Lecture on BG 1.1 -- London, July 7, 1973:

So what is the rightful ownership of the living entity? That is to be understood. Birthright, what is called birthright. Just like everyone has got right to live under the protection of the government, everyone. That is good government. Government should give security of life and property. That is government. Not only for the human being, but even for the ant. This is government. Not that I give protection to my brother, and not to others. That is not... Just like Parīkṣit Mahārāja, he was giving protection to the animals also. When he was on his tour, as soon as he saw that a black man was trying to kill one cow, oh, immediately he took his sword, "Who are you? You are trying to kill?" So this is good government. Unless the government is equal to everyone... Just like God is equal to everyone. The king or the government must be representative of God.

Lecture on BG 1.1 -- London, July 7, 1973:

So formerly, when there was fight between two kings, it is on the principle that who is giving good protection to the citizens, not for personal profit. Who is able to give good protection, life, security for life and property, he should become king. So these persons, this Dhṛtarāṣṭra and his sons, they were jealous. How they could give protection to the citizens? They are themselves jealous. Just like nowadays, all these politicians, they are jealous. They cannot give any protection to the citizens. They are simply interested with their party politics. They have no time even to think how to give nice protection to the citizens so that they may feel happy always that "We have got good government. There is no cause of anxiety. We have got sufficient food, sufficient protection, sufficient opulence, everything sufficient." That is good government.

They are described in the Bhagavad-gītā, brāhmaṇa qualification, kṣatriya qualification, vaiśya qualification, śūdra qualification. So... Very nice arrangement, Vedic civilization. Everyone is guided by the superior. The brāhmaṇa guides the kṣatriyas, the kṣatriya guides the vaiśyas, and the vaiśya employs the śūdras. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). In this way, four divisions of brāhmaṇa, kṣatriya, vaiśya, they manage the whole society so nicely. The kṣatriyas, as the kṣatriya's business was to give protection to the citizens, similarly, vaiśya's duty was to give protection to the animals. Kṛṣi-go-rakṣya-vāṇijyaṁ vaiśya-karma svabhāva-jam (BG 18.44).

Vaiśya, they should engage themselves in agricultural production and giving protection to the cows, especially mentioned, go-rakṣya. Go-rakṣya, cow protection, is one of the items of state affairs. And now there is no cow protection. Poor cows, they deliver milk, and later on they become slaughtered. How much sinful the modern society is, and they still want peace and prosperity. That is not possible. The society must be divided—brāhmaṇa, kṣatriya, vaiśya, śūdra—and they must execute their proper duty. And the vaiśyas, they should give protection to the cows. And the śūdras, they should work under the direction of the higher three divisions. In this way there will be nice management.

he next point is that Arjuna wanted to see with whom he had to fight. He had no desire to fight. That will be explained. He was fighting unwillingly. Unwillingly. Because he is a Vaiṣṇava, unnecessarily he does not want to kill, although he is kṣatriya. It is his duty. Whenever there is discrepancy, killing, as representative of Kṛṣṇa... Kṛṣṇa has got two business. Paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtam (BG 4.8). He has got two businesses. One business is to give protection to the devotees, sādhu, sādhu. Sādhu means devotee. Sādhu does not mean simply by changing dress, saffron color, and smoking beedies. That is not sādhu. Sādhu means devotee.

This is kṣatriya's business. So... But there is no kṣatriya now because so many cows are being killed. Nobody is protesting. It is the duty of the kṣatriya to protect every living entity born in the land, in his kingdom. It is not that, as it is going on now, that only the human beings should be protected and not the animals. No animal could be killed except in sacrifice, as prescribed. Unnecessarily, there was no need of killing animals. That is great sin.

Lecture on BG 2.2-6 -- Ahmedabad, December 11, 1972:

Guru means as king is the representative for giving protection to the people, similarly, a guru or brāhmaṇa is also meant for giving protection to the people from spiritual side. The king, kṣatriya, is meant for giving protection to the people from material side. The vaiśya is to produce from the material side. Everything is systematically arranged. So brāhmaṇa means the intelligent class of men, kṣatriya means the administrative class of men, and vaiśya means the productive class of men, and the śūdra means ordinary worker.

The next class is called the kṣatriya. Just like when somebody comes to attack you, first of all your brain gives you dictation, "Now this man is coming to attack you. You spread your hand." You call it by different names, but there must be such division. As I told you, there are divisions in my own body—the brain department, the arms department, the belly department, and the leg department. So poison is poison, but sometimes it requires as medicine administration. Similarly, violence, killing is bad. But there is circumstances where violence is righteous, religious. Therefore Kṛṣṇa says dharmyāddhi-yuddha. So it is the kṣatriya. Kṣatriya means who gives protection the citizens from being hurt by the irreligious person. That is called kṣatriya. Kṣat. Kṣat means injury, and tra means deliver. Just like Mahārāja Parīkṣit. When he saw that a black man Kali was going to kill a cow, so he was going to inflict injury to the cow, and immediately Mahārāja Parīkṣit took his sword, that to give protection to the cow from the injury of black man. So that violence required. Tit for tat. One who is going to commit violence unnecessarily, the king, government, should immediately take the sword and kill that person. That is government's duty. Had it been Vedic culture prevailing now, all these persons who are unnecessarily killing the cows in the slaughterhouse, they would have been killed by the king. "You have done so sinful." So that kind of killing is pious. To give protection innocent citizen or animals from being injured by the rascals, the government or the king should take his sword and kill immediately.

