So this whole planet was Bhārata-varṣa. It was not a democratic; it was monarchy.
Lecture on BG 1.4-5 -- London, July 10, 1973:

So this whole planet was Bhārata-varṣa. There was only one flag. The whole planet was being ruled by one king. That is the king of this Hastināpura. The fight is that, that who would be the king, Mahārāja Yudhiṣṭhira or Duryodhana. But a king... It is not a democratic; it is monarchy. So Kṛṣṇa is deciding, "No, Duryodhana is unfit. Mahārāja Yudhiṣṭhira is fit." This is Kṛṣṇa's desire. Therefore this fight is there. Kurukṣetra. Kṛṣṇa wanted to wipe out all unwanted demons from the face of the world and enthrone Mahārāja Yudhiṣṭhira because he is the exact representative of Kṛṣṇa.

So monarchy or dictatorship is welcome, provided that particular dictator is trained like Mahārāja Yudhiṣṭhira.

So monarchy or dictatorship is welcome. Now the Communists, they want dictatorship. That is welcome, provided that particular dictator is trained like Mahārāja Yudhiṣṭhira. Not that simply by votes of some rascal population one becomes dictatorship, another rascal comes. Another big rascal comes. Just like in the Communist country the Stalin was their dictator. And in the historical record it is said that he is the greatest criminal in the history of the world. Greatest criminal. He would not tolerate anyone going against him. As soon as he finds that "This man is going against me," immediately call him, "Now here is poison and here is resignation." Or kill him. "You take poison or I shall kill you." This was his policy. In this way he killed so many enemies. He not only killed the Czar family. So his business was killing. Not that kind of dictatorship wanted. Dictatorship wanted that by his direction the citizens will be so happy that even they will not have any anxiety. nādhayo vyādhayaḥ (SB 1.10.6).

So the king's duty is, as representative of Kṛṣṇa, to make every citizen Kṛṣṇa conscious. Then he is doing nice duty. And because the monarchs did not do so, therefore now monarchy is abolished everywhere.

So the king's duty is, as representative of Kṛṣṇa, to make every citizen Kṛṣṇa conscious. Then he is doing nice duty. And because the monarchs did not do so, therefore now monarchy is abolished everywhere. So again the monarchs, where there is monarchy, little, at least show of monarchy, just like here in England there is, actually if the monarch becomes Kṛṣṇa conscious, actually becomes representative of Kṛṣṇa, then the whole face of the kingdom will change. That is required. Our Kṛṣṇa consciousness movement is for that purpose. We don't very much like this so-called democracy. What is the value of this democracy? All fools and rascals. They vote another fool and rascal, and he becomes prime minister, or this or that. Just like... In so many cases. That is not good for the people. We are not for this so-called democracy because they are not trained. If the king is trained... That was the system of monarchy. Just like Yudhiṣṭhira Mahārāja or Arjuna or anyone. All the kings. Rājarṣi. They were called rājarṣi.

The monarchy was so nice that because they were trained up, rājarṣi... They were not ordinary kings.
Lecture on BG 2.2-6 -- Ahmedabad, December 11, 1972:

So the kingdom was so nice. We have got description from Śrīmad-Bhāgavatam. Mahārāja Parīkṣit, Mahārāja Yudhiṣṭhira, many. The monarchy was so nice that because they were trained up, rājarṣi... They were not ordinary kings. They were as good as great sages and great saintly person. Imaṁ rājarṣayo viduḥ (BG 4.2). Kṛṣṇa said, imaṁ vivasvate yogaṁ proktavān aham avyayam (BG 4.1). Kṛṣṇa said to the sun-god Vivasvān. And so He said, "The sun-god transferred the teaching to his son Manu, and Manu transferred the teaching to Mahārāja Ikṣvāku." Evaṁ paramparā-prāptam (BG 4.2). In this way, the point is that the philosophy of Bhagavad-gītā was especially taught to the royal order because they would know. They should know. Because a king is supposed to be representative of God, nara-deva.

That is the duty of the government. It may be monarchy or democracy. The first duty of the government is to see that all the citizens, they are feeling happy.
Lecture on BG 2.2-6 -- Ahmedabad, December 11, 1972:

During Mahārāja Yudhiṣṭhira's ruling, reign, you will find in the Bhāgavatam that people were so happy that they had no anxiety. Not only they were free from all anxieties, but they had not to bear even scorching heat or shivering cold. No. So they were so happy.

That is the duty of the government. It may be monarchy or democracy. The first duty of the government is to see that all the citizens, they are feeling happy. That is the duty of the government. Not simply collecting taxes and: "All the citizens may go to hell. It doesn't matter." This is not good government.

