Rūpa Gosvāmī gives this direction that the initiation must be done according to śruti, smṛti or pāñcarātrikī vidhi. There is nyāya-prasthāna, śruti-prasthāna and smṛti-prasthāna. To make spiritual progress in three ways: by the Vedānta philosophy, or Vedic ways, or according to Smṛti. Smṛti means authorized books written in accordance to the Śruti. Śruti smṛti. Just like Bhagavad-gītā. Bhagavad-gītā is not directly Vedas, but the all the stanzas of Bhagavad-gītā, they're strictly according to the Nyāya-prasthāna and Śruti-prasthāna. So any book which is strictly written according to the Vedas and Vedāntas, that is also accepted as Vedic literature. So Pāñcarātrikī vidhi means that it doesn't matter whether man is śūdra or caṇḍāla... Caṇḍāla means less than śūdra. Pañcama The fifth grade. First class, brāhmaṇa; second class, kṣatriya; third class, vaśya; fourth class, śūdra; and below this fourth class, they're all caṇḍālas. Caṇḍālas means pañcama. Untouchable. They are called untouchable. So even the untouchables... Because Kṛṣṇa has said: Māṁ hi pārtha vyapāśritya ye 'pi syuḥ pāpa-yonayaḥ (BG 9.32). The pāpa-yoni, caṇḍāla means pāpa-yoni, born of low-grade family... The Bhāgavata says, Śukadeva Gosvāmī says, that: Kirāta-hūnāndhra-pulinda-pulkaśā ābhīra-śumbhā yavanā khasādayaḥ (SB 2.4.18). Yavana, mlecca yavana. They, they are called... They are also counted amongst the caṇḍālas. Ye 'nye ca pāpāḥ, even lower than that. Ye 'nye ca pāpāḥ śuddhyanti. They becomes purified. How? Prabhaviṣṇave namaḥ. When they are initiated to become Kṛṣṇa conscious. So if a, one may argue, "How it is possible to make a caṇḍāla a Vaiṣṇava?" No, that is possible. Prabhaviṣṇave namaḥ. Viṣṇu is so powerful, omnipotent. He can do that. So only by Viṣṇu mantra, by becoming a Vaiṣṇava, one can transcend all this restriction, sociology. They can be. That is confirmed by Kṛṣṇa: māṁ cāvyabhicāriṇī bhakti-yogena yaḥ sevate sa guṇān brahmātītyaitan brahma-bhūyaya kalpate (BG 14.26). Immediately he transcends. He's in the Brahman platform. One who has taken very seriously this devotional service, he's no more on this material platform.

The Pañcarātriki-vidhi means that if anyone has got little tendency for being elevated to the śreyaḥ platform, he should be given chance. That is called Pañcarātriki-vidhi.
Lecture on SB 6.1.34-39 -- Surat, December 19, 1970:

Revatīnandana: So the transcendentalists are śreyaḥ? And the karmīs and others are...

Prabhupāda: Yes, they are after preyaḥ. Those who are after śreyaḥ, they should follow the catur-āśrama, varṇāśrama. The varṇāśrama, according to Vedic system, the four kinds of varṇas or social caste, and four kinds of spiritual order, āśramas. That is the beginning of preyaḥ. Without this acceptance of these principles, according to Vedic principles, one is not considered as human being or civilized man. Because that is a system, if we follow that system, gradually we rise to the platform of śreyaḥ. If anyone does not follow regulative principles, it is very hard for him to come to the standard of śreyaḥ. But in this age, in Kali-yuga, every man is so fallen that he cannot follow any regulative principles according to the Vedic scriptures. As such, they have been accepted as śūdras. Kalau śūdra-sambhavaḥ: "In this age everyone should be accepted as śūdra." But then how to elevate them? For elevating them, this..., not the Vedic system is to be followed but Pañcarātriki. Pañcarātriki... Just like we are trying to elevate these Europeans and Americans according to Pañcarātriki-vidhi. Everyone should be followed. It is not that Indians should not follow; only the others will. No. It is for everyone, Pañcarātriki-vidhi. The Pañcarātriki-vidhi means that if anyone has got little tendency for being elevated to the śreyaḥ platform, he should be given chance. That is called Pañcarātriki-vidhi. Just like dīkṣā, initiation. Śūdras are not given initiation. A śūdra cannot be initiated. Only the brāhmaṇas can be initiated, or dvija, or the vaiśyas and the kṣatriyas, the higher caste, not the śūdras. But according to Pañcarātriki-vidhi, even the śūdras or less than the śūdras, kirāta-hūṇāndhra-pulinda-pulkaśā (SB 2.4.18), everyone can be initiated by a bona fide representative of Kṛṣṇa, not by others. That is the system.

