SB 5.12.7, Purport:

The Lord incarnates and sets things in order when things are mismanaged by so-called kings and heads of government. As Kṛṣṇa says in Bhagavad-gītā, yadā yadā hi dharmasya glānir bhavati bhārata (BG 4.7). Of course this takes many years, but the principle is there. When the king or governmental head does not follow the proper principles, nature deals out the punishments in the forms of war, famine and so forth. Therefore if the governmental head is not aware of life's goal, he should not take charge of ruling the people. Actually the supreme proprietor of everything is Lord Viṣṇu. He is the maintainer of everyone. The king, the father, and the guardian are simply representatives of Lord Viṣṇu, empowered by Him to look after the management and maintain things. It is therefore the duty of the head of the state to maintain the general populace in such a way that people will ultimately know the goal of life. Na te viduḥ svārtha-gatiṁ hi viṣṇum (SB 7.5.31). Unfortunately the foolish governmental head and the general populace do not know that the ultimate goal of life is to understand and approach Lord Viṣṇu. Without this knowledge, everyone is in ignorance, and all society is crowded with cheaters and cheated.

When a Vaiṣṇava sees mismanagement in the government, he feels great compassion in his heart and tries his best to purify the situation by spreading the Hare Kṛṣṇa movement.
SB 6.2.3, Purport:

The king, or in modern times the government, should act as the guardian of the citizens by teaching them the proper goal of life. The human form of life is especially meant for realization of one's self and one's relationship with the Supreme Personality of Godhead because this cannot be realized in animal life. The duty of the government, therefore, is to take charge of training all the citizens in such a way that by a gradual process they will be elevated to the spiritual platform and will realize the self and his relationship with God. This principle was followed by kings like Mahārāja Yudhiṣṭhira, Mahārāja Parīkṣit, Lord Rāmacandra, Mahārāja Ambarīṣa and Prahlāda Mahārāja. The leaders of the government must be very honest and religious because otherwise all the affairs of the state will suffer. Unfortunately, in the name of democracy, rogues and thieves are electing other rogues and thieves to the most important posts in the government. Recently this has been proven in America, where the president had to be condemned and dragged down from his post by the citizens. This is only one case, but there are many others. Because of the importance of the Kṛṣṇa consciousness movement, people should be Kṛṣṇa conscious and should not vote for anyone who is not Kṛṣṇa conscious. Then there will be actual peace and prosperity in the state. When a Vaiṣṇava sees mismanagement in the government, he feels great compassion in his heart and tries his best to purify the situation by spreading the Hare Kṛṣṇa movement.

Then the great sages and brāhmaṇas, because without king there was irregularities in the kingdom... Just like we have got experience. If there is no good government, strong government, the rogues, thieves, smugglers and so many other disrupting elements, they will grow. Because they are always existing. They find out the opportunity. As soon as there is some revolution, political upsurge, or mismanagement of the government, these undesirable elements, they come out. So when the father of Veṇa Mahārāja left home, the kingdom became unruly. Due to mismanagement of the government, people will have no regular principle even for taking bath or eating or sleeping or sexual intercourse.

Due to mismanagement of the government, people will have no regular principle even for taking bath or eating or sleeping or sexual intercourse. And another point is here, that vyavāya unmukha-jīva-lokam. They can give up eating, they can give up sleeping, they can give up everything, but cannot give up sex life. And the Vedic civilization is to avoid sex life. Just like these hippies. Hippy means they have given up bathing, given up eating, given up sleeping, but they cannot give up sex life. And everyone, not only the hippies... Vyavāyonmukha. Ultimately, so many yogis, incarnation and others, others, are coming in your country, but they cannot give up the sex life. You have seen advertisement, so many yogis, they are having sex life. So many incarnation of God. (laughter) Having sex life. You see? Big, big sannyāsīs, swamis. Long, long ago some swami came here. He returned with three woman, and we do not wish to discuss. Many more. You see. The sex life is very strong in this material, in this age. But sex life should be regulated. Not that anywhere and everywhere, or any time. Therefore the population is unwanted population. One irregular sex life produced the Hiraṇyakaśipu. Hiraṇyakaśipu's mother became very sexually agitated, and she wanted to sex, with her husband (have) intercourse. And just in the evening. Kaśyapa Muni, he said, "No, no, this is not the time, proper time." But she was insistent. So the result was two demons were born.

General Lectures

If there is some mismanagement, you can say there is no government, but if there is nice management, how you can say there is no government? So God is there. You do not know God.

Real advancement means to know God. That is advancement. If you are lacking that knowledge, what is God... And because you cannot understand... There are so many rascals, they are denying the existence of God. That is very nice. If there is no God, then they can go on with their sinful activities unrestricted: "There is no God. Very nice." But simply by your denying, God will not die. God is there. God is there, His administration is there. By His order, the sun is rising, the moon is rising, the water is flowing. The ocean is abiding by His order. Everything under His order, everything going on nicely, without any change. How you can say God is dead? If there is some mismanagement, you can say there is no government, but if there is nice management, how you can say there is no government? So God is there. You do not know God. Therefore some of you say that "God is dead," "There is no God," "God has no form," "God is zero," so many things. But no. We are firmly convinced that there is God, and Kṛṣṇa is God, and we are worshiping Him. That is Kṛṣṇa consciousness movement. Try to understand it. Thank you very much.

There is no king; all rogues and thieves are in the government. Mismanagement. It is the government duty to see that everyone is doing nicely so that they can live peacefully, happily. There must be direction.

Prabhupāda: That is due to misgovernment. There is no king; all rogues and thieves are in the government. Mismanagement. It is the government duty to see that everyone is doing nicely so that they can live peacefully, happily. There must be direction. Just like parentless children. Nobody is to take care; they'll be wretched. So India's position is like that. The parentless children. There is no good government. And they supply this control wheat that is not even touchable. Unfit for human consumption.
