In the best interest of human society there must be such divisions of life, otherwise no social institution can grow in a healthy state. And in each and every one of the abovementioned divisions of life, the aim must be to please the supreme authority of the Personality of Godhead.
SB 1.2.13, Purport:

Human society all over the world is divided into four castes and four orders of life. The four castes are the intelligent caste, the martial caste, the productive caste and the laborer caste. These castes are classified in terms of one's work and qualification and not by birth. Then again there are four orders of life, namely the student life, the householder's life, the retired and the devotional life. In the best interest of human society there must be such divisions of life, otherwise no social institution can grow in a healthy state. And in each and every one of the abovementioned divisions of life, the aim must be to please the supreme authority of the Personality of Godhead. This institutional function of human society is known as the system of varṇāśrama-dharma, which is quite natural for the civilized life. The varṇāśrama institution is constructed to enable one to realize the Absolute Truth. It is not for artificial domination of one division over another. When the aim of life, i.e., realization of the Absolute Truth, is missed by too much attachment for indriya-prīti, or sense gratification, as already discussed hereinbefore, the institution of the varṇāśrama is utilized by selfish men to pose an artificial predominance over the weaker section. In the Kali-yuga, or in the age of quarrel, this artificial predominance is already current, but the saner section of the people know it well that the divisions of castes and orders of life are meant for smooth social intercourse and high-thinking self-realization and not for any other purpose.

Human society must be divided into four orders according to quality and work. In every society there must be an intelligent class, administrative class, productive class and worker class. In modern democracy these scientific divisions are turned topsy-turvy.
SB 4.14.1, Purport:

In this verse the significant word is kṣema-darśinaḥ, which refers to those who are always looking after the welfare of the people in general. All the great sages headed by Bhṛgu were always thinking of how to elevate all the people of the universe to the spiritual platform. Indeed, they advised the kings of every planet to rule the people with that ultimate goal of life in mind. The great sages used to advise the head of the state, or the king, and he used to rule the populace in accordance with their instruction. After the disappearance of King Aṅga, there was no one to follow the instructions of the great sages. Consequently all the citizens became unruly, so much so that they could be compared to animals. As described in Bhagavad-gītā (4.13), human society must be divided into four orders according to quality and work. In every society there must be an intelligent class, administrative class, productive class and worker class. In modern democracy these scientific divisions are turned topsy-turvy, and by vote śūdras, or workers, are chosen for administrative posts. Having no knowledge of the ultimate goal of life, such persons whimsically enact laws without knowledge of life's purpose. The result is that no one is happy.

When a living entity evolves to the human form of life and in particular to the civilized human form of life, his society must be divided into four gradations, as ordered by the Supreme Personality of Godhead in Bhagavad-gītā.
SB 4.21.22, Purport:

A king is supposed to be appointed by the Supreme Personality of Godhead to look after the interests of his particular planet. On every planet there is a predominating person, just as we now see that in every country there is a president. If one is president or king, it should be understood that this opportunity has been given to him by the Supreme Lord. According to the Vedic system, the king is considered a representative of Godhead and is offered respects by the citizens as God in the human form of life. Actually, according to Vedic information, the Supreme Lord maintains all living entities, and especially human beings, to elevate them to the highest perfection. After many, many births in lower species, when a living entity evolves to the human form of life and in particular to the civilized human form of life, his society must be divided into four gradations, as ordered by the Supreme Personality of Godhead in Bhagavad-gītā (cātur-varṇyaṁ mayā sṛṣṭam, etc. (BG 4.13)). The four social orders—the brāhmaṇas, kṣatriyas, vaiśyas and śūdras—are natural divisions of human society, and as declared by Pṛthu Mahārāja, every man in his respective social order must have proper employment for his livelihood. It is the duty of the king or the government to insure that the people observe the social order and that they are also employed in their respective occupational duties. In modern times, since the protection of the government or the king has been withdrawn, social order has practically collapsed. No one knows who is a brāhmaṇa, who is a kṣatriya, who is a vaiśya or who is a śūdra, and people claim to belong to a particular social order by birthright only. It is the duty of the government to reestablish social order in terms of occupational duties and the modes of material nature, for that will make the entire world population actually civilized. If it does not observe the institutional functions of the four social orders, human society is no better than animal society in which there is never tranquillity, peace and prosperity but only chaos and confusion.