As I told you that the Kuru dynasty kings, they ruled over the world. It was monarchy.
Lecture on BG 2.11 -- Edinburgh, July 16, 1972:

So actually, long, long years ago there was no division of this planet. The planet is one, and the king was also one, and the culture was also one. The culture was Vedic culture, and the king was one. As I told you that the Kuru dynasty kings, they ruled over the world. It was monarchy.

So in this age, Kali-yuga, by, I mean to say, finishing the monarchical system, people have accepted the democratic system, but it is not very much improvement.

Now one governor, one, I mean to say, three dozen secretaries, and three dozen... So many things... It is overburdened. The tax, tax is overburdened because there are so many officers. They have to be sumptuously paid. So tax is required. So in this age, Kali-yuga, by, I mean to say, finishing the monarchical system, people have accepted the democratic system, but it is not very much improvement. Because the state expenditure has very much increased and people are very much overburdened with taxes.

If the leader of the society is perfect... Therefore formerly, monarchy, monarchy was current, and the king was educated very highly, how to administer state.
Lecture on BG 3.18-30 -- Los Angeles, December 30, 1968:

Tamāla Kṛṣṇa: Twenty-one: "Whatever action is performed by a great man, common men will follow in his footsteps. And whatever standards he sets by exemplary acts, all the world pursues (BG 3.21)."

Prabhupāda: This is very important. Therefore leaders must be very ideal men. Then automatically the country or the society becomes nicely situated. Because if the leader of the society is perfect... Therefore formerly, monarchy, monarchy was current, and the king was educated very highly, how to administer state. Just like Mahārāja Yudhiṣṭhira. Mahārāja Yudhiṣṭhira, ideal king. Lord Rāmacandra, ideal king.

At least, in England you have got the king by familywise. In every country it was... Now monarchy is abolished.
Lecture on BG 4.1 -- Montreal, August 24, 1968:

So this science was spoken first of all to Vivasvān, the sun-god. He spoke to his son Manu, and Manu spoke to his son Ikṣvāku. And in the second verse, the Lord says, evaṁ paramparā-prāptam: "In this way, by disciplic succession," evaṁ paramparā-prāptam. That means the process of understanding this particular type of yoga—any yoga or this yoga—is to understand from disciplic succession. Paramparā. Evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). Rājarṣayaḥ means all the names mentioned here, either Vivasvān or Manu or Ikṣvāku. They were all great emperors and kings. Formerly the emperors and kings were familywise. Just like... At least, in England you have got the king by familywise. In every country it was... Now monarchy is abolished. So these kṣatriyas, they were qualified. There was no question of democracy. At the present moment, by democracy if somebody can some way or other acquire some votes he becomes the chief man, but formerly the practice was that a qualified man who is trained, a king, he was on the seat. They were called rājarṣi. Rājarṣi means practically they were sages. Just like Mahārāja Janaka.

Rāja means king. Formerly, the government was monarchy. So all the kings, all the government head men, they understood Bhagavad-gītā.
Lecture on BG 4.2 -- Bombay, March 22, 1974:

Find in this verse that evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). Rājarṣayaḥ means king, rāja, and ṛṣayaḥ. Rāja means king. Formerly, the government was monarchy. So all the kings, all the government head men, they understood Bhagavad-gītā. That is needed. This science, Bhagavad-gītā, must be learned by the leaders. The society is managed by the leaders, by the kings, by the brāhmaṇas. That is Vedic culture. The brāhmaṇas, they give guidance according to the śāstra, and the king is trained up in such a way that he takes instruction from the saintly persons and brāhmaṇas and rules over the kingdom. Therefore it was so perfect.

The monarchy was not a cheap thing. The king was as good as a ṛṣi. Therefore they are called rājarṣi.
Lecture on BG 13.5 -- Bombay, September 28, 1973:

Formerly the brāhmaṇas, they were ṛṣis, and the kṣatriyas also, they were also just like ṛṣis. Therefore they are called rājarṣi. The spiritual science is not understandable by ordinary men. Just like Kṛṣṇa says in the fourth chapter, imaṁ rājarṣayo viduḥ (BG 4.2): "This science was understood by the great rajarsis." Just like Mahārāja Yudhisthira, rājarṣi, Lord Rāmacandra, rājarṣi, Mahārāja Parīkṣit, rājarṣi, Mahārāja Ikṣvāku, rājarṣi. There are many. They were rājarṣis. The monarchy was not a cheap thing. The king was as good as a ṛṣi. Therefore they are called rājarṣi. The king used to rule over the citizens on the permission of the great, great sages. Just like Nārada, the Devarsi. He used to visit Mahārāja Yudhisthira. Similarly, other kings.

