Dasyu means plunderer. Not pickpocket. Pickpocket, somehow or other, if you do not understand, takes something from your pocket, and the plunderer, or the dasyu, he catches you and by force, "If you don't spare your money, I shall kill you." They are called dasyu.
Lecture on SB 1.8.18 -- Mayapura, September 28, 1974:

That is the desire of Kṛṣṇa, or God, that the state executive head should be as pious as Mahārāja Yudhiṣṭhira. That is the scheme. Unfortunately, people do not want that. They have now discovered this democracy. Democracy... "Demon-cracy." Shortcut of "demon-cracy" is "democracy." All the demons and rogues, they gather together, somehow or other votes, and occupy the seat, and the business is plundering. The business is plundering. If we talk very much upon this, it will not be very favorable, but according to śāstra... We, we talk according to śāstra, that the democracy means assembly of rogues and plunderers. That is the statement in the Śrīmad-Bhāgavatam. Dasyu-dharmabhiḥ. The government men will be all dasyu. Dasyu means plunderer. Not pickpocket. Pickpocket, somehow or other, if you do not understand, takes something from your pocket, and the plunderer, or the dasyu, he catches you and by force, "If you don't spare your money, I shall kill you." They are called dasyu.

So the, in the present age of Kali, the government men will be dasyu. This is stated in the Śrīmad-Bhāgavatam. Dasyu-dharmabhiḥ. You can, we can see practically. You cannot keep your money. You earn with hard labor, but you cannot keep gold, you cannot keep jewelry, you cannot keep money. And... They will take it away by laws. So they make law that... Yudhiṣṭhira Mahārāja was just quite opposite. He wanted to see that every citizen is so happy that they are not troubled even by excessive heat and excessive cold. Ati-vyādhi. They are not suffering from any disease, they are not suffering from excessive climatic influence, eating very nicely, and feeling security of person and property. That was Yudhiṣṭhira Mahārāja. Not only Yudhiṣṭhira Mahārāja. Almost all the kings, they were like that.

Dasyu means burglars.
The Nectar of Devotion -- Vrndavana, October 21, 1972:

So this world, material world is like that. So divā cārthehayā rājan kuṭumba-bharaṇena vā (SB 2.1.3). And as soon as they get money, they want to purchase. The wife says, "I want so many, so much, so many dollars for my, this purpose." "All right, take it." The children says... Therefore in the Bhāgavata they are called svajanākhya-dasyu. Dasyu means burglars. So the wife and children, they are legitimate burglars. Yes. If somebody takes your money from the pocket, he becomes pickpocket, criminal, but if your wife takes it away, you very become pleased. "Oh, how my wife is nice." (laughter) So they are called svajanākhya-dasyu. It is taken as love. "How much my wife loves that (s)he is taking all my money from pocket." (laughter) So divā cārthehayā rājan kuṭumba-bharaṇena vā (SB 2.1.3). This is the occupational duties of the materialistic person. But a Kṛṣṇa conscious person is not like that. They say that. Caitanya Mahāprabhu says, the ideal Kṛṣṇa conscious Personality of Godhead, the Supreme Personality of Godhead, Kṛṣṇa...

Dasyu means plunderers, rogues. Unless you become a rogue you cannot go to the government.
Morning Walk -- March 11, 1975, London:

Prabhupāda: Yes, leaders means government men. That is described. They are all thieves and rogues, anywhere. Dasyu-dharmabhiḥ. Dasyu. Dasyu means plunderers, rogues. Unless you become a rogue you cannot go to the government. You cannot... Any honest man cannot stay with these government men. That is not possible at the present age. Any government. Unless... Just like first-class rogue, your Nixon, he became the president. Because he was a first-class rogue, he became the president. So unless you are first-class rogue, you cannot stay within the circle of government men. Rājanya dasyu-dharmabhiḥ. And their business will be to eat up the vital force of the people. Bhakṣayiṣyanti prajā sarve rājanya dasyu-dharmabhiḥ. This is the statement. And people will be harassed. On account of their godlessness, they will be harassed by three things: famine, no rain, and taxation. Taxation by the government, and there will be no rain, there will be famine, no food, and they will be so much embarrassed that they will give up their family and go away, gacchanti giri-kananam, will go, enter into the hills and forest, giving up their hearth and home. This is Kali-yuga. And this is due to their godlessness. On account of this, then the democracy, means anyone, brāhmaṇa, kṣatriya, vaiśya, śūdra, anyone who becomes powerful, he will capture the government post. So the śūdras, they are now powerful. Śūdras. Industry means śūdra. So they will capture the governmental power. Just like Communist.

1976 Conversations and Morning Walks

Dasyu means plunderer.
Morning Walk -- March 13, 1976, Mayapur:

Prabhupāda: ...to eat yourself, sufficiently, and if there is excess, then question of trade, vāṇījyam. Otherwise, if there is no excess, where is the question of vāṇījya? You are starving. (break) Then we shall. There is no excess. (break) ...will spoil everything everywhere. (break) "The government men will take up the policy of plunderers and rogues," that is stated. Dasyu-dharma. Dasyu means plunderer. He catches: "What you have got, give me." This will be government. "What you have got, give me." Bas. You cannot say anything. "Law." Plundering is law. Then where is your government? If killing is law, plundering is law, then what is this government? Government means to give security to the property and life. So when the government will make law, "I can take your life whenever I like, and I can plunder your property as I like," then where is the law?

Puṣṭa Kṛṣṇa: The government's duty, then, is to protect.

Dasyu, dasyu means thieves and rogues.
Evening Darsana -- July 8, 1976, Washington, D.C.:
Prabhupāda: If śūdras are allowed to rule over, what they know? Their only aim is that so long he is in the office, "Let me collect some money," that's all. And that will be the latest atmosphere, dasyu-dharmabhiḥ. Rājanyair dasyu-dharmabhiḥ. All the government men will become thieves and rogues. Dasyu, dasyu means thieves and rogues. So as the thieves and rogues capture you on the street and ask "Whatever you have got, give, otherwise I shall kill you," so this will be the position in the Kali-yuga. It is happening now. You cannot have any private property; everything you have to declare. Otherwise, it will be taken by force. So people will be very much embarrassed by two things: one thing is taxation, and another thing will be scarcity of food. In this way, all the people all over the world will be embarrassed, so much so that they will leave their home, hearth and home, ācchinna-dāra-draviṇā yāsyanti giri-kānanam. Being separated from family and property, they will take shelter in the hilly ranges or in the forest to get relief. This will be the position. Harassment, so much harassment, by nature, by government. So therefore for complete happy society, this Kṛṣṇa consciousness movement is essential.