As the king was entrusted to protect the life of the citizens, similarly, the vaiśya class, or the mercantile class, they were entrusted to protect the life of cow. Why particularly cow is protected? Because milk is very essential food for the human society, therefore cow protection is the duty of the human society. That is the conception of Vedic literature.

Ātma-mātā guroḥ patnī brāhmaṇī rāja-patnikā. Rāja-patnikā means a queen. And now there is no king, queen, but formerly there was king and queen. So queen is also mother because king is father. He is giving protection to the citizens.

So it is the duty of the brāhmaṇa, it is the duty of the father, it is the duty of the public leader, it is the duty of the government to see that everyone is engaged, everyone is employed. As a brāhmaṇa, he must be engaged in studying Vedic literature for instructing others. That is brāhmaṇa's business. And kṣatriya's business is to give protection. Just like Kṛṣṇa was playing as a kṣatriya in Dvārakā. As soon as there is some attack, immediately whole family goes to fight—Kṛṣṇa, Balarāma, Pradyumna. You have seen in the Bhāgavata. So here the same thing is said, that what is the mission of Lord, why does He come down. Now, that is explained here. He says, paritrāṇāya sādhūnām: "I come down, I incarnate Myself, or I send My representative only for the protection of the saintly persons, sages." And vināśāya ca duṣkṛtām. Duṣkṛtām: "Of those who are miscreants, just to finish them." Lord Kṛṣṇa's mission, this was two things. Paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtām (BG 4.8). He wanted to establish Arjuna, the five brothers, the most pious, I mean, devotees and kṣatriyas, He wanted to establish them for ruling over this world, and He wanted to vanquish the party of Duryodana. That was His mission. Two things.

Just like it is the government's duty to give protection to the law-abiding citizen and to punish the outlaws. These two duties of the government. And the supreme government, Kṛṣṇa... Because wherefrom this idea came? The government rewards the law-abiding person, or gives protection, and the not law-abiding, there is also protection, but under punishment. So dharma means, as Kṛṣṇa says in the Bhagavad-gītā, sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). This is dharma. This is dharma. And our dharma, our characteristic is also there.

So as the woman or the child requires the protection of somebody, similarly, by nature we are under the protection of some leader. But that supreme leadership is vested in the Supreme Lord. And when we do not accept the leadership of the Supreme, then we have to accept somebody else, ABCD, as our leader and they will misguide us. Andhā yathāndhair upanīya... How they are misguiding, just try to understand. How our leaders are misguiding us, just try to understand.

Lecture on BG 4.11-12 -- New York, July 28, 1966:

And ye yathā māṁ prapadyante tāṁs tathaiva bhajāmy aham (BG 4.11). And we are already under the control of some leadership. That is a fact. Why should we not take exactly, directly, the leadership of Kṛṣṇa? This is the process. If you have got any doubt, that "Why should I take the leadership of Kṛṣṇa?" the answer is there in the Bhagavad-gītā. This is the real study of Bhagavad-gītā. In the Bhagavad-gītā the Lord says that "Arjuna, you are My dear friend. Therefore, although I have explained all the different branches of, I mean to say, spiritual cultivation, but the most confidential thing just I am telling you because you are My very dear friend." Sarva-dharmān parityajya: (BG 18.66) "Just give up everything, and just be surrendered unto Me. I shall give you all protection." So instead of accepting so many infidel or imperfect leadership, let us accept the leadership of Kṛṣṇa and make our life perfect. That is the whole philosophy.

The brain division is the brāhmaṇa, and the arm division is the kṣatriya, gives you protection. As soon as somebody is going to attack you, immediately, automatically you spread your hands. Kṣatriya. Kṣat means injury. In Hindu it is called kṣatra. So kṣat trāyate. A kṣatriya's business is one who can save you from being injured by others. That is kṣatriya. And brāhmaṇa means the intelligent class.

They don't see the defect. They're simply howling, bawling, "Oh, it has increased price". Why not, increased, price? There are millions of people in Bombay city. Who is producing food grain? But they are known as vaiśya. What kind of vaiśya? There is no brahminical culture; there is no brain. There is no kṣatriya who can give you protection. There are so many defects.

So for administrative class of men, it is a duty to protect the weak. Sometimes law and order required, violence. Just like the government maintains military, police force because sometimes they are required. So when government employs some police force, some military force, that does not means impious. That is required. Similarly, fighting or violence is not always impious. But a responsible person, he does not take violence unnecessarily. He considers things very nicely, and when there is no other alternative than to use violence, then he uses violence. Just like the government sometimes takes violence upon the citizens.

The kṣatriya, they should work just like kṣatriya. Because there will be some violence. Kṣat. So one who defends or protects from injury, that person also should be there in the society, kṣatriya. So on this basis the society must be divided.

