At the moment there is an attempt commissioned by the GBC to write a Constitution to facilitate the development of the International Society for Krishna Consciousness. This resource of all of Srila Prabhupada's available statements from his letters and conversations where the word constitution appears will hopefully facilitate the writers of this Constitution to conduct their research in order to draft a Constitution that is helpful to the maintainence and future expansion of the Krsna Consciousness Movement, all the while being true to the intent of Srila Prabhupada's and Lord Sri Krsna's eternal instructions.

Constitution used in the title of the Founding Document of Iskcon

  • Note: This document is not dated. It is placed in the year of 1966 as it is presumed that it was written then. This presumption is coming from the names on the bottom of the document. It is not known if this is infact the legal document for the incorporation of Iskcon in 1966. The original that appears in the Beginning Dairy - New York Journal is not dated.

Srila Prabhupada references to the incorporation of Iskcon in his journal on the 6th of July 1966 and the 7th of July 1966 are as follows:

1966 New York Journal of Srila Prabhupada, Wednesday 6 July 1966: In the meeting at 26 Second Street Store, It is settled that the Society shall be incorporated and the name of the Society shall be: International Society for Krishna consciousness. Eleven Trustees were agreed.

1966 New York Journal of Srila Prabhupada, Thursday 7 July 1966: Today I saw Mr. Goldsmith in his office. He has paid $10.00. The papers of the meeting were handed over to him. It is expected that the Society shall be registered by the next week. He says everything is alright. Michael Grants was paid $20.00 for Con. Edition deposit for the Society.

FOUNDING DOCUMENT FOR ISKCON

CONSTITUTION OF ASSOCIATION

1. The name of the society is The International Society for Krishna Consciousness.

2. The headquarters of the Society are located at Radhakrishna Temple, 26 Second Avenue, New York City, 10003, USA.

3. The objectives for which the Society is being established are:

(A) To educate the greater human society in the techniques of spiritual life as the basis for a balanced psychic and biological development, and thereby achieve for the first time in human society a real peace and unity among the contending forces in the world today.

(B) To propagate the Sense of Godhead, the all attractive Personality of primal and eternal Form, as He Himself revealed in His own words in the Bhagavad Gītā, the Holy Scripture of the Lord Sri Krishna, the Godhead.

(C) To bring together individals in a Society, regardless of nationality and irrespective of creed or caste, in order to develop a nearness to the Godhead and thereby the idea that within the members and humanity-at-large there is an infinitesimal soul-spirit that is part and parcel in quality with the Godhead, and that all life is meant for the satisfaction of said Godhead, the Supreme Soul.

(D) To encourage the teachings of Lord Sri Chaitanya Mahaprabhu who demonstrated practically the transcendental process of approaching the absolute Personality of Godhead by His acts of congregational chanting of the holy name of God, a process known as Samkirtan.

(E) To prove by active work and preaching that Lord Sri Krishna is the only enjoyer of all the outcomes of individual and collective sacrifice, penance, meditation, arts, culture, science, because He is the Supreme Proprietor of the whole universe, eternally apart of Him everyone knows Him as a friend. Real peace can be attained when this is realized, in fact.

(F) To assist whenever and wherever possible in the building of a social structure on the real foundation of spiritual progress and establishment of peace and unity between men throughout the world.

(G) To attempt to save men individually from the chain of victimization the ongoing trend in modern civilization operates by, in the name of ideologies of false sentiment, so that Man may again be a free soul, to act and live freely with spiritual vision. This is possible by individual spiritual initiation, Diksha, when a man can see everything in Godhead and Godhead in everything.

(H) To further toward realization this highest truth as revealed by Lord Sri Chaitanya Mahaprabhu and the six Goswamins headed by Śrīla Rupa and Sanatana Goswamins.

(I) To have for its objectives amongst the others four principles which the Goswamins had in view. They are the following:

1. To erect a holy place of transcendental pastimes as well as a place where members of the Lord Sri Krishna can flourish.

2. To propagate all over the world in the form of missionaries the process of devotion, the transcendental service to the Godhead, and to make known that this devotional service is the main function of the human being.

3. In order to accomplish this, to adopt proselytizing methods of peaceful means and to establish a broader society of association for all members, including scholars and admirers, to engage in this service as put forth in the Śrīmad Bhagwatam.

4. To install, wherever it is possible, the worship and temple of Radhakrishna and that of Sri Chaitanya, and to give facility to everyone to become trained in the modes of Archan or preparatory principles of devotional service.

(J) To introduce to the members of the Society and humanity-at-large a simpler and more natural purpose in life by means suitable to the particular place and time, and as enjoined in the Bhagavad Gītā.

(K) To organize educational programs, such as classes and lecture tours, and to institute services, such as mailing, for the benefit of the members of the Society and humanity-at-large.

(L) To publish periodicals, books and/or pamphlets in all important languages in order to reach human society and give an opportunity to same to communicate with the Society.

(M) To invoke the quality of goodness particularly in every member of the Society, individually by the process of Diksha and by establishing one in the status of a Brahmin (good and intelligent man) on the basis of truthfulness, knowledge and faith in the transcendental service of the Lord.

(N) Among the secondary objectives of the Society, it shall undertake the following activities:

1. To revive the scientific system of social orders of classification based on intelligence, martial spirit, productivity and common assistance, generally known as the four castes with reference to quality and worth for the common cause of world society.

2. To discharge as a matter of course the vitiated system of supremacy of one man over another by false prestige of birthright or vested interests.

3. To popularize the vegetable-grain diet under approved methods in order that full value of protein, carbohydrate, fat and vitamin benefit may be derived therefrom.

4. To discourage intoxicating or addicting habits of all descriptions and dimensions and to expose such persons thus afflicted to approved methods of spiritual realization.

CERTIFICATE OF INCORPORATION OF INTERNATIONAL SOCIETY FOR KRISHNA CONSCIOUSNESS, INC. (Pursuant to the Religious Corporation Law of the State of New York)

We, the undersigned, for the purpose of forming a corporation pursuant to the Religious Corporation Law of the State of New York, do hereby make, subscribe and acknowledge this certificate as follows:

FIRST: The name of the corporation shall be INTERNATIONAL SOCIETY FOR KRISHNA CONSCIOUSNESS, INC.

SECOND: The purposes for which the corporation is organized are:

(a) To systematically propagate spiritual knowledge to society at large and to educate all peoples in the techniques of spiritual life in order to check the imbalance of values in life and to achieve real unity and peace in the world.

(b) To propagate a consciousness of Krishna as it is revealed in the Bhagawat Gita and Srimad Bhagawatam.