In civilized human society there must be the divisions of brāhmaṇa, kṣatriya, vaiśya and śūdra, and everyone must properly execute his occupational duty in accordance with his division.
SB 4.24.29, Purport:

In civilized human society there must be the divisions of brāhmaṇa, kṣatriya, vaiśya and śūdra, and everyone must properly execute his occupational duty in accordance with his division. Here it is described (svadharma-niṣṭhaḥ) that it does not matter whether one is a brāhmaṇa, kṣatriya, vaiśya or śūdra. If one sticks to his position and properly executes his particular duty, he is considered a civilized human being. Otherwise he is no better than an animal.

Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ: there must be four divisions of human society according to the work and qualities of men. Men with the lowest qualities cannot do any work that requires higher intelligence. However, although such a division of men must exist according to their quality and work, it is suggested herewith that everyone must have the necessities of life.
SB 7.14.11, Purport:

Outcastes or untouchable caṇḍālas should also be provided with the necessities for life. The word used in this connection is yathā, which means "as much as deserved." The outcastes should not be given money with which to indulge in more than they need, for otherwise they will misuse it. At the present moment, for example, low-class men are generally paid quite amply, but instead of using their money to cultivate knowledge and advance in life, such low-class men use their extra money for wine-drinking and similar sinful activities. As mentioned in Bhagavad-gītā (4.13), cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ: there must be four divisions of human society according to the work and qualities of men. Men with the lowest qualities cannot do any work that requires higher intelligence. SB Canto 10.1 to 10.13

According to Vedic principles, there must be divisions of human society (cātur-varṇyaṁ mayā sṛṣṭam). This is real human society, and without this system we are left with animal society.
SB 10.2.34, Purport:

Yajño dānaṁ tapaś caiva pāvanāni manīṣiṇām (18.5): even one who is very much advanced in spiritual realization must still execute the Vedic principles. Even in the lowest stage, the karmīs are advised to work for the sake of the Lord.

yajñārthāt karmaṇo 'nyatra
loko 'yaṁ karma-bandhanaḥ

"Work done as a sacrifice for Viṣṇu has to be performed, otherwise work binds one to this material world." (BG 3.9) The words yajñārthāt karmaṇaḥ indicate that while performing all kinds of duties, one should remember that these duties should be performed to satisfy the Supreme Lord (sva-karmaṇā tam abhyarcya (BG 18.46)). According to Vedic principles, there must be divisions of human society (cātur-varṇyaṁ mayā sṛṣṭam (BG 4.13)). There should be brāhmaṇas, kṣatriyas, vaiśyas and śūdras, and everyone should learn to worship the Supreme Personality of Godhead (tam abhyarcya). This is real human society, and without this system we are left with animal society.

In the human society, this body is not to be spoiled. So therefore in the human society there must be a system of division. That is called varṇāśrama-dharma.
Lecture on BG 2.7 -- London, August 7, 1973:

This human form of body is a great concession given by the material nature. People are so miscreant and foolish. They do not understand what is the value of this human form of life. They engage this body for sense gratification like cats and dogs. The śāstra therefore says: "No, this human form of body is not meant for spoiling like the hogs and dogs." Nāyaṁ deho deha-bhājāṁ nṛ-loke. Everyone has got a body, material body. But nṛ-loke, in the human society, this body is not to be spoiled. Nāyaṁ deho deha-bhājāṁ nṛ-loke kaṣṭān kāmān arhati viḍ-bhujāṁ ye (SB 5.5.1). This human form of life, simply working uselessly hard, day and night, for sense gratification. This is the business of the hog and dog. They are doing also the same thing, whole day and night, working hard simply for sense gratification. So therefore in the human society there must be a system of division. That is called varṇāśrama-dharma. That is Vedic civilization.

Human society must be divided into four classes of men. Just like in our body, there are four different departments: the brain department, the hand department, the belly department, and the leg department. You require all these.