To understand Kṛṣṇa or the Supreme Lord. So he's a brāhmaṇa. Why he should be called for the action of the arms? The arms for defending, that is kṣatriya. Of course, that is required. To protect the country, to protect the society, military arrangement should be there. Nobody disapproves. But not the brāhmaṇas. It is putting the horse before a cart. Horse is required for different purpose. Another beast of those, asses, mules and bulls, they are required for towing cart.

Because in India, according to the caste system, or varṇāśrama-dharma, the brāhmaṇa and kṣatriyas are considered to be the highest in the society, and the vaiśyas, a little less than them, and śūdras, they are not taken into account. In the similarly, woman class, they are taken as śūdra, śūdra. Just like the thread ceremony is given to the brāhmaṇa, kṣatriya, vaiśya, but there is no thread ceremony for the woman class. Just like in this body, the head, the arms, the belly and the legs, they are cooperating for the proper upkeep of the bodily health. Similarly, if we actually want the human society should be organized, then the intelligent class of men, the administrative class of men, the mercantile class of men, and the worker class of men, they should cooperate for understanding Kṛṣṇa, or God. Then there will be harmony in the human society. Without God consciousness, everyone will think "I am very important, others are not important. I should be given only protection, not others." No. As soon as you become Kṛṣṇa conscious, as soon as you become brahma-bhūtaḥ, then you'll see samaḥ sarveṣu bhūteṣu. Samaḥ, samaḥ means equality to all kinds of living entities. Srimad-Bhagavatam Lectures

Lecture on SB 1.2.5 -- Vrndavana, October 16, 1972:

So the sages in the Naimiṣāraṇya, their inquiry was that "After departure of Kṛṣṇa, the principles of religion, under whom they are now protected?" Religious principles should be protected. Therefore, Kṛṣṇa's another name is Dharmasetu: He protects. Yadā yadā hi dharmasya glānir bhavati bhārata, tadātmānaṁ sṛjāmy aham (BG 4.7). Just like it is the duty of the state, of the government, to give protection to the department of law and order, similarly Kṛṣṇa, or the Supreme Personality of Godhead, He gives protection to religious principles. But the world is so deteriorated that Kṛṣṇa comes, He gives protection, makes things in order, leaves His instruction... Just like when Kṛṣṇa came, He personally supervised the religious principles, and practically, He killed so many demons who were against religious principles. Demons means those who are against religious principles. And He left His instruction, Bhagavad-gītā, how to follow religious principles.

Everyone should see perfection of his particular duties. And that is recommended that hari-toṣaṇam. This the example is Arjuna Mahārāja. Arjuna is a kṣatriya. His duty is to fight, to give protection to the poor and to annihilate the disturbing element. That is kṣatriya's duty. So Arjuna was trained in that way—he was a soldier—but by his soldier's business, occupational duty, he satisfied Kṛṣṇa. He fought for Kṛṣṇa, not for his personal sense gratification. That is his test, saṁsiddhir hari-toṣaṇam (SB 1.2.13).

So, but if the upper four classes are in right order... The same example can be... If your upper portion of the body, the head and hands, you can protect, you can fight. But if the upper portion is cut off, your head is cut off, your hands are cut off, then no more fighting. You fall down. Is it not? So they do not know this science. At least in your country, create these two classes, brāhmaṇa and kṣatriya. The world will be saved, and you will be saved, and Kṛṣṇa will be pleased. Brāhmaṇa's business means that people should know what is God, what is our relationship with Him. That is brāhmaṇa's... And kṣatriya's business is to give protection to the people so that may all know what is God.

The whole material world is going on, impelled by rajo-guṇa and tamo-guṇa. Generally. Sattva-guṇa is very little. Especially in this age, practically there is no sattva-guṇa. Rajo-guṇa also, very little. Tamo-guṇa predominant. For this reason, śāstra says in this age most people are śūdras because there is scarcity of sattva-guṇa and rajo-guṇa. Brāhmaṇa-kṣatriya. Brāhmaṇas' activities and kṣatriya, practically nil. There is no protector. Kṣatriya means one who protects people from being injured. Therefore the kṣatriya class, they were royal families, and the brāhmaṇas, they were meant for giving spiritual education. Brahma jānāti iti brāhmaṇa. And the vaiśyas, they were meant for trading, agriculture and cow protection. As the kṣatriyas were interested, entrusted for protecting the citizens, similarly the vaiśyas were entrusted for protecting the cows.

So ataḥ pumbhir dvija-śreṣṭhā varṇāśrama... Varṇāśrama-vibhāgaśaḥ must be there. The present civilization is suffering because there is no such thing as varṇāśrama-vibhāgaśaḥ. There is no selection that there must be the most intelligent class of men, brāhmaṇa, the real kṣatriya who can give protection to the people, kṣatriya. That is real kṣatriya. And vaiśya who can actually give protection to the cows and produce agriculture, agricultural products and trade.

...as your production is there, give me twenty-five percent. I'll give you protection." That is kṣatriya business. Brāhmaṇa's business, teaching. And vaiśya: till the field, agriculture, get your food. Now, where is dependence? Only a śūdra, he cannot take up all these things. "Give me some service, sir. Give me some service."

The whole society is polluted. Actually, the whole human society is now conducted by the śūdras. But śūdras cannot run on government. That is not possible. Because that śūdra, your Nixon, is a śūdra, he is exalted post, therefore everything is not in order.