(c) To bring the members of the Society together with each other and nearer to Krishna, the prime entity, and thus to develop the idea, within the members, and humanity, at largo, that each soul is part and parcel of the quality of Godhead (Krishna).

(d), To teach and encourage the Samkirtan movement congregational chanting of the holy name of God as revealed in the teachings of Lord Sri Chaitanya Mahaprabhu.

To erect for the members, and for society at large, a holy place of transcendental pastimes, dedicated to the personality of Krishna.

(f) To bring the members closer together for the purpose of teaching a simpler and more natural way of life.

(g) With a view towards achieving the aforementioned purposes, to publish and distribute periodicals, magazines, books and other writings.

THIRD: The corporation shall have the power, either directly or indirectly, either alone or in conjunction or cooperation with others, to do any and all lawful acts and things and to engage in any and all lawful activities which may be necessary, useful, suitable, desirable, or proper for the furtherance, accomplishment, fostering, or attainment of any or all of the purposes for which the corporation is organized, and to aid or assist other organizations whose activities are such as to further, accomplish, foster, or attain any of such purposes. Notwithstanding anything herein to the contrary, the corporation shall exercise only such powers as are in furtherance of the exempt purposes of organizations set forth in Section 501(c) of the Internal Revenue Code and its Regulations as the same now exist or as they may be hereafter amended from time to time.

FOURTH: The corporation is not organized for profit, and no part of the net earnings of the corporation shall inure to the benefit of any private shareholder or individual. In the event of the liquidation or dissolution of the corporation, whether voluntary or involuntary, no member shall be entitled to any distribution or division of its remaining property or its proceeds, and the balance of all money and other property received by the corporation from any source, after the payment of all debts and obligations of the corporation, shall be used or distributed, subject to the order of the Supreme Court of the State of New York as provided by law, exclusively for purposes within those set forth in Article SECOND of this certificate and within the intendment of Section 501(c) of the Internal Revenue Code of 1954 and its Regulations as the same now exist or as they may be hereafter amended from time to time.

Letter to Swami B. S. Bhagavata Maharaja -- Los Angeles 21 August, 1969:

Revered Sripada Bhagavata Maharaja,

Kindly accept my humble obeisances. I beg to thank you very much for your letter dated 8th July, 1969, postmarked the 8th of August, 1969. I see this letter was addressed to me in New Vrindaban, and from there it was redirected to Los Angeles. I understand that you addressed another letter to me dated 6th June, 1969 addressed to my New Vrindaban address, but I did not receive that letter. Probably it is missing. I was expecting your reply of my letter dated May 23rd, 1969, and I am so glad to receive your letter in hand. I have also gone through the Memorandum of Articles of Association of your Mission and particularly seen the specific portion referred to in your letter in reply. I see it is in order, but similarly, we have also incorporated our International Society for Krishna Consciousness pursuant to the religious corporation laws of the state of New York.

The main purposes of this institution are as follows amongst others: 1) To systematically propagate spiritual knowledge to society at large and to educate all peoples in the techniques of spiritual life in order to check the imbalance of values in life and to achieve real unity and peace in the world. 2) To propagate a consciousness of Krishna as it is revealed in the Bhagavad-gita and Srimad-Bhagavatam. 3) To bring the members of the Society together with each other and nearer to Krishna, the prime entity, and thus develop the idea, within the members and humanity at large that each soul is part and parcel of the quality of Godhead (Krishna). 4) To teach and encourage the Sankirtana movement, congregational chanting of the holy name of God as revealed in the teachings of Lord Sri Caitanya Mahaprabhu.

So practically there is no difference of opinion in our missionary activities, especially because we all are deriving inspiration from His Divine Grace Prabhupada Srila Bhaktisiddhanta Sarasvati Goswami Maharaja. I think all of our Godbrothers are doing the same missionary activities without a doubt, but still the regrettable fact is we are doing all separately, not in conjunction. I have also read specifically your articles on the matter of acaryas, wherein on the 14th Paragraph I see the acharya shall be entitled to nominate in writing his successive acharya. But we do not find any record where our Srila Prabhupada nominated any acharya after Him. Different persons have interpreted on this point, and every one of our Godbrothers are acting as acharya, so this is a controversial point which I do not wish to enter into while we are proposing for cooperation. I think now we should cooperate fully for preaching the Mission of Srila Prabhupada. He very eagerly desired that the message of Lord Caitanya should be preached all over the world.

Tenth Anniversary Address -- Washington, D.C., July 6, 1976:

Rūpānuga: In July 1966, Śrīla Prabhupāda in New York City formed the International Society for Krishna Consciousness Incorporated. Śrīla Prabhupāda mentioned this morning he was asked to call it the "International Society for God Consciousness," but he did not take that advice. He stuck to the principles of his Guru Mahārāja and called our Society an International Society for Krishna Consciousness. At that time His Divine Grace outlined the purposes for the Society. We want to read them tonight to show that actually they have all come true. And on this tenth anniversary, all the purposes of our Society actually are being fulfilled or already have been. The first one was to systematically propagate spiritual knowledge to society at large, to educate all people in the techniques of spiritual life in order to check the imbalance of (indistinct) to achieve real unity and peace in the world. Second, to propagate a consciousness of Kṛṣṇa as He is revealed in the Bhagavad-gītā and Śrīmad-Bhāgavatam. Third, to bring the members of the Society together with each other and nearer to Kṛṣṇa, and thus to develop the idea within the members and humanity at large that each soul is part and parcel of the Supreme Personality of Godhead, Kṛṣṇa. Fourth, to teach and encourage the saṅkīrtana movement, congregational chanting of the holy name of God, and to reveal the teachings of Lord Śrī Caitanya Mahāprabhu. Fifth, to erect for the members and the Society at large a holy place of transcendental pastimes dedicated to the Personality of Godhead. Sixth, to bring the members closer together for the purpose of teaching a simpler and more natural way of life. With a view towards achieving the aforementioned purposes, to publish and distribute periodicals, magazines, books, and other (indistinct).

