Even now, if people would all become Kṛṣṇa conscious, the democratic government of the present day would be exactly like the kingdom of heaven.
SB 4.9.66, Purport:

When a Vaiṣṇava king like Dhruva Mahārāja is the head of the government of the entire world, the world is so happy that it is not possible to imagine or describe. Even now, if people would all become Kṛṣṇa conscious, the democratic government of the present day would be exactly like the kingdom of heaven. If all people became Kṛṣṇa conscious they would vote for persons of the category of Dhruva Mahārāja. If the post of chief executive were occupied by such a Vaiṣṇava, all the problems of satanic government would be solved. The youthful generation of the present day is very enthusiastic in trying to overthrow the government in different parts of the world. But unless people are Kṛṣṇa conscious like Dhruva Mahārāja, there will be no appreciable changes in government because people who hanker to attain political position by hook or by crook cannot think of the welfare of the people. They are only busy to keep their position of prestige and monetary gain. They have very little time to think of the welfare of the citizens.

When the people are Kṛṣṇa conscious, naturally the government will be so also.
CC Madhya 4.93, Purport:

The perfection of human civilization depends on Kṛṣṇa consciousness, which recommends Deity worship. Preparations made from vegetables, grains, milk, ghee and yogurt are offered to the Deity and then distributed. Here we can see the difference between the East and the West. The people who came to see the Deity of Gopāla brought all kinds of food to offer the Deity. They brought all the food they had in stock, and they came before the Deity not only to accept prasādam for themselves but to distribute it to others. The Kṛṣṇa consciousness movement vigorously approves this practice of preparing food, offering it to the Deity and distributing it to the general population. This activity should be extended universally to stop sinful eating habits as well as other behavior befitting only demons. A demoniac civilization will never bring peace within the world. Since eating is the first necessity in human society, those engaged in solving the problems of preparing and distributing food should take lessons from Mādhavendra Purī and execute the Annakūṭa ceremony. When the people take to eating only prasādam offered to the Deity, all the demons will be turned into Vaiṣṇavas. When the people are Kṛṣṇa conscious, naturally the government will be so also. A Kṛṣṇa conscious man is always a very liberal well-wisher of everyone. When such men head the government, the people will certainly be sinless. They will no longer be disturbing demons. It is then and then only that a peaceful condition can prevail in society.

So if you are Kṛṣṇa conscious, naturally the government will be, because government is by the people, for the people. So not that kind of revolution. So if you make a revolution of this saṅkīrtana movement, everyone chanting and dancing, the government will be changed immediately.
Lecture on SB 1.16.22 -- Hawaii, January 18, 1974:

Devotee: Śrīla Prabhupāda, sometimes it is seen that even materialistic political power is successful in overthrowing government. So is it not possible in this age for devotees to overthrow government?

Prabhupāda: Yes, if you become all devotee, it is very easy. Because nowadays, the "government of the people, by the people." So if the people are Kṛṣṇa conscious, naturally the government will be Kṛṣṇa conscious. And if you are fools and rascals, the government will be fools and rascals. Because government is the representative of the people. You have got the opportunity because nowadays, democracy, that "government for the people, by the people." Is not that? So if you are Kṛṣṇa conscious, naturally the government will be, because government is by the people, for the people. So not that kind of revolution. So if you make a revolution of this saṅkīrtana movement, everyone chanting and dancing, the government will be changed immediately. So push this movement.

If the public becomes Kṛṣṇa conscious, naturally the government will be Kṛṣṇa conscious. But that is up to the public.
Lecture on SB 6.1.6 -- Bombay, November 6, 1970:

Prabhupāda: They are also rascals. All these politicians, they are rascals. Yes. That is Kali-yuga. Where king was like Mahārāja Parīkṣit, now he is Johnson and Nehru. So how people will be happy?

Haṁsadūta: So we have to run some of our devotees for office.

Prabhupāda: No, if you can make the people Kṛṣṇa conscious, then everything will be automatically..., because the democracy is there. So if they vote for a Kṛṣṇa conscious person to become president and prime minister, then everything will be saved. So that means you have to create voters, Kṛṣṇa conscious. Then everything will be right. That should be one of your aims, the Kṛṣṇa conscious movement. The government still is under the control of the public. That's a fact. If the public becomes Kṛṣṇa conscious, naturally the government will be Kṛṣṇa conscious. But that is up to the public. But they do not want to be.

