Actually, the bench is to be used by the head of the executive power, the king or the president.
Lecture on BG 2.16 -- London, August 22, 1973:

Our business should be to be engaged in the sat platform, not in the asat platform. Asat platform, nonpermanent, or according to somebody's opinion, false. So false or nonpermanent, whatever it may be, the real human civilization should be based on the purpose of becoming immortal, sat, not asat. That is the distinction between India and other countries. Now I am not speaking of India of today, but India as it is. Big, big ācāryas, just like Vyāsadeva. Vyāsadeva is the original ācārya. Therefore the birthday of guru is called vyāsa-pūjā. Vyāsa-pūjā means original guru. Guru is the representative of Vyāsadeva. This throne is called vyāsāsana, sitting place of Vyāsadeva. So one who is representative of Vyāsadeva, he can sit on this throne. So guru, by paramparā system, guru is seated on the vyāsāsana because he is the representative. Just like in the high-court, the bench, it is called bench. Actually, the bench is to be used by the head of the executive power, the king or the president. But the high-court judge is the representative of the head executive; therefore, he sits on that bench.

You will see that how much profusely the earth was producing during the time of Mahārāja Yudhiṣṭhira, because the executive head of the state was a pious, so how nature was helping.

Of course, today there is no time. Otherwise I would have recited. Those who have got my books, you will see that how much profusely the earth was producing during the time of Mahārāja Yudhiṣṭhira, because the executive head of the state was a pious, so how nature was helping. So this Bhagavad-gītā, science of Bhagavad-gītā, is not a new presentation. Just from this verse we can understand that it was instructed to the sun-god. Sun-god, apart from what is the duration of age of sun-god, but from the Manu, because the next statement is vivasvān manave prāha... Vivasvān. The sun-god's name is Vivasvān. Just like your, the chief executive head is called the president, similarly, there is a chief executive head also in the sun planet, president. And the present president's name is... Just like your present president's name is Mr. Nixon, similarly, the present predominating deity in the sun planet is known as Vivasvān. So everything is in detail.

Actually, that much facilities must be given to the head executive. If he becomes under the laws, then his position is not exalted.

The, in the English constitutional law it is said that "The King can no, king can do no wrong." King can order punishment for the criminal, but the king is never criminal. King cannot be punished. Your President Nixon is fighting on this point. Although people wants to impeach him, he's fighting on this point, that "I am not wrong." Actually, that much facilities must be given to the head executive. If he becomes under the laws, then his position is not exalted. The... That is the principle of accepting in the highest order of life.

Lecture on BG 6.46-47 -- Los Angeles, February 21, 1969:

If you want to become the President then I have to promise so many times to the voters that "I'll give you service." Without promise of service, there is no question of presidentship. So actually my position is to render service. Either I become President or Minister or this or that. That they cannot understand. In spite of my becoming the highest executive person, President—Oh, I have to give service to my people, otherwise immediately they dethrone me. Therefore my real position is service. But service here is so dangerous, if there is little discrepancy of service, the President is immediately fired. Why your President Mr. Kennedy was fired. Because some people did not like that you are rendering nice service. That is the root fact. So you cannot satisfy here by service. Our Gandhi in India, he was also killed. He gave service throughout the whole life, but people at the time did not like. "Oh, you are not rendering their service." This is the position. Therefore one should be intelligent enough to know that no more service to these material objectives. I must give my service to the Supreme Lord. That is the perfection of life.

Otherwise, why you should change your opinion once you have elected a person to act as your head executive? So the democracy has proved a farce.
Lecture on SB 1.2.6 -- Rome, May 24, 1974:

You elect somebody by your vote, again condemn. That means the electors, the voters, have also no experience, and neither the man who is voted, he is also very good man. Otherwise, why you should change your opinion once you have elected a person to act as your head executive? So the democracy has proved a farce. It has no meaning, because people are not educated. People are mostly śūdras. There must be four classes of men. So brāhmaṇa, kṣatriya, vaiśya, śūdra, first class, second class, third class, fourth class. So at the present moment there is no first-class men, neither second-class men. All third class, fourth class. All of them. So on the votes of third-class and fourth-class men, how you can expect good government? That is not possible.