So we can see that actually Śrīla Prabhupāda has in almost a hundred centers and āśramas throughout the world, this has been established in less than ten years. One gentleman recently was saying, one respectable gentleman was saying, "I do not see how this society has spread all over the world (indistinct)." And I explained to him what we have done already has been in ten years. Just imagine twenty, thirty, forty years, like that. He was so surprised to see that actually in ten years alone all this has been accomplished. And revealing Kṛṣṇa's (indistinct) Bhagavad-gītā and Śrīmad-Bhāgavatam, Śrīla Prabhupāda's books are now printed in almost fifteen languages around the world and distributed in millions every year. The United States and Europe, South America and Africa, the Mediterranean, every country in the world is now benedicted by Śrīla Prabhupāda's translations. So that purpose he has kept. "To bring the members of the Society closer together in (indistinct) ...society based on love and trust." (indistinct) ...past bad activities and bad habits we have actually become more and more trusting between ourselves because we have banded together to help Śrīla Prabhupāda push this movement. We have to base our relationships with each other on love and trust; otherwise this would never happen. I've seen personally so many people gathered together under one roof who would never speak to each other in the material world, who would never even see each other, who would never (indistinct). But in Kṛṣṇa consciousness all these things are forgotten because there's a common denominator, Kṛṣṇa, and everyone's (indistinct) together in love and trust. "To teach and encourage saṅkīrtana." There's hardly a person who travels anywhere who hasn't seen saṅkīrtana in every major city in the Western world. And now they're in India, now in Africa. People see us everywhere. One time a boy said to me... I asked him, "How many devotees do you think, full-time devotees, do you think we have?" (indistinct) "All right. Two million?" (indistinct) ...barely a thousand at that time, but because of their energy, because Śrīla Prabhupāda's energy is (indistinct) all his disciples, it appears that there are millions. Because people see us all over the world. Actually we are simply distributing Śrīla Prabhupāda's books. (rest of Rūpānuga's speech is indistinct, followed by another speech, also indistinct.)

Prabhupada states "regarding the meeting for future constitutional form of our society, actually it is now needed"

Letter to Brahmananda -- Montreal 19 August, 1968: I was duly in receipt of your letter dated 13rd August, 1968, and noted the contents carefully. The London party led by Mukunda and Syamasundara. are going today to New York, and from there they will start for London. Please offer them good wishes and a nice send-off so that they can safely reach there and make an attempt for starting a nice temple there. So far Sivananda's affair is concerned, I have asked Mukunda to write to him and he will do the needful, or you can talk with him. And regarding the meeting for future constitutional form of our society, actually it is now needed. So immediately I may not be able to go and meet and they are also in hurry for going to London, but because they will stay for a few days in New York, you can hold a preliminary meeting between yourself, Rayarama, Syamasundara., Mukunda, and if possible, call Rupanuga, Satsvarupa, Kirtanananda Maharaja, because they are nearer. Your suggestion for a committee. and the names you have suggested, just like Jayananda, Subala, Gargamuni, yourself, Rupanuga, Satsvarupa, Kirtanananda, Dayananda, is very nice. In this also, I think Mukunda's name should be also added. Anyway, you can hold a preliminary meeting and make a draft. Then we shall ratify it in our next meeting when I may be also able to participate and do it finally.

Prabhupada makes referal to constitution in his letters to Rayarama prabhu

Letter to Rayarama -- Seattle 15 October, 1968: Regarding your constitution making: don't be very much hasty, immediately, as try to do it slowly. Because your first business is to organize Back To Godhead. And besides that, whatever you do, first of all send me a copy and then distribute

Letter to Rayarama -- Seattle 17 October, 1968: People will be glad to read such articles in this country. At the same time, people in India will be glad to learn that Krishna Consciousness is being preached in western countries. In this way, we have to form International Society. So practically now we are in the making of, so you go on drafting the constitution, but don't distribute now. Whatever you do, you first of all show me, and the final copy will be distributed, then we shall call for a meeting and then we shall adopt. Don't distribute immediately. Anyway, try to do it conveniently, there is no haste. But don't distribute anything without showing me. So far the constitution goes, my instruction for the present is this.

  • Note: After looking more closely at this letter we see that Prabhupada is making many points. I am not sure if Prabhupada is refering to the constitution as well as the spiritual world civilization. He does say "practically our Krishna Consciousness movement is built on this idea, that we want to make a world civilization on the basis of spiritual understanding" so it leads me to believe that as the constitution will solidify the building of the KC movement then these points are indeed relevant and this is actually the first drafting of the constitution by Srila Prabhupada. Here are the excepts with the points that Srila Prabhupada develops.

My Dear Rayarama, Please accept my blessings. I am in due receipt of your long letter dated October 11, 1968, and I am in due receipt of your long letter dated October 11, 1968, and I am trying to reply this letter in two ways: The points of human civilization as well as about our constitutional program.

People will be glad to read such articles in this country. At the same time, people in India will be glad to learn that Krishna Consciousness is being preached in western countries. In this way, we have to form International Society. So practically now we are in the making of, so you go on drafting the constitution, but don't distribute now. Whatever you do, you first of all show me, and the final copy will be distributed, then we shall call for a meeting and then we shall adopt. Don't distribute immediately. Anyway, try to do it conveniently, there is no haste. But don't distribute anything without showing me. So far the constitution goes, my instruction for the present is this.

Next—regarding your point: program for a spiritual world civilization—it is very nice suggestion. And practically our Krishna Consciousness movement is built on this idea, that we want to make a world civilization on the basis of spiritual understanding. So I am giving you some points which you may expand or do it for understanding of the people in general. But the point should be as follows:

Point 1

1st point, that any civilization devoid of God consciousness or Krishna Consciousness, is no civilization at all. It is simply a polished type of animal society. This is the first point.

So at the present moment, the modern civilization on the basis of so-called scientific knowledge and economic development is trying to avoid God consciousness, or Krishna Consciousness—that is the defect of the modern civilization. Therefore, in spite of all advancement it is zero. So zero has no value. And millions of zeros put together does not make any value. But one is put on the left side of the zero, it increases the value. Then one zero becomes 10, two zero becomes 100, three zero becomes 1000, so it is very nice. This point should be clearly discussed, that without God conciousness, Krishna Consciousness, any attempt of human civilization so-called philosophical or political or economical or labor, they are all zeros.

Point 2 The human society should be divided as a social order, as the intellectual men, the administrator class, and the mercantile class, and the laborer class. And so far spiritual order, they should be divided as the renounced order of life, retired order of life, householder, and student life.

Point 3

Third point, all these 8 divisions are meant for understanding the Supreme Personality of Godhead, and this Krishna Consciousness movement is meant for teaching this necessities of human civilization.

Point 4

Fourth point, so far the administrator class of men, or mercantile class of men, and laborer class of men, there are many institutions but to train a first class intellectual man, there is no institution all over the world. And there is no institution for spiritual training also. So this Krishna Consciousness movement is trying to help the human society on these two points, which they are lacking. So we have therefore taken a large tract of land to begin with, in W. Virginia, the place is called New Vrindaban. So we want to train students for becoming the first class intellectual person, and instruct the whole human society about the aim of life, and Krishna Consciousness or God consciousness. So we are inviting the desiring or intending students to join in our institution and we invite the public and government to cooperate with our movement.