According to Vedic system, there are four classes of men in the society. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). Human society must be divided into four classes of men. Just like in our body, there are four different departments: the brain department, the hand department, the belly department, and the leg department. You require all these. If the body is to be maintained, then you must maintain properly your head, your arms, your belly, and leg. The cooperation. You have heard many times the caste system of India: brāhmaṇa, kṣatriya, vaiśya, śūdra. This is not artificial. It is natural. In any society you go, not only in India, in any other country, these four classes of men are there. Intelligent class of men, administrator class of men, productive class of men, and laborer class of men. You call it by different names, but there must be such division.

Every government is encouraging people how to become śūdra. But actually, the human society must be divided into four parts. Four divisions: brāhmaṇa, kṣatriya, vaiśya and śūdra.

But so long one is in the bodily concept of life, so one has got different occupational duty according to the conception of the body. So the nature is being conducted by three modes of nature. Therefore, according to one's nature there is occupational duty. That is scientific division. At the present moment there is no such division. Therefore gradually people are degrading to the lowest quality—ignorance, śūdra. They are taking to the śūdra principles. Yesterday I was presented with a paper, Indian government scheme to help people starting small-scale industries, and government is ready to help. (aside:) You sit cross-legged, not like that. All of you. So a small industry, there are so many motor parts, so many other parts. About 200, 300 items, government is ready to help a small industry. But the government does not know or the leaders do not know that to engage people in such industrial affair means to bring them to the śūdra platform. Śūdra platform. Every government is encouraging people how to become śūdra. But actually, the human society must be divided into four parts. Four divisions: brāhmaṇa, kṣatriya, vaiśya and śūdra. Just like in our body there is division. The head department, the arms department, the belly department and the leg department. You cannot say, "Let there be only leg department. There is no use of head and arms and belly." Will that go on nicely? If your body, you cut off all other parts and simply keep the legs, will that be very nice proposal? Leg is required. But if you keep the body only by the legs, then this kind of body is dead body. Any part of the body. Especially the head. If you cut off the head then the body is altogether dead. You can cut off the arms, you can cut off the legs, but it is very difficult to cut off the belly also. Then it will be dead.

As in your body there are divisions, the brain division, the arm division, the belly division, and the leg division, similarly the human society must be divided like the scientific divisions.
Lecture on BG 4.1 -- Delhi, November 10, 1971:

Just like brāhmaṇa is considered to be the brain. A man may be very healthy body, but the, if the brain is cracked, this body will not help. Everything is spoiled. So at the present moment there is no brain, there is no brāhmaṇa, neither there is kṣatriya, simply śūdras and vaiśyas, mostly śūdras. So, as in your body there are divisions, the brain division, the arm division, the belly division, and the leg division, similarly the human society must be divided like the scientific divisions. A section of people must be very intelligent class of men, brāhmaṇa. A section of people may be very strong, kṣatriyas, politicians, fighters. A section of people must be producers, the vaiśyas, and a section of people must be śūdras, or the legs. Just as compared with your body. The full body means, the head, the arms, the belly and the legs. If you say that there is, there is no need of head, is that very bodily sound? It is dead body. It is dead body. So, our propaganda is that we want to make a section of people brāhmaṇa. Brāhmaṇa means one who knows Brahman. That is the Kṛṣṇa consciousness movement.

Yajñārthe, for the sake of the Supreme Lord, for satisfying Him, that is our business. So to do that business in the previous verse it has been prescribed that the human society should be divided into four classes of men.
Lecture on BG 4.14 -- Bombay, April 3, 1974:

Therefore in the human form of life we must perform yajña. Yajña means to satisfy the Supreme Lord. Yajñārthe, for the sake of the Supreme Lord, for satisfying Him, that is our business. So to do that business in the previous verse it has been prescribed that the human society should be divided into four classes of men. There are, but they should be systematically divided. Just like in any office there are departments. Without departmental work, nothing can be successful. Anywhere you go, either in the law court or in the office or anywhere, there must be departments. Similarly, the human society must be divided into four divisions. Not four division, eight divisions, varṇāśrama.