And how you can have good government by the śūdras? Kṣatriya required. Just like Mahārāja Parīkṣit. He was touring. As soon as he saw one man is killing cow, "Who are you, rascal, killing cow in my kingdom?" Kṣatriya. Give protection. Even to the cows. Prajā means one who has taken birth in that land. Why he should not be given protection? But because they are śūdras, they do not know what is the kṣatriya's duty, what is the government's duty. This is the position. Am I right or wrong?

Kṣatriyas means the statesman, protector, politician, diplomat, kṣatriyas. And there must be vaiśyas also, productive class of men. They must produce. Economic development, that is also required. Otherwise, how human society will go on? Not only intelligent class of men—the protector class of men, the productive class of men, and the worker class of men.

When killing is required, it is done by the kṣatriyas, not by the brāhmaṇas. Just like Viśvāmitra Muni, he was disturbed by the Tāḍakā rākṣasī. He was quite powerful. Even by cursing he could kill this Tāḍakā rākṣasī in the forest, but he did not do so. For killing the rākṣasī he approached Mahārāja Daśaratha. Because he is kṣatriya, he is the king. His business is to give protection to the disturbed citizens. Just like we apply to the magistrate, similarly the king is responsible. So he did not kill. Viśvāmitra formerly was kṣatriya, but since he became brāhmaṇa... By his endeavor in lifetime, he became a brāhmaṇa, a great sage, ṛṣi. So since he became brāhmaṇa, he was not interested in killing anyone. That is not brāhmaṇa's business. Brāhmaṇa's business is śamo damas titikṣā. Even if he is disturbed by somebody, titikṣā, he tolerates. Kāma-rūpa-tapasvin. He does not become... And when it is intolerable, he approaches the kṣatriya.

Lecture on SB 1.7.34-35 -- Vrndavana, September 28, 1976:

Especially in political matters, when the kṣatriyas are dealing, there is always violence. Without violence, kṣatriya has no meaning. Kṣat, kṣat means injury. Trāyate. Kṣatriya's duty is to save the citizen from being injured by others. That is kṣatriya. Even an animal. Animal..., just like this Kali was trying to kill cow. Mahārāja Parīkṣit was on his tour. He saw that a black man was trying to kill a cow. So immediately he took his sword, "Who are you, rascal? You are trying to kill a cow in my kingdom?" That is kṣatriya's duty. Kṣatriya's duty is to give protection from injury for the safety of the citizen. The citizen must feel safety, that "We have got such a nice king. There is no fear of anything." It is said in the Bhāgavatam there was no anxiety. The citizens should feel so much safe, that "We have such a nice king that we have no danger at all. Not being injured, not our property being stolen or injustice given." That is the real government—when the citizens will feel completely safe. That requires kṣatriya. Not these cāmāra, bhangis, and śūdras voted and become the president and minister. That will not be successful. That is not possible. There must be trained-up kṣatriyas, then there will be good government. Trained.

So nobody can protect anyone. That is not possible. Everyone has to take care of himself. This world is like that. Don't depend. Only Kṛṣṇa can protect you—nobody else. If you know this, then you are not pramatta. And if you do not know this, if you are a rascal, then you are pramatta. Only Kṛṣṇa. Kṛṣṇa therefore said, He gives assurance, that sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). Suhṛdaṁ sarva-bhūtānām: (BG 5.29) "I am the friend of everyone. I can give you protection." Ahaṁ tvāṁ sarva-pāpebhyo mokṣayiṣyāmi. So you have to take shelter of Kṛṣṇa, otherwise you are a pramatta, rascal, mūḍha. Kṛṣṇa is giving advice that "Do this." But we are rascals, pramatta. We think that "My son will give me protection, my wife will give protection, my friend will give me protection, my government will give protection." All these are nonsense, pramatta. This is the meaning of pramatta. Just try to understand.

Kṛṣṇa gives protection to everyone. Without His protection, nobody can live even for a single moment. That's a fact. So if you think that "Kṛṣṇa is giving protection to everyone; then what is the use of becoming a special devotee?" No, there is use. Just like the king gives protection to everyone, every one of the citizens. That is his duty. But he has got special protection for his own men. This is the distinction. This is not unnatural. One is directly engaged in the governor's or the president's service, so when he is in some difficulty, he has got special protection. Although President Nixon is giving protection as president to every citizens, but those who are personally associated with him, giving him the service, they are a special consideration. That is not unnatural. That is natural. That is not partiality.

If somebody says we are diplomats, poli..., yes, we are pure politicians. What is pure politicians? Politics requires violence. So annihilate the demons and give protection. The politics means two things. The state, government, what is that? Government gives protection to the good citizen, and those who are rogues, punish them. Law and order. Two things are there: maintenance and law and order. So similarly, our Kṛṣṇa consciousness is also the same thing. But so far we are concerned, because we are not in political power... Otherwise we have, would have followed the principles of Kṛṣṇa.

