Because transcendental knowledge is a prime necessity, the ever-conditioned souls are given a chance for liberation in every millennium of creation.
SB 2.7.5, Purport:

The Viṣṇu-sahasra-nāma prayers mention the Lord's name as sanāt and sanātanatama. The Lord and the living entities are both qualitatively sanātana, or eternal, but the Lord is sanātana-tama or the eternal in the superlative degree. The living entities are positively sanātana, but not superlatively, because the living entities are apt to fall to the atmosphere of noneternity. Therefore, the living entities are quantitatively different from the superlative sanātana, the Lord.

The word san is also used in the sense of charity; therefore when everything is given up in charity unto the Lord, the Lord reciprocates by giving Himself unto the devotee. This is also confirmed in the Bhagavad-gītā (4.11): ye yathā māṁ prapadyante. Brahmājī wanted to create the whole cosmic situation as it was in the previous millennium, and because, in the last devastation, knowledge of the Absolute Truth was altogether erased from the universe, he desired that the same knowledge again be renovated; otherwise there would be no meaning in the creation. Because transcendental knowledge is a prime necessity, the ever-conditioned souls are given a chance for liberation in every millennium of creation. This mission of Brahmājī was fulfilled by the grace of the Lord when the four sanas, namely Sanaka, Sanat-kumāra, Sanandana and Sanātana, appeared as his four sons. These four sanas were incarnations of the knowledge of the Supreme Lord, and as such they explained transcendental knowledge so explicitly that all the sages could at once assimilate this knowledge without the least difficulty. By following in the footsteps of the four Kumāras, one can at once see the Supreme Personality of Godhead within oneself.

There are the ever-liberated, unconditioned living beings as well as the ever-conditioned living beings. Of the ever-conditioned living beings, there are two divisions. They are the faithful and the infidels.
SB 2.8.22, Purport:

The progressive devotee of the Lord must inquire from the bona fide spiritual master how living entities merged in the body of the Lord again come back at the time of creation. There are two kinds of living entities. There are the ever-liberated, unconditioned living beings as well as the ever-conditioned living beings. Of the ever-conditioned living beings, there are two divisions. They are the faithful and the infidels. Of the faithful there are again two divisions, namely the devotees and the mental speculators. The mental speculators desire to merge into the existence of the Lord, or to become one with the Lord, whereas the devotees of the Lord desire to keep separate identities and constantly engage in the service of the Lord. The devotees who are not fully purified, as well as the empiric philosophers, become conditioned again during the next creation for further purification. Such conditioned souls become liberated by further progress of devotional service to the Lord. Mahārāja Parīkṣit asked all these questions from the bona fide spiritual master in order to become fully equipped in the science of God.

The living entities who are ever conditioned, or nitya-baddha, are thus given a chance for liberation under the guidance of His own representative like Brahmā.
SB 2.9.19, Purport:

The creation of the material world is not blind or accidental. The living entities who are ever conditioned, or nitya-baddha, are thus given a chance for liberation under the guidance of His own representative like Brahmā. The Lord instructs Brahmā in Vedic knowledge in order to diffuse this knowledge to the conditioned souls. The conditioned souls are forgetful souls in their relationship with the Lord, and thus a period of creation and the process of dissemination of Vedic knowledge are necessary activities of the Lord. Lord Brahmā has a great responsibility in delivering the conditioned souls, and therefore he is very dear to the Lord.

Brahmā also does his duty very perfectly, not only by generating the living entities but also by spreading his party for reclaiming the fallen souls. The party is called the Brahma-sampradāya, and any member of this party to date is naturally engaged in reclaiming the fallen souls back to Godhead, back home. The Lord is very much anxious to get back His parts and parcels, as stated in the Bhagavad-gītā. No one is more dear than the one who takes the task of reclaiming the fallen souls back to Godhead.

