Devahūti is not unintelligent. She has enough intelligence to understand that the living entities are not on the level of the Supreme Lord.
SB 3.26.9, Purport: The relationship of the living entities with matter and that of the Supreme Lord with matter are certainly not on the same level, although the Māyāvādīs may interpret it in that way. When it is said that the living entities are bewildered, the Māyāvādī philosophers ascribe this bewilderment to the Supreme Lord. But that is not applicable. The Lord is never bewildered. That is the difference between personalists and impersonalists. Devahūti is not unintelligent. She has enough intelligence to understand that the living entities are not on the level of the Supreme Lord. Because the living entities are infinitesimal, they become bewildered or conditioned by material nature, but this does not mean that the Supreme Lord is also conditioned or bewildered. The difference between the conditioned soul and the Lord is that the Lord is the Lord, the master of material nature, and He is therefore not subject to its control. He is controlled neither by spiritual nature nor by material nature. He is the supreme controller Himself, and He cannot be compared to the ordinary living entities, who are controlled by the laws of material nature.

Why doesn't He give us enough intelligence so that we could be God conscious? Prabhupāda: Yes, He's giving. Read the Bhagavad-gītā. But you rascals don't accept, what can be done?
Evening Darsan -- August 10, 1976, Tehran:

Atreya Ṛṣi: One of the questions Iranians ask a lot is that if He is giving us intelligence, why doesn't He give us enough intelligence so that we could be God conscious?

Prabhupāda: Yes, He's giving. Read the Bhagavad-gītā. But you rascals don't accept, what can be done? God is personally coming to give you intelligence, take this intelligence. Yadā yadā hi dharmasya glānir bhavati bhārata tadātmānaṁ sṛjāmy aham [Bg. 4.7]. "I come when there is no intelligence, when you are all rascals, I come to give you intelligence, but you don't take, what can I do?" That is God's mission, that "These rascals, without properly being guided they'll go to hell. Let Me give them some intelligence." That is Bhagavad-gītā, that is Bhagavad-gītā.

Prabhupāda: That is another thing. Superficially, this is the position. But still Arjuna says that "You instruct me." He doesn't give up, he doesn't reject Kṛṣṇa, that "Kṛṣṇa, I am such a gentleman. I do not wish to fight. You are inducing me to fight, I don't want Your guidance." No. Śiṣyas te 'haṁ śādhi mām [Bg. 2.7]—"I surrender unto You." And therefore Arjuna is so great. He's not so-called gentleman; he is devotee. What was your question, why God does not come to instruct us? Who said? You told me. It was your question?

Atreya Ṛṣi: Yes, why doesn't He give us enough intelligence...

Prabhupāda: He's giving intelligence. But if you don't accept, what can be done? He has come Himself, and He's giving intelligence. You take it and be happy. But if you don't take it, what God can do?

Letter to Patita Uddharana -- Bombay 25 March, 1972: My Guru Maharaja said that this materialistic society is a society of cheaters and cheated. Because people want to be cheated, men such as you mention have become very popular. They are preaching all nonsense and the people are accepting them, but if someone wants to be cheated, what can be done? This Krishna consciousness is authorized, practical and simple and those who have enough intelligence will recognize this fact and will join with us. Our program is to simply chant Hare Krishna, follow the regulative principles, and preach this philosophy without any adulteration.
