SB 6.7.12, Purport: Fortunately, however, the Hare Kṛṣṇa movement has come to America, and many fortunate young men are giving serious attention to this movement, which is creating ideal men of first-class character, men who completely refrain from meat-eating, illicit sex, intoxication and gambling. If the American people are serious about curbing the degraded criminal life of their nation, they must take to the Kṛṣṇa consciousness movement and try to create the kind of human society advised in Bhagavad-gītā (cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ [Bg. 4.13]). They must divide their society into first-class men, second-class men, third-class men and fourth-class men.

Lecture on BG 3.18-30 -- Los Angeles, December 30, 1968:

Tamāla Kṛṣṇa: Twenty-one: "Whatever action is performed by a great man, common men will follow in his footsteps. And whatever standards he sets by exemplary acts, all the world pursues [Bg. 3.21]."

Prabhupāda: This is very important. Therefore leaders must be very ideal men. Then automatically the country or the society becomes nicely situated. Because if the leader of the society is perfect... Therefore formerly, monarchy, monarchy was current, and the king was educated very highly, how to administer state. Just like Mahārāja Yudhiṣṭhira. Mahārāja Yudhiṣṭhira, ideal king.
If the leader of the society or country is not an ideal man, then the followers or the countrymen or the members of the society, they are also of the same type
Lecture on BG 3.21-25 -- New York, May 30, 1966: In every society, in every country, there are certain class of men who are considered the leaders or the superior men. So Lord Kṛṣṇa says that whatever is practiced by the top list men, that is followed by the ordinary class of men. Sa yat pramāṇaṁ kurute. And the top list man, whatever he adopts or whatever scripture or whatever instruction he admits, lokas tad anuvartate. Ordinary class of men, they generally follow. The whole idea is that Kṛṣṇa wants Arjuna to become an ideal person, ideal person, so that ordinary men can follow. And generally the practice is also the same. Any leader, if the leader of the people, they are ideal, he is ideal... A leader of the man, if he is ideal, the followers also become ideal. And if the leader of the society or country is not an ideal man, then the followers or the countrymen or the members of the society, they are also of the same type.
Just to become the ideal man
Lecture on BG 3.21-25 -- New York, May 30, 1966: "It is not that I am deficient in My possession." We work because we find deficient ourself. In any power, in any, either spiritual power or material power, we have to work because we are deficient. So Kṛṣṇa is not deficient so that He has to fill up the deficiency. No. Na anavāptam. So still, varta eva ca karmaṇi. Now, He says that "Arjuna, you see that still, I have engaged Myself in the worldly duties." Why? Just to become the ideal man. Lecture on BG 3.21-25 -- New York, May 30, 1966: Just like a merchant, a mercantile man, he is doing some business and working very hard day and night to accumulate some money, similarly, a devotee of the Lord also can earn money in the same spirit, working day and night. Superficially it will appear just like this man and that man. There is no difference. They are working the same day and night for earning some money. But the devotee or the man who is established in relationship with God, his expenditure will be different. His expenditure will be not for sense gratification. For advancement of God consciousness. That is the ideal man. There is no harm. If you work, very, very much attached to your business or anyone, that doesn't matter.
Kṛṣṇa advises Arjuna that "You also become an ideal man, that you become a fighter for the cause of God"
Lecture on BG 3.21-25 -- New York, May 30, 1966: Therefore those who are devotees, those who are following the principles of devotion, they see the ideal. Well, our former ācārya or former devotee, I mean to say, guru or spiritual master, he had so much money, and he distributed in this way. The distribution, money, was accepted like that. So people would follow that. So Kṛṣṇa advises Arjuna that "You also become an ideal man, that you become a fighter for the cause of God. Then you become the ideal man. Your principle will be followed by others."

