Anumantā means without God's sanction, without Supersoul's sanction, you cannot do anything. But because he persists, the soul persists to do something, Supersoul says, "All right, you do at your own risk."
Lecture on BG 2.15 -- Mexico, February 15, 1975:

Guest: (break) ...the Lord in the heart is the soul or is He a part of the soul?

Prabhupāda: No. The soul is part of the Lord. Lord is the Supersoul. So therefore, yoga practice means the soul wants to find out the Supersoul. Dhyānāvasthita-tad-gatena manasā paśyanti yaṁ yoginaḥ (SB 12.13.1). The yogis, those who are real yogis, not bogus yogis, real yogi, they wants to meditate upon the Supersoul. The Supersoul or the soul, they are sitting on the same tree, the body. The Supersoul is simply witnessing the activities of the soul and giving sanction for all his mischievous activities. But the soul is suffering the sequence or the result of his activities. The Supersoul is simply witness. That is stated in the Bhagavad... Anumantā upadraṣṭā. Anumantā means without God's sanction, without Supersoul's sanction, you cannot do anything. But because he persists, the soul persists to do something, Supersoul says, "All right, you do at your own risk." Just like a thief is going to steal. The Supersoul is ordering, "Don't do it," because without God's sanction he cannot steal. But when the thief persists, then He says, "All right, you do at your risk." This is the position of the Supersoul and the soul.

We cannot fulfill our desires without sanction of God. That is not possible. But because we are persisting, that "I want to fulfill my desire in this way," Kṛṣṇa is sanctioning, "All right."
Lecture on BG 2.21-22 -- London, August 26, 1973:

Sarvasya cāhaṁ hṛdi sanniviṣṭaḥ, "I am sitting in everyone's heart." Find out God, find out Kṛṣṇa. In several places, all Vedic literature, guhāyām. Guhāyām means in the heart. Sarvasya cāhaṁ hṛdi sanniviṣṭo mattaḥ smṛtir jñānam apohanaṁ ca (BG 15.15). The supreme director, Kṛṣṇa, is sitting there, and He is directing, "Now this living entity wants to fulfill his desire in this way." He's giving direction to the material nature. "Now, prepare a vehicle, body, for this rascal in this way. He wants to enjoy. All right, let him enjoy." This is going on. We are all rascals, we are manufacturing our different ways of life. "I think." So you are thinking. As soon as you are thinking... But we cannot fulfill our desires without sanction of God. That is not possible. But because we are persisting, that "I want to fulfill my desire in this way," Kṛṣṇa is sanctioning, "All right." Just like a child persists to possess something. The father gives, "All right, take it." So all these bodies we are getting, although by the sanction of the Supreme Lord, but He is sanctioning with reluctance that "Why this rascal is wanting like this?" This is our position. Therefore, at last Kṛṣṇa says, sarva-dharmān parityajya, (BG 18.66) "Give up this rascaldom, 'I want this body, I want that body, I want to enjoy life in this way'—give up all this nonsense."

Mahatma Gandhi he used to say that "Not a blade of grass moves without the sanction of God." It is a fact. It is a fact. Nothing can be done without His sanction.
Lecture on BG 5.7-13 -- New York, August 27, 1966:

The truth is that unless Kṛṣṇa allows me to go, oh, I may not go. There may be so many obstacles on my path. I have made my whole program. Just like last year, there was air crash on the Switzerland, one Indian aircraft. And there were all respectable gentleman, and there was... Perhaps you know it. There was one Indian chemist, Dr. Bhabha(?). He was going to attend some nuclear meeting in some European country, but there was a crash and all of them died in a second. So unless Kṛṣṇa desires, unless He allows, we cannot do anything. We cannot do any... This is the fact. So tattva-vit... Tattva-vit means one who knows the truth. "Man proposes, God disposes." Whatever you desire, if you insist, God will sanction. And without His sanction you cannot do.
Lecture on BG 7.1-3 -- London, August 4, 1971:

Guest (3): Is it possible for any entity to do something until the Lord hears him?

Prabhupāda: Yes. God sanctions, but you desire. "Man proposes, God disposes." Whatever you desire, if you insist, God will sanction. And without His sanction you cannot do. Therefore your doing something is dependent on God's sanction. But you desire something out of your own will. You are not a stone. You are a living entity. So you can desire anything. Kṛṣṇa conscious, they do not do anything without Kṛṣṇa's sanction.