For a kṣatriya, killing is not sinful. For a brāhmaṇa, sacrificing an animal in the arena, that is not sinful. So it is all explained in the Bhagavad-gītā, sa doṣam api na tyajet (BG 18.48). Killing is bad, but a kṣatriya's business is to kill. Without killing, one cannot become perfect kṣatriya. Because he has to give protection, and there are so many demons, rascals. So if the king becomes nonviolent, how other citizens will be given protection? No.

So the king's business is as soon as he sees one undesirable element, immediately he would kill him. That is real protection. Just like when Parīkṣit Mahārāja was going on tour, he saw one black man was trying to kill a cow. Immediately saw, "Who are you? You are trying to kill cow in my kingdom? I shall kill you." He immediately took out his sword. This is king, that... Not that animals should not be given protection, only man should be given protection. No. Prajā. Prajā means one who taken birth in the kingdom. That is called prajā. So animal is also American, man is also American, but there is no protection for the animal by the government. So that kind of government, rascal government, was not there. Equal right. Your country says equality given. Why not equality to the animals? That is defect. It is due to, I mean to say, absence of Kṛṣṇa consciousness. A Kṛṣṇa conscious person will not distinguish like that.

So in politics there is no question of nonviolence. So a king, a protector, kṣatriya... Kṣatriya means kṣat... Kṣat means injury, injury. And tra, tra means deliver. So a kṣatriya's business is to deliver a person who is going to be injured. That is kṣatriya. Just like this cow was going to be injured, and as soon as Mahārāja Parīkṣit saw it, he immediately took his sword to kill him. So this is kṣatriya.

And he is thinking in this way, that "The sinful activity which I have done in this connection by killing their husbands or sons or father, even if I give some donation as welfare..."

Just like in your country there is welfare department. All these helpless girls are given some donation. He says, "That is not sufficient. That... By that way, I cannot compensate what harm I have done to them." That is... That is his con... "Even if I give some money, donation, they'll not be happy, because they have lost their protection." This is called responsible king. How much they are thinking. And similarly he was thinking for the children.

So a king must be very responsible for the citizens how they are happy. So Yudhiṣṭhira Mahārāja was that type of king. Every king was like that. It was the duty of the king to see. You have read already that during Yudhiṣṭhira Mahārāja's time there was no excessive heat or excessive cold, neither there was disease in the country. Because the king was so perfect, so pious, so God-conscious, that these things would not disturb. And the citizens, also, would abide by the orders of the king. So everything was very peaceful. Very peaceful. So without king, not like the present government officers, all rogues and simply take taxes and let the citizens go to hell. There is no protection for anyone, either for the children, either for the brāhmaṇas or for the women. No protection. "You go to hell. If you like, we can give you some contribution. That's all." No. The king must be so responsible that he should see to the comfort of the citizens, especially the brāhmaṇas, the children and the women. This was the duty of the king.

So if this fact is to be accepted, that anyone who takes birth on the land of America, he becomes immediately American, and the American government takes charge for his protection, so why this is restricted only for the human child? If this is definition, prajā, "one who takes birth," so the animals also take birth. The trees also take birth. So many other animals, other living entities, they also take birth.

It comes from Bhagavān, God. He gives these dharmas. And the king, the spiritual master, being representative of God, it is their duty how to guide people to develop that God consciousness. This is called human civilization, dharmeṇa. So it is the king's duty to observe his dharma, kṣatriya. Kṣatriya's duty is to give protection to the citizens, security of life and property, and guide them gradually to develop Kṛṣṇa consciousness. This is kṣatriya's duty. Brāhmaṇa's duty is to guide the kṣatriyas, whether he is actually executing his duty according to śāstra. That is brāhmaṇa's duty. Brāhmaṇa, kṣatriya, vaiśya, śūdra. Even at the time of Mahārāja Parīkṣit, grandson of Mahārāja Yudhiṣṭhira, so he condemned Kali. He was going to kill Kali because he was trying to kill a cow in the kingdom of Mahārāja Parīkṣit. So he surrendered, "Sir, I am also your subject. This is my business, to act sinfully. So you give me protection. Because you are king, you have to give protection to everyone." So, of course king has to give. So King Parīkṣit Mahārāja said that "You have to go out." But he said that "Where is your kingdom? But the Vedic culture is different from this. Woman is not given independence. And generally one man marries more than one wife. That is Vedic culture. Just like see Kṛṣṇa. Kṛṣṇa has 16,108. That is allowed. Kṛṣṇa was Personality of Godhead. He could maintain... Why sixteen? Sixteen millions wife. That is not difficult for Him. But even ordinary man, kṣatriyas especially, they used to marry more than one wife. Still. Not only wife, but one wife, one princess is married, and along with her, hundred, two hundred maidservants, they will go with the king. Just like when Vasudeva was married to Devakī, some hundreds of maidservant was given with. So women... The conclusion is that women are weak. They should be given protection. They should not be ill-treated. Just like a father gives protection to the children. It does not mean it is ill-treatment. There is no question of. But protection. Otherwise, abaleva, they can be victimized by any man, powerful, because man is powerful.

The protection... You don't expect protection from your so-called society, friendship and love, materially. When there is question of danger, you have to protect with your own strength. Therefore if we want actually protection, we should take protection of the Supreme, Kṛṣṇa, or His devotee. Kṛṣṇa is suhṛdaṁ sarva-bhūtānām.