There must be an intelligent high class, ideal class of men to see the "Here is human civilization." That is brāhmaṇa. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma... [Bg. 4.13]. Lecture on BG 18.45 -- Durban, October 11, 1975: Who can give better service than Mahatma Gandhi? Who can become such honest man, ideal man. He was addressed as mahātmā. Still, his service was not recognized. He was killed. So that is the result of material service. Therefore Kṛṣṇa says that, "This kind of service rendering will never satisfy you, neither the party will be satisfied. You give up all this wrong engagement; you give service to Me."
There is no ideal men now, at the present moment
Lecture on BG 18.45 -- Durban, October 11, 1975: So the society must be divided as suggested in Bhagavad-gītā and other Vedic literature, that cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ [Bg. 4.13]. But the Vedic civilization was very simplified, simplified. A class of ideal men, the brāhmaṇa, they are ideal. They are simply assimilating the Vedic knowledge and guiding others—kṣatriya, vaiśya, śūdra—how to live peacefully. The kṣatriya, they are meant for giving protection to the people, security. And the vaiśya is meant for producing food. And śūdra, because they cannot do anything independently, they must serve these three masters: brāhmaṇa, kṣatriya, vaiśya. So this is very scientific. So if there is no ideal class of men, who will guide?
Brāhmaṇa should learn, ideal men
Lecture on SB 6.1.52 -- Detroit, August 5, 1975: So that is the tendency, not to work hard, but live peacefully. That can be done. Everyone can do that, provided he lives in the village, he lives in the village and produces his own food, little labor, vegetable, food grains. Anyone can produce. This is human civilization. Therefore... Not that all, everyone has to do. The third class... First-class men, they should cultivate knowledge to guide the human society, brāhmaṇa. Śama dama titikṣa... [Bg. 18.42]. Lecture on SB 6.2.4 -- Vrndavana, September 8, 1975: Ideal class of men therefore needed in the society. Therefore Vedic society is divided—ideal men: the brāhmaṇas. Brāhmaṇa, kṣatriya, vaiśya, śūdra. The brāhmaṇa, the saintly person, the sannyāsī, the rājarṣi. This is required. Imaṁ rājarṣayo viduḥ [Bg. 4.2]. The position of the whole world is so deteriorated because there is no ideal man

So these sinful activities of the whole world can be stopped immediately if the government is strong. But the government members, they are themself, they are victims of Kali-yuga, so how they can stop it? Some big, big politician, when they enjoy, they bring naked girls and drinking, and this is their standard of enjoyment. So how you can expect good government? It is not possible. Why they should be bothering about people's happiness? They want to occupy big, big ministerial post to enjoy their life. Therefore the position of the whole world is so deteriorated because there is no ideal man. All rogues, thieves, I mean to say, in very fallen condition. Therefore people are deteriorating.
Those who have taken to Kṛṣṇa consciousness seriously, they should be ideal men
Lecture on SB 6.2.4 -- Vrndavana, September 8, 1975: Therefore, at the present moment it is a great necessity to have some ideal men. Yad yad ācarati śreyān. Therefore we are endeavoring to create some ideal men, Kṛṣṇa conscious men, their character, their behavior, their ideal aim of life. So those who have taken to Kṛṣṇa consciousness seriously, they should be ideal men. The society will be benefited at least by seeing their behavior. And Caitanya Mahāprabhu has taught us, āpani ācari prabhu jīveri śikṣāya. If you don't behave yourself as an ideal man, you cannot preach. Your preaching will not be successful. Āpani ācari prabhu jīveri śikṣāya. Because the nature's law is that ordinary men, they follow the ideal. If there is rājarṣi, kṣatriya, ruler, king, just like saintly person, like Mahārāja Yudhiṣṭhira, Parīkṣit, Lord Rāmacandra—there are many—Mahārāja Ambarīṣa, then people will be happy.
We want to create some ideal men
Lecture on SB 6.2.4 -- Vrndavana, September 8, 1975: Therefore our Kṛṣṇa consciousness movement is just to teach people how to become Kṛṣṇa conscious, surrender unto Him. Then they will be happy. This is the way of Kṛṣṇa consciousness movement. We want to create some ideal men. People will see them, and at least they will understand that "Here are the ideal men." They will be ashamed. So those who are in Kṛṣṇa consciousness movement, they should be śreyān-yad yad ācarati śreyān—the best men in the society. Otherwise useless.

Lecture on SB 7.6.4 -- Toronto, June 20, 1976: This is first-class man. Truthful, very peaceful, full of knowledge, very simple, tolerant, and believer in the śāstra. These are the symptoms of first-class men. So where is that first-class man throughout the whole world? So this Kṛṣṇa consciousness movement is trying to create at least one section first-class men so that people may see, "Oh, here are ideal men." Therefore my request to persons who have joined this Kṛṣṇa consciousness movement, they should very carefully keep them as first-class men. People will appreciate and they will try to follow.