If the head man is taught very nicely, then he can, I mean to say, introduce the ideas in the country.There was monarchy. The king would learn from the brāhmaṇas how to rule over the citizens.
Lecture on BG 16.7 -- Hawaii, February 3, 1975:

So Kṛṣṇa says... Kṛṣṇa did not say Bhagavad-gītā to the loafer class. Kṛṣṇa said rājarṣi. Arjuna was a rājarṣi. So there are... Because king would take responsibility. If the head man is taught very nicely everything about society, economic development and religion, if he is taught very nicely, then he can, I mean to say, introduce the ideas in the country. Therefore there was monarchy. The king would learn from the brāhmaṇas how to rule over the citizens. That was perfect. Imaṁ rājarṣayo viduḥ (BG 4.2). Rāja and ṛṣi. Or rāja means king and ṛṣi means saintly person. So either the ṛṣis did know or the kings did know. Or a king who is not less than a ṛṣi, he could know and he could rule over. That is the Vedic injunction. Imaṁ rājarṣayo viduḥ. But without being rājarṣi, without being highly qualified, nobody can understand.

When the judgement is given by the Supreme Court, that is final. And when it was monarchy, the order given by the king, that is final—no more questioning.
Lecture on BG 17.1-3 -- Honolulu, July 4, 1974:

Prabhupāda: Bhagavān. Because the Supreme Personality of Godhead is speaking, that is final. No argument. No commentation. This is the meaning of Śrī Bhagavān uvāca. Similarly, after this inquiry, Śrī Bbhagavān uvāca. Who has this, marked rules in the scriptures?

Satsvarūpa: The book belongs to Karṇāmṛta.

Prabhupāda: So he does not want these rules and scriptures? He has marked this? Hm. Yes. But Kṛṣṇa, er, personally, Vyāsadeva has purposefully written here, Śrī Bhagavān uvāca: "Bhagavān the Supreme Person, the ultimate..." Bhagavān means the ultimate. Just like in some country there is supreme court. So when the judgement is given by the supreme court, that is final. And when it was monarchy, the order given by the king, that is final—no more questioning. Similarly, when it is mentioned, Śrī Bhagavān uvāca, that means it is final. No more argument, no more logic Logic is there argument is there but it is final. No waste of time anymore. What Bhagavān says, that is called paramparā. The first utterances, order, or statement, or judgement, is given by the Supreme Lord, and if that is followed through the disciplic chain, that is real understanding, real knowledge.

Srimad-Bhagavatam Lectures

Political meeting was not necessary because there was no democracy. It was monarchy. The kings, they were so trained up that there was no necessity of democracy.
Lecture on SB 1.2.6 -- Rome, May 24, 1974:

So we are reading chapter the Second Chapter of the First Canto, Śrīmad-Bhāgavatam, "Divinity and Divine Service." So just now we have recited the sixth verse. We can begin from the first verse. The first verse is,

iti sampraśna-saṁhṛṣṭo
viprāṇāṁ raumaharṣaṇiḥ
pratipūjya vacas teṣāṁ
pravaktum upacakrame
(SB 1.2.1)

There was a great meeting and..., meeting means... In those days, there was no political meeting. Political meeting was not necessary because there was no democracy. It was monarchy. The kings, they were so trained up that there was no necessity of democracy. Actually, the modern government, democracy... We are experiencing, especially the great democratic country, America. So the democracy, the president elected by popular vote, is now being condemned.

Since we have lost our responsible monarchical government, the four divisions of social order—means brāhmaṇa, kṣatriya, vaiśyas and śūdra—they are deviated due to unemployment.
Lecture on SB 1.2.8 -- Bombay, December 26, 1972:

No one should be unemployed. The brāhmaṇa should be employed, the kṣatriya should be employed, the vaiśya should be employed, and the śūdra should be employed. If there was any difficulty, then it was the duty of the king to give them employment. So since we have lost our responsible monarchical government, the four divisions of social order—means brāhmaṇa, kṣatriya, vaiśyas and śūdra—they are deviated due to unemployment. The brāhmaṇa could not get sufficient engagement in their duties, yajana yājana paṭhana pāṭhana dāna pratigraha. People become neglectful, so they thought, "What is the use of calling a brāhmaṇa for pūjā part? There is no necessity. Stop it." So naturally the brāhmaṇas were obliged to accept to the business or occupational duties of the kṣatriyas or the vaiśyas or even śūdras. What can be done? But in the śāstra it is said that a brāhmaṇa, if he's in difficulty, he may accept the profession of a kṣatriya or up to vaiśya, but never accept the occupation of a śūdra. These are described in the śāstras.

Although there was monarchy, king, one king, no democracy, but because the king would follow the instruction of learned sages and brāhmaṇa, they would rule over the country very nicely.