Nectar of Devotion Lectures

Because we are not Kṛṣṇa consciousness, Kṛṣṇa conscious, therefore we are electing our representatives, fools and rascals. How we can expect good government? You become Kṛṣṇa conscious, you elect your representative, Kṛṣṇa conscious, and the government will be all right.
The Nectar of Devotion -- Bombay, January 4, 1973:

If the whole society takes to Kṛṣṇa consciousness, everyone will be happy. If the government men, the politicians, they become Kṛṣṇa conscious... But it is very difficult. As soon as they become Kṛṣṇa conscious, they'll not be able to do all these heinous activities. So it is very difficult, but the fact is this, that... Just like Yudhiṣṭhira Mahārāja, when he was king, people were so happy that even there was no extreme cold and extreme heat. Neither they were any disturbed with anxieties. These are stated in the Bhāgavata. If the king, if the government men, they become devotee, then automatically the prajās will be happy. Why they are hankering after Rāma-rājya? Because the head of the kingdom is the purest. So in a, in our Bengali language, it is said that if the king is sinful, the whole kingdom becomes lost. And if in the family, if the housewife is sinful, then the whole family becomes lost. It is a common saying. So the difficulty is that nobody... We are grudging against government. So many complaints we have got. But there is no question of grudging against government; because we are not Kṛṣṇa consciousness, Kṛṣṇa conscious, therefore we are electing our representatives, fools and rascals. How we can expect good government? You become Kṛṣṇa conscious, you elect your representative, Kṛṣṇa conscious, and the government will be all right. You'll be happy.

General Lectures

The government should be Kṛṣṇa conscious, and it is government's duty to see that everyone is Kṛṣṇa conscious or God conscious—you say "Kṛṣṇa" or "God"; it doesn't matter. If you think that "Let the people go to hell. It doesn't matter. Bring taxes and let us enjoy, and you go to hell..." It is very horrible condition.
Pandal Speech and Question Session -- Delhi, November 10, 1973:

So therefore we have to receive the knowledge in the disciplic succession of ācārya. That is also described in the Bhagavad-gītā: evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2). Rājarṣayaḥ. This knowledge, they were understood by the rājarṣi. Rājarṣi means king; at the same time, saintly person. Not the king and robber, dasyu-dharma, imply exacting taxes, "Come on, give me tax, and you go to hell." That is not king. That is not government. It is government's duty to make... The government should be Kṛṣṇa conscious, and it is government's duty to see that everyone is Kṛṣṇa conscious or God conscious—you say "Kṛṣṇa" or "God"; it doesn't matter. Kṛṣṇa conscious government means Vedic government.
Morning Walk -- October 16, 1975, Johannesburg:

Prabhupāda: You create unnecessary needs of life, and then there is competition, there is hellish life, the factory, and then the factory man requires wine to forget his hard labor, so on, so on. Then he become thieves. He become rogues. This is your society. How you can expect peace?

Puṣṭa Kṛṣṇa: The only solution is Kṛṣṇa consciousness.

Prabhupāda: That's it, only solution.

Harikeśa: It also seems like the only government that would work would be the Vedic government. Varnāśrama-dharma is the only thing that will work.

Prabhupāda: Yes. Kṛṣṇa conscious government means Vedic government.

So if they like, if the majority becomes Kṛṣṇa conscious, they can make Kṛṣṇa conscious government. There is no, I mean to say, wonder in it.
Room Conversation -- January 8, 1977, Bombay:

Prabhupāda: There is chance of being accepted all over the world. There is now opposition, and some of the politicians, they're of opinion that "This culture, Hare Kṛṣṇa movement, is spreading like epidemic, and if we do not check, in ten years time they'll take the government."

Guest (1) (Indian man): Of America.

Prabhupāda: Yes. (laughter) That there is possibility because these young men, they are taking. So everywhere revolution takes place by young men. So if it is actually spreading like epidemic, and young men, they are taking part, so within ten years it is not impossible.

Guest (1): It's a very good idea, then, to follow it. I'm quite serious.

Prabhupāda: And they are democratic. It can pull down even a President like Nixon. So if they like, if the majority becomes Kṛṣṇa conscious, they can make Kṛṣṇa conscious government. There is no, I mean to say, wonder in it.

You can have government when you are in even minority. But the mass of people, on account of this quality, will have to see.
Conversation on Train to Allahabad -- January 11, 1977, India:

Rāmeśvara: So when the Kṛṣṇa consciousness movement becomes so powerful that it is in charge of the government, is it because of a small group of people or because of a mass?

Prabhupāda: It is due to quality of the leaders.

Rāmeśvara: But will it be like Russia where there is only a small group of people who are Kṛṣṇa conscious?

Prabhupāda: No, it is not that. The quality of the people will be changed.

Rāmeśvara: So that means the whole mass population...

Prabhupāda: Yes.

Rāmeśvara: Only then will Kṛṣṇa conscious government...

Prabhupāda: No, no. You can have government when you are in even minority. But the mass of people, on account of this quality, will have to see.

