There are many spiritual masters, but Ṛṣabhadeva advises that one should not become a spiritual master if he is unable to save his disciple from the path of birth and death.
SB 5.5.18, Purport:

There are many spiritual masters, but Ṛṣabhadeva advises that one should not become a spiritual master if he is unable to save his disciple from the path of birth and death. Unless one is a pure devotee of Kṛṣṇa, he cannot save himself from the path of repeated birth and death. Tyaktvā dehaṁ punar janma naiti mām eti so'rjuna (BG 4.9). One can stop birth and death only by returning home, back to Godhead. However, who can go back to Godhead unless he understands the Supreme Lord in truth? Janma karma ca me divyam evaṁ yo vetti tattvataḥ (BG 4.9).

The brāhmaṇa said: My dear King, with my intelligence I have taken shelter of many spiritual masters. Having gained transcendental understanding from them, I now wander about the earth in a liberated condition. Please listen as I describe them to you.

"If a man is sufficiently educated in student life under the guidance of a proper teacher, his life becomes successful in the future. He can very easily cross over the ocean of nescience, and he is not subject to the influence of the illusory energy. My dear friend, everyone should consider his father to be his first teacher because by the mercy of one's father one gets this body. The father is therefore the natural spiritual master. Our next spiritual master is he who initiates us into transcendental knowledge, and he is to be worshiped as much as I am. The spiritual master may be more than one. The spiritual master who instructs the disciple about spiritual matters is called the śikṣā-guru, and the spiritual master who initiates the disciple is called the dīkṣā-guru. Both of them are My representatives. There may be many spiritual masters who instruct, but the initiator spiritual master is one. A human being who takes advantage of these spiritual masters and, receiving proper knowledge from them, crosses the ocean of material existence is to be understood as having properly utilized his human form of life. He has practical knowledge that the ultimate interest of life, which is to be gained only in this human form, is to achieve spiritual perfection and thus be transferred back home, back to Godhead."

Because there may be many spiritual master, but if their business is one—to satisfy Kṛṣṇa—although they're many, they're one. Although they're many, they are still one.
Lecture on SB 1.16.36 -- Tokyo, January 30, 1974:

If the spiritual master does not know what is actually to be done, what is actually not to be done, and he acts against the rules and regulations of the śāstra, then such spiritual master may be given up. But so long you do not find the spiritual master is doing against the principles of śāstra or guru, then if you give up the company of spiritual master, that is not good for you. That is your downfall. First of all, you must take sufficient time to study the movements of a spiritual master. Spiritual master is one—the spiritual master. Because there may be many spiritual master, but if their business is one—to satisfy Kṛṣṇa—although they're many, they're one. Although they're many, they are still one. The principle is one: to satisfy Kṛṣṇa. Such is the position of spiritual master, that yasya prasādād bhagavat-prasādaḥ: ** if you try to please your spiritual master, then God, Kṛṣṇa, becomes pleased. That is natural.

Nectar of Devotion Lectures

A spiritual master takes his disciples as his spiritual master. That is the position. He thinks that "Kṛṣṇa has sent me so many spiritual masters." He does not think himself as spiritual master.
The Nectar of Devotion -- Vrndavana, October 23, 1972:

Those who are learned devotees, advanced devotees, they also accept this that spiritual master should be treated as good as Hari, the Supreme Person. Why? Now...

But the spiritual master does not think of himself as Hari. Although he's offered the respect of Hari, he thinks himself as humble servant of Hari and all others. A spiritual master takes his devo..., disciples as his spiritual master. That is the position. He thinks that "Kṛṣṇa has sent me so many spiritual masters." He does not think himself as spiritual master. He thinks himself their servant. Because they have to be trained. Kṛṣṇa has appointed him to train them. Therefore he thinks himself as servant of the disciples. This is the position. So when one is advanced, he can see the importance of devotees.

There are many spiritual masters in the world.
Room Conversation -- May 4, 1972, Mexico:

Martin: But there are many spiritual masters in the world. Each says...

Prabhupāda: Each says, but you have to judge. Just like when you go to purchase two shillings' worth goods, you go to different stores. Everyone says, "Oh, my thing is very nice." But you have to judge which one is best. That depends on you. If you are a fool, then somebody will cheat you. And if you are not a fool, then you will know... Just like these rascals, they call themselves God. Such a fool can cheat another fool only. But one who knows what is God, he'll not accept it. One who knows Kṛṣṇa, he'll not accept him as God. He'll immediately compare, "What you have done like Kṛṣṇa or better than Kṛṣṇa that I shall accept you God? We have already our God, Kṛṣṇa. Now you prove that you are better than Kṛṣṇa or equal to Kṛṣṇa." That he cannot, so why I shall accept him as God? Why shall I accept him as spiritual master? That depends on your intelligence. If you are less intelligent, then you'll be cheated by this false God. So everyone has got intelligence, individuality, power of understanding, so you should try to use them, and then you can understand.

The subject matter itself is difficult. Therefore you don't find many spiritual masters.
Evening Darsana -- August 12, 1976, Tehran:

Prabhupāda: The subject matter itself is difficult. Therefore ordinary persons or a little advanced person cannot understand. And unless one is fully aware of Kṛṣṇa, one cannot become spiritual master. The subject matter itself is difficult. Therefore you don't find many spiritual masters.

Pradyumna:

gurur na sa syāt sva-jano na sa syāt
pitā na sa syāj jananī na sā syāt
daivaṁ na tat syān na patiś ca sa syān
na mocayed yaù samupeta-måtyum

"One who cannot deliver his dependents from the path of repeated birth and death should never become a spiritual master, a father, a husband, a mother or a worshipable demigod."

Prabhupāda: So how he's father? What is the purport?

Tamāla Kṛṣṇa: Read the purport.

Pradyumna: "There are many spiritual masters, but Ṛṣabhadeva..." (break)

Prabhupāda: And who is father according to that definition? This is our formula.

Ādi-keśava: They argue sometimes. They say, "You are saying that you guru..."

Prabhupāda: You are argue your point, but our argument is here. You are arguing from your point of view, and we shall argue from our point of view. Unless the father releases the son from the cycle of birth and death, he's not father. This is our formula.
