SB 5.4.15, Purport: It is essential for human society to have a section of men perfectly trained as qualified brāhmaṇas according to the instructions of Vedic knowledge. Those below the brahminical qualification—administrators, merchants and workers—should take instructions from those ideal people who are considered to be intellectuals. In this way, everyone can be elevated to the highest transcendental position and be freed from material attachment. The material world is described by Lord Kṛṣṇa Himself as duḥkhālayam aśāśvatam [Bg. 8.15], a temporary place of misery. No one can stay here, even if he makes a compromise with misery. One has to give up this body and accept another, which may not even be a human body. As soon as one gets a material body, he becomes deha-bhṛt, or dehī. In other words, he is subjected to all the material conditions. The leaders of society must be so ideal that by following them one can be relieved from the clutches of material existence.

There must be ideal, first-class men to act as advisors

SB 6.7.14, Purport: A human civilization is advanced when its people follow the cātur-varṇya system, the system of four orders of life. There must be ideal, first-class men to act as advisors, second-class men to act as administrators, third-class men to produce food and protect cows, and fourth-class men who obey the three higher classes of society. One who does not follow the standard system of society should be considered a fifth-class man. A society without Vedic laws and regulations will not be very helpful to humanity. As stated in this verse, dharmaṁ te na paraṁ viduḥ: such a society does not know the aim of life and the highest principle of religion.

Unfortunately, at the present moment it is very difficult to find out where is that ideal brāhmaṇa, but there must be. Kṛṣṇa says. Lecture on SB 3.25.20 -- Bombay, November 20, 1974: There must be a class of men in the society, first-class sādhu. Then the society will improve. If everyone is debauch and śūdra, then how the society will be peaceful? There is... Therefore, to organize the society, Kṛṣṇa recommends, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ [Bg. 4.13]. Lecture on SB 5.5.1-2 -- Stockholm, September 7, 1973: (So) we are opening many centers all over the world. Why? To give people chance of having this association of a Vaiṣṇava, mahat, mahātmā. If we are, our heart is attached to limited circle of my friends, wife, children, home, country, then I am kṣūdrātmā, because that is limited.

At least these two classes required: good politicians, administrators, and good advisors. So this program we are placing before the world. This is Kṛṣṇa consciousness movement. So I would suggest that in your country you are resourceful. You can take up this movement very seriously. If the whole society is full of rogues, thieves, drunkards, cheaters and demons, where is there question of decent government. There must be division so the lower class men may aspire to be second class men. So far we are concerned we are trying to train first class men. How much great responsibility we have to follow regulative principles, chant the beads, live with personal character etc. Regulative principles means to especially execute devotional service in terms of the revealed scriptures under the direction of the spiritual master. By fulfilling the regulative principles you come to the platform of spontaneous love for Krsna.

This means chanting, reading my books, going on sankirtana, following the regulative principles and worshiping the deity. Whoever take part in these things, no matter what he has done of sinful activities before, will automatically advance in spiritual realization.