Kṛṣṇa has divided the society, human society, in four divisions: the brāhmaṇa, the kṣatriya, the vaiśya, the śūdras. These divisions of the human society must be there.
Lecture on BG 13.3 -- Hyderabad, April 19, 1974:

Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). Kṛṣṇa has divided the society, human society, in four divisions: the brāhmaṇa, the kṣatriya, the vaiśya, the śūdras. These divisions of the human society must be there. If there is no intelligent person, brāhmaṇa, simply śūdras, you cannot be happy. That is not possible. Just like to keep your body, there must be head, there must be arms, there must be belly, and there must be legs. Simply if you have got legs, that is dead body. Even simply you have got head, that is also dead body. Four things must be there. How you can violate? "No, no, we don't require head" or "don't require leg." No, no. Kṛṣṇa says, "no." Cātur-varṇyaṁ mayā sṛṣṭam (BG 4.13).

This is natural division. Therefore varṇāśrama-vibhāgaśaḥ, the varṇāśrama division must be there. That is human society.
Lecture on SB 1.2.6 -- Calcutta, February 26, 1974:

So actually this statement of the śāstras, that kalau śūdra-sambhavaḥ, hardly there is brāhmaṇa or kṣatriya or vaiśya because nobody is doing their duty. Instead of producing food grains, vaiśyas are engaged in running on big, big factories. So factory cannot produce food grains. Therefore there is food shortage or people are not getting ample foodstuff, they are starving, and there must be agitation. There is no brāhmaṇa's guidance, there is no kṣatriya kings, and śūdras are also not executing their duty. Then what will be the result? This is the result. This is the result. Therefore this is material dharma. Ataḥ pumbhir dvija-śreṣṭhā varṇāśrama-vibhāgaśaḥ. That vibhāga, or division must be there. Otherwise there must be chaos. Just like in your body there is division, the brain division, here, the brain division, the arms division, and the belly division, and the leg division. So these divisions are required. If you have no brain, then how you can control your other senses? If you have no strength in your arms, how can you protect yourself? If you have no digestive power, there is no food, how you live? And if there is no leg, or the laborer class, how you will walk? This is natural division. Therefore varṇāśrama-vibhāgaśaḥ, the varṇāśrama division must be there. That is human society.

Religion means the relationship between Bhagavān and me, or everything. Bhāgavata-dharma. So the Bhāgavata-dharma is spoken by Bhagavān Himself, Bhagavad-gītā. So He says that cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). The human society must be divided into four classes: brāhmaṇa, kṣatriya, vaiśya, śūdra. He says. That is bhāgavata-dharma. If you abolish this, everyone is śūdra, no brāhmaṇa. That brāhmaṇa means guṇa-karma-vibhāgaśaḥ-guṇa, quality and action, not by birth. He never says, "by birth." Anyone who is qualified... Just like in ordinary life, anyone who is a qualified medical man, he is given the title "doctor," "medical practice," not that a doctor's son is necessarily a doctor. Even if he is a son of a doctor, still, he has to be educated as a medical man, then he will be accepted as doctor. This is bhāgavata-dharma. Cātur-varṇyaṁ mayā sṛṣṭam (BG 4.13).

You cannot expect any happiness guided by the fourth-class men. That is not possible. Therefore throughout the whole world there is chaotic condition. Nobody is happy. So this is essential that the human society must be divided into four divisions.

Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). The human society, by the will of God there are four classes of men. The first-class is the brāhmaṇa; the second-class, the kṣatriya; the third-class, the vaiśyas; and all others, fourth-class, śūdras. So at the present moment, practically there is no brāhmaṇa, no kṣatriya, no vaiśya, only śūdras, fourth-class men. So you cannot expect any happiness guided by the fourth-class men. So this Kṛṣṇa consciousness movement means we are trying to create some first-class men. This is Kṛṣṇa consciousness, this movement.