Lecture on SB Lecture -- Melbourne, May 19, 1975: The human society, by the will of God there are four classes of men. The first-class is the brāhmaṇa; the second-class, the kṣatriya; the third-class, the vaiśyas; and all others, fourth-class, śūdras. So at the present moment, practically there is no brāhmaṇa, no kṣatriya, no vaiśya, only śūdras, fourth-class men. So you cannot expect any happiness guided by the fourth-class men. Morning Walk -- December 18, 1973, Los Angeles: Prabhupāda: As the Communist party, they are preaching godlessness, now America should preach, 'No, in God we trust.' Now there should be a fight, not on the political point of view, but actually it includes everything. A class of men godless and a class of men who knows God. There should be fight. Then there will be peace in the world. The class of men who do not believe in God, they should be punished, because they are creating all the troubles. A man who trusts in God, he is the ideal man. He will never create any trouble. Therefore this science should be learned very scientifically. And we are prepared. And you also must be able to teach them. Then it will be successful."
Ācārya. "This man is ideal. One should follow him"

There are three guṇas, and the sattva-guṇa, brāhmaṇa, a class of ideal men, must be there in the society so that people can follow them

The real truth is that ideal man of character there must be
Conversation with Governor -- April 20, 1975, Vrndavana: Prabhupāda: This kind of understanding at the present time, at the present time... (Hindi) So we give reference, that "Present time, everyone is fallen." But truth is always the same, not at present time. So the real truth is that ideal man of character there must be. Because at the present moment there is no character, there is no moral education, therefore we have to adapt according to them, no. The pukka moralist, he must be moralist. It doesn't matter that "People at the present time, they do all immoral activities; therefore we have to adjust." No. Strictly one should be moralist. There is no question of present time or past time. That should be real point of view.
Priestly class should be the first-class, ideal men
Morning Walk -- May 10, 1975, Perth: Prabhupāda: Our proposition is that "You priestly class, you must act exactly as a priest-ideal priest. You are a drunkard, you are woman-hunter, you are doing everything nonsense, and at the same time you are passing on as priest—this should be stopped." This should be stopped. The priestly class, or the brāhmaṇas, they should be trained up to become truthful, how to control mind, how to control senses, and tolerant, and very learned, knowing God also—these things are required. The brāhmaṇas were first-class men, ideal. But in the society there is no ideal men. One should have some example, living example, to see "Oh, here is an ideal man." So the ideal man is described here in our Bhagavad-gītā. What is the ideal? Any man can be trained up. Even a small percentage ideal men there are in the society, at least people will think, "Oh, here is ideal"
Room Conversation with Director of Research of the Dept. of Social Welfare -- May 21, 1975, Melbourne: Prabhupāda: So immediately to solve all the problems like this is to start an institution to train four classes of men. Begin it. There is no training, how you can expect if you allow a child to smoke from the very beginning and to commit all kinds of sinful activities, how you can expect a nice gentleman when he is grown up? It is not possible. It is possible by this Kṛṣṇa consciousness movement. But somebody may not be induced to come and join. But if you train him from the very beginning, then it is possible. Just like we have got our training school, Gurukula, in Dallas, Texas. So from the very beginning, three years, four years, five years old, children they are being trained up. It is not that cent percent men will be trained up spiritually. But even a small percentage ideal men there are in the society, at least people will think, "Oh, here is ideal." But there is no such facility. We are training, sometimes people laugh, "What is this nonsense?" They criticize.

Room Conversation with Director of Research of the Dept. of Social Welfare -- May 21, 1975, Melbourne: Prabhupāda: No. There is no question of high percentage. I said that even a small percentage, there must be some ideal men. At least people will see that here is the ideal man. Just like we are having. Because they are chanting and dancing, many outsiders are coming and they are also learning, they are also offering obeisances. And gradually they are offering their service: "Please accept me." The example is better than precept. If you have an ideal group of men, then people will automatically learn. That is wanted.

There is no question of percentage. One ideal man

Prabhupāda: Tiny percentage. Just like there are so many stars in the sky, and there is one moon. In percentage the moon is nothing. If we take percentage of the stars, the moon is nothing. But moon is important than all the nonsense stars. (laughter) But if you take percentage, he has no percentage vote. But because he is moon, he is important than all these rascal stars. This is the example. What is the use of taking percentage of the stars in the presence of moon? Let there be one moon, that is sufficient. There is no question of percentage. One ideal man. Just like in Christian world, one ideal Lord Jesus Christ.

Director: How do you feel about Mao Tse-tung?

Prabhupāda: Huh? What is that?

Devotee: He says how do you feel about Mao Tse-tung?

Director: In China he's the ideal man.

Devotee: He's a Communist.