Although by law you are condemned to death, but if you appeal to the supreme executive, the king or the president, if he likes, he can excuse you.
Lecture on SB 1.2.21 -- Los Angeles, August 24, 1972:

"I shall give you protection from all kinds of resultant action of your sinful life. You just surrender to Me." Kṛṣṇa can do everything. Just like king can give you, excuse you. Although by law you are condemned to death, but if you appeal to the supreme executive, the king or the president, if he likes, he can excuse you. Similarly, by nature's law we cannot be freed from the resultant action of our sinful life. That is not possible. But if Kṛṣṇa desires, if Kṛṣṇa is pleased upon you, He can excuse, He can excuse you. Chidyante sarva-saṁśayāḥ, kṣīyante cāsya karmāṇi. How cāsya karmāṇi? Dṛṣṭa eva ātmani īśvare. Because, at that time, actually when you are Kṛṣṇa conscious, we'll always see Kṛṣṇa ātmani, within mind, within heart. That very seeing is, what is called, immunity from all sinful activities. Then you become free, go back to home, back to Godhead.

That is the desire of Kṛṣṇa, or God, that the state executive head should be as pious as Mahārāja Yudhiṣṭhira.
Lecture on SB 1.8.18 -- Mayapura, September 28, 1974:

That is the desire of Kṛṣṇa, or God, that the state executive head should be as pious as Mahārāja Yudhiṣṭhira. That is the scheme. Unfortunately, people do not want that. They have now discovered this democracy. Democracy... "Demon-cracy." Shortcut of "demon-cracy" is "democracy." All the demons and rogues, they gather together, somehow or other votes, and occupy the seat, and the business is plundering. The business is plundering. If we talk very much upon this, it will not be very favorable, but according to śāstra... We, we talk according to śāstra, that the democracy means assembly of rogues and plunderers. That is the statement in the Śrīmad-Bhāgavatam. Dasyu-dharmabhiḥ. The government men will be all dasyu. Dasyu means plunderer. Not pickpocket. Pickpocket, somehow or other, if you do not understand, takes something from your pocket, and the plunderer, or the dasyu, he catches you and by force, "If you don't spare your money, I shall kill you." They are called dasyu.

So the political head, executive head, of course, he should be intelligent to understand diplomacy and politics, but his only business is to see how people in general are in happiness

So the political head, executive head, of course, he should be intelligent to understand diplomacy and politics, but his only business is to see how people in general are in happiness. That is his business. Nowadays political parties, they are simply engaged how to keep up their position. All the political parties—I have seen personally—simply they are making plan how to keep their position in the government so they may not be dethroned, other party may not come. The whole time is wasted. When they will think of "No, the people are suffering for want of food. The people are suffering for unnecessary increase of price, although things are available in the black market. How to manage this?" That is the duty of the government first. But nobody is caring. Hundreds and thousands of people are starving, unemployment, but they are getting their fat salary, and they are satisfied. Bring income tax and divide amongst themselves, that's all.

There are so many stories of imperfect kings or executive heads. Therefore, the executive head must be a trained person like Mahārāja Yudhiṣṭhira, and he must have the full autocratic power to rule over the world.
Lecture on SB 1.10.3-4 -- Tehran, March 13, 1975:

Mahārāja Yudhiṣṭhira was not a typically unenlightened political leader of modern democracy. Mahārāja Yudhiṣṭhira was instructed by Bhīṣmadeva and the infallible Lord also, and therefore he had full knowledge of everything in perfection. The modern elected executive head of the state is just like a puppet because he has no kingly power. Even if he is enlightened like Mahārāja Yudhiṣṭhira, he cannot do anything out of his own good will due to his constitutional position. Therefore, there are so many states over the earth quarreling because of ideological differences or other selfish motives. But a king like Mahārāja Yudhiṣṭhira had no ideology of his own. He had but to follow the instruction of the infallible Lord and the Lord's representative, and the authorized agent, Bhīṣmadeva. It is instructed in the śāstras the one should follow the great authority and the infallible Lord without any personal motive and manufactured ideology. Therefore, it was possible for Mahārāja Yudhiṣṭhira to rule the whole world, including the seas, because the principles were infallible and universally applicable to everyone.