Point 5

The fifth point is that in whatever division one may be situated, this very aim of life should be to satisfy the Supreme Personality of Godhead. It is the duty of everyone, it doesn't matter in what status of life he is situated, but if he wants to have a successful life, then he must learn to see how by his activities the Supreme Lord is satisfied. That should be the aim. Then it does not matter what is the position and occupation of the man, but he is in the right order of civilization because his very aim is to satisfy the Supreme Personality of Godhead.

Point 6

Next point, And in order to learn this art, how he is able to satisfy the Supreme Personality of Godhead, one has to take instruction or education in the art of Krishna Consciousness, by reading Bhagavad-gita as it is, by reading Srimad-Bhagavatam, which are calculated the science of God, and following the Teachings of Lord Caitanya, such practice should be performed 24 hours. It is not that one may meditate for 15 minutes, and he becomes spiritually advanced, it is not possible. So the Krishna Consciousness movement is training people how to be absorbed in the thought of Krishna, 24 hours. Take for example, the Bhagavad-gita: the instruction of Krishna in the Bhagavad-gita are just suitable for a perfect human civilization. So one should learn this teachings of Bhagavad-gita as it is.

Point 7

Next point, in order to understand this teachings of Bhagavad-gita and Srimad-Bhagavatam, there should be centers where people can assemble daily, morning and evening, and try to understand this Krishna Consciousness or God consciousness movement. So we are trying to open branches all over the world in every city, in every town, in every village, and people should take advantage of it. There is no question of monetary transaction to enter into these centers and institutions, but because we have to maintain such institutions, public should voluntarily contribute and that is very gladly accepted.

Point 8

Next point, when people are accustomed to associate with these different centers, of Krishna Consciousness movement, they will one day come out of the material concept of life. Just like one becomes awakened from sleep. While sleeping, one sees so many nonsense dreams, but as soon as one is awakened, he becomes conscious that oh, I was seeing so many nonsense dreams, actually it has no existence. Similarly, when a person becomes Krishna Conscious, he can understand the falsity representation of this material civilization.

Point 9

Next point, and when he is awakened, he becomes completely detached from the so-called affection for designations, namely, society, friendship and love.

Point 10

Next point, by such understanding, one is not so much materially active. One is satisfied with income which can simply maintain his body and soul together and he is no more interested to increase the bank balance unnecessarily for sense gratification. The defect of the modern civilization that everyone is earning money undoubtedly in large volumes, but he does not know how to spend. He is spending simply for sense gratification and the last word of sense gratification is sex, therefore all money is being spent up for intoxication and sexual life, nudey dance, nudey theater, in so many ways. That means they are spoiling their human source of energy.

Point 11

Next point, one should be so trained up that within the heart he will be freed from all material attraction, but so long the body is there, to keep the body and soul together, he has to work like ordinary man.

Point 12

Next point, the society, friendship and love of material existence may be accepted without any attraction, and whatever the so-called society, friendship and love wants to take service from us, one should simply say, yes, it is very nice, but actually he should give more importance for spiritual advancement of life.

Point 13

Next point, one should know it certain that material resources, either in this planet or in other planets, either in the sky or within the earth, namely in the mines, all the properties that is being utilized at the present moment as economic development, one should understand definitely that all the ingredients supplied or all the ingredients stocked, for example, the petroleum now stocked within the earth, and people are utilizing it for so many power machinery—one should know that this petroleum belongs to the Supreme Personality of Godhead. It is not man-made. Nor the scientists can manufacture. Similarly everything, all commodities, all things, all properties, they are made by the Supreme Personality of Godhead. This understanding must be there.

Point 14

Next point, one can enjoy such properties but with this understanding, that they belong to the Supreme Personality of Godhead. Just like one is situated in the public park in a very nice garden, public park, but one should always remember that the public park does not belong to him, personally. But it is the property of the government or the state.

Point 15

Next point, therefore, the properties made by the Supreme Personality of Godhead can be utilized by all living entities. Every living entities, not only the human beings, but also the animals, they have got right to live on the property of the Supreme Personality of Godhead.

Point 16

Next point, nobody can encroach upon the right of other living entities. Everyone is supplied by the Lord, the fooding, shelter, by natural arrangement, so nobody should encroach upon the right of living of others. As such, the human being considered to be the highest developed conscious animals, so if they utilize this consciousness in relationship with Krishna, that is called Krishna Consciousness.

Point 17

Next point, a Krishna Conscious person does not encroach upon the right of other living beings, as such they do not approve organized slaughterhouses for killing animals.

Point 18

Next point, if you maintain slaughterhouses then you have to suffer the consequence, because in the law of nature, there is no distinction between one life to another. Every living entity is equally valuable.

Point 19

Next point, every living entity is claimed as the son of the Supreme Personality of Godhead, they may be dressed differently, because the body is dress, the body is not identification with the living entity, therefore the living entity may be dressed in 8,400,000 of different dresses, and the living entity as he is, there is no qualitative difference between human being and animal. Therefore, their material necessities are the same, namely, eating, sleeping, mating, and defending.

Point 20

Next point, the foolish idea that animals or plants or other living entities have no life, is the basic cause of human sinful activities.

Point 21

Next point, one should be satisfied only to fulfill the belly, that is the eating process. If you can satisfy your belly by such things as grains, vegetables, fruits and milk, you have no right to kill another animal for satisfying the taste of your tongue. The human society is meant for living on the natural production, namely, grains, fruits, vegetables, and milk. They should not indulge extravagantly for other things. And if actually they are Krishna Conscious, they know the art of how to prepare thousands of palatable dishes only from the varieties of vegetables, grains, fruits, and milk. If anyone takes more than he requires then he is to be understood a thief. Nobody should accumulate for future consumption of family, society, or nation, more money or more grains or more vegetables or more eatables, one should have only as much as he requires. If there is greater production, that should be distributed to persons who need them. Because food grains, especially, they are meant for all living entities, they should not be spoiled.

Point 22

Next point, therefore, one who spoils food grains unnecessarily, he is criminal. And one who accumulates more money than is actually required, he is also criminal. And according to the law of nature, or according to the law of God, such persons are surely to be punished. This punishment may not be visible in this life, but because life is eternal, it is continuity, one must be prepared to accept such punishment in this life or next life, and because they are taking the risk, therefore, the living entity is transmigrating from one body to another, and that is his problem of life. The human life is meant for solving this problem. All animals like deer, camel, ass, monkey, even flies and snakes, none should be ill treated. Even they enter into the house or in the fields and take their eatables, they should not be stopped. Because they have also got the right to eat, eatables supplied by the Lord. And they will not eat more, neither they will take at home, They are better than human beings. If a human being is allowed to enter into the field or into the garden, he will try to take away something for selling or stocking, but the animals do not. So the innocent animals should be accepted as children of the householder.