What government is doing for the cats and dogs and the ants and the trees? They are not doing anything. Rather, they are cutting. When there is jungle, for their paper mill, they are cutting all the trees. No protection for the trees. They are all cutting all the throats of the cows and animals for eating. So the government cannot give protection. Nobody can give protection. Only Kṛṣṇa can give you protection. Therefore we should always seek the protection of Kṛṣṇa. That is our security, not any other thing.

Just like in state you cannot do anything without the sanction of the government, similarly the supreme state, the supreme order-giver, Kṛṣṇa or God, without His sanction we cannot do anything. But here it is said that mitho nighnanti bhūtāni bhāvayanti ca yan mithaḥ. Sometimes by His will we kill one another, and sometimes we give protection one another. So does it mean that in different time Kṛṣṇa is giving different intelligence? No. Kṛṣṇa's action is daiva, superior.

So God is not partial, He is impartial. Samo 'haṁ sarva-bhūteṣu na me dveṣyo 'sti na priyaḥ (BG 9.29). Nobody in the material world... Just like jail superintendent or the government. The government is not partial. Government is equal to everyone, but everyone is enjoying or suffering according to his own work. So that is reminded. That is reminded and sanction given that "This body, this being, killed you in your last life. Now I give you sanction, you can kill him." This is called nighnanti. Mitho nighnanti. And "This man gave you protection, so you give him protection." So what is the wrong there? There is nothing wrong. It is equal justice. Because... Don't think that because God or Kṛṣṇa gives sanction, viceṣṭitam, therefore He is partial.

Kṛṣṇa, when Arjuna was declining to fight, He chastised him that "This denial is anārya-juṣṭam. It is befitting for the anārya, those who are not advanced. One must do his duty. You are a kṣatriya, your duty is to fight to give protection to the citizen, so why you are denying this?"

So it is the duty of the king to see, to give protection from this onslaught of nature, to make the life successful. That is the duty of the king. That is the duty of the father. If the father, mother and the teacher, they do not give these children protection, then what is their future hope?

So it is the duty of the king, emperor... Immediately detected that "Why these poor animals are being killed? They are also subject to the laws of the state. Therefore because the protection was not given to the cows and the bulls, he immediately took him, that "This rascal is not a kṣatriya; he's a śūdra. Kali is to be punished.

According to Vedic culture, first protection—to the cows, to the women, to the brāhmaṇas, to the children, and to the old man. This is the first business of the government, to give protection. Practically, there is no criminal charge against them—against a brāhmaṇa, against a woman, a child. Suppose a child steals something. Who is going to prosecute him? It is not taken very seriously. So they require protection. They should not be given freedom. Like a child, he is not given freedom, similarly freedom... Of course, there is. Protection means to some extent no freedom. If I want to protect the child, then I sometimes say, "Don't do this." That is one of the items of the protection.

Control is already there, but they do not know because they are being governed by kṣatra-bandhūn. Kṣatra-bandhūn means kṣatriya. Kṣatriya means the ruling class. Kṣat, kṣat means injure, and trāyate, one who gives you protection from being injured. He's kṣatriya. It is the duty of the government that every citizen, never mind whether human being or animal, he may not be injured by anyone. That is responsible government. It is not responsible government that one poor animal, because he does not know how to give him protection, although there is government, he is taken away to the slaughterhouse. This is not government.

Here we see Mahārāja Parīkṣit, as soon as he saw that a cow was being attempted to be killed, immediately he took his sword..., "What are you, nonsense? You are killing my citizen." This is good government. This is good government. Why the cow is not national? He's also, she's also born in the land; so she's as important a national as you are. Kṛṣṇa has given her the grass to eat. She's not interfere, interfering with your food. Why? What right you have got to kill? You have got your own food. The cow has got the grass for her food. You have got food grains. You have got... Cow is giving you milk, just to give her protection, that "You take my blood, turn into milk. Please do not kill me." So why these things are happening? Because there is rascal government. Kalinā upasṛṣṭān. Rascal government. So one should lament that this, "We are under this rascal government, under the rascal guru, rascal father. But who are meant for giving protection, they are all rascals. This is our position." This is called Kali-yuga. This is Kali-yuga.

So why this has happened? Because here it is said, kiṁ kṣatra-bandhūn. Kṣatriya, the administrator class, the government. So in Kali-yuga they will take charge of the administration or government, but they are not real kṣatriya. They are less than śūdra. So how the government will be nice? Therefore it is lamentable, that those who are not kṣatriyas, they are taking the position of government officers. And further it is explained in the Śrīmad-Bhāgavatam, Twelfth Canto: kriyā hīnā... They are not following the rules and regulation of kṣatriya or brāhmaṇa. Still they are claiming to become brāhmaṇa, kṣatriya or vaiśya. And there is a mercantile class nowadays, interested in business, but business is one of the items of the vaiśya. The first business is to become agriculturist. Vaiśya. Vaiśya class, they are meant for making arrangement for our eating. That is also required. Kṣatriya is meant for give us protection. And the brāhmaṇa means to give us the ideal life, what is the goal of life, and śūdras, they cannot do anything of these... Therefore they are śūdra.