The administrative class, the politicians, they must obey the order of the brāhmaṇas. That is Vedic culture. Therefore although there was monarchy, king, one king, no democracy, but because the king would follow the instruction of learned sages and brāhmaṇa, they would rule over the country very nicely. Take, for example, if your president takes our advice how to rule, then everything will be very nice. Of course, we shall immediately ask the president to stop the slaughterhouse. But it is very difficult. You see? Neither the president is ready... Even if he is ready, he cannot do. Everything is constitutional.

Monarchy is now abolished practically all over the world. Now it is democratic government.
Lecture on SB 1.3.25 -- Los Angeles, September 30, 1972:

So there are some remarkable points in this verse. Dasyu-prāyeṣu rājasu. Rājasu means government. Rāja, king, or government. So monarchy is now abolished practically all over the world. Now it is democratic government. So this so-called democratic government or Communist government, as they are going on, they will become rogues and thieves, dasyu-prāyeṣu. All the rogues, thieves, plunderers, they will capture. Because it is by vote. So dasyu... Just like plunderers, rogues, they on the point of revolver, they take away your money, so they will take vote on the point of revolver. Actually, it is happening. In Korea it so happened, that sometimes the Communists are coming in power, and sometimes the capitalists coming in power, America and Russia. So poor people, as soon as there is Communist government, they are under the influence: "If you don't do this, then you'll be shot." By force. The people do not know what is government generally. They want to live peacefully. They want a secure place. So that is not their business, modern government. Their only business is how to collect tax and divide it amongst the government servants. That's all.

Formerly every country there were kings, monarchy, they violated, they rebelled against God, they became themselves God, that "I have got so much property, kingdom. I am God. I am the Lord of all I survey." When they usurped the power of God, the all monarchies in the world is now finished.
Lecture on SB 1.8.43 -- Los Angeles, May 5, 1973:

Without water you cannot produce foodstuff. Even the animal eaters, without God's arrangement, how he can eat animal? The animal also must be provided with food, with grass; then you can take it to the slaughterhouse by your expert intelligence. God is supplying food. Still you are creating a rebellious condition. That's an avani-dhruk. These rascals who are going against the law of God, they're rebellious. So they're rebellious. The king's duty is to see as representative of Kṛṣṇa, as representative of God. Otherwise he, what right he has got to take so much honor from the citizens? He has no right. And because the kings, formerly every country there were kings, monarchy, they violated, they rebelled against God, they became themselves God, that "I have got so much property, kingdom. I am God. I am the Lord of all I survey." So when they usurped the power of God, the all monarchies in the world is now finished. Because they did not act as representative of God. They thought their personal property, the kingdom. No. That is not actually fact. Fact is everything belongs to God. Īśāvāsyam idaṁ sarvam (ISO 1).

The monarchy, as it is conceived in the Vedic civilization, that is not this monarchy. The ideal monarchy—Mahārāja Yudhiṣṭhira, Mahārāja Parīkṣit—they were very much advanced in spiritual knowledge.
Lecture on SB 1.8.46 -- Mayapura, October 26, 1974:

So these saintly persons were also advising, Vyāsadeva, and vyāsādyaiḥ, not only Vyāsadeva. There were other big, big saintly persons. The monarchy, as it is conceived in the Vedic civilization, that is not this monarchy. Just like we have got experience in the history, a monarch means get money and spend it for wine and woman. Not that kind of monarch. Monarchy means the king... The ideal monarchy—Mahārāja Yudhiṣṭhira, Mahārāja Parīkṣit—they were very much advanced in spiritual knowledge, in administrative knowledge, in economic development. Everything, perfectly they were educated, and they were being guided by saintly persons like vyāsādyaiḥ. Vyāsādyaiḥ. Mahārāja Rāmacandra was being guided by Vasiṣṭha. So the kings were guided by a committee of saintly persons.

This monarchy is different. People now, they have taken to democracy. Democracy is also mentioned in the Śrīmad-Bhāgavatam, that in the Kali-yuga there will be no more monarchy or the kingdom ruled by the kṣatriyas, but amongst the people who will be tricky, some way or other get the votes of the people, he will be seated on the throne.
Lecture on SB 1.8.46 -- Mayapura, October 26, 1974:

So this monarchy is different. People now, they have taken to democracy. Democracy is also mentioned in the Śrīmad-Bhāgavatam, that in the Kali-yuga there will be no more monarchy or the kingdom ruled by the kṣatriyas, but amongst the people who will be tricky, some way or other get the votes of the people, he will be seated on the throne. That is stated. Some way or other. So therefore, people are in trouble because so many rascals, they somehow or other manage to get some vote and become the president and minister and... So what they know? They do not know how to govern, how to bring peace in the country. But this monarchy, Mahārāja Yudhiṣṭhira, just see. Because for the sake of his personal interest so many have been killed, he was sorry. Just see. Not that some way or other, you divide India: "Let me become Prime Minister, that's all." We have got political information that in India when it was..., the proposal was for partition, Gandhi was completely against this partition.