Point 23

Nobody should take to very hardship labor. The modern civilization has discovered severe types of dangerous industries, and laborers are attracted for high wages. But they should not accept such work. Then naturally there will be less capitalistic idea. Because the laborer cooperates, therefore demoniac persons they take advantage and make unnecessarily increase of artificial demands of the body. Better one should be satisfied with agricultural produce than go into large cities to be engaged in industry. Peaceful life depending on agricultural produce can bring him real happiness and prosperity, not otherwise. The more persons will be satisfied at their home, with home economics, not to go outside the home, that is peaceful life. In India, Mahatma Gandhi tried to organize villages in that way so that not to drag the people to the town. So peaceful atmosphere can be attained only when there is large scale village organization, actually village life. Not to borrow the ideas from the cities in the village life; poet Cooper said that country is made by God, and the cities and towns are made by man. So that is the distinction.

Point 24

There are many such nice ideas, for peaceful living on this planet and execute Krishna Consciousness, so that one may become completely freed from contamination of material existence, and get eternal life, just after quitting this body. This is confirmed in the Bhagavad-gita, Taktva Deham Punar Janma Na Eti Mam Eti Kaunteya. By simple prosecution of Krishna Consciousness, one goes back to home, back to Godhead, just after quitting this present body.

Conclusion

If people cooperate with this Krishna consciousness movement, certainly a better type of civilization can be introduced for permanent peace and prosperity of the whole world.

3. The Society is registered in each and every country as a religious and cultural institution under specific statutes. I am trying to get this institution registered in India also. So far, up to date, actually I am the only superior controller, but as the boys are getting experienced I shall very soon transfer the administration to them, simply keeping myself as an overseer guide. Because I am old man, so I am trying to maintain this standard of management uniformly with the assistance of my grown up students. But actually what we need is to render sincere service to the Lord because ultimately Krsna is the supreme manager. eko bahunam vidhadati kaman, "The Supreme One supplies all the necessities of all the living entities." Actually this is our constitution.

All the devotees strictly follow our regulative principle of 1) no eating of meat, fish or eggs, 2) no illicit sex-life, 3) no taking of intoxicants including coffee, tea, tobacco and alcohol, and 4) no gambling. In each center we have a president, secretary and treasurer who manage the local affairs.

As we have increased our volume of activities, now I think a Governing Body Commission (hereinafter referred to as the GBC) should be established. I am getting old, 75 years old, therefore at any time I may be out of the scene, therefore I think it is necessary to give instruction to my disciples how they shall manage the whole institution. They are already managing individual centers represented by one president, one secretary and one treasurer, and in my opinion they are doing nice. But we want still more improvement in the standard of Temple management, propaganda for Krishna Consciousness, distribution of books and literatures, opening of new centers and educating devotees to the right standard. Therefore, I have decided to adopt the following principles and I hope my beloved disciples will kindly accept them. There was a meeting in San Francisco during the Ratha Yatra festival 1970 and many presidents of the centers were present. In that meeting it was resolved that an ad hoc committee be set up to form the constitution which is taken into consideration. My duty was to first appoint twelve (12) persons to my free choice amongst my disciples and I do it now and their names are as follows:

3. Śrīmān Syamsundar Das Adhikary

4. Śrīmān Satsvarupa Das Adhikary

These personalities are now considered as my direct representatives. While I am living they will act as my zonal secretaries and after my demise they will be known as Executors.

I have already awarded Sannyas or the renounced order of life to some of my students and they have also got very important duties to perform in this connection. The Sannyasis will travel to our different centers for preaching purpose as well as enlightening the members of the center for spiritual advancement. The Sannyasis will suggest for opening new centers in suitable places and the GBC will take action on it.

As was stipulated by the ad hoc committee, the function of the GBC will be as follows with particulars:

PARTICULARS OF THE GOVERNING BODY COMMISSION

"The purpose of the Governing Body Commission is to act as the instrument for the execution of the Will of His Divine Grace. And further,

1. The GBC oversees all operations and management of ISKCON, as it receives direction from Śrīla Prabhupāda and His Divine Grace has the final approval in all matters.

2. His Divine Grace will select the initial 12 members of the GBC. In the succeeding years the GBC will be elected by a vote of all Temple presidents who will vote for 8 from a ballot of all Temple presidents, which may also include any secretary who is in charge of a Temple. Those 8 with the greatest number of votes will be members for the next term of GBC. Śrīla Prabhupāda will choose to retain four commissioners. In the event of Śrīla Prabhupāda's absence, the retiring members will decide which four will remain.

3. The commissioners will serve for a period of 3 years, and they may be re-elected at the end of this period.

4. The chairman is elected by the GBC for each meeting. He has no veto power, but in even of a vote tie, his vote will decide. The same will apply for votes cast by mail between regular meetings.

5. Throughout the year, each of the commissioners will stay with His Divine Grace for one month at a time and keep the other commissioners informed of His Divine Grace's instructions.

6. The primary objective of the GBC is to organize the opening of new Temples and to maintain the established Temples.

7. Advice will be given by the GBC in cases of real property purchases, which will be in the name of ISKCON, INC. (Trucks or other vehicles will be purchased in the name of the local president).

8. Removal of a Temple president by the GBC requires support by the local Temple members.

9. The GBC has no jurisdiction in the publication of manuscripts, which will be handled by a separate committee; profits to be returned to Śrīla Prabhupāda." So far my books are concerned, I am setting up a different body of management known as the BHAKTIVEDANTA BOOK TRUST. The trustees of this body are also members of the GBC, but their function is not dependent on the GBC. ISKCON Press was created for the exclusive publication of my books and literatures and should be continued in that way.

Letter to Sudama -- Nairobi 3 October, 1971: So far registration is concerned, we have got our society registered in Kenya in three days. The procedure followed was: If you want to base the registration on the London constitution, you should write to London to get an original certified copy of the articles of association and articles of memorandum. You can write Dayananda in this regards. The thing is that the International Society for Krishna Consciousness was registered under the companies act with limited liability. The above mentioned articles of association and memorandum were presented here and were immediately accepted and the certificate of registration was given.