Guest (3): The Kṛṣṇa consciousness say, you cannot do anything unless the Lord desires it.

Prabhupāda: Yes. Not God desires. God sanctions. Don't say like that. Desire is yours, but sanction is God's. Just like you want to do some business. You must take sanction from the government. You take license. You cannot do out of your own will. Similarly, you can desire and propose, "God, I want to do this," and God will sanction. So those who are not Kṛṣṇa conscious, they want. "I want this. I want this. I want this. I want this." Kṛṣṇa says, "All right. Take this." But Kṛṣṇa says that "You give up all this nonsense," that we do not take. Kṛṣṇa says, sarva-dharmān parityajya mām ekam: (BG 18.66) "Simply take Me." But that we do not do. We ask Kṛṣṇa, "Please let me do this." "All right, do it." Yathecchasi tathā kuru (BG 18.63). Kṛṣṇa inquires from Arjuna after teaching him Bhagavad-gītā, "Now I have spoken to you everything. What you want to do, you can do." That is Kṛṣṇa's proposal. Kṛṣṇa says that best thing is that you simply take to Kṛṣṇa. But Kṛṣṇa gives you the opportunity, liberty, that whatever you do, whatever you like, you can do. Now it is your choice. Just like father, (and) grown-up son. He says, "My dear boy, you do like this. That is my opinion." But when the son says, "No. I shall do like this." "All right, you do whatever you like." But without father's sanction, as the son cannot do anything, similarly, without Kṛṣṇa's sanction you cannot do anything. But the proposal is yours. Therefore this maxim: "Man proposes, God disposes." So God is not responsible for your work. If you act according to the order of God, then He's responsible. And if you act against the will of God, then you are responsible.

Without God's sanction, we cannot do anything.
Lecture on BG 13.4 -- Miami, February 27, 1975:

The same example, as I have already said many times, that within the cage there is the bird. You don't take care of the bird, and you simply cleanse this cage—the bird will not be satisfied. He will cry always, "Give me food. Give me food." The another example I gave the another psychiatrist, that this body is a machine. Actually it is a machine. And it is being driven by two persons. One is God and one is the living entity, individual. The God is giving direction. The living entity, individual soul, wants to enjoy, so he is on the carriage, same carriage, the Supersoul and the soul. So the Supersoul knows what I want to enjoy, and He is giving facility: "Oh, you want this facility? Now drive your car in this way. You want this facility? All right, drive this way, this way."

Actually Supersoul, or God, does not want, but He is so kind. Just like a gentleman. He gives the dog all facility, sometimes going this side, sometimes going this side, sometimes passing stool, sometimes passing urine, and he is standing. He is controlling, but he is giving some facilities: "This dog is my servant. Let him have." This is going on. Without God's sanction, we cannot do anything.

Then why does He give sanction for our sinful activities? Because we want to do it. Because we want to do it. God does not want that you become implicated in sinful life. Therefore thief, he steals very stealthily. God says from within, "Don't steal. You will be implicated. You will be punished. Why you are stealing?" But he will do. He will do. That is ajñāna. That is ignorance. God is always helping us, but we do not care for God. That is our disease. Therefore we are getting different types of bodies and suffering. This is the philosophy, real philosophy, that God is there with me in the same bird, in the same, exactly the same, that the driver is there and the proprietor is there in the same car. The car is a machine. Similarly, this body is a machine.

Srimad-Bhagavatam Lectures

Just like the Communists. They will say, "What is this nonsense God? We shall produce our food. We shall produce our happiness." They are called duṣkṛtina. Duṣkṛtina means sinful. Actually, they do not know that without sanction of God, you cannot get anything.
Lecture on SB 1.2.6 -- Delhi, November 11, 1973:

Just like people generally go there like that, "O God, give us our daily bread." Well, why you are asking God for daily bread? Daily bread is already given to everyone, even birds and bees. Your bread is also there. But people do not know that "My bread is already there. Why I shall bother God for daily bread? Let me learn how to love God." God is giving us so many things without asking. God is giving us light, God is giving us water, God... Bhūmir āpo 'nalo vāyuḥ khaṁ mano buddhiḥ... (BG 7.4). Everything He is giving you, without which cannot live. And He will not give us our bread?