Actually, by monarchy, the pious king, there was unity all over the world.
Lecture on SB 1.8.46 -- Mayapura, October 26, 1974:

Formerly Bhāratavarṣa meant this whole planet, not this small tract of land. Now it is called India. But the Bhāratavarṣa means the whole planet, this planet. There was one flag. Up to Mahārāja Parīkṣit there was one flag, not like at present there are hundreds and thousands of flags. You Americans, you know. In New York, when we pass through that United Nation building, we see so many flags are there. They are united, but everywhere the flag is increasing, disunited. Not like that. Actually, by monarchy, the pious king, there was unity all over the world. All over the world. And in the Battlefield of Kurukṣetra it was a family fight, so all the kings of different parts of the world, they joined this side or that side. That is mentioned in the Bhagavad-gītā.

Don't think that because there was monarchy, they were all autocrat. No. If the brāhmaṇas would not agree, then they won't do.
Lecture on SB 1.9.2 -- Los Angeles, May 16, 1973:

All the kṣatriyas, kings, would be always accompanied by hoards of brāhmaṇas. As soon as they required any instruction, immediately consult the brāhmaṇas, and they gave good advice: "Do like this." This is the business of the brāhmaṇa. And the kings, they would not do anything without consulting. Don't think that because there was monarchy, they were all autocrat. No. If the brāhmaṇas would not agree, then they won't do. The brāhmaṇa's community, all saintly persons and learned scholars, brāhmaṇas... There was a committee, and the king would take their advice how to manipulate the political affairs or administration, and they would consult standard books. Just like nowadays the rascals, every day they are changing some law. Somebody told me, where? In Africa, every week there is change of the cabinet, every week. Means so full of rascals. So one rascal will fight with another rascal. So there is no stability of government.

The monarchy, as soon as it becomes a personal property... The kings thought that "This kingdom is mine. I can do whatever I like, and still, the kingdom is mine." Then the monarchy was failure.
Lecture on SB 1.9.49 -- Mayapura, June 15, 1973:

So the monarchy, as soon as it becomes a personal property... The kings thought that "This kingdom is mine. I can do whatever I like, and still, the kingdom is mine." Then the monarchy was failure. Then from the whole world, the monarchy is now wiped out. But the so-called democracy is no good. Because democracy means by votes. So the votes are given by the rascal śūdras. So what is the meaning of electing somebody if the vote givers are also rascal and fool, and the vote-taker is a big food, big rascal, that's all? He manages something, somehow or other to take the votes. Therefore, you see, dacoit is going on. The government is there, and at night you are not secure. You have to take care of yourself, whether dacoits are coming or not. And they are coming. So what is the meaning of this government? If the dacoits are there, rogues are there, thieves are there, miscreants are there, so what is the meaning of government? No. At the present moment the government means that the same rogues and rascals come to become minister and take fat salary and sleep, and you take care of yourself. That is going on.

Just like your President Nixon is now detected, so many things. The monarchy was not like that.
Lecture on SB 1.10.3 -- Mayapura, June 18, 1973:

So here is a responsible monarch, Mahārāja Yudhiṣṭhira. It is not that some rascal gets some votes and some way or other he sits on the president's chair and secretly doing all nonsense. Just like your President Nixon is now detected, so many things. The monarchy was not like that. Here it is clearly said, pravṛtta-vijñāna-vidhūta-vibhramaḥ. Vijñāna-vidhūta. Mahārāja Yudhiṣṭhira was thinking that "For me, so many people have been killed. So I have become very, very much sinful. I am not fit for sitting on the throne, such responsible throne." But his misgivings were dissipated by the words of Bhīṣma.

Mahārāja Yudhiṣṭhira also, when he was assured that "I am also protected by Kṛṣṇa, I am also enlightened by the instruction of Bhīṣma;" when everything was in complete, then he accepted the throne. This is monarchy.
Lecture on SB 1.10.3 -- Mayapura, June 18, 1973:

Here it is said, śaśāsa gām indra iva. Indra. Indra, the demigods, they are always protected by Viṣṇu, always protected. Whenever there is fight between the demigods and demons, Lord Viṣṇu takes the side of the demigods. Therefore Indra is ajita-āśraya. He is confident that "I am protected by Lord Viṣṇu, Ajita." Similarly, Mahārāja Yudhiṣṭhira also, when he was assured that "I am also protected by Kṛṣṇa, I am also enlightened by the instruction of Bhīṣma; my brothers, such big brothers, Bhīma, Arjuna, they will follow my instruction," in this way, when everything was in complete, vijñāna-vidhūta-vibhramaḥ, then he accepted the throne. This is monarchy. This is king.