The conception of one world state can only be fulfilled if we can follow the infallible authority. An imperfect human being cannot create an ideology acceptable to everyone. Only the perfect and the infallible can create a program which is applicable at every place and can be followed by all in the world. It is the person who rules, and not the impersonal government. If the person is perfect, the government is perfect. If the person is a fool, the government is a fool's paradise. That is the law of nature. There are so many stories of imperfect kings or executive heads. Therefore, the executive head must be a trained person like Mahārāja Yudhiṣṭhira, and he must have the full autocratic power to rule over the world. The conception of a world state can take shape only under the regime of a perfect king like Mahārāja Yudhiṣṭhira. The world was happy in those days because there were kings like Mahārāja Yudhiṣṭhira to rule over the world." Let this king follow Mahārāja Yudhiṣṭhira and show an example of how monarchy can make a perfect state. There is instruction in the śāstras, and if he follows, he can do that. He has got the power.

These rascal state executive, sometimes they make a show of benefit for the men but no benefit for the animal.
Lecture on SB 1.10.3-4 -- Tehran, March 13, 1975:

Then because he was so perfect king, then, a representative of Kṛṣṇa, therefore, kāmaṁ vavarṣa parjanyaḥ (SB 1.10.4). Parjanyaḥ means rainfall. So rainfall is the basic principle of supply of all necessities of life, rainfall. Therefore Kṛṣṇa says in the Bhagavad-gītā, annād bhavanti bhūtāni parjanyād anna-sambhavaḥ (BG 3.14). If you want to make people happy, both man and animal... There are animals also. They are... These rascal state executive, sometimes they make a show of benefit for the men but no benefit for the animal. Why? Why this injustice? They are also born in this land. They are also living entity. They may be animals. They have no intelligence. They have intelligence, not as good as of man, but does it mean that regular slaughterhouse should be constructed for killing them? Is that justice? And not only that, but anyone, if he comes to the state, the king should give him shelter. Why distinction?

So if the government or the chief of the executive power, the king, is just to the point, dharmeṇa, as it was said, "Abiding by the religious principles, ruling over the country," then everything, even natural elements, they become cooperative.
Lecture on SB 1.10.6 -- Mayapura, June 21, 1973:

Their business is cooperation. We can study from our own body. There are different parts of the body, but it is a business of cooperation. Hand, legs, eyes, ears, nose, they are all cooperating for the upkeep of the body. Similarly, all living entities—may be in different types of bodies—they are meant for cooperating in the matter of serving the Supreme Lord, central point. (aside:) Just see the...

So if the government or the chief of the executive power, the king, is just to the point, dharmeṇa, as it was said, "Abiding by the religious principles, ruling over the country," then everything, even natural elements, they become cooperative. They must become cooperative. What is nature? Nature is also another energy of the Supreme Personality of Godhead. So the nature is also working under the direction of the Supreme Personality of Godhead.

That is Vedic conception. King or president, the chief of the executive... He should be exactly the representative of God.
Lecture on SB 1.15.37 -- Los Angeles, December 15, 1973:

So Yudhiṣṭhira Mahārāja's another name was Dharmarāja. Dharmarāja. Dharma-saṁsthāpanārthāya... So to enthrone Mahārāja Yudhiṣṭhira... Because king is representative of God. That is Vedic conception. King or president, the chief of the executive... He should be exactly the representative of God. As guru is representative of God, similarly, the king or president is also representative of God. In every planet... Because every planet... Īśāvāsyam idaṁ sarvam (ISO 1). Everything belongs to God. Bhoktāraṁ yajña-tapasāṁ sarva-loka-maheśvaram: (BG 5.29) "I am the supreme owner of every planet." So every planet is the property of Kṛṣṇa. Therefore to govern that planet, there must be a king who is actually representative of Kṛṣṇa. The king's business or the president's business is to see that the citizens, they mistakenly have come to this material world to enjoy sense gratification. They should be trained up in such a way that they can go back to home, back to Godhead. That is king's responsibility. Similarly, that is father's responsibility. Similarly, that is guru's, spiritual master's, responsibility. Similarly, the relative's responsibility. Suppose one has no father, mother; then it is the responsibility of the relative. It is the responsibility of the king.