Vaidic is very very strict. Unless one is born by a brāhmaṇa father, he is not given the advantage of becoming a brāhmaṇa. That is Vaidic vidhi. But Pañcarātriki-vidhi means although he is not born of a brāhmaṇa family, if he has got a little tendency to become a brāhmaṇa. Brāhmaṇa means brahma jānāti iti brāhmaṇaḥ. One who is inquisitive to understand Brahman—brahmeti paramātmeti bhagavān iti śabdyate (SB 1.2.11)—he should be given chance.
Lecture on SB 7.6.7 -- Vrndavana, December 9, 1975:

This is Pañcarātrika. Our... In this age, Pañcarātriki-vidhi, not Vaidic. Vaidic is very very strict. Unless one is born by a brāhmaṇa father, he is not given the advantage of becoming a brāhmaṇa. That is Vaidic vidhi. But Pañcarātriki-vidhi means although he is not born of a brāhmaṇa family, if he has got a little tendency to become a brāhmaṇa. Brāhmaṇa means brahma jānāti iti brāhmaṇaḥ. One who is inquisitive to understand Brahman—brahmeti paramātmeti bhagavān iti śabdyate (SB 1.2.11)—he should be given chance. Just like there is a little fire. Fan it. Fanning, fanning, fanning, and it becomes a big fire. So our process is that. Anyone, we pick up anyone, kirāta-hūṇāndhra-pulinda-pulkaśā, what to speak of the śūdra. Striyaḥ śūdrās tathā vaiśyaḥ. In the ordinary way the stri, woman, śūdra, the fourth-grade man, and vaiśya, they are taken together, not very intelligent. But Pāñcarātriki-vidhi offers facility even persons who are lower than these striya, śūdra, vaiśya. Kirāta-hūṇāndhra-pulinda-pulkaśā ābhīra-śumbhā yavanāḥ khasādayaḥ, ye 'nye ca pāpā (SB 2.4.18). And less than that, ye 'nye ca pāpa yad-apāśrayāśrayāḥ... A devotee, a pure devotee of the Lord, and if these persons take shelter of a pure devotee of the Lord, then śudhyanti—they become purified by following the injunction of the spiritual master. He knows how to deal with them, how to elevate them to the brahminical position. So that is not artificial. Śāstra says, Bhāgavata says, "Yes. By such expert management these kirāta-hūṇāndhra, lower than the śūdras, śudhyanti..." Śudhyanti.

The pāñcarātrikī-vidhī means it is a special concession for this age. Vaidika-vidhī and pāñcarātrikī-vidhī. Vaidika-vidhī is very authorized, but this Vaidika-vidhī is specially meant for those who are highly elevated brāhmaṇas. In this age it is accepted as a fact by the śāstras, kalau śūdra-sambhavaḥ. In this age nobody is actually bona fide brāhmaṇas by birth. Formerly they used to be. The family tradition, the garbhādhāna system, the saṁskāras were strictly followed; therefore a son born of a brāhmaṇa father was accepted as a brāhmaṇa, not immediately, but going through the process. But in this age because it is very difficult to find out a person who is born of a qualified brāhmaṇa, therefore Nārada Pañcarātra is there. So these Gosvāmīns, Rūpa Gosvāmī specially recommends, śruti-smṛti-purāṇādi-pañc... (Brs. 1.2.101). Either you follow the principles of śruti, Vedas, followed by smṛti, purāṇādi, or you follow the pāñcarātrikī-vidhī. The pāñcarātrikī-vidhī... Just like we are introducing in this temple for worshiping Deity, but actually the Deity can be worshiped by the bona fide brāhmaṇas.

Pāñcarātriki-vidhi means if any one has a little inclination for spiritual development, he should be given chance. This initiation means to give chance. The Bhāgavata says that kirāta-hūṇāndhra-pulinda-pulkaśā ābhīra-śumbhā yavanāḥ khasādayaḥ (SB 2.4.18). These are the list of the caṇḍālas or less than the śūdras. So Bhāgavata gives open road for everyone. Even one is kirāta... Kirāta means... Generally they are called aborigines, or the very black aborigines living in the jungles, they are called kirāta. In our country it is called hanta (?). So anyway, Hun, Hun a class of people in the hill side of north Arctic. They are called Huns. So kirāta-hūṇāndhra-pulinda-pulkaśā ābhīra-śumbhā... There are very great list of the caṇḍālas, less than the śūdras. The Bhāgavata says ye 'nye ca pāpā, not these classes, even less than them, even they are born in the family of sinful tribe, they can be also purified. Śudhyanti, they can be also purified. Kirāta-hūṇāndhra-pulinda-pulkaśā ābhīra-śumbhā yavanāḥ khasādayaḥ, ye 'nye ca pāpā śudhyanti. They can be purified by association of Vaiṣṇava. Yad-apa, yad-apāśrayāśrayāḥ. Upāśraya means just like a person who is a devotee of Kṛṣṇa and if anyone takes shelter of such devotee, he can be purified. This is called paramparā system.