Let this king follow Mahārāja Yudhiṣṭhira and show an example of how monarchy can make a perfect state.
Lecture on SB 1.10.3-4 -- Tehran, March 13, 1975:

The conception of one world state can only be fulfilled if we can follow the infallible authority. An imperfect human being cannot create an ideology acceptable to everyone. Only the perfect and the infallible can create a program which is applicable at every place and can be followed by all in the world. It is the person who rules, and not the impersonal government. If the person is perfect, the government is perfect. If the person is a fool, the government is a fool's paradise. That is the law of nature. There are so many stories of imperfect kings or executive heads. Therefore, the executive head must be a trained person like Mahārāja Yudhiṣṭhira, and he must have the full autocratic power to rule over the world. The conception of a world state can take shape only under the regime of a perfect king like Mahārāja Yudhiṣṭhira. The world was happy in those days because there were kings like Mahārāja Yudhiṣṭhira to rule over the world." Let this king follow Mahārāja Yudhiṣṭhira and show an example of how monarchy can make a perfect state. There is instruction in the śāstras, and if he follows, he can do that. He has got the power.

The monarchy's finished. But what is the benefit by finishing this monarchy? The democracy, that is another set of rascals.

The rascal, so-called kings, they think that "It is my property. Let me tax the people to the extreme and take the money and enjoy in drinking and enjoying women." Therefore the monarchy's finished. But what is the benefit by finishing this monarchy? The democracy, that is another set of rascals. There was one rascal. Now hundreds of rascals. That is the benefit. Hundreds of rascals, they go and form the democratic government, minister. There is dacoitry. There is rising of the rogues and thieves, and they're enjoying fat salary. So at the present moment we are in a very precarious condition so far the government is concerned. People may say that I am speaking against government, but I am just comparing the government of Mahārāja Yudhiṣṭhira and the present. If, if... I am not doing anything in my imagination... These are the things. Actually that is the thing. And if the king is right, if the king is dharmic, proper representative of God, then supply, there is no limit of supply.

The emperor should be representative of God. He should be qualified, fully qualified. That was the Vedic system. Monarchy, but fully qualified.

So the emperor should be representative of God. He should be qualified, fully qualified. That was the Vedic system. Monarchy, but fully qualified. Therefore he could maintain the kingdom. So how this knowledge can be gotten unless one is trained by dvija-varya-śikṣayā, first-class learned brāhmaṇas? One has to learn from him, not from the rascals, fools, cats and dogs, No. That is not learning. Dvija-varya-śikṣayā. So Parīkṣit Mahārāja, his first qualification is... Not only Parīkṣit Mahārāja, but all the kings during the monarchy. Monarchy does not mean because he is the son of king, therefore he should be king. No. He should be fully trained up by the dvija-varya, by the best class of brāhmaṇas. That is monarchy. So Parīkṣit Mahārāja... Tataḥ... Tataḥ means "thereafter." After his fathers—means pañca-pāṇḍava, his father and uncles—retired and left kingdom, entrusting everything to the grandchild... Because their sons all died in the Battle of Kurukṣetra. Parīkṣit Mahārāja, only he was saved because he was a posthumous child. After the death of his father in the Battlefield of Kurukṣetra, he was in the womb of his mother. He took birth. And these grandfathers took care of him. This is Parīkṣit Mahārāja's life.

The best ruling is monarchy, and monarch means he must be a perfectly trained-up person by the best brāhmaṇas.

Mahīm means the earthly planet. This is the history. From Mahā-bhāgavata, er, Mahābhārata we understand that, that the whole world was under one flag, these Pāṇḍavas. Now United Nations means three thousand flags, three thousand nations. So that is not democracy, or that is not good ruling. The best ruling is monarchy, and monarch means he must be a perfectly trained-up person by the best brāhmaṇas. That is perfect government. Not that this democracy, some rascals and fools they are voting another rascal and fool, and by hook and crook he comes to the post. He does not like to give it up, and makes things very miserable. There are many examples of rājarṣi. Just like Rājarṣi Janaka, Janaka Mahārāja, Rājarṣi Prahlāda Mahārāja, Rājarṣi Dhruva Mahārāja, Rājarṣi Yudhiṣṭhira Mahārāja, Rājarṣi Parīkṣit Mahārāja. All the kings almost, when monarchy was accepted... And that is the only thing. Monarchy must be accepted. But at the present moment democracy means abolish monarchy and elect a rascal as monarch. So Indra is materially very opulent, although they are after material enjoyment. You cannot compare their material enjoyment with this material enjoyment on this earthly planet.

