A preacher-devotee is meant to show mercy to innocent persons, whom he can elevate to devotional service.
SB 4.11.13, Translation and Purport:

The Lord is very satisfied with His devotee when the devotee greets other people with tolerance, mercy, friendship and equality.

It is the duty of an advanced devotee in the second stage of devotional perfection to act in accordance with this verse. There are three stages of devotional life. In the lowest stage, a devotee is simply concerned with the Deity in the temple, and he worships the Lord with great devotion, according to rules and regulations. In the second stage the devotee is cognizant of his relationship with the Lord, his relationship with fellow devotees, his relationship with persons who are innocent and his relationship with persons who are envious. Sometimes devotees are ill-treated by envious persons. It is advised that an advanced devotee should be tolerant; he should show complete mercy to persons who are ignorant or innocent. A preacher-devotee is meant to show mercy to innocent persons, whom he can elevate to devotional service. Everyone, by constitutional position, is an eternal servant of God. Therefore, a devotee's business is to awaken everyone's Kṛṣṇa consciousness. That is his mercy. As for a devotee's treatment of other devotees who are his equals, he should maintain friendship with them. His general view should be to see every living entity as part of the Supreme Lord. Different living entities appear in different forms of dress, but according to the instruction of the Bhagavad-gītā, a learned person sees all living entities equally. Such treatment by the devotee is very much appreciated by the Supreme Lord. It is said, therefore, that a saintly person is always tolerant and merciful, he is a friend to everyone, never an enemy to anyone, and he is peaceful. These are some of the good qualities of a devotee.

Śrī Kṛṣṇadāsa Kavirāja Gosvāmī sets the example of offering obeisances to all the preacher devotees of Lord Caitanya, without distinction as to higher and lower.
CC Adi 10.7, Translation and Purport:

I offer my obeisances to all the dear devotees of Śrī Caitanya Mahāprabhu, the eternal tree of love of Godhead. I offer my respects to all the branches of the tree, the devotees of the Lord who distribute the fruit of love of Kṛṣṇa.

Śrī Kṛṣṇadāsa Kavirāja Gosvāmī sets the example of offering obeisances to all the preacher devotees of Lord Caitanya, without distinction as to higher and lower. Unfortunately, at present there are many foolish so-called devotees of Lord Caitanya who make such distinctions. For example, the title "Prabhupāda" is offered to a spiritual master, especially to a distinguished spiritual master such as Śrīla Rūpa Gosvāmī Prabhupāda, Śrīla Jīva Gosvāmī Prabhupāda or Śrīla Bhaktisiddhānta Sarasvatī Gosvāmī Prabhupāda. When our disciples similarly wanted to address their spiritual master as Prabhupāda, some foolish people became envious. Not considering the propaganda work of the Hare Kṛṣṇa movement, simply because these disciples addressed their spiritual master as Prabhupāda they became so envious that they formed a faction along with other such envious persons just to minimize the value of the Kṛṣṇa consciousness movement. To chastise such fools, Kṛṣṇadāsa Kavirāja Gosvāmī very frankly says, keha karibāre nāre jyeṣṭha-laghu-krama. Anyone who is a bona fide preacher of the cult of Śrī Caitanya Mahāprabhu must be respectful to the real devotees of Lord Caitanya; one should not be envious, considering one preacher to be very great and another to be very lowly. This is a material distinction and has no place on the platform of spiritual activities. Kṛṣṇadāsa Kavirāja Gosvāmī therefore offers equal respect to all the preachers of the cult of Śrī Caitanya Mahāprabhu, who are compared to the branches of the tree. ISKCON is one of these branches, and it should therefore be respected by all sincere devotees of Lord Caitanya Mahāprabhu.

Others should be Kṛṣṇa conscious. He was forbidden by the king not to do that. So at the risk of his life he did it. That is the nature of devotee. Therefore the preacher devotee is the most dearest devotee of Lord.
Lecture on BG 6.25-29 -- Los Angeles, February 18, 1969:

Vaiṣṇava is he, devotee is he who is very compassionate to these conditioned souls. Kṛpā-sindhubhya eva ca. Kṛpā means mercy, and sindhu means ocean. A devotee is ocean of mercy. He wants to distribute the mercy.

