Perfection of yoga means

Perfection of yoga means attainment of such supermental states as to be able to leave the material body as desired.
SB 1.9.29, Translation and Purport:

While Bhīṣmadeva was describing occupational duties, the sun's course ran into the northern hemisphere. This period is desired by mystics who die at their will.

The perfect yogīs or mystics can leave the material body at their own sweet will at a suitable time and go to a suitable planet desired by them. In the Bhagavad-gītā (8.24) it is said that self-realized souls who have exactly identified themselves with the interest of the Supreme Lord can generally leave the material body during the time of the fire-god's effulgence and when the sun is in the northern horizon, and thus achieve the transcendental sky. In the Vedas these times are considered auspicious for quitting the body, and they are taken advantage of by the expert mystics who have perfected the system. Perfection of yoga means attainment of such supermental states as to be able to leave the material body as desired. Yogīs can also reach any planet within no time without a material vehicle. The yogīs can reach the highest planetary system within a very short time, but this is impossible for the materialist, whose attempt to reach the highest planet will fail even if he travels for millions of years at a speed of millions of miles per hour. This is a different science, and Bhīṣmadeva knew well how to utilize it. He was just waiting for the suitable moment to quit his material body, and the golden opportunity arrived when he was instructing his noble grandsons, the Pāṇḍavas. He thus prepared himself to quit his body before the exalted Lord Śrī Kṛṣṇa, the pious Pāṇḍavas and the great sages headed by Bhagavān Vyāsa, etc., all great souls.

Real perfection of yoga means to fix up the mind at the lotus feet of Kṛṣṇa.
Lecture on SB 6.1.21 -- Chicago, July 5, 1975:

So this is brahminical qualification, to practice how to fix up the mind at the lotus feet of Kṛṣṇa, and that is the perfection of yoga. Yoga means not to show some magical feats. No. Real perfection of yoga means to fix up the mind at the lotus feet of Kṛṣṇa. Therefore in the Bhagavad-gītā you will find the last conclusion of this yoga chapter, Sixth Chapter,

yoginām api sarveṣāṁ
mad-gatenāntar-ātmanā
śraddhāvān bhajate yo māṁ
sa me yuktatamo mataḥ
(BG 6.47)

That was encouraging to Arjuna because Arjuna thought, "Then I am useless. I cannot fix up." But his mind was already fixed up. Therefore Kṛṣṇa encouraged him, "Don't be discouraged. Anyone whose mind is already fixed up in Me always, he is the first-class, topmost yogi." Therefore we should be always thinking of Kṛṣṇa. That is Hare Kṛṣṇa mantra. If you chant Hare Kṛṣṇa, Hare Kṛṣṇa, that means your mind is fixed up in Kṛṣṇa. That is the perfection of yoga. So to become a brāhmaṇa, this is the first qualification, to keep the mind fixed up, not being agitated, śama. And when your mind is fixed up, then your senses will be controlled. If you fix up your mind that "I shall simply chant Hare Kṛṣṇa and take prasādam, no more business," then the senses will be controlled automatically

Yoga practice means concentrating the mind to see the Supersoul within. Therefore he has to control the activities of the senses from all other engagements. Then it is possible. Yoga practice, this dhyāna, dhāraṇā, āsana, praṇāyāma, these are why? Simply to concentrate the mind, focusing toward the Paramātmā, and then, when is perfect, he always sees. Therefore Kṛṣṇa confirms it in the Bhagavad-gītā:

yoginām api sarveṣāṁ
mad-gatenāntar-ātmanā
śraddhāvān bhajate yo māṁ
sa me yuktatamo mataḥ
(BG 6.47)

"Of all the yogis, one who has learned to see Me within himself, he is first class." Others are bogus. The perfection of yoga means to see God within himself. That is perfection of yoga. So this process, as Socrates used to give chance to his disciple, that is good process, to give him chance to develop his understanding. The teacher helps. Just like the father and mother give the child. First of all he helps, taking his hand, "Now walk, walk," and sometimes he gives him pleasure: "Now you walk. Let me see how you walk. Now you walk." Although he sometimes falls down, but a father will encourage, "Oh, you are very nice. Stand up, stand up again. Walk." So give chance to the disciple how they can think properly to go back to home, back to Godhead, teacher is giving instruction and tries to see how he has developed. So that process is natural. And another process is that suppose a man comes to argue, so you should give him first chance, "All right, you say what is the import of these verses." Then he can understand his position, where he is. Then he captures him. Because an expert, he knows how to capture the fool. So let the fool first of all go on, talk all nonsense, then he'll understand where he is and he will capture. That is also a process.