Just like in England, now the royal monarchy is finished all over the world... Even there is monarchy in some countries... Just like in England there is monarchy.

So in the Kali-yuga the śūdras... Śūdra means the last. Less than śūdra, the caṇḍāla, they are taking the part of kṣatriya or brāhmaṇa or vaiśya. That is the effect of this Kali-yuga. Therefore it is very lamentable. One must be trained up. This very word kṣatra-bandhu means even though one is in the royal family, but he cannot administer. Just like in England, now the royal monarchy is finished all over the world... Even there is monarchy in some countries... Just like in England there is monarchy. The queen is there. But the queen is also uneducated. She does not know how to rule. It is an official post only. The parliamentary sanction, simply she signs, that's all. She has no power to rule over. So power or no power, in Kali-yuga, the administration will be done by less qualified, no qualification. Kim kṣatra-bandhūn kalinā upasṛṣṭān. The system will be disturbed on account of this Kali-yuga. Kalinā upasṛṣṭān rāṣṭrāṇi. Rāṣṭrāṇi means states. Tair avaropitāni, put into disorder.

Even in this day of democracy—we have abolished the system of monarchy—but still, they select somebody to become a monarch, a king, or to occupy the post of the king.

There were many rājarṣis. Rājarṣi means although they're occupying the royal position... Rāja. Rāja and prajā. Rāja means king or the ruler. Here is also regulative principle. Why a king is accepted? Why a governor is accepted? Why a president is...? Even in this day of democracy—we have abolished the system of monarchy—but still, they select somebody to become a monarch, a king, or to occupy the post of the king. That is called president. Why? Because unless there is one head, or on the head of the government, who can actually control... Control means whether citizens are following, executing the rules and regulation, the law of the state. Lecture on SB 2.3.21 -- Los Angeles, June 18, 1972:

The same disease. Up to the end, the same disease. God means "enjoyer." So this disease can be cured only by surrender. That is the only medicine. Therefore Kṛṣṇa says, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). Here, also, the same thing: bhāraḥ paraṁ paṭṭa-kirīṭa-juṣṭam. A princely order, a king, he has been given the chance of ruling over, over a kingdom, but if he forgets his position, he actually becomes the proprietor, then this kingdom will be burden. Just like it became so in the case of Rāvaṇa, and he was finished. Similarly, as soon as the kings of the world became puffed up with their false power, the monarchy is now finished. Karṇa, he gave his son to be sacrificed. A brāhmaṇa asked that "I want your son to be sacrificed by you." He was incarnation of God. He tested Karṇa's charity. He was very charitable, so he asked him that "I want your son, and you shall sacrifice, you both, husband and wife." He agreed, Karṇa, "Yes, I'll do that." So there was some test like that. So actually, formerly, the kings, they possessed their kingdom just to manage, not thinking "It is my property. I am the king." As soon as the kings thought like that, the monarchy finished. The king never thought like that. He thought himself as appointed agent of God, king. So he never thought. So Par... Śuka. . . Pṛthu Mahārāja said that "Nothing belongs to me, and even if I can pay from my treasury, so I cannot actually pay for the benefit I have derived from you. Therefore, the only way I can pay—that I surrender unto you. You can utilize me in any way." So, tad viddhi praṇipātena paripraśnena sevayā (BG 4.34). Therefore the disciple's duty is to be ready always to serve the spiritual master, at any cost.

Up to Mahārāja Parīkṣit they were trained up in such a way. Although it was monarchy, one man's control, but that man is not ordinary man.

Therefore the bhagavat-tattva, or Bhagavān, can be understood by the paramparā system. Anu. Evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). Rājarṣayaḥ. Formerly, the kings, they were rāja, at the same time great saintly persons, ṛṣi. They were not ordinary this king, Nawab Shah, engaged in drinking and dancing. No. They were all ṛṣis, all ṛṣis. Here the important point is about monarchy. There are different types of government, of which monarchy is the most prominent style. Formerly everywhere, all over the world, the monarchy was prevalent. Even up to date some of the countries, they are maintaining monarchy but only in name actually. The monarch has no power. So monarchy is good so long the king is as ideal as Bharata Mahārāja, Ṛṣabhadeva, Mahārāja Yudhiṣṭhira, Mahārāja Parīkṣit, Lord Rāmacandra. That is the perfect type of monarchy. We have description of Rāma-rājya. We have got the word nowadays. They sometimes use Rāma-rājya party, but without Rāma. This is their policy. Where is that Rāma? When Lord Rāmacandra returned from the forest, His brother, Bharata, was ruling as a saintly person. But as soon as the eldest brother came back, He entreated that "Now You sit down on the throne." But He first of all tested what kind of people in generally there are in the Ayodhyā. So when He understood that all the citizens, they are strictly following the varṇāśrama-dharma, then He agreed to accept the throne.