We agree wholeheartedly that without philosophy, religion is reduced to sentiment or "the opium of the masses." Prabhupāda: I am talking on that matter. So if the American nation trusts in God... If not... They say, they have declared. Now, the difficulty is they do not know actually what is God, how to trust. That we are teaching. So the government must come forward to cooperate with us. This should be... There should be an agitation. Now this "In God we trust," it is, it is something like vague idea. There is a need of... (aside:) You can make copy from there. If you bring one dozen like this, then it is difficult to walk. (about tape recorders) So our propaganda should be to the United, I mean to say, United States government and public. And you are theologicians. You should make program that simply saying that "In God we trust," and we do all nonsense, which exhibits that we do not trust in God, this thing should be stopped. You have placed in your Constitution, there is, you trust in God. Now you should understand what is God and how to trust. That we are teaching. This should be taken very seriously. Because you cannot change your Constitution. Already there is that. But you must know it perfectly well what is God and how to trust Him. That science we are teaching, Kṛṣṇa consciousness movement. Prabhupāda: Yes. There are so many things. Actually, if the American nation take it seriously, "In God we trust," ...They must take it seriously because it is Constitution. Then the whole world will change. The whole world will change. Not only that. The Americans... Just like they are always combatting with the Communists. Similarly, the American nation should be so strong that anyone godless, he should be fired. Any nation who does not believe in God, war declared. "Either you believe in God or come on. Fight. Svarūpa Dāmodara: It is like the...

Prabhupāda: It is not that God consciousness, just like our Gaurasundara, to go to a solitary place, and do all rascals and rascaldom. Sell the temple and go to the solitary place. This kind of God-trust, rascaldom, hooliganism, is no trust. You see? This is all hooliganism, nonsense....

Prajāpati: ...trusting in God. And then, when they realize they are not, then we can show them how to trust in God.

Prabhupāda: Yes. "You do not know. You come to us and learn how to trust, how to know. And if you speak lies that you do not know what is God that is a different thing. Then you should be punished." People should be given chance of believing, trusting in God. They have declared. So it is their duty. The state duty is to see how people are trusting. That is state's duty. Constitution says that nobody can steal. Is it not state's duty that people are not becoming thieves and stealing? Is it not the duty of the state? Similarly, if you, if you have accepted this that "In God we trust," you must see that everyone trusts in God. And that is scientifically. Not sentimentally. It is the duty of the state to see.

Prabhupāda: Yes. Turn your whole nation, turn into God consciousness, because they've declared in the Constitution, "In God we trust." Now they must take it very seriously. What does it mean by "God"? What does it mean by "trust"? You take this propaganda. We are doing, actually. We trust in God; therefore we have sacrificed our whole life for God. This is trust in God. Not that smoking in the parlor, and you trust in God. Not that kind of trust. Real trust. Trust means first of all you know what is God. Suppose that if you say "Trust this man." But I must know what is this man. Then my trust will be convinced, that "He is very respectful man, he's rich man, he's able man..." Yes, I can trust. But simply trust in God, you do not know what is God, what is trust, and it is going on. Why this bluff? Ah? What you say?

Prajāpati: That that's right, Śrīla Prabhupāda. Prabhupāda: Yes. So you must take this clue, that we Americans, we say "In God we trust." Now, every American should know what is God, what is trust. This is propaganda, Kṛṣṇa consciousness. The government must come forward to patronize this. This is my proposition. So you write articles, you are theologicians. The America must rise up to the occasion. They have pledged themselves, "In God we trust." Every human nation or every human being should be like that. In God they must trust. So America, especially taken up the slogan as part of Constitution. Now there should be regular educational program, that every child, every man, every woman will trust in God. And this is Kṛṣṇa consciousness. So? Am I wrong in my arguments?

Devotee: No, correct.

Prabhupāda: Yes, that is all right. We want to educate, we don't want to take part in administration. But the administration should be under our guidance; they should take advice from us, how to do it. That is required. We are not going to be president. We are satisfied in our humble temple.

Prabhupāda: Simply they fight and loss of life and money, energy. War must be for the good. If there is some war, it must be for some good. But where is that goodness? The world remains the same; rather, it becomes more worst. Then why fight? But they will fight. Because both of them demons, they will fight. But not for any good result. War means... War is not bad. Just like disease. If somebody is diseased, then he becomes healthy. The whole polluted situation of the body becomes repaired. Just like when you get a boil or dysentery, all the poisons of the body, they become purged out. Then your health becomes nice. That is the law, nature's law. Similarly, war or famine or pestilence, they are meant for purging out all undesirable men. But the demonic principle is so strong that it is not becoming so. Hare Kṛṣṇa. Make this approach. The Americans have placed in their constitution, "In God we Trust." It should be done very scientifically and philosophically, what is God and what is that trust, not a vague idea. Vague ideas will not help. They will not be able to conquer over the atheistic world. God, Viṣṇu, took side of the demigods and came out victorious. But if both of them are demons, why Viṣṇu will take side of anyone of them? "You fight and go to hell." That is going on.

Prabhupāda: I myself did not believe I shall be successful, what to speak of others, but because I did in the proper line, so it has become successful.

Yaśomatīnandana: Yes, Kṛṣṇa is so kind that we expect something and He gives us hundred times more.

Prabhupāda: Oh yes.

Yaśomatīnandana: So if we simply follow your instructions, then I am sure that it will come out glorious.

Nara-nārāyaṇa: So if we are in the proper line, then our political activities also can become successful?

Prabhupāda: Oh yes. Why not? Kṛṣṇa was in politics. So Kṛṣṇa consciousness means all-round: social, political, philosophical, religious, cultural, everything. It is not one-sided. They take it as... Umāpati: Well, they have incorporated a particular philosophy into the constitution requiring separation of church and state, what they call separation of church and state in this country.

Umāpati: They fear theocracy. They fear being ruled by a priestly class. That is a very old fear in the west.

Prabhupāda: No, no, that's all right. But if the politicians, administration, trust in God, that becomes religious. How they separate? Currency note is economic problem. So how they are mixing with God? They are contradictory. You cannot separate God from any field of activities. And religion, they do not know what is the meaning of religion. Our definition of religion is to abide by the order of God. So does it mean, the politicians they do not abide by the orders of God? Then why do they write, "In god we trust"?

Karandhara: Well before, traditionally...

Prabhupāda: Not before or now. What we are speaking on the actual fact, that how they are writing, "In God we trust." As soon as you bring in God, that is religion. That is general meaning.

Karandhara: There is a movement to take that off the money.

