king, the brāhmaṇa, they should be very much pure, without any sinful tinge of life.

And the other person is the public leader. So at least these three, four heads of the men's human society, they must be of ideal character.

Prabhupāda: At least the church people, the priests, they must follow strictly the rules.

Richard Webster: Yes. But I mean the difference seems to be with the Christian...

Prabhupāda: Common man may not follow or cannot, but those who are teachers or the priest or the leaders or the executive head, they must follow. Otherwise they cannot remain pure and they cannot take the position of teacher or head. Head must be clean. Other parts may be unclean, but the head must be clean; otherwise the whole business will be spoiled. Therefore, the strictures, rules and regulation, must be followed by four persons. Richard Webster: Well, I don't know about that, you see. I'm only...

Prabhupāda: No, there have been so many charges against president Nixon. So no, whatever it may be, we are not concerned. But this is the Vedic principle, that the king or the executive head of the state, the brāhmaṇa and the public leader must be very clean. Otherwise society will be spoiled. That is the injunction.

Prabhupāda: He was Hindu in the beginning. Come on. He was Prince, then He become renounced and He was known as Lord Buddha. So Lord Buddha also started His system for stopping animal killing. Lord Jesus also said, "Thou shall not kill." Unfortunately the animal killing is not stopped. We are therefore teaching our followers: no meat-eating, so that if people stop meat-eating, automatically animal killing will be stopped. According to Vedic system, there are four pillars of sinful life, just like this table is on the four pillars. So one pillar is illicit sex, another meat-eating, another intoxication, and another gambling. So at least the brāhmaṇas, the priestly heads of religion, the king and the public leader, they should stop these four sinful activities. The leaders of the society they must be sinless. Then the human society will make nice progress.

He is public leader because he has got some money. Money is the criterion. Therefore people are accumulating money some way or other. He knows that "If I got money, then I'll have all influence over the society."
Morning Walk -- February 27, 1976, Mayapura:

Hari-śauri: The more vulgar you are, the more glorified you become, especially like all these film stars and public figures. The more of a drunkard they are, then the more they're publicized in the news.

Prabhupāda: Just like John Lennon. He is a public man.

Dayānanda: Yes.

Prabhupāda: Just see. What he is? He's standing naked and taking photograph. His wife and he, standing naked. I have seen. And that picture is there in his sitting room, fireplace. That is the picture. (laughs) I went to see him. I was his guest. So one day I was... I saw there that big picture on the fireplace. And here is a public... Newspapermen go to him to take his opinion. "What is your opinion?" Just see. What is his value? Nobody... He is public leader because he has got some money. Money is the criterion. Therefore people are accumulating money some way or other. He knows that "If I got money, then I'll have all influence over the society."

According to Vedic civilization, these four principles must be followed by persons desiring spiritual advancement of life, persons who want to be public leaders and persons who want to be highly intellectual for understanding God and His creation.
Letter to Vibhavati -- New Vrindaban 12 June, 1969:

I think by this time, by your sincere practice, you have come to this conclusion that a Krishna Conscious situation is the only means for peace and happiness. I am very glad to see your sarcastic remark in the article where you write, "cigarette smoke hangs heavy in the air. The leaders of the peace movement must be all men of character, and to raise such men of character there must be the four regulative principles; namely, no illicit sex-life, no meat-eating, no gambling, and no intoxication. According to Vedic civilization, these four principles must be followed by persons desiring spiritual advancement of life, persons who want to be public leaders and persons who want to be highly intellectual for understanding God and His creation. So I am very much hopeful of Mr. John Lennon because he has several times chanted the word, Krishna.

We are, like you, the good public leaders of your nation, interested in material improvement, but also there must be spiritual improvement as well.
Letter to Secretary to Minister of Education and Culture -- Los Angeles 7 June, 1972:

We, the above institution, have got our spiritual communism idea, and we want to see that not a single person, man or animal, remains hungry or in want of material necessities of life. According to our philosophy, a householder or substantial citizen of the state has to see not only after the well-being of his wife, children, relatives and dependents, that they shall be properly taken care of and will not starve, but also even if a lizard lives in his house, he should see that it is not hungry. Therefore, to give all facilities of living condition to all living entities is our Krishna Consciousness movement.

Besides this human welfare activity for communal sharing of the material necessities of life, there is an ancient Vedic program for simultaneously raising the whole society to the highest perfection of spiritual consciousness. We are, like you, the good public leaders of your nation, interested in material improvement, but also there must be spiritual improvement as well. It is not that I should be concerned only that my wife and sons eat and get satisfaction, but I must be concerned for the ultimate well-being of everyone. By nature, everyone is endowed with individual tastes and preferences, therefore what satisfies one many may not satisfy another, so there will always be some dissatisfaction and discrepancies of all sorts. Therefore, if we try to satisfy everyone's well-being on the material platform, we shall never find the end of it, and we shall be frustrated in our attempts, and there will be protest, etc.