So unless one is qualified, highly qualified, how he can be installed as the head of the executive of the state or the world?
Lecture on SB 1.15.38 -- Los Angeles, December 16, 1973:

So unless one is qualified, highly qualified, how he can be installed as the head of the executive of the state or the world? And this has been given charge to a third-class voters who have no character. So how you can expect the elected persons to be perfect? That is not possible. This is not the system. This is the system. The head of the state should be perfect and the next head should be selected by this perfect head of the state, not by the rascal voters. This is perfection. If the head of the state is perfect, then naturally the citizens will be perfect. Because all the laws are there. If the head of the state says, "No more meat-eating," all slaughterhouses will be closed.

And here you see in comparison, Mahārāja Yudhiṣṭhira, the emperor of the whole world, and so much opulence... I think any executive officer of any state has bangles or ornaments or jewels? No. There is no possibility.
Lecture on SB 1.15.40 -- Los Angeles, December 18, 1973:

The president, your president, he knows that "After three years it will be finished. So people are protesting. Why shall I...? Let me give it up." No. He is so much attached to the post that he cannot give it, even for two years or three years or for one day. And here you see in comparison, Mahārāja Yudhiṣṭhira, the emperor of the whole world, and so much opulence... I think any executive officer of any state has bangles or ornaments or jewels? No. There is no possibility. But he is giving up, everything. He divided the kingdom to his grandsons, to the grandson of Kṛṣṇa and others. And now he is becoming completely nir, no possessions. No possessions. Why? Nirmama nirahaṅkāraḥ. Nirmama. Nirmama means... Mama means "my." Mama means "my." And nir means negation. This is called nirmama. And nirahaṅkāra. Ahaṅkāra, "egotism," and nir means "not."

So in order to become nirmama... Because here, material world, we are simply fighting, "It is mine, mine." The Arabians, they are, "This oil tank, this oil deposit is mine." Or "our." The same thing, individually or collectively. You just make up a gang, and you steal something, and then you say, "It is our." Your possession is by stealing, but still, you are claiming, "It is our." So the petrol tank belongs to God, but some way or other, they are in possession. They fighting it, "It is our." So this is called mama. So one has to become nirmama. "It is not mine. It is Kṛṣṇa's." Immediately you become nirmama. Everything is bondage so long you claim, "It is mine." And as soon as you understand, "It is not mine; it is Kṛṣṇa's," then you are free. This is the difference of bondage and freedom. Actually, everything belongs to Kṛṣṇa. Everything. Īśāvāsyam idaṁ sarvam (ISO 1).

So formerly the kings, the government men... King means the supreme executive head of government.
Lecture on SB 1.15.45 -- Los Angeles, December 23, 1973:

Now, the friends... Which friend helps me to keep me in this perpetual ignorance? These are illicit sex, intoxication, meat-eating and gambling, these four friends. You associate with these four friends, you will be very easily advancing under the influence of Kali-yuga. This is the fact. Kalinādharmeṇa. So formerly the kings, the government men... King means the supreme executive head of government. They could understand that "These things are now coming." Dṛṣṭvā, "seeing practically." Because as soon as people are addicted to these four principles—illicit sex, meat-eating, intoxication and gambling—when everyone can see, that means Kali-yuga. Dṛṣṭvā.

A great devotee may be the chief of the executive function of the state.
Lecture on SB 1.16.1 -- Los Angeles, December 29, 1973:

So Parīkṣit Mahārāja was not an ordinary person. He was mahā-bhāgavata. Mahīṁ mahā-bhāgavataḥ śaśāsa, ruled over, a great devotee. It does not mean a great devotee is simply engaged in chanting Hare Kṛṣṇa mantra. No. A great devotee may be the chief of the executive function of the state. He can become. That is required. Not that only mahā-bhāgavata required in church or temples. No. Mahā-bhāgavata required also as the head of the chief executive function. That is also required. Otherwise how people will be happy? Every field, there must be mahā-bhāgavata. So my Guru Mahārāja used to say that when we shall see that the high-court judges are devotees of Kṛṣṇa, then our preaching will be somewhat forward. So that is the aim of Kṛṣṇa consciousness movement, that everyone, at least those who are ruling, those who are on the executive function, they must be all mahā-bhāgavata. Under them everything should be ruled. Then people will be happy. Because they will never do anything unjustly. Their only desire is... Mahā-bhāgavata is how to give relief to the suffering humanity. That is mahā-bhāgavata. So Parīkṣit Mahārāja was mahā-bhāgavata, and therefore he was entrusted to rule over, not an ordinary man.