Prabhupāda: Therefore we have to start this movement seriously, not to take that. You cannot change it. Then you become demons. Therefore I am warning you that before they, these rascals change, you take the advantage of it, that "You cannot change. Then you become demons, you (are) animals. If you withdraw your trust from God, then you are animals. So we are not going to be governed by the animals." That should be the people's voice. Educate people to become Kṛṣṇa conscious and they will yell, "No, we are not going to be governed by the animals. We want real men." That should be your demand. Therefore I am warning you, that before they do that, you become strong, so that they cannot do it. Rather, they may understand, "Yes, what we are speaking is all right." That is preaching.

Nara-nārāyaṇa: Actually, when they formed the country and made the constitution, the concept was they were basically they believed in God, but they were afraid that some religion would become politically powerful and disturb the...

Prabhupāda: So what does...? But that means they do not understand what is meant by religion. They are thinking religion means some fanatical faith. They are meaning that. That is the whole world conception of religion. But actual religion we are now preaching, actual, what is religion. Religion means... Just like Kṛṣṇa says, sarva-dharmān parityajya mām ekam: [Bg. 18.66] "Give up all rascal religion. Surrender unto Me." So who is a sane man who will deny, "No, I don't surrender to God"? Who is a sane man? He must be insane. Anyone who says that "I don't like God, I don't like to surrender unto Him," then he must be insane. He has already surrendered. He is going on under the condition of surrender, but it is not done very... Just like a prisoner. He is already surrendered to the government. Still, he says, "I don't care for government." This is the position. He's a madman. The state arrests him, kicks him, and puts him in the jail. Still, he says, "I don't care for government." So what can be done? "We don't care for the government." Just like Gandhi started civil disobedience movement, disobedience to the government laws, but all the whole stock was put into jail and they were beaten with shoes. But still, they said, "No, we are..." This is an example. Similarly, everyone is obeying, surrendering to God. But because they are rascal and fools, they are denying that we have surrendered. This is their position, madness. nobody can stay without surrendering to God. It is not possible.

Prajāpati: In the constitution is written in religious freedom. You should let... Anyone who wants to practice anything, it's all right in the constitution.

Prabhupāda: Religious freedom means everyone is rascal and every religion is rascaldom. So how they can check? They cannot check. Let it be. Go on.

Karandhara: It also says that has restrictions. Religious practices which harm people or are detrimental to the public good, they are checked.

Prabhupāda: So... Now here, why do they not check? A rascal, cheater, and he is presenting himself as God, and why the government is allowing him? Rather, we should bring a case that why government, against the constitution, is allowing this rascal that he is declaring that he is God? What qualification he has got? let it be decided in the court. We should do that.

Svarūpa: We have to make definition of religion.

Prabhupāda: That we shall give in the court. "First of all this man is declaring himself as God, cheating. Why he should not be stopped?" Let there be case. This should be done.

Yaśomatīnandana: Just like Bhaktivinoda Ṭhākura.

Prabhupāda: Yes. No. If the constitution is that, that in the name of religion somebody cheats, the government should take action, so here it is being done. So we have to maintain so many departments to fight with these wrongdoers. Why not make a test case that "This man is declaring himself God. How he is God? Let him prove in the court." Why not institute a case?

Prabhupāda:Those who are speaking, "In God we trust," at least they believe that there is God. Now, where is God, how He is living, what He is doing, this must be known. Just like in your America, there is need of a president. But those who are advanced in American history, they must know what is that president, what is his position, what is the constitution. That is, means perfect knowledge must be there about God, and perfect knowledge how to trust Him. This is now required. Otherwise the world is going to... Not that theologicians' speculation on God. First thing is, there is God. Now, how people can be convinced that there is God? Tell me. Speak.

Prabhupāda: No. God cannot be "your God" or "my God." God is one. You cannot say that. Just like you cannot say in the United States that "your concept of president, my concept of president." President is one. If you manufacture your concept of president, that means you do not know what is president. President of United States, he has got a status, constitution, that "This is the president." So you must know that. You cannot say, "I have my concept of president." That you cannot say. Can you say that?

Persons who are not fit for being advanced by training are sudras or less than that. At the present moment in the world state, there are sudras and less than that. Prabhupāda: So we do not say anything about any particular section. We are speaking about God. God does not belong to any section. When Kṛṣṇa said that there should be four divisions, cātur-varṇyaṁ mayā sṛṣṭam [Bg. 4.13], He does not say that these divisions should be in the Hindu society or in India. He never says so. So why they take it as Hindu? Kṛṣṇa does not say that it is meant for the Hindus, for India. If God says that "I have created the sun," does it mean sun is created for India, not for this island? So these are foolishness. Whatever is spoken by God, that is meant for everyone, all over the universe. That is real understanding.

Puṣṭa Kṛṣṇa: It's in the American Constitution that all men are created equally.

Prabhupāda: Yes. That is real idea!

Puṣṭa Kṛṣṇa: So they complain that "If all men are created equally, then each man will have equal opportunity."

Prabhupāda: Yes. You can become a brāhmaṇa. Equal oppor... We are giving. Any man, he may be caṇḍāla but we give them opportunity: "Come on, you become a brāhmaṇa." We don't deny: "Oh, you are coming from a caṇḍāla family. You cannot become brāhmaṇa." No. We don't say that. We give equal opportunity. [break] ...is that before this movement, really Vedic culture was never broadcast. Therefore they are finding somewhere contradiction, something astonishing. But Vedic culture is meant for the whole world.

Apāpa-viddham. Tejiyasam na doṣaya [SB 10.33.29]. Just as the sun, because it is very, very powerful, nothing can infect it. These are the dangers. (Hindi?) Of course, if you want to keep one in very exalted post, at the same time, if you want to find fault with him, then that is not good. That is not good. That is also stated, that arcye viṣṇau śilā-dhir guruṣu nara-matiḥ. If somebody thinks that the Deity is made of stone and he criticizes, that is not allowed. If one thinks spiritual master as ordinary human being, that is not allowed. Arcye viṣṇau śilā-dhir guruṣu nara-matiḥ. So those who are in highly exalted post of the state, you cannot find out fault with him. That is real Vedic way. Otherwise, if he is taken as ordinary citizen, then he is... What is the meaning of his exalted post?

Prabhupāda: No. No. māyā means something false. Nobody makes anything. Everything is made by... Ahaṁ sarvasya prabhavaḥ [Bg. 10.8]. Kṛṣṇa is the creator of everything. māyā is also created by Kṛṣṇa. So just like government creates police department. But police department is made for that person who violates the laws of God. The police department is creation of government. Similarly, māyā's business is to capture, arrest the criminal who has gone against God, capture him. Mūḍha janmani janmani [Bg. 16.20]. Mam aprapyaiva. This is the arrangement. Nobody is independent. Everything. Therefore it is called sarvaṁ khalv idaṁ brahma. So māyā is also Brahman. māyā is also Brahman. Sarvaṁ khalv idaṁ brahma. Why māyā is different from God? It is creation of God. Mama māyā, Kṛṣṇa says. Mama māyā. So how māyā can be... The difference is police cannot arrest the president. Now it has been proved in the law. The president, the prime minister, they cannot be interfered by the police or law. That is good judgment. If the head of the estate is also interfered by police, that does not look well. So this judgment is very nice. Therefore in English constitution the first word is "The king can do no wrong." You cannot accuse king of doing wrong. Whatever he does, it is all right.