The ever-conditioned souls are apt to develop a mentality of lording over the material nature, and therefore the material cosmic creation is manifested to give the ever-conditioned souls two kinds of facilities.
SB 2.10.6, Purport:

As we have discussed several times, there are two types of living entities. Most of them are ever liberated, or nitya-muktas, while some of them are ever conditioned. The ever-conditioned souls are apt to develop a mentality of lording over the material nature, and therefore the material cosmic creation is manifested to give the ever-conditioned souls two kinds of facilities. One facility is that the conditioned soul can act according to his tendency to lord it over the cosmic manifestation, and the other facility gives the conditioned soul a chance to come back to Godhead. So after the winding up of the cosmic manifestation, most of the conditioned souls merge into the existence of the Mahā-Viṣṇu Personality of Godhead, lying in His mystic slumber, to be created again in the next creation. But some of the conditioned souls, who follow the transcendental sound in the form of Vedic literatures and are thus able to go back to Godhead, attain spiritual and original bodies after quitting the conditional gross and subtle material bodies. The material conditional bodies develop out of the living entities' forgetfulness of their relationship with Godhead, and during the course of the cosmic manifestation, the conditioned souls are given a chance to revive their original status of life with the help of revealed scriptures, so mercifully compiled by the Lord in His different incarnations.

SB Canto 6

All the living entities within this material world have revolted against the service of the Lord, and therefore they remain within this material world as ever conditioned, taking birth again and again.
SB 6.4.44, Purport:
After every dissolution of the material cosmos, all the living entities take shelter in the body of Kāraṇodakaśāyī Viṣṇu, and when creation takes place again, they come forth from His body in their various species to resume their activities. Why does the creation take place in such a way that the living entities are put into conditioned life to suffer the threefold miseries imposed upon them by the material nature? Here the Lord says to Dakṣa, "You desire to benefit all living entities, and that is also My desire." The living entities who come in contact with the material world are meant to be corrected. All the living entities within this material world have revolted against the service of the Lord, and therefore they remain within this material world as ever conditioned, nitya-baddha, taking birth again and again. There is a chance, of course, of their being liberated, but nevertheless the conditioned souls, not taking advantage of this opportunity, continue in a life of sense enjoyment, and thus they are punished by birth and death again and again. This is the law of nature.

CC Madhya-lila

The ever-conditioned souls are always under the clutches of the external energy. This is described by Lord Kṛṣṇa in the Bhagavad-gītā.
CC Madhya 22.14-15, Purport:

An explanation of verses 8 through 15 is given by Śrīla Bhaktivinoda Ṭhākura in his Amṛta-pravāha-bhāṣya. The Lord is spread throughout the creation in His quadruple expansions and incarnations. Kṛṣṇa is fully represented with all potencies in each and every personal extension, but the living entities, although separated expansions, are also considered one of the Lord's energies. The living entities are divided into two categories—the eternally liberated and the eternally conditioned. Those who are ever liberated never come in contact with māyā, the external energy. The ever-conditioned souls are always under the clutches of the external energy. This is described by Lord Kṛṣṇa in the Bhagavad-gītā (7.14):

daivī hy eṣā guṇamayī
mama māyā duratyayā

"This divine energy of Mine, consisting of the three modes of material nature, is difficult to overcome."

The ever-conditioned soul, provoked by lusty desires to enjoy the material world, is forced to transmigrate from one body to another.
CC Madhya 22.14-15, Purport:

Although working for the liberation of conditioned souls, the messenger of the Supreme Lord remains untouched by the material energy. Generally ever-liberated personalities live in the spiritual world as associates of Lord Kṛṣṇa, and they are known as kṛṣṇa-pāriṣada, associates of the Lord. Their only business is enjoying Lord Kṛṣṇa's company, and even though such eternally liberated persons come within this material world to serve the Lord's purpose, they enjoy Lord Kṛṣṇa's company without stoppage. The ever-liberated person who works on Kṛṣṇa's behalf enjoys Lord Kṛṣṇa's company through his engagement. The ever-conditioned soul, provoked by lusty desires to enjoy the material world, is forced to transmigrate from one body to another. Sometimes he is elevated to higher planetary systems, and sometimes he is degraded to hellish planets and subjected to the tribulations of the external energy.