Government's duty is to collect tax, heavily tax. But the money should be distributed to all the citizens. That is the way, not that I collect tax and I engage it in my sense gratification. This is the cause of falling down of monarchy system.

Formerly the kings, they would distribute! money like anything. They would collect money by taxing, but at the same time, they would distribute. The example is given in the case of Mahārāja Daśaratha, that he was exacting taxes just like the sunshine exacts water from the sea, and it turns into cloud and it distributes all over the planet. Similarly, the kṣatriya's duty is to collect... Government's duty is to collect tax, heavily tax. But the money should be distributed to all the citizens by different way. That is the way, dāna-bhāva-jam, not that I collect tax and I engage it in my sense gratification; I employ three hundred prostitutes for dancing before me. These are... This is the cause of falling down of monarchy system. Therefore people are in democracy. And the democracy is also failure. Every democratic member has become another debauchee. So therefore it is coming down to Communism, dictatorship. You see? So in this way things are changing. But actually, if they follow the symptoms of a kṣatriya, then it is good for the kṣatriya king and the citizens.

Just like at the present moment the president, they don't care for public opinion, irresponsible. They say, "Responsible government." They are most irresponsible. But formerly, although there was monarchy, they were very much responsible. As soon as there was some criticism from the public, Rāmacandra at once banished Sītā: "Oh, I cannot live with Sītā. Public opinion is against it." Just see. He is following the rules and regulations. His father told Him, "My dear boy, I wish that instead of being enthroned, please go to the forest." "All right, it is your order. I must carry." Just see. He is following the principle. He is ideal... Rāmacandra is ideal king means He has followed the principle of moral codes. But Kṛṣṇa's behavior, you will find there is no moral code. He is free. At night He is calling girls, "Come on," and dance with Him. They were coming. From material point of view it is immoral, at least in India. But He is free. Rāmacandra accepted one wife. He accepted sixteen thousand wives.

A leader, the supreme leader of all living entities—God, or whatever you say, the Absolute Truth, the Absolute Person. Generally, we say God. God is also a person like you and me. Just like whenever you find out some leader, he must be a person. Impersonal cannot be leader. Is there any instance... In the modern history they have abolished monarchy, personal government. They have got democratic government or republican government. But still, they have to find out a president. Why? Why not without president? No. That cannot be done. There must be one leader. Any movement, any organization, there must be. And he must be a person. So you can judge from this how God can be imperson? He's person. And Vedic literature informs that He's a person like you and me.

In the days of monarchical king, government, the monarch or the king is head of the government. He is authority.

We cannot say anything which is not accepted by the authorities coming from Kṛṣṇa. And in the Bhagavad-gītā Kṛṣṇa recommends this process of knowledge: evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). "This knowledge, formerly, all the great saintly kings..." Formerly, there was monarchy. Just like nowadays also, the government is authority. Your President is authority. Our Vedic culture is divided into four varṇas: brāhmaṇa kṣatriya vaiśya śūdra. Unfortunately we are simply manufacturing śūdras, not brāhmaṇas. That is the defect of modern education. Śūdra, śūdra means paricaryātmakam kāryaṁ śūdra karma svabhāva-jam (BG 18.44). After education, every (indistinct) is hankering after a service. That is śūdra karma svabhāva-jam. This is not perfect education. There must be brāhmaṇas who are independent. Cāṇakya Paṇḍita, whose name is still, still celebrated, he was prime minister of Mahārāja Candragupta, but he was not accepting a single paisa as salary. That was the, formerly, although there was monarchy, still there was a council of learned brāhmaṇas and sages. They used to advise the king. The brāhmaṇas did not take part in politics, but they gave advice, instruction to the kings, rājarṣi. Imaṁ rājarṣayoḥ viduḥ. The rājarṣi used to understand what is the values of life under the instruction of brāhmaṇas, and they execute the order of the brāhmaṇas. The people were happy. And because at the present moment such system is lost, people are confused and they are in frustration.

The effect of education should be peaceful mind, peaceful living. That is the duty of the parents, of the guardians, of the government. When there is monarchical government... We see from the reign of Prthu Mahārāja.

We see from the reign of Prthu Mahārāja. He was seeing that every brāhmaṇa is engaged in his occupational duty, every kṣatriya is employed, is engaged in occupational duty. Similarly vaiśya.