Kṣatriya means one who gives protection. Just like when there is attack in a country, the king or the president gives protection to the citizens by killing the enemies. So his business is to give protection to the citizens. So it may be sometimes by killing others, he gives protection.

Āhāra-nidrā, and bhaya, and we are always afraid. Therefore police is there, the government is here. These things are bodily adjustment. And if we depend on this so-called nation, community, friends, husband, wife, children, that will not give you, us, protection. The protection is here.

These rascals, they come as my friend. these blind leaders, who cannot give protection himself. He becomes friend. He gives me advice about nationalism and this "ism" and that "ism." But he cannot give even himself any protection. How he can give me protection? This is intelligence. This is intelligence. Therefore Śukadeva Gosvāmī, tasmād bhārata: "You cannot depend all these foolish things. That is not possible. Now you prepare for death.

Brāhmaṇa cannot accept any salary. Just like you have accepted me as your ācārya, but you do not pay me any salary. This is forbidden. The teacher will not accept salary. Then he comes down to the śūdra platform. The śūdra accepts salary. "I serve you, you pay me." And the brāhmaṇa will distribute knowledge freely, and the kṣatriya will give protection to the brāhmaṇa. This is the system of Vedic system. Even in fifty years ago, education in India, there was no charges.

And administrator class means they are interested in giving protection to the people. Now it is under nationalism. And give them protection from the enemies, from thieves, from rogues. That is the duty of the kṣatriya. Kṣat. Kṣatta means injury, and tra means one who protects or liberates. "One who protects a human being from being hurt by others"—that is called kṣatriya. So in every society there is a class of men who are very intelligent than ordinary men. Then kṣatriya. Kṣatriya means... Kṣat means harm. One who protects others from being harmed. Suppose I am trying to harm you. And the person who protects you, he's kṣatriya. And who protects you? The king or the government. Therefore, those who are engaged in governmental affairs or takes the administrative charge, they are called kṣatriyas. So the kṣatriyas, they are in every human society, the administrator class, politicians, diplomats. Next vaiśya, mercantile class. That is not to be explained. In your country there are so many mercantile class. And śūdras. Śūdra means neither intelligent nor administrator nor merchant.

And kṣatriya's profession is to give protection to the citizen and levy some tax, twenty-five percent, not more than that. Whatever is income your, give twenty-five percent to the kṣatriya king. That's all. That includes sales tax, this tax, that tax, so many tax, income tax. All finished. You give twenty-five percent. And if you have no income, no tax. Not like that even you have no income, "No, last year you gave so much tax. You must give it. Otherwise your property will be sold." Not like that. So that is kṣatriya's income.

The kṣatriya, they are meant for giving protection to the people, security. And the vaiśya is meant for producing food. And śūdra, because they cannot do anything independently, they must serve these three masters: brāhmaṇa, kṣatriya, vaiśya. So this is very scientific.

Suppose we are taking shelter, child is taking shelter of the father, mother, or the citizens is taking shelter of the state, of the government. So this is a great insult for the kṣatriya. So he promised to kill the five Pāṇḍavas next day. That was a challenge to Kṛṣṇa. Human society must be intelligent class of men. They will train the other people. Everything is required. The kṣatriya is required, the vaiśya is required, the śūdra is also required. Just like it is given in the śāstra that to keep a fully equipped body there must be head, there must be arm, there must be belly, and there must be leg. Leg is also required, not that simply brain is required. Brain is required to direct the way: "Go this way; go that way." In that sense śūdra is also... Brain cannot walk; the leg will walk. So the brain will give direction, the hand will give protection. Everything is required. Therefore we have named this "Kṛṣṇa conscious society." "Society" means all classes of men required. But we train them how to make life perfect. That is wanted, not that one-sided, simply brāhmaṇa. That variety.

Therefore śāstra says that the brāhmaṇa, kṣatriya, vaiśya, śūdra... If one is... Kṛṣi-vāṇijyam, go-rakṣya. That is the symptom of the vaiśya. And kṣatriya, they will be governor of certain villages or little extended, and they will give protection. Kṣatriya means giving protection. So this man, Ajāmila, by his association with the prostitute, he degraded. Therefore it is the duty of the guardians, of the government, of the father, to protect the civilization from degradation. But nobody cares for that. Therefore, at the present moment, everything is chaotic. They are degraded. Prostitution is allowed freely, bad association, and they are encouraging by opening liquor shop, brothel, restaurant, meat-eating.

Na mocayed yaḥ samupeta-mṛtyum: "One who cannot protect the dependent from the clutches of death." This is sastric injunction. So how much the father and the government or the guru should be strong so that he can save his dependents from the clutches of death.

So they protested to the magistrate, Muhammadan magistrate, Chand Kazi, that "This Caitanya, the Nimāi Paṇḍit, He has inaugurated one movement that 'Simply by chanting one will become liberated.' This is not according to our Hindu scripture. So you may be Muhammadan, but you are our ruler. You should give us some protection. Otherwise this Nimāi Paṇḍit will ruin our Hindu religion." I shall immediately kill you." You know this? The kings were taking. The kings were so responsible.