So Bhagavad-gītā says they are also pious, even one goes to God for asking something for some material profit. Catur-vidhā bhajante māṁ janāḥ sukṛtino 'rjuna (BG 7.16). Sukṛtina. Sukṛtina means they are pious. Just the opposite number, duṣkṛtina, they'll never go to God. Just like the Communists. They will say, "What is this nonsense God? We shall produce our food. We shall produce our happiness." They are called duṣkṛtina. Duṣkṛtina means sinful. Actually, they do not know that without sanction of God, you cannot get anything. So at least, one who accepts this power of God and goes to God for asking bread or something, money or something else, they are pious. That is described in the Bhagavad-gītā. Sukṛtino 'rjuna. But those who do not go at all, do not care for God, they are called duṣkṛtina. Na māṁ duṣkṛtino mūḍhāḥ prapadyante narādhamāḥ (BG 7.15).

Just like there is a English version, that "Not a grass moves without the sanction of God." So without sanction of God, we cannot do anything.
Lecture on SB 1.3.1-3 -- San Francisco, March 28, 1968:

Upadraṣṭā means witness. Suppose you are doing something. I have nothing to do with your activities, but I can see..., I am seeing what you are doing. So He is upadraṣṭā. And anumantā. Anumantā means the individual soul cannot do anything without the sanction of the Supersoul. Either you may do something good or bad, but it has to be taken sanction from the Supersoul.

Just like there is a English version, that "Not a grass moves without the sanction of God." So without sanction of God, we cannot do anything. You may say that when we do something bad, why God gives us sanction? God does not give us sanction, but we force Him to give us sanction. Therefore He gives us sanction. Otherwise, He does not give sanction. But because we want to do it persistently, so God gives us sanction: "All right. You can do it. And you have to enjoy or suffer the result." Therefore in the Bhagavad-gītā, the last instruction is that sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja: (BG 18.66) "Don't try to do according to your whims. You just surrender unto Me. Abide by Me. Then I shall give you all protection. But if you want to do according to your own whims, and if you do not hear Me, what can I do? You do that and enjoy the result."

Suppose a foolish boy is trying to touch fire. Father says, "Don't do it." In spite of that, if the foolish boy does it, his hand is burned. So father is not responsible. He says, "Don't do it." But the child does it out of ignorance and suffers. Similarly the sanction of God is there as we persist on it. "I want this. I want this." As a child sometimes cries and the mother is obliged to sanction, similarly, God is very kind. If we persist on doing something, He gives us sanction. But the result you have to suffer or enjoy.

One who thinks that "My prosperity depends on the mercy of God," they're pious. They're pious. Because, after all, without sanction of God, nothing can be achieved. That's a fact.
Lecture on SB 1.8.27 -- Los Angeles, April 19, 1973:

So Kṛṣṇa is so kind that if anyone wants material prosperity, and, at the same time, wants to become a devotee... That is stated in the Caitanya-caritāmṛta that: "Somebody wants Me. At the same time, he wants material prosperity. He's a fool. He's a fool." Therefore people are very much afraid, coming to Kṛṣṇa consciousness. "Oh, my material prosperity will be finished." Because they want, don't, do not want that. They want to stick to... Generally, they go to church, go to temple for material prosperity. "God give us our daily bread." This is material prosperity. Or "Give me this, give me that." But they're also considered as pious because they have approached God.

The atheist class, they do not approach. They say: "Why shall I approach God? I shall create my wealth, by advancement of science, I shall be happy." They are duṣkṛtinaḥ, most sinful, one who says like that, that: "For my prosperity, I shall depend on my own strength, my own knowledge." They are duṣkṛtinaḥ. But one who thinks that "My prosperity depends on the mercy of God," they're pious. They're pious. Because, after all, without sanction of God, nothing can be achieved. That's a fact. Tāvad tanur idaṁ tanūpekṣitānām(?). That is also statement of That we have discovered so many counter-acting methods for diminishing our distressed condition, but if it is not sanctioned by God, these counteracting proposition will fail.

"Not a blade of grass moves without the sanction of God." This is the position.
Lecture on SB 1.10.5 -- London, August 28, 1973:

Pradyumna: "Otherwise, despite all instrumental arrangements, everything will be unsuccessful. The ultimate cause of success is the daiva, or the Supreme. Kings like Mahārāja Yudhiṣṭhira..."