So the necessity of this movement is that we are creating brain. At the present moment the human society is lacking brain. Exactly they are living like cats and dogs, not with human brain. In the Bhagavad-gītā it is said, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). The human society must be divided into four classes of divisions, or divisions, catur-varṇya: the brāhmaṇa, the kṣatriya, the vaiśya, and the śūdra. Brāhmaṇa means the most intelligent class of men, and kṣatriya means administrators, and the vaiśya means mercantile people, and śūdra means ordinary workers. At the present moment, the human society is giving stress on the mercantile class of men and worker class of men. Actually, there is no intelligent class of men or administrative class of men. So our movement is creating some intelligent class of men.

So in the human society the topmost class of men are considered the brāhmaṇas. As it is explained in the Bhagavad-gītā, cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). The human society must be divided into four classes of men. That is perfect human society. First-class men, second-class men, third-class men, and the fourth-class men. And after these fourth-class men, they're all fifth class, pañcama. So the first-class men are the brāhmaṇas, qualified brāhmaṇas, śamo damaḥ titikṣava, ārjava. And the second-class men are the kṣatriyas. The third-class men are the vaiśyas. And the fourth-class men, they are called śūdras. And the fifth-class, below the fifth-class, they are called pañcama or caṇḍāla. This is Vedic division of human society. So Kṛṣṇa is worshiped by the brāhmaṇas; therefore He's called brahmaṇye, or who gives protection to the brahminical culture.

Prabhupāda: Hindu, the word is not to be found in our Vedic scripture. It is the name given by the Mohammedans. So that is going on. Actually it is called varṇāśrama-dharma, four varṇas, four āśrama. The four varṇas, the brāhmaṇa, kṣatriya, vaiśya, śūdra. And four āśramas-brahmacārī, gṛhastha, vānaprastha, sannyāsa. Combined together it is called varṇāśrama. So unless the human being follows this varṇāśrama principle he's not a human being. He's animal, because animal has no varṇa, no āśrama. The human society must be divided. Then, just like in this body there are four divisions—the head division, the arms division, the belly division, and the leg division—all these are required for complete body. Although, by comparative study, head is the most important department, but still the leg is not... that we don't require leg. Leg is also required. Similarly, the brāhmaṇa, kṣatriya, vaiśya, śūdra, they're required to function the society perfectly. That is varṇa. And similarly, for spiritual emancipation there must be the division: brahmacārī, gṛhastha, vānaprastha, sannyāsa. So unless you accept this institution perfectly you cannot develop your consciousness as perfect human being.

Scholar: This divisions only in Hindus?

Prabhupāda: No, this division is meant for everyone.

Scholar: Mohammedans also accept this divisions?

Scholar: Yes. They're accepting. If you don't accept any scientific truth that is your business. That is your business. If you say-two plus two equal to four—"No I don't accept." That is your business. But two plus two equal to four, that is a fact everywhere. Now how these boys have accepted? Now they have got sacred thread, they have become brāhmaṇa.

Not that everyone should be brain. Then who will carry me? Just like in your bank, the manager is the brain. The secretaries and assistants are the hands, clerks. And ordinary worker, they are legs. Anywhere you go, you must find out these four divisions. Therefore the human society must be divided into four divisions.

Prabhupāda: No, everyone should work. Our Vedic philosophy is that everyone must work. But there must be division of work. Just like in your body there are different parts. The head department, the arms department, the belly department, and the legs department. These are different parts. So all these departments must work for the total benefit of the body. That is our philosophy. Nobody should sit idle. But he must work according to his capacity. Brain must work for giving direction. Hand must work for giving protection. Belly must work for supplying food, energy. And leg must work for carrying the body. So similarly the society must be divided: the brain of the society, the arms of the society, the belly of the society and the legs of the society. That will make perfection. The brain will give direction That is the brāhmaṇas. The arms will give protection. That is the kṣatriya. And the belly will give energy, food, that is vaiśya. And the legs will carry the body. That is śūdra. This is... Whole society should be divided into four divisions, the brāhmaṇas, the kṣatriyas, the vaiśyas and the śūdras. Therefore he is being ridiculed. Neither he has honor. He is not resigning the post. He has been ridiculed by the people, but still, he is sticking to his post. So this is the defect. You have got in your country only the vaiśyas, the belly and the legs. I am just giving a crude example. Not only in your country, every country nowadays. There is no brain. Brain is finished. Therefore everywhere you will find chaos and confusion. There is no brain. So this Kṛṣṇa consciousness movement means we are creating some brain. We are not creating the technological expert, but we are creating brain to know the purpose of human life and work on it under a systematic way.