Therefore a mahā-bhāgavata, a great devotee, advanced devotee, should be on the head of the executive function.
Lecture on SB 1.16.1 -- Los Angeles, December 29, 1973:

So this civilization is so risky that people are not being given the real right that human being has the right to understand God and to make his relationship reestablished and go to home, back to Godhead, back to home. That is the real facility to the people. The program should be made like that, that the human life may not be missed. That is government. Therefore a mahā-bhāgavata, a great devotee, advanced devotee, should be on the head of the executive function. That is the idea of Vedic civilization.

But Parīkṣit Mahārāja was not such a king or such a head of the executive... He immediately punished.
Lecture on SB 1.16.4 -- Los Angeles, January 1, 1974:

Exact good government law means that anyone who kills an animal without sanction... Of course, they now give sanction, that "Yes, you can kill as many animals in the slaughterhouse as you like." Because the government is śūdra. Government is not kṣatriya. So therefore is no protection. Why animal? Even a human being, if he's being killed on the street, on the Broadway, nobody cares for him. So this is the position. But Parīkṣit Mahārāja was not such a king or such a head of the executive... He immediately punished. Therefore it is mentioned specially: ojasā vīraḥ kalim. Kali is to be punished.

So such president, king, or the executive head, must be a saintly person.
Lecture on SB 1.16.36 -- Tokyo, January 30, 1974:

That is called president. Why? Because unless there is one head, or on the head of the government, who can actually control... Control means whether citizens are following, executing the rules and regulation, the law of the state. Therefore a certain man, qualified man, who is, who enjoys the confidence of the people, he is accepted as the king. This is the position. So such president, king, or the executive head, must be a saintly person. Therefore here it is said, parīkṣin nāma rājarṣiḥ. Rājarṣi means those who are on the top of the government, he must be ṛṣi, saintly person. Just like this, our Kṛṣṇa consciousness movement, the head of the institution must be a saintly person. Otherwise how he can become a controller? Controller there must be. That what is the qualification of the controller? He must be a saintly person. He must know what is the principle of life, what is the value of life, why one should be controlled by somebody else. These things are required to become qualified.

They do not know how to elect the president, who should be the governor, who should be the executive head.
Lecture on SB 3.26.19 -- Bombay, December 28, 1974:

So some political party, by agitation, by propaganda, makes them convinced to accept some way, and they do it. Another party will do another... They have no their own discretion. They elect some president, and again they want to dethrone the president. Because they are śūdras, they have no intelligence. They do not know how to elect the president, who should be the governor, who should be the executive head. They commit mistake. They again cry.

So rajas-tamo-bhāvāḥ, it is going on, very strong. Therefore human life is not meant for this purpose. It is very difficult to convince the present society. Still, we are trying our bit, that "This is not the right type of civilization, godless civilization, no sattva-guṇa, only rajo-guṇa, tamo-guṇa, mostly tamo-guṇa. This thing will not improve your situation, neither solve your problem.

This killing is sinful for the ordinary citizen, but killing by the order of the supreme executive head, the president or the king, that is not criminal.
Lecture on SB 5.5.1 -- Los Angeles, January 20, 1969:

This morning also we were reading in the Īśopaniṣad that God is apāpa-viddham. "A" means not, and pāpa means sin, and viddham, infected. The God is never infected by sin, sinful activities. Common sense. Just like a king orders somebody to be killed, "This man should be killed." This killing is sinful for the ordinary citizen, but killing by the order of the supreme executive head, the president or the king, that is not criminal. If you say that "Killing by me is criminal. Why it is not criminal for you, you, the president or the king?" I am giving a crude example. Similarly, if you go higher and higher, when you come to God...

