Godless means animal. What is the difference between animal and man? The animal cannot be instructed anything about God.
Lecture on SB 1.3.25 -- Los Angeles, September 30, 1972:

So similarly, when people will be so much degraded that they will not be able to understand anything about God... That time is coming gradually. Already the time is there. People are not at all interested in God's business. In your Western world all the churches are vacant. Nobody is interested now in church. Especially in Europe, we have seen... In your country also. So people are being degraded, godlessness. Because godless means animal. What is the difference between animal and man? The animal cannot be instructed anything about God. It is not possible for them to understand. But a man, however degraded he may be, if he is trained up, he can understand about God. Just like five years ago, you did not know about Kṛṣṇa. But because you are being trained up, because you are human being, therefore you are taking to Kṛṣṇa consciousness. Which was unknown to you five years ago, now you are taking it to very seriously. Why? Because you are being trained up.

Initiation Lectures

So godless means animal. The animals, they do not know how to create a church or temple or mosque.
Initiation -- Hawaii, March 25, 1969:

Prabhupāda: So now you come here. You have given... There is no āsana, sitting? Give him one piece of... So I shall perform this initiation ceremony. If you kindly sit, you can see. (break) I am traveling everywhere. Next I am going to San Francisco. But my disciples, they will stay here. This Gaurasundara dāsa, Mr. Gary, he will live here with his wife. Yes. So temple, if people come, that is temple. You see? That is temple. And if we, suppose, construct a huge building and nobody comes, then what is the use of spending money? We are not after such thing. But if somebody has got money, he wants to construct temple, it is welcome. We can give nice plan how to do it. In India there are Rādhā-Kṛṣṇa temples, just like one temple is as good as a big fort. They spend so much. You see? But here also, in your country, there are many big churches. So people, formerly they were religiously inclined. So either Christian, Muhammadan or Hindus or anyone, they were constructing temple, churches, mosques. But that mentality is gone. You see? They will spend lots of money for a skyscraper building to get income, and temple is called nonproductive building. You see? They do not wish to engage their money in nonproductive thing because they have become economic. But that is wrong theory. You see? That economic means forgetting God. And that means, I mean to say, animal life. If by becoming a human being, he becomes an animal, if he thinks that he has become economical, that is not very sane conclusion. So godless means animal. The animals, they do not know how to create a church or temple or mosque. The mosque or temple or church, they are done in the human society. So when the human society forgets this responsibility from economic point of view, that means they degrade to the animal life.

Godless means mūḍha, rascal, duṣkṛtina. They will attempt so many things, simply waste their time and energy. Duṣkṛtina. Because they are rascals.
Morning Walk -- January 31, 1977, Bhuvanesvara:

Prabhupāda: Every land will be fertile and usable if there is water. That's all. They are making scientific research.

Satsvarūpa: So if they can bring water by pipe, then they don't need yajña.

Prabhupāda: That is also another foolishness. How much water he'll carry by pipe? (aside:) Where is pole. Take water from God. That is sufficient. Navadit tarims ca.(?) When there is water supplied by God, where there is no need of water there will be water. Just like on the hills, on the mountains, there is no need of water. In the ocean there is no need of water. But the God... "All right, take water here also." That is God's gift. You rascal, how much water you have got that you transport by pipe and this and that...? All rascals. Mūḍha. They can simply address as rascals. That's all. They can simply address as rascals. That's all. That is my language, always these are all rascals. Godless means mūḍha, rascal, duṣkṛtina. They will attempt so many things, simply waste their time and energy. Duṣkṛtina. Because they are rascals. Mūḍha. Na māṁ duṣkṛtino mūḍhāḥ prapadyante narādhamāḥ (BG 7.15). And a human being should have intelligence, but they are lower, lowest status of the human being. Mūḍha, duṣkṛtino mūḍhāḥ narādhamāḥ. "No, the university education..." Māyayāpahṛta-jñānāḥ. Everything is analytically spoken. Why all these things? Āsuraṁ bhāvam āśritāḥ. Because godless, no intelligence. Anyone who is godless, he has no intelligence. This is the conclusion. They are intelligent amongst the similar rascals. Śva-viḍ-varāhoṣṭra-kharaiḥ (SB 2.3.19). He's intelligentsia among the dogs, among the camels, among the hogs, and the asses. They will praise them, "Oh, you are so intelligent. You are so educated." Not human being. Just like dog receives his master, "Gow, gow, gow, gow." (makes growling sounds) So what is that reception, dog's reception? Similarly, these intelligent men are intelligent amongst a class of men who are compared with dogs, hogs, camel and ass. They are not human being. If some man praises them that "You are so big. You are so big leader," he's also amongst this group. Śva-viḍ-varāhoṣṭra-kharaiḥ. This is grave thing. Let understand it, that anyone who is godless, who has no idea what is God, he is a rascal. Immediately take him that he's a rascal. He may be prime minister, he may be president, he may be scientist, but we shall take him as rascal number one. This is our first understanding. Bokā. My Guru Mahārāja used to say, bokā. So at that time I was thinking, "Everyone is bokā?" (laughing) Guru Mahārāja says, "Everyone..." "Even Rabindranath Tagore, he is also bokā?" Later on I could under..., "Yes. Everyone is bokā."