Prabhupāda: Daiva, daiva means godly. So you may have everything complete, but if the daiva sanction is not there... Just like one may have father and mother. Generally, it is supposed that a child under the protection of father and mother will be happy. But that is not the case. If Kṛṣṇa does not sanction, in spite of very rich parents, the child is suffering. Why? Because there is no sanction. Similarly, if one is diseased, you can engage first-class physician and you can use first-class medicine; still he dies. Why he dies? You have got so advanced medicine, advanced physician. Why the man dies? Because Kṛṣṇa wanted. That's it. Similarly, we have created so many countereffects for all our miserable condition. That is called struggle for existence. But if there is no sanction from Kṛṣṇa, these counteractions will not be useful. You'll have to starve. You'll have to die. All these methods cannot help you. Mayādhyakṣeṇa (BG 9.10). Therefore Kṛṣṇa says mayādhyakṣeṇa prakṛtiḥ sūyate sa-carācaram. So everything, without Kṛṣṇa's sanction... They say, "Not a blade of grass moves without the sanction of God." This is the position.

Just like in state you cannot do anything without the sanction of the government, similarly the supreme state, the supreme order-giver, Kṛṣṇa or God, without His sanction we cannot do anything.
Lecture on SB 1.15.24 -- Los Angeles, December 3, 1973:

We are, everyone is thinking that we are independent, but that is not the fact.

prakṛteḥ kriyamāṇāni
guṇaiḥ karmāṇi sarvaśaḥ
ahaṅkāra-vimūḍhātmā
kartāham iti manyate
(BG 3.27)

Actually, everybody is being carried by the laws of material nature, but a foolish person is thinking that he is doing himself. So here it is said that prāyeṇa etad bhagavata īśvarasya viceṣṭitam. We cannot do anything without the will of the Supreme Personality of Godhead. Just like in state you cannot do anything without the sanction of the government, similarly the supreme state, the supreme order-giver, Kṛṣṇa or God, without His sanction we cannot do anything. But here it is said that mitho nighnanti bhūtāni bhāvayanti ca yan mithaḥ. Sometimes by His will we kill one another, and sometimes we give protection one another. So does it mean that in different time Kṛṣṇa is giving different intelligence? No. Kṛṣṇa's action is daiva, superior. Just like the high-court, the judge is... Somebody condemning somebody that "This man should be hanged," and other man, "Yes, he must get the degree. He will get the millions of dollars from that person." Now, is he partial? He is giving somebody millions of dollars and somebody is ordered to be hanged. Is he partial? No. He is not partial. He is simply administering the law. That's all. This man has created such a situation that he should be condemned to death, and this man has created such situation that he will be rewarded by ten thousand and millions of dollars. It is his action.

We generally say, "Not a blade of grass moves without the sanction of God."
Lecture on SB 3.25.21 -- Bombay, November 21, 1974:

We cannot go, we cannot move freely, without being sanctioned by the superior authority. So we generally say, "Not a blade of grass moves without the sanction of God." Similarly, we cannot do anything. Daivī hy eṣā. God does not take as the supervision personally. Parāsya śaktir vividhaiva śrūyate (Cc. Madhya 13.65, purport). Na tasya kāryaṁ karaṇaṁ ca vidyate—in the Vedas, Śvetāśvatara Upaniṣad. He hasn't got to do personally, but He has got so many agents to do. Parāsya śaktir vividhaiva śrūyate. He has got so ma... They will do. You are not free even to twinkle with your eyelids. That is also being controlled. That information... You are moving this hand very freely. It can be immediately paralyzed. I am claiming that "I... It is my hand." What is your hand? It can be stopped immediately. Your eyes, it can be stopped.

Everyone has got different propensities, and he cannot do it without the sanction of God. This is God's business.
Lecture on SB 3.26.18 -- Bombay, December 27, 1974:

There is a common saying that "Not a blade of grass can move without the sanction of God." Actually, that is the fact. Everyone has got different propensities, and he cannot do it without the sanction of God. This is God's business. Just see. Ananta-koṭi, innumerable jīva, and He has to give sanction and see his business and witness, also give the result. He is witness, and He has to give the result also. Because he is doing independently, he must enjoy or suffer the activities. That is going on. Karmaṇā daiva-netreṇa. He has to give different types of body. Suppose I want to eat everything—never mind how much nonsense and nuisance it is. There are so many men, they eat everything. So he has to be offered the body of a pig, no discrimination, even stool accepted. So who is giving this body? Daiva-netreṇa, by superior observation. Kṛṣṇa is seeing that "This living entity wants a body so that he can eat anything up to stool." So He has to judge; He has to give. Karmaṇā daiva-netreṇa jantur dehopapattaye (SB 3.31.1).