It may be a monarch or it may be a president—it doesn't matter—but there must be one chief executive officer on the head.
Lecture on SB 5.5.28 -- Vrndavana, November 15, 1976:

"The king is not good. Dethrone him. Kill him," and some rascals and fools in the name of democracy, they occupy the seat. What benefit will be there? The whole thing has to be changed, the prajās and the king. The advantage of democracy is there. By votes you can elect somebody as president. One has to follow the principle, monarch, one man on the head of the government. It may be a monarch or it may be a president—it doesn't matter—but there must be one chief executive officer on the head. That you cannot avoid. That is essential. Therefore if we do not have an ideal president or ideal king on the head and the prajās also, the citizens, they do not follow the varṇāśrama, then there cannot be any peace.

If one person is educated sufficiently he can Being the executive head of the state, he can take care of the whole population because his order is supreme.
Lecture on SB 5.5.29 -- Vrndavana, November 16, 1976:

So Ṛṣabhadeva, after giving charge of the government to Bharata Mahārāja, He Paraṁ bhāgavata. That we have explained yesterday, that the king should be paraṁ bhāgavata, not a debauch. That was the system in Vedic age, the ideal king, ideal person. If one person is educated sufficiently he can Being the executive head of the state, he can take care of the whole population because his order is supreme. That was the duty of the king, to see that things are going on nicely in order. The order is that everyone should be educated to the final goal of understanding Kṛṣṇa. That is education. Vedaiś ca sarvair aham eva vedyam (BG 15.15). This is education. Veda means knowledge.

The state executive officer—you may call a king or a president—he is thinking that "I am king," "I am president," but actually he is serving.
Lecture on SB 6.1.34-39 -- Surat, December 19, 1970:

Nobody is master here. But when you falsely claim that "I am master," that is māyā. Everyone is serving, but under the impression that he is master. The head of the family, he is thinking that "I am the master," but actually he is serving each and every member of the family. The state executive officer—you may call a king or a president—he is thinking that "I am king," "I am president," but actually he is serving. That is his position. Unless he serves properly, immediately he will be dethroned or next time he will not be elected. So that is our position. We are all serving. Ekale īśvara kṛṣṇa āra saba bhṛtyā (CC Adi 5.142). This is a fact. Only master is Kṛṣṇa, and everyone is servant.

So by hearing this śruti, we understand that there is also life and there is also system, the government, the chief executive.
Lecture on SB 6.1.46 -- San Diego, July 27, 1975:

And what to speak of going back to home, back to Godhead. He is a rascal. There is no hope. So do not conclude in your foolish way anything. Just refer to the śāstra, authority, śruti. Therefore it is called śruti. We cannot imagine that there is possibility of living entity in the sun planet or moon planet, but śruti... Just like Kṛṣṇa says that "I spoke to sun-god." So by hearing this śruti, we understand that there is also life and there is also system, the government, the chief executive. Everything is there. And that is by śruti anumīyate. Anumīyate means you can imagine it is a fact.

And what does the executive heads, the presidents or secretaries? They simply manipulate some votes, third-class men.
Lecture on SB 6.2.24-25 -- Gorakhpur, February 13, 1971:

Now state is secular; therefore this is the condition. Formerly the kings and the executive heads were very responsible to protect religion. That is the duty of the king, to protect. Just like Parīkṣit Mahārāja, when he was on tour. As soon as he saw that one man is trying to kill a cow, immediately he became fire: "Oh, in my kingdom there is killing of cow? Who are you? I shall immediately kill you." You know this? The kings were taking. The kings were so responsible. But here they have declared... The so-called kings, they are themselves debauch, and they do not know what is religion. Therefore, in the Kali-yuga there is no other alternative than to chant peacefully, Hare Kṛṣṇa, Hare Kṛṣṇa, Kṛṣṇa Kṛṣṇa, Hare Hare... There is no protection. From this fountainhead, from the Supreme Source, the energies. Just like the electric light, it is very brilliant, illuminating. But this is energy emanating from the powerhouse.