Prabhupāda: His ideal is all right. His ideal, Communist idea that everyone should be happy, that is good idea.
If there were ideal men
Room Conversation with Director of Research of the Dept. of Social Welfare -- May 21, 1975, Melbourne: Prabhupāda: One who is learned, he is equal to everyone. That is learned. "I take care of my brother and I kill you," that is not right. That is going on. Everywhere. Nationalism. Nation... National means one who has taken birth in that land. But the animal, poor animal, because they cannot make any protest, send them to the slaughterhouse. And if there were ideal men, they would have protested, "Oh, why you are doing this? Let them live also. You live also.
Let personally become ideal man

Prabhupāda: Yes. So we don't count for percentage. Let personally become ideal man. The same example: There is no percentage in comparison to the stars and one moon. What is the percentage? There are millions of stars. It is, what is the percentage, one and million? It is practically zero percentage. But still, because it is moon it is more sufficient than all these small stars. So produce moon.

Director: Yes, but that moon is big, and you can recognize it, but another man, just another star...

Prabhupāda: No, that's all right. If you cannot make as good as moon...

Director: Pardon?

Prabhupāda: You cannot make, but it is possible if they are ideal men.
There must be an institution to make first-class devotee, ideal man
Room Conversation with Two Lawyers and Guest -- May 22, 1975, Melbourne: Prabhupāda: So this attempt, Kṛṣṇa consciousness movement, is an attempt to keep at least one class of men, ideal devotee, ideal character. At least, people will see, "Oh, here is an ideal character." That is required. That is described in the Śrīmad-..., Bhagavad-gītā, how to create a first-class man. Just like we have got educational institution for giving instruction on law or medical science or engineering, similarly, there must be an institution to make first-class devotee, ideal man.

Room Conversation with Two Lawyers and Guest -- May 22, 1975, Melbourne: Prabhupāda: No, there must be... Just like first-class men. They should judge for which purpose this man is. Practical psychology there is. I think. They can decide like that. Anyway, the society must have all divisions of men, and then the society is perfect. We have already many divisions, but we are lacking one division, that, the first-class men, first-class ideal men. That is lacking.
They do not know what is the ideal man

But at the present moment there is no place for the first-class men. When we ask our students that "You become free from all these four classes of sinful activity: no illicit sex, no meat-eating," people laugh: "Oh, why you are asking?" They do not know what is the ideal man. They think, "Illicit sex, what is wrong there? Meat-eating, what is wrong there?" They do not know what is right and wrong. Therefore all fourth-class men. They cannot understand even what is the value of these things. So you cannot be happy with fourth-class men. At least there must be a section, first-class men. That we are trying to create, a first-class man from this Gurukula.
I am trying to create such ideal men
Morning Walk -- October 7, 1975, Durban: Prabhupāda: That is the specific position of Vedic culture. The habit, that tendency is there, but by Indian Vedic culture these base tendencies are checked and they are made, I mean to say, given opportunity to advance. That is brahminical culture. The brāhmaṇas voluntarily rejected all these. That is ideal, that "Here is an idea!" But here at the present moment there is no such idea! Everyone is after material enjoyment. There is no ideal that "Here is a person who doesn't care for anything. Still he is so exalted." That is wanted. That ideal is not now. Therefore I am trying to create such ideal men.

There must be one śreṣṭha, ideal man, and then everyone will follow
Morning Walk -- April 15, 1976, Bombay: Prabhupāda: No, no. If one man becomes Kṛṣṇa conscious, he can deliver many millions. Not expected... You cannot expect all to become, but if one man is there, Kṛṣṇa conscious, he can deliver. [break] Kaścid yatati siddhaye, yatatām api siddhānāṁ kaścid... [Bg. 7.3]. So it is not so easy thing, but if there is one Kṛṣṇa conscious person, he can deliver many millions. [break] ...ti śreṣṭhas ...lokas tad anuvartate. Letter to Acarya Prabhakar Mishra -- Bombay 1 May, 1974: If we want perfect education then we must follow the principle of Bhagavad gita. Such education will help the whole human society. In all different fields of activity, social, political, religious, cultural, economic and so on. If you take up this principle then the educational department should be divided into four divisional departments for advancement of knowledge. There are many departmental institutions for giving education just like medical, engineering, legal, administrative etc. But there is no educational institution where real ideal Brahmanas are educated according to Srimad-Bhagavatam brahminical culture, or to educate a certain section as ideal, perfect persons is essential in human society. At the present moment all over the world, hardly you will find such ideal men on top of society. So this class of men is essentially required if we want to keep peace and harmony with one another.

The leaders must be an ideal class of men, with ideal character, free from the four sinful activities: no meat eating, no gambling, no illicit sex and no intoxications, as well as chanting.