The kings were so responsible. But here they have declared... The so-called kings, they are themselves debauch, and they do not know what is religion. Kṣatriya means that... Kṣat means injury, and trāyate—it is called kṣatriya. There are persons who want to do harm to others. It has increased now. We are entangled by this process of birth, death, old age and disease, and it is the duty of the guru, duty of the father, duty of the mother, duty of the government, how to save them from this process of birth, death, old and di... The government, the father, the teacher, they are guardians of the children. They should know it, how to give protection to the world's... Na mocayed yaḥ samupeta mṛtyum. So where is this philosophy all, over the world? There is no such philosophy. The temple is transcendental. According to Vedic civilization, to live in the forest is residential quarter in goodness, to live in the forest. Therefore, formerly, great sages and saintly persons, they used to go to the forest and live there. And the government would give them protection. The king's duty was to supply them food. What sort of food? The king used to give them in charity cows, nice cows. So they would take little milk, and whatever fruits are available in the forest, that was sufficient for them. And the king would sometimes hunt ferocious animals so that they may not disturb. But actually, they do not disturb saintly persons still.

And kṣatriya, they are kings. They can levy tax of the citizens because they are giving protection from being hurt by others. Kṣatriya means one who gives protection (to) a man being hurt by others. That is the real root meaning. Kṣatriya. And vaiśya means they should, kṛṣi-gorakṣya-vāṇijyam, they should engage themselves in producing foodstuff, foodgrains, kṛṣi, protect cows. Especially gorakṣya. As the king is meant for giving protection to the man, similarly, a vaiśya is supposed to give protection to the cows, or they keep cows and produce milk products. Why the government should give protection to one class of living entities, rejecting others? This means they have lost their sympathy for others. This is Kali-yuga. Formerly, before Kali-yuga, unnecessarily even an ant would not be killed. Even an ant. There are many instances that a hunter who was taking advantage of killing animals, but when he became a devotee he was not prepared to kill even an ant.

And those who are kṣatriyas, they should stick to their protecting the citizen." The kingly order, royal order, their duty is to give protection to the... They should not simply collect tax. The kṣatriyas, this king is allowed to collect tax because he is supposed to give all protection to the people. So therefore it is said, rājanya rakṣayā bhuvaḥ. Rājanya means the royal order stick to his principle, how to give protection to the people.

Kṛṣṇa said that "Why you are deviating from your duty? You are kṣatriya. Your business is to fight." Now this term kṣatriya also to be understood. Kṣatriya means one who protects others from being hurt by others. This material world is so made that everyone is prepared to attack another person. And one who protects that person who is attacked, he is called kṣatriya. And the kṣatriyas were in charge of administration. That means the person who can protect the citizen from being hurt or from suffering, they are called kṣatriyas. So just like it is the duty of the police department or law order department to protect the citizens, and sometimes violence is required, similarly, the kṣatriyas also were meant for that purpose, and they were entrusted with the administration of the government. So when Arjuna decided not to fight, Kṛṣṇa instructed him this Bhagavad-gītā. It is very interesting. He said that "You do not deviate from your duty. Do not think that you are killing your relatives, because you, Me, and all the persons who have assembled in this battlefield, they were existing before, they are existing at the present moment, and they will continue to exist. It is simply changing the dress."

So, just like the example, that you are always under the laws of government. You cannot deny. If you say, "I don't agree to abide by the laws of government," that is not possible. But when you are a criminal, you are under the police laws, and when you are gentleman, you are under the civil laws. The laws are there. In any situation, you have to obey the laws of government. If you remain as a civilized citizen, then you are always protected by the civil law. But as soon as you are against the state, the criminal law will act upon you.

Prisoners are condemned, at the same time, given protection by the government. Within the prison walls they are protected. If somebody comes to kill them, government immediately calls for military or police to protect them. But because they are condemned, they are put into the prison. Similarly, all living entities, they are children, they are sons of God. So God is giving them all protection. Kṛṣṇa is giving them all protection. But by misuse of their little freedom, they are misusing, they are misusing their liberty. Therefore they are put into this material world. Otherwise, generally, the protection is there. And the next class, the administrative class. Those who takes part in politics for administration of the state, government, they are called kṣatriyas. The actual meaning of kṣatriya is "one who protects a man from being hurt by others." That is called kṣatriya. That means, that is the business of the administrators, government. So brāhmaṇa, kṣatriya, then vaiśyas. Vaiśyas means productive class who are interested in producing things for consumption by the people. Mercantile class, industrialists, they are called vaiśyas. And the last class, fourth class, they are called śūdras. Śūdras means that they are neither intellectual, nor they're administrator, nor industrial or mercantile, but they can serve others. That's all.

Prabhupāda: Just like Kṛṣṇa consciousness movement is giving chance, everyone, to become perfect by his own work. It doesn't matter brāhmaṇa, kṣatriya, vaiśya or what means according to Vedic civilization, brāhmaṇa, kṣatriya, vaiśya, śūdra. So brāhmaṇa is giving knowledge, kṣatriya is giving protection, vaiśya is giving food, and śūdra is general help to everyone. So if the whole thing is done under the direction of the brāhmaṇa, kṣatriya executes the orders of the brāhmaṇa, and the vaiśyas supply food—because food is required, that is materially required—then everything is perfect.