Dr. Patel: :That is when there was Rāma-rajya, sir. These modern fellows will talk all these things...

Prabhupāda: No, no, no. No, no. Rāma-rajya should be there as far as possible.

Dr. Patel: They are roguish fellows. Just like Nixon. What did he do? Was it in the place of king?

Prabhupāda: No, no, he... Nixon, Nixon...

Dr. Patel: Most powerful nation of the world having a leader of the type of Nixon.

Prabhupāda: So that is... Of course, in American constitution the president is also impeached. Is it the law?

Brahmānanda: Yes.

Dr. Patel: This is the first president who was impeached, during all the times.

Prabhupāda: But that is not very good law. That is not very good law. If the president also can be impeached, that is not very good law.

Dr. Patel: Sir, if the government is made according to the rule and regulations established by our religions, then that president or the king is above law. Otherwise these fools must be within law. But the way they have been ruling the countries and ransacking the people's morals and material...

Prabhupāda: No, no. Anyone, anyone who is within law, he cannot be president.

Dr. Patel: But these are within the law, president. These are the artificial constitutions made up, not the constitution as given by Vedas and Vedic religions. Then king or president is above law—to my mind. I may be wrong. I am open to correction.

Prabhupāda: Therefore we want rājarṣi. We don't want ordinary king. Rājarṣi.

Mahāṁsa: If the government wants to do that, you can't do anything.

Gopāla Kṛṣṇa: But we are changing.... We are making our constitution look like a welfare society, so this way we may not fall under this.

Puṣṭa Kṛṣṇa: We live in the material world, and we don't perceive who it actually belongs to, like living in a house, not knowing who the owner is. So is this sense of ignorance due to sinful activities?

Prabhupāda: Yes. Suppose if I go to America and if you do not know what is the political constitution of America, how the country is being managed, that is my foolishness. I must know that in America there is a president, the government is like this, the law is like this. Then I am intelligent. And if I do not know anything, if I think everything is automatically going on, then I am foolish rascal. They think like that, "Everything is going on, nature." They cannot explain what is the nature. Even this flower growing, the tree is growing; foolish people say, "This is nature," but intelligent person knows what is the law behind it, acting. That is intelligence and foolish. Nothing can happen. These big, big so-called scientists, they are talking of accidents. That is another rascal. Accidents, why? Why accident? This flower is not growing in this tree, and this flower is not growing in this tree by accident. Why it is not happening? Accidents means that. There is no law. Something happen without any law. That is accident. But we are generally seeing that this flower never grows in this tree and this flower never grows in this tree. Where is accident?

Prabhupāda: Now, just like if somebody says, "Maybe there is a president," he's a rascal. He does not know what is the history, what is the constitution. He does not know. Prabhupāda: Well, that you should.... Why you should remain in ignorance how God is acting? If you are serious about God, then you must know. Just like a statesman, he knows how government is acting. Puṣṭa Kṛṣṇa: The American government would say, "How can you say that there's no freedom when the First Amendment of the United States Constitution says that there is freedom of religion? One can make any religion he likes and follow."

Prabhupāda: Now they can amend. By simply by writing by the government men, that's all, it becomes a law. There is no question of its validity, but because it is spoken by government, therefore the... In other words, the government men should be so honest and so elevated that actually their words should be law. But this is democracy. Any nonsense can take vote and go to the government, and then whatever he will say, that will be law. Who cares that he's a rascal? Somehow or other he has gotten vote and he's in a position. Who is considering that? And in the Vedic age only the first-class brāhmaṇas and sages, they would... Manu-saṁhitā. That is law, not that any rascal goes into the legislative assembly and passes some law. Of course, whatever government says, that is law, but what is the position of the government now? And similarly everything. A yogi is actually worshipable. But what are these yogis, rascals? So these are asuric. And it is said... What is that?

Letter to Upendra -- New Vrindaban 30 June, 1976: Unless the temple is fully under our control, we are not interested. Then we shall call it back. Room Conversation -- January 8, 1977, Bombay:

Prabhupāda: The point is that some income tax affair.

Mr. Asnani: No problem. Is it at (indistinct). Have you seen notice?

Girirāja: Which is? About the constitution, exemption? Ah, no. No, it's not a notice as such, but they're questioning whether we deserve the tax exemption as a charitable trust. They're saying that we are not charitable; we are religious. And religious is not exempt from income tax. So the question is whether we have to change our constitution to fit their idea or whether to establish a separate trust or whether to defend that our present...

Prabhupāda: First thing is that we have not received any official notice.

Girirāja: No.

Prabhupāda: So why you are bothering about that?

Girirāja: That's what I say. We have stood...

Prabhupāda: Gopāla is bothering too much about...

Mr. Asnani: No, Prabhupāda, with your blessings, I know the Assistant Commissioner, and he is number three or four in entire city of Bombay and a very much influential center. Tamāla Kṛṣṇa: "Explaining one of the main objects of the 43rd amendment, he said that the articles... He said that the 43rd constitution amendment bill was significant in that it sought to remedy the excesses permitted by the previous ministry. He said that the article 31d of the 42nd amendment which provided the power in the legislature to make laws for the prevention and prohibition of antinational activities remained, and the previous ministry continued. There is no doubt that laws would have been passed in regard to illegal national activities. It was apprehended with reason that those laws would provide for preventative detention among other things as a remedy. It says there was no need for introducing article 31d unless it was to enlarge the field of preventative detention and enforcing it. Since there was enough laws already on the statue books which dealt with activities specifically detailed in article 31d and by trial in the ordinary manner." (pause)

Prabhupāda: She has misused the power, and nobody was to check. It is very dangerous constitution.

Prabhupada rejects the defective Indian constitution and insists on taking instruction from Krsna

Devotee (2): Different parties, different government.

Prabhupāda: No, no. We have to study the Indian constitution. It is defective because by the same constitution our present Prime Minister was put into custody for nineteen months. And we are working on the same constitution. So the constitution itself is defective. Anything man-made will be defective.

Indian man (3): It will never be perfect.