Sri Caitanya-caritamrta Lectures

A living entity has got independence, but not full independence. He cannot do anything without the sanction of God. That is his dependence.
Lecture on CC Adi-lila 7.119 -- Gorakhpur, February 17, 1971:

Kṛṣṇa is sva-rāṭ, means "fully independent." But we are Kṛṣṇa's minute part and parcels; therefore we have got the independence quality, but not full independence. We are controlled. Just like you claim to be independent, Indian nation. But that does not mean that you are fully independent, each of you. You are dependent on the government. These things are very easy to understand. Similarly, a living entity has got independence, but not full independence. He cannot do anything without the sanction of God. That is his dependence. Just like in the Bhagavad-gītā it is said, sarvasya cāhaṁ hṛdi sanniviṣṭa. "I am sitting there." The living entity and the Supreme Person as Paramātmā, both of them are sitting in this body. That is explained in the Upaniṣad. Two birds are sitting in the same tree. One bird is eating, and one bird is witnessing. Anumantā upadraṣṭā. In the Bhagavad-gītā it is said, anumantā. Because we have tried, we have taken the opportunity to live independently, Kṛṣṇa or the Paramātmā is so kind that He has given... Just like a child is playing, and sometimes he is going to catch the fire, and the parents are obstructing, similarly, Kṛṣṇa, being the supreme father, He is always guiding. Although we are given the freedom to enjoy this material world, but without His sanction, you cannot enjoy, you cannot touch anything. But He is giving the facilities. Because kṛṣṇa bhuliya jīva bhoga vāñchā kare, we wanted to enjoy, to lord it over this material world, He has given us chance, "All right, enjoy. Enjoy to your best capacity." But He is witnessing.

The word that "Nothing can happen without the sanction of God," that is a fact. Then the question is why a man acts sinfully? Does God give sanction for sinful action? Yes. When one insists that "I shall do it." "All right, do it. And suffer the consequences."
Brahmana Initiation Lecture with Professor O'Connell -- Boston, May 6, 1968, (Glenville Ave. Temple):

Samo 'haṁ sarva-bhūteṣu (BG 9.29). God is equal to everyone. That is a fact. So far eating, sleeping, mating, these four principles are concerned, God is giving everyone. Just like government provides maintenance, provision, even in the prison life. That is not very important thing for government. But education department or other higher cultural department, that is not for all. Similarly, although God is equal to everyone, he's especially inclined to the devotees. Ye tu bhajanti māṁ prītyā teṣu te mayi. Those who are engaged in devotional service, He's specially inclined to him. And to him he gives instruction from within. Teṣāṁ satata-yuktānām (BG 10.10). Satata means always. Twenty-four hours, one who is engaged in Kṛṣṇa consciousness, to him He gives instruction from within because he's qualified. Others, instruction He's giving, but other is not obeying the instruction. Just like a man is ready to commit some sinful activities. He thinks, "Shall I do it?" From within, "No, no. Don't do it." Again he says, "Why not? Let me do it." In this way, when he insists, oh, then He says, "All right, do it. Do it." So the word that "Nothing can happen without the sanction of God," that is a fact. Nobody can act anything... Then the question is why a man acts sinfully? Why...? Does God give sanction for sinful action? Yes. When one insists that "I shall do it." "All right, do it. And suffer the consequences."

General Lectures

We are completely helpless, simply dependent upon God. The word that "Not a single blade of grass moves without the sanction of God," that's a fact.
Lecture at Christian Monastery -- Melbourne, April 6, 1972:

You may be very proud of your seeing, "Oh, I want to see," but we do not know that our seeing power is limited and conditioned. Unless there is sunrise these eyes are useless. Just like at the present moment, at night, we cannot see even four yards. So what is the value of these eyes? It is conditional. If there is sunrise, then we can see. That condition is made by God. Therefore in the Upaniṣad it is said, "When God sees, you can see. When God walks, you can walk." These are the description in the Upaniṣad. Practically, that is the fact. We are completely helpless, simply dependent upon God. The word that "Not a single blade of grass moves without the sanction of God," that's a fact. In the Bhagavad-gītā also, it is said, sarvasya cāhaṁ hṛdi sanniviṣṭaḥ: "I am living in everyone's heart." Sarvasya cāhaṁ hṛdi sanniviṣṭo mattaḥ smṛtir jñānam apohanaṁ ca: (BG 15.15) "From Me there is remembrance and forgetfulness." We sometimes forget and sometimes remember. That is by God's grace. We are practically under the... Not exactly directly, but through His agent, the material agent.