Just like Lord Jesus Christ, he was God conscious, Kṛṣṇa conscious but he was not satisfied in himself. If he would have continued his God consciousness alone, he would not have met crucification. But, no. He wanted to take care of others also, the others should be God conscious. Others should be Kṛṣṇa conscious. He was forbidden by the king not to do that. So at the risk of his life he did it. That is the nature of devotee. Therefore the preacher devotee is the most dearest devotee of Lord. That is stated in the Bhagavad-gītā. They are going outside, they are preaching, they are meeting opposing elements. Sometimes they are defeated, sometimes disappointed, sometimes able to convince, there are different kinds of people. So, not that every devotee is very well equipped. There are three classes of devotees also. But that endeavor, that "I shall go and preach Kṛṣṇa consciousness," is the best service to the Lord. Because they are trying in opposition to elevate people to the highest standard of self-realization.

So this is our position, and therefore a preacher devotee is so, I mean to say, favorite to Kṛṣṇa. They have to meet actually dangerous persons, krūraḥ persons. Just see. Jesus Christ, what fault he had? He was preaching about God, and he was crucified. Crucified.
Lecture on SB 5.6.8 -- Vrndavana, November 30, 1976:

So just like we are preaching Kṛṣṇa consciousness. So what is our fault? That we are trying to make men—no illicit sex, no gambling, no meat-eating, no intoxication, and they take it otherwise. They take: "It is very dangerous." Without any fault they are finding fault. This is snake. Sarpaḥ krūraḥ khalaḥ krūraḥ. No fault, but still fault-finding and giving us trouble. So you'll find so many persons, without any fault they'll bite. A snake, without any fault... You are passing, and you are taking some fruit from the tree. If there is snake, it will bite—the krūraḥ. So Cāṇakya Paṇḍita said, "There are two, two kinds of krūraḥ, envious living entities. One is the snake; another is the man-snake, or a man habituated to the snake quality." So sarpaḥ krūraḥ khalaḥ krūraḥ. But Cāṇakya Paṇḍita said, "This man snake is more dangerous than the animal snake." Sarpāt krūrataraḥ khalaḥ. Why? Now, mantrauśādhi-vaṣaḥ sarpaḥ khalaḥ kena nivāryate: "You can subdue the snake by chanting a snake mantra or some drug, jadi-bhuti(?), but this man-snake cannot be subdued." It is very, very dangerous.

So this is our position, and therefore a preacher devotee is so, I mean to say, favorite to Kṛṣṇa. They have to meet actually dangerous persons, krūraḥ persons. Just see. Jesus Christ, what fault he had? He was preaching about God, and he was crucified. Crucified. That is in your country, a very good example. Simply his fault was he was talking of God, that's all, and he was crucified. So we have to meet. Our Nityānanda Prabhu, He also met that Jagāi-Mādhāi. Of course, He delivered them. Nityānanda Prabhu is so kind that in spite of being stroken and blood came out from His head, still, He continued to say, "My dear friends, never mind you have injured Me. You chant Hare Kṛṣṇa." So the preaching is so difficult thing. Therefore Kṛṣṇa said, na ca tasmād manuṣyeṣu kaścid me priya kṛttamaḥ. It is not very sitting idly, comfortably, and discuss Vedānta. No. It is not like that. Preaching practically. Practically meeting dangerous position because sympathetic. Saṁsāra dāvānala. The whole world is in blazing fire. Para-duḥkha-duḥkhī. Vaiṣṇava is para-duḥkha-duḥkhī. And that is his qualification. For him there is no difficulty. He's quite all right. He's under the protection of Kṛṣṇa. Kaunteya pratijānīhi na me bhaktaḥ praṇaśyati (BG 9.31). So he has no danger personally. What danger there is? There is Kṛṣṇa. He is confident, and Kṛṣṇa protects him in all danger. But he is unhappy. He meets Jagāi-Mādhāi class and faces all kinds of danger. Therefore he is the powerful, authorized agent of Kṛṣṇa.