CC Antya-lila

The living entity is an ever-conditioned servant of the material energy, whereas Kṛṣṇa, the Supreme Personality of Godhead, is the master of the material energy.
CC Antya 5.126, Purport:

The living entity is an ever-conditioned servant of the material energy, whereas Kṛṣṇa, the Supreme Personality of Godhead, is the master of the material energy. How, then, could they be on an equal level? There can be no comparison between them. His Lordship is always in a happy condition of transcendental bliss, whereas the conditioned soul is always unhappy because of his contact with the material energy. The Supreme Lord controls the material energy, and the material energy controls the conditioned souls. There is therefore no comparison between the Supreme Personality of Godhead and the ordinary living entities.

The living entities are of two kinds: one class is called nitya-mukta, ever liberated, and the other is called nitya-baddha, ever conditioned. The nitya-mukta living entities are in the spiritual kingdom, and the nitya-baddhas are in the material world. In the spiritual world both the living entities and the Lord are manifest in their original status, like live sparks in a blazing fire. But in the material world, although the Lord is all-pervasive in His impersonal feature, the living entities have forgotten their Kṛṣṇa consciousness to a greater or lesser degree, just as sparks sometimes fall from a blazing fire and lose their original brilliant condition. The sparks fall into different conditions and retain more or less of their original brilliance. Some sparks fall onto dry grass and thus ignite another big fire. This is a reference to the pure devotees who take compassion on the poor and innocent living entities. The pure devotee ignites Kṛṣṇa consciousness in the hearts of the conditioned souls, and thus the blazing fire of the spiritual world becomes manifest even within this material world. Some sparks fall onto water; they immediately lose their original brilliance and become extinct. They are comparable to the living entities who take their birth in the midst of gross materialists, in which case their original Kṛṣṇa consciousness becomes extinct.

Ever-conditioned means those who are in this material world, they do not know when they came in touch with this material world. Neither they do know when they will be liberated.
Lecture on BG 1.13-14 -- London, July 14, 1973:

All the devotees. So Narottama dāsa Ṭhākura says, "So all these associates of Caitanya Mahāprabhu should be known—they are also of the same category." Gaurāṅgera saṅgi-gaṇe, nitya-siddha kori māne. This word nitya-siddha is significant. Nitya-siddha and nitya-baddha. There are two kinds of living entities. Nitya-baddha means ever-conditioned. Ever-conditioned means those who are in this material world, they do not know when they came in touch with this material world. Neither they do know when they will be liberated. They are called nitya-baddha, ever-conditioned. And similarly, there are nitya-siddhas. Nitya-siddhas means they never come in contact with this material world, and even they come here for some business, they do not forget their position. That is nitya-siddha. Try to understand. There are two kinds of living entities: nitya-siddha, nitya-baddha. Nitya-baddhas are within this material world. Beginning from Brahmā down to a small ant, insignificant ant, they are all nitya-baddhas. Anyone who is in this material world—nitya-baddha. And nitya-siddhas, they belong to the spiritual world. They never come in contact with this material world, and even they come for some business under the order of the Supreme Lord, they do not touch these material qualities They remain always transcendental. As Kṛṣṇa remains always transcendental, even though He is in this material world, similarly, Kṛṣṇa's nitya-siddha associates, they are also transcendental. They never touch this material world.

Those who are conditioned, they are called nitya-baddha, ever-conditioned. Nitya-baddha means we do not know when our, this conditional stage has begun.
Lecture on SB 1.3.1-3 -- San Francisco, March 28, 1968:

Nitya-baddha. This word is also technical. Nitya-baddha means ever-conditioned. There are nitya-muktas. Nitya-mukta means ever-liberated. In the spiritual world, there are also innumerable living entities. The... This material world is only one-fourth manifestation of Kṛṣṇa's energy, God's energy. And the three-fourths energy is manifested in the spiritual world. So we can just imagine that in one-fourth manifestation of energy of the Lord, we are so many living entities which is impossible to count. Now you can imagine how many more living entities are there. But here we are conditioned and they are liberated. Those who are conditioned, they are called nitya-baddha, ever-conditioned. Nitya-baddha means we do not know when our, this conditional stage has begun. It is impossible to trace out the history. But we are conditioned. There is no doubt about it. Conditioned means no freedom. No freedom. As spirit soul we are free. Sarva-ga, we can go everywhere, anywhere. Even those who get some mystic powers by perfection of yoga practice, they can also exhibit some powers. So why? As we become free from material conditions, our original freedom comes.