Just like here, if I am the proprietor of a factory, so the profit should come to me, similarly, if God is the proprietor of everything then we cannot enjoy anything without the sanction of God. We therefore eat prasādam.
Conversation with Journalists -- August 18, 1971, London:

Prabhupāda: We are simply presenting the fact that everything belongs to God. God is the supreme friend and God is the maintainer of everyone, everything, and He is the supreme enjoyer. These three things, if we understand, then the whole problem is solved. Now, I say that God is the proprietor. Now you refute. Those who will not accept, that "God is not proprietor, I am proprietor," this requires discussion. How you become proprietor? Bhagavad-gītā says, God says, bhoktāraṁ yajña-tapasāṁ sarva-loka-maheśvaram (BG 5.29). I am not manufacturing this. It is stated in the śāstra. God is the supreme enjoyer. He is the proprietor. He should be enjoyer. Just like here, if I am the proprietor of a factory, so the profit should come to me, similarly, if God is the proprietor of everything then we cannot enjoy anything without the sanction of God. We therefore eat prasādam. We know that the fruit, flowers, or grains, or milk, whatever we are offering to Kṛṣṇa, Kṛṣṇa has given us. You cannot manufacture these things, nice oranges, in factory. You cannot manufacture rice or wheat. Actually, God has given. That is God consciousness.

You cannot eat anything, even grass, without the sanction of God, what to speak of fish and others. You cannot eat even a piece of grass.

Richard Webster: Is it wrong to kill, to eat fish?

Prabhupāda: You cannot eat anything, even grass, without the sanction of God, what to speak of fish and others. You cannot eat even a piece of grass. Īśāvāsyam idaṁ sarvaṁ yat kiñca jagatyāṁ jagat, tena tyaktena bhuñjīthā (ISO 1). Everything belongs to God. You can simply enjoy after being sanctioned by God. Otherwise not. This is real philosophy. Everything belongs... Just like in this room, it is supposed that everything belongs to me. Even my students, they ask, "May I take this?" They have got right to take, but still, they ask. Similarly, you cannot touch anything—everything belongs to God—without His sanction. This is God consciousness.

Karmaṇy evādhikāras te mā phaleṣu kadācana: "Your duty is to go on working, but don't expect the result as you desire." That will never happen unless it is sanctioned.

Devotee (1): Prabhupāda, is this philosophy like karma-mīmāṁsā which is described in the Kṛṣṇa book? Is this the same principle, where they feel that simply by their endeavor things will come, without the sanction of God? Is this karma-mīmāṁsā?

Prabhupāda: Yes, yes, karma-mīmāṁsā. (break) Now, if you do good, good result will come. So sometimes it so happens that a person doing very good, still, good result will not come. Is it not?

Devotee (1): That's true.

Prabhupāda: Yes. Which way? (break)

Hari-śauri: Their argument is, then, if God is there and He is actually the ultimate controller, and He is motivating everything to happen, then I can just sit back and do nothing and things will happen.

Prabhupāda: No, you should work for the result. Karmaṇy evādhikāras te mā phaleṣu kadācana. But do not think that because you working very nicely, the result will come. That is the... Because it is not in your hand. Therefore, karmaṇy evādhikāras te mā phaleṣu kadācana: "Your duty is to go on working, but don't expect the result as you desire." That will never happen unless it is sanctioned.

1976 Conversations and Morning Walks

Kṛṣṇa does not sanction. But you insist, so Kṛṣṇa, in disgust, says, "All right, do at your own risk. You rascal. You will not hear Me." That's all.
Morning Walk -- June 3, 1976, Los Angeles:

Rāmeśvara: But then again he argues like this, he says, "The living entity cannot do anything without the sanction of God. So I am desiring certain sinful activities, but why is Kṛṣṇa sanctioning it?"