Hari-śauri: The idea is to convince them that what they need is good quality leaders, that not necessarily that they already have to become to that stage themselves.

Prabhupāda: Yes.

Why monarchy? You can continue democracy, but the legislators should be first-class men who has knowledge, not these rascals.

Prabhupāda: No. Why monarchy? You can continue democracy, but the legislators should be first-class men who has knowledge, not these rascals.

If the government is Kṛṣṇa conscious, they can control everything.
Room Conversation -- January 15, 1977, Allahabad:

Rāmeśvara: But the real problem is the businessmen, because they can influence the mass of people by advertising.

Prabhupāda: The mass of people should be educated. Just like we are educating, "No meat-eating." So automatically the meat-selling, slaughterhouse will be stopped.

Rāmeśvara: There must be some controls. Otherwise...

Prabhupāda: Yes. Control must be there, that... This is very easy. The state cannot support or maintain slaughterhouse. If you want to eat meat, you kill animal at your home. But state cannot. So mass sinful activities, state cannot. So if the legislators and the head of the state are Kṛṣṇa conscious, they will understand the importance of this. So they can stop slaughterhouse. And the public agitation? "You can slaughter animal at your home. You have got the liberty, but state cannot maintain." What is the wrong there?

Rāmeśvara: What about buying books? There are so many books with nonsense ideas. That will have to be controlled also.

Prabhupāda: Yes. If the government is Kṛṣṇa conscious, they can control everything.

Rāmeśvara: That means the government will have direct controls over all different fields of business.

Prabhupāda: It has already. It has already.

Rāmeśvara: But in America the government cannot tell the publishing house, "You can only have Kṛṣṇa conscious books." They are tolerating books about sex, books about crime...

Prabhupāda: No, if you educate public that these are nasty things, in the school, colleges, where government has control, then automatically sale will be stopped.

Election is going on under some rules and regulations, so you can make election under Kṛṣṇa conscious government rules and regulations. That can be done. Legislative assembly, the senators, they must be all first-class brāhmaṇas. Otherwise he cannot be elected.
Room Conversation -- January 21, 1977, Bhuvanesvara:

Rāmeśvara: And one thing about government that we see, at least in America, is that each time there is an election the candidates may make so many pledges, "I think I'll go this way."

Prabhupāda: No, election is going on under some rules and regulations, so you can make election under Kṛṣṇa conscious government rules and regulations. That can be done. Legislative assembly, the senators, they must be all first-class brāhmaṇas. Otherwise he cannot be elected. This is should be introduced. Unless one is following the brahminical principles, he cannot be elected. He must give up these four principles of sinful life. He should not accept any salary. Very much learned scholar in Vedic literature. Then he will be elected.

Rāmeśvara: That will happen one day.

Prabhupāda: Yes. That will guide the whole nation. The rascals, anyway, the naked and prostitute-hunter, what they can do? These third-class, fourth-class, tenth-class men are being elected. There is no happiness. There is no solution of problems. All tenth-class men. I directly challenged one gentleman that "You are all tenth-class men."

Either establish Kṛṣṇa conscious government or kill them-bas, finish. I would have done that, violence.
Room Conversation -- February 25, 1977, Mayapura:

Tamāla Kṛṣṇa: Gradually some of the people are beginning to understand what you're up to, Śrīla Prabhupāda. Some of these big demons in America especially, they are beginning to understand that you are the most dangerous personality in the world to them.

Prabhupāda: To kill "demon-crazy," LSD. (laughs) Yes, that is my mission. That is Kṛṣṇa's mission, paritrāṇāya sādhūnāṁ vināśāya ca duṣkṛtām (BG 4.8), to kill all these demons, crazy demons. I have no such power; otherwise I would have killed them. Either establish Kṛṣṇa conscious government or kill them-bas, finish. I would have done that, violence.

In his letter Ramesvara has written, "Our plan is to continue expanding book distribution and try to get literally thousands of Hindus to begin chanting japa. In short, my report is that Fiji could easily become the first country in the world to have a Krsna conscious government, and Vasudeva is the perfect devotee to help accomplish this task." May Ramesvara Maharaja's words come true. By your example teach all of the citizens to become ideal Vaisnavas, faithfully following the regulative principles and chanting regularly the Hare Krsna mantra. Worship the Deity very gorgeously with full attention to regularity and cleanliness. Distribute ample quantities of sumptuous prasadam to everyone who visits Kaliya-Krsna. This program will make us successful. And in the morning and evening hold regular Bhagavatam and Bhagavad-gita discourses, but do not allow any rascal professional receiters to discourse in our temple. Only initiated disciples should be allowed to speak on the subject matter of Krsna consciousness.