Nitya-mukta means eternally liberated. They never come down in this material world. And we are nitya-baddha-ever conditioned, eternally conditioned.

Now we are under the control of this external energy, material energy. We have become controlled, just like we become controlled by the prison authorities when we are criminals, not ordinarily. Ordinarily we are free. Those who are not within the walls of prison house, they are free. They are acting wherever they like they are going, but within the law. Similarly we have got freedom. There are living entities, their number is greater. Nitya-mukta, ever liberated. They live in the spiritual world, Vaikuṇṭha planets. Nitya-mukta. Nitya-mukta means eternally liberated. They never come down in this material world. And we are nitya-baddha-ever conditioned, eternally conditioned.

There are 8,400,000 forms of bodies and we get one body after another. This is called ever conditioned.

Just like a dog, when it serves a nice master, he's happy. Otherwise, it is street dog. Nobody cares for it. Street dog. A street dog has no position. Sometimes they are killed. Similarly, when we live under the full protection of the Supreme Lord, that is our healthy condition, that is our real life. And as soon as we give up this position to be subordinate, to be predominated by the Supreme Lord, then we are bewildered. We are thrown into this, under the control of this material nature, and according to our work we get different bodies. There are 8,400,000 forms of bodies and we get one body after another. Tathā dehāntara-prāptir dhīras tatra na muhyati (BG 2.13). This is called ever conditioned. Caitanya Mahāprabhu says ei rūpe brahmāṇḍa bhramite kona bhāgyavān jīva guru-kṛṣṇa-kṛpāya pāya bhakti-latā-bīja (CC Madhya 19.151). In this way, we are wandering from one species of life to another, one planet to another. In this way the brahmāṇḍa, this universe is very very big and there is immense opportunity. You become sometimes demigod, sometimes dog, sometimes cat, sometimes tree. In this way, we are wandering.

Sri Brahma-samhita Lectures

The major portion of the living entities, they are in the spiritual world. They are called nitya-mukta, ever-liberated. And we, in this material world, we are nitya-baddha, ever-conditioned.
Lecture on Brahma-samhita, Verse 33 -- New York, July 27, 1971:

Kṛṣṇa, He has got multiforms. We are also Kṛṣṇa's forms, vibhinnāṁśa. There are two categories of forms, Kṛṣṇa's: viṣṇu-tattva and jīva-tattva. Viṣṇu-tattva, a Kṛṣṇa person, and jīva-tattva, separated personalities. So the jīvas, they are also Kṛṣṇa's forms, vibhinnāṁśa. They are called vibhinnāṁśa. Just imagine the living entities, innumerable forms there are. That is conditioned living entities. Whatever we see within this material world, that is only a fragment part of all the living entities. The major portion of the living entities, they are in the spiritual world. They are called nitya-mukta, ever-liberated. And we, in this material world, we are nitya-baddha, ever-conditioned. Besides that, Kṛṣṇa has got Viṣṇu tattva form, personal. Viṣṇu tattva form means that one form is as powerful as the other form. In the vibhinnāṁśa form, we are not as powerful as Kṛṣṇa. But there are forms of Kṛṣṇa who are as powerful as Kṛṣṇa. Dīpārcir eva hi daśāntaram abhyupetya (Bs. 5.46). Just like you take this candle and you light on another candle, another candle—but all these candles are of the same power, although the original candle is there. Similarly, Kṛṣṇa is the original Supreme Personality of Godhead, and there are innumerable other forms of Godhead also. But they are as good as Kṛṣṇa. Pūrṇasya pūrṇam ādāya pūrṇam evāvaśiṣyate (Iso Invocation). The potency of the Supreme Personality of Godhead is so great that if another Godhead is expanded, both of them are of the same potency.