Prabhupāda: Kṛṣṇa does not sanction.

Rāmeśvara: Then how is it going on?

Prabhupāda: But you insist, so Kṛṣṇa, in disgust, says, "All right, do at your own risk. You rascal. You will not hear Me." That's all. I have given this example many times, that my son wanted to touch the table fan. Did I say it?

Rāmeśvara: I never heard it.

Prabhupāda: Oh, so, when he was only two years old, so the table fan was running, and the child, he wants to touch it. So I am: "No, don't touch." So, and he was.... So there was another friend, he was a doctor. He said that "Slow the speed and let him touch." So I did it. So he touched, "Tung." (sound imitation) Then I said, "Touch again?" "No!" (laughter) So it is like that.

Rāmeśvara: Oh. It is actually Kṛṣṇa's mercy...

Prabhupāda: Yes.

We know God will send everything, still we work. Without God's sanction nothing can come. But we must be qualified to receive the favor of God.
Interview with Newsday Newspaper -- July 14, 1976, New York:

Interviewer: You just sleep a couple of hours, then?

Prabhupāda: No, one and a half hour.

Interviewer: That's it?

Prabhupāda: Yes. Of course in daytime I take rest two hours. So in this way altogether about three to four hours. Our philosophy is not that you sit idly and God will send everything, no, not like that. We know God will send everything, still we work. Without God's sanction nothing can come. But we must be qualified to receive the favor of God. That is our philosophy.

Yes, that is so many times explained. Just like a child wants to do something...
Evening Darsana -- August 11, 1976, Tehran:

Hari-śauri: They get a bit confused because God has to... Like that man last night was saying not even a blade of grass can move without God's sanction. So they think because God sanctions...

Prabhupāda: Yes, that is so many times explained. Just like a child wants to do something. The father says, "Don't do it," I have said several times. Reluctantly, "All right, do it." I have given this example of my practical experience in 1925 or '26 when my son was two years old. There was a table fan, "I would like to touch it." And I said, "No, no, don't touch." This is child. So but it's a child. He again tried to touch it. So there was a friend, he said, "Just slow the speed and let him touch." So I did it, slowed the speed and he touched-tung! Then he would not touch. You see. So this sanction was given, "Touch it," reluctantly. Now when he gets experience and I ask him, "Touch again?" "No." So this sanction.

Just like we are constructing, practically, with the sanction of the municipality, the sanction of the government. Independently I cannot do. Similarly, we cannot anything without sanction of God.
Room Conversation -- December 31, 1976, Bombay:

Prabhupāda: Everyone, whatever we are doing, it is being supplied, the intelligence, the everything, but according to my desires. I cannot do anything independent. Just like we are constructing, practically, with the sanction of the municipality, the sanction of the government. Independently I cannot do. Similarly, we cannot anything without sanction of God. But that sanction is ye yathā māṁ prapadyante (BG 4.11). I insist, "God give me this facility, give me this facility." "All right. You do it at your risk." But God says, that "You don't do this." Sarva-dharmān parityajya mām ekam (BG 18.66). "What I say, you do. Then you'll be happy. What I dictate you do. But you are dictating Me. Because you are my son, what can I do? All right. Do it."

Dr. Patel: (laughs) "I grant you what ever you..."

Prabhupāda: Yes. This is the position. Antavat tu phalaṁ teṣāṁ tad bhavaty alpa-medhasām (BG 7.23). "Because you are rascal, less intelligent you are doing this but this will not endure. You'll be a failure. Better what I say, you do. Then you'll be happy." This is the whole instruction. "You cannot do without My sanction. But you are insisting. What can I do? All right. Do it."

Dr. Patel: I grant you. And take the fruit and realize.

Prabhupāda: Yes.

These sacred centres were meant for diffusing spiritual education and by this process of spiritual culture the disturbed mind could be trained up in concentration for higher duties which every human being must do. Letter to Gandhi Memorial Fund -- Calcutta 5 July, 1949:

Mahatmaji started another spiritual movement known as the temple entry movement and he wanted to give this facility to everyone irrespective caste distinction. The temple worship is another kind of spiritual cultural movement for the benefit of the ordinary class of people. He himself installed the deity of Sri Radha Krishna at Noakhali when he was there and that is also very significant. The theistic temples all over India are actually the different centres as are the churches and mosques all over the world.