Āśrama is specially meant for spiritual advancement, and varṇa is general division. It must be there in the human society, or they're on the animals. If varṇa is not there, then this is a society of animal. And when the varṇa is working perfectly, then we give them āśrama.

Hṛdayānanda: Not necessary. So in this varṇāśrama college there would be two divisions, varṇa and āśr... Learning a materia...

Prabhupāda: First of all varṇa. And āśrama, then, when the varṇa is perfectly in order, then āśrama. Āśrama is specially meant for spiritual advancement, and varṇa is general division. It must be there in the human society, or they're on the animals. If varṇa is not there, then this is a society of animal. And when the varṇa is working perfectly, then we give them āśrama. Varṇāśrama. That is later on.

Hṛdayānanda: First they should be taught a skill.

Prabhupāda: Yes. First of all, the whole society must be divided into four varṇas. Otherwise, there will be chaotic condition. That is what is the position now. What is he, what he has to do, one does not know. And there are so many unemployment. But if you organize the society into varṇas, there will be no question of unemployment.

Prabhupāda: So we can see on equal level when (sic:) you become a brāhmaṇa. Prabhupāda: So society must be divided into four classes: first-class, second-class, third-class, fourth-class. That is general. Those who are endeavoring for realizing God, they are first-class men. Those who are less intelligent—they are trying to rule over the material world—they are second-class men. And those who are engaged in producing food and cow protection, they are third-class. And those who are useless for any of these three occupational duties, they are called fourth-class. And those who are still lower than that, they are called fifth-class, sixth-class, like that. So our educational system should be so arranged that there may be first-class, second-class, third-class, fourth-class men, not less than fourth-class men. Then the social structure will be in order and everyone will be peaceful, aiming at the point, how to go back to home, back to Godhead. Unless there is such structure of the society... Just like in our body we have got four divisions, the head, the arms, the belly and the leg. All of them are required. But the position of the head and position of the leg are different. Head means giving direction, and arms means giving protection, and belly means receiving food for energy of the body, and leg means working. So the human society must be divided into four section, and they should work combinedly, cooperatively. Our Kṛṣṇa consciousness movement is teaching this process of life, and the whole world is now in chaos on account of no brain. Just like we have got this body. If the brain is not working in good condition, then he is called a madman. So in spite of possessing other parts of the body, namely, the arm, the belly, and the leg, if the head is not in good condition, then the body is useless. At this present moment there is want of first-class men and also second-class men. The whole world is filled up with third-class, fourth-class, fifth-class men. Therefore the society is not properly adjusted.

Prabhupāda: So, here in this Bhagavad-gītā, it is ordered that the human society must be divided into four divisions, and they should cooperate for understanding God. Just like in our body there is the head, there is the arm, there is the belly and there is the leg. So they are all cooperating for maintaining the body. Although head is very important than the leg, but leg is also required. Simply head will not be able to keep the body in good condition.

Scheverman: Yes, our Saint Paul uses that very imagery in his Epistle to the Corinthians, Tenth Chapter. Yes.

Prabhupāda: So that is mentioned in this book. So head means first-class intelligent. A class of men.

Our students who are making this political program must be fixed in one point that human society unless divided into the four classes and divisions is animal society. Among the animals there is no intelligence for self realization or how to make life successful. In human life intelligence is better than animals therefore they should know what is the aim of life and to educate human society there is the whole Vedic literature, of which the Bhagavad gita is the quintessence. The Supreme Personality of Godhead orders that there must be four division in human society, a 1st, 2nd, 3rd, 4th and 5th class, like that, and the 1st must be ideal. If the whole society is full of rogues, thieves, drunkards, cheaters and demons, where is there question of decent government. There must be division so the lower class men may aspire to be second class men. So far we are concerned we are trying to train first class men. How much great responsibility we have to follow regulative principles, chant the beads, live with personal character etc.
