Netreṇa means "by supervision."
Lecture on BG 7.4 -- Bombay, February 19, 1974:

There are three qualities of the material nature. One who is associating with the modes of goodness, they're being promoted to the higher planetary system. Those who are associating with the modes of passion, they will remain within this middle planetary system. And jaghanya-guṇa-vṛtti-sthāḥ, those who are most abominable, acting most abominably, jaghanya-guṇa, adho gacchanti. This is confirmation. Adho gacchanti: "Goes down," to the animal kingdom, to the beast, birds, reptiles, snakes so many things. There are eight millions forms. It is daivena, daiva-netreṇa. Netreṇa means "by supervision." Background of the supervision is Kṛṣṇa. Mayādhyakṣeṇa prakṛtiḥ sūyate ca-carācaram (BG 9.10). They are absolute.

Daiva-netreṇa means "under the leadership of the Supreme."
Lecture on BG 16.8 -- Hawaii, February 4, 1975:

So that they do not find. They do not... They have no eyes to see. They simply see the superfluous combination, permutation. No. That superintendence is explained in the Bhagavad-gītā, mayādhyakṣeṇa prakṛtiḥ (BG 9.10). The Bhāgavata also says, daiva-netreṇa. Daiva-netreṇa means "under the leadership of the Supreme." As soon as one dies, gives up this body... He does not die; he changes the body. Now, the next body... Here is a duration of changing body. Say for a hundred years the changing is going on. Then, after that, when he changes this body, then there is daiva-netreṇa, the judgement: "What kind of body should be awarded this living entity?" That is called daiva-netreṇa. And when it is decided that "He has done such and such thing; therefore he should be promoted," "He has done such and such thing; he should be degraded," "He has done such and such thing; therefore he should go back to home, back to Godhead"—all these judgements are taken—then he's offered.

Lecture on SB 1.8.28 -- Mayapura, October 8, 1974:
Daiva-netreṇa. Daiva means superior, or godly. Netreṇa. Netreṇa means by the eyes, or netreṇa, by the leadership, leadership, or superintendence. Whatever we are doing... Because God is everywhere situated... Samaṁ carantaṁ sarvatra. Kṛṣṇa is there, everywhere. Īśvaraḥ sarva-bhūtānāṁ hṛd-deśe arjuna tiṣṭhati (BG 18.61). Īśvara, the Supreme Personality of Godhead, is situated in everyone's heart. So we cannot conceal anything from God. In another place it is said, "Just like the sun is the eye of God..." Yac-cakṣur eṣa savitā sakala-grahāṇām. Savitā. Savitā means sun, Sūrya, is the eye of Govinda. So if you are doing something, any part of the world, the sun is seeing. This is a crude example. Similarly, at night the moon is seeing, and Kṛṣṇa says that raso 'ham apsu kaunteya prabhāsmi śaśi-sūryayoḥ (BG 7.8). So Kṛṣṇa... The sunshine is also Kṛṣṇa. So if you think that "I am doing something for my sense gratification. Nobody is seeing. I am stealing some sugarcane from the field, and nobody's seeing," but how you can say nobody's seeing? The sun is seeing. How you can conceal? "No, I shall do it at night." Oh, the moon is seeing. So how can you conceal?
Netreṇa means netṛtva, leadership. So superior leadership.
Lecture on SB 3.25.21 -- Bombay, November 21, 1974:

So this conditioned life... Dog has got a conditioned life, I have got a conditioned life, you have got a conditioned life. We are all conditioned, under different... And according to the condition, we have got different bodies. Karmaṇā daiva-netreṇa (SB 3.31.1). This conditioned life, different forms of life, we have got daiva-netreṇa, by superior, superior administration. Netreṇa means netṛtva, leadership. So superior leadership. Just like Yamarāja. Karmaṇā, according to my karma, he offers me some body. Daiva-netreṇa. Jantur deha upapatti. Kāraṇaṁ guṇa-saṅgo 'sya sad-asad-janma-yoniṣu (BG 13.22). Karma... Guṇa-karma-vibhāgaśaḥ (BG 4.13). Guṇa and karma... Just like here, in the practical world, you can work as an engineer, karma, if you have got the qualification. If you have got the qualification of a shopkeeper, you cannot act as engineer. That is not possible. If you have got the qualification of a teacher, educationist, then you can become a teacher.

Daiva means God, and netra, netreṇa means under supervision.
Lecture on SB 6.1.8 -- New York, July 22, 1971:

Two things are there. Similarly, for all our activities, which we are doing, there are witnesses. The sun is witness, the moon is witness, the day is witness, the air is witness and, above all witnesses, God Himself as the Supersoul, He's sitting in everyone's heart. He's also witness. So we cannot hide any activity from the eyes of God. So according to our work... Therefore in the śāstra it is said, daiva-netreṇa. Daiva means God, and netra, netreṇa means under supervision. So karmaṇā daiva-netreṇa jantur deha upapattaye (SB 3.31.1). Jantu. Jantu means living entities. Deha means this body; upapattaye, "for manufacturing." Now we have got this human body. Next life it may not be human body—something else, better or lower. That will be decided by the superior examination. Daiva-netreṇa.

Lecture -- Delhi, December 13, 1971:

It is just like it is said that you forward one step, when you see that the forward step is right place, then you take the other step. Like this. When you find this is solid, then you take it away, then you put again. It is like that. So at the time of death, as soon as it is settled up that this soul should migrate to such and such body, by superior. It is not in my hands. Daiva-netreṇa. Daiva-netreṇa means superior examination. That is called day of judgement in the Bible. Whether this soul is going to hell or heaven, that is the day of judgement. But they have insufficient knowledge, therefore they think that all the souls after death they lie down for perpetually. It is not that. Actually the judgement is there immediately and he gets another birth, either hell or heaven. Not that he has to wait for the day of judgement. Immediately the day of judgement is... It is does not linger, it is not ordinary court that you have to wait for your judgement for three years or... No, immediately. Immediately it is settled up and the soul is transferred to the father and the... That is material process, how the body will grow. That is also arranged by prakṛti, by nature, under the direction of the Supreme.
