The Lord raised the question of cow-killing, and the Kazi properly answered Him by referring to the Koran.
SB Introduction:

The Lord raised the question of cow-killing, and the Kazi properly answered Him by referring to the Koran. In turn the Kazi also questioned the Lord about cow sacrifice in the Vedas, and the Lord replied that such sacrifice as mentioned in the Vedas is not actually cow-killing. In that sacrifice an old bull or cow was sacrificed for the sake of receiving a fresh younger life by the power of Vedic mantras. But in the Kali-yuga such cow sacrifices are forbidden because there are no qualified brāhmaṇas capable of conducting such a sacrifice. In fact, in Kali-yuga all yajñas (sacrifices) are forbidden because they are useless attempts by foolish men. In Kali-yuga only the saṅkīrtana yajña is recommended for all practical purposes. Speaking in this way, the Lord finally convinced the Kazi, who became the Lord's follower.

The horse sacrifice yajña or cow sacrifice yajña performed by the Vedic regulations shouldn't be misunderstood as a process of killing animals. On the contrary, animals offered for the yajña were rejuvenated to a new span of life by the transcendental power of chanting the Vedic hymns, which, if properly chanted, are different from what is understood by the common layman. The Veda-mantras are all practical, and the proof is rejuvenation of the sacrificed animal.

Sometimes cows were sacrificed (gavālambha), not for eating purposes, but to give them new life in order to show the potency of the mantra.
SB 4.13.25, Purport:

A Vedic sacrifice is not an ordinary performance. The demigods used to participate in such sacrifices, and the animals sacrificed in such performances were reincarnated with new life. In this age of Kali there are no powerful brāhmaṇas who can invite the demigods or give renewed life to animals. Formerly, the brāhmaṇas well conversant in Vedic mantras could show the potency of the mantras, but in this age, because there are no such brāhmaṇas, all such sacrifices are forbidden. The sacrifice in which horses were offered was called aśvamedha. Sometimes cows were sacrificed (gavālambha), not for eating purposes, but to give them new life in order to show the potency of the mantra. In this age, therefore, the only practical yajña is saṅkīrtana-yajña, or chanting of the Hare Kṛṣṇa mantra twenty-four hours a day.

Animals like hogs and cows were offered in sacrifice to test the proper execution of the sacrifice. Otherwise, there was no purpose in killing the animal. Actually the animal was offered in the sacrificial fire to get a rejuvenated life. Generally an old animal was sacrificed in the fire. and it would come out again in a youthful body. Some of the rituals however, did not require animal sacrifice. In the present age, animal sacrifices are forbidden. As stated by Śrī Caitanya Mahāprabhu:

aśvamedhaṁ gavālambhaṁ
sannyāsaṁ pala-paitṛkam
devareṇa sutotpattiṁ
kalau pañca vivarjayet

"In this age of Kali, five acts are forbidden: the offering of a horse in sacrifice, the offering of a cow in sacrifice, the acceptance of the order of sannyāsa, the offering of oblations of flesh to the forefathers, and a man's begetting children in his brother's wife." (CC Adi 17.164) Such sacrifices are impossible in this age due to the scarcity of expert brāhmaṇas or ṛtvijaḥ who are able to take the responsibility. In the absence of these, the saṅkīrtana-yajña is recommended.

SB 9.6.7, Purport:

It is evident that kṣatriyas killed animals in the forest because the flesh of the animals was suitable to be offered at a particular type of yajña. Offering oblations to the forefathers in the ceremony known as śrāddha is also a kind of yajña. In this yajña, flesh obtained from the forest by hunting could be offered. However, in the present age, Kali-yuga, this kind of offering is forbidden. Quoting from the Brahma-vaivarta Purāṇa, Śrī Caitanya Mahāprabhu said:

aśvamedhaṁ gavālambhaṁ
sannyāsaṁ pala-paitṛkam
devareṇa sutotpattiṁ
kalau pañca vivarjayet
(CC Adi 17.164)

"In this age of Kali, five acts are forbidden: the offering of a horse in sacrifice, the offering of a cow in sacrifice, the acceptance of the order of sannyāsa, the offering of oblations of flesh to the forefathers, and a man's begetting children in his brother's wife."

In this age, such yajñas as the aśvamedha-yajña and gomedha-yajña are impossible to perform because there are neither sufficient riches nor qualified brāhmaṇas.
SB 9.20.24-26, Purport:

Everyone should engage in the performance of yajña, and the sacrificial fire should be ignited everywhere, the entire purpose being to make people happy, prosperous and progressive in spiritual life. Of course, these things were possible before the beginning of Kali-yuga because there were qualified brāhmaṇas who could perform such yajñas. For the present, however, the Brahma-vaivarta Purāṇa enjoins:

aśvamedhaṁ gavālambhaṁ

devareṇa sutotpattiṁ
kalau pañca vivarjayet
(CC Adi 17.164)

In this age, such yajñas as the aśvamedha-yajña and gomedha-yajña are impossible to perform because there are neither sufficient riches nor qualified brāhmaṇas.

The sacrifices of aśvamedha and gomedha are forbidden in the age of Kali.

It is sometimes said that Lord Caitanya Mahāprabhu disapproved of the acceptance of the sannyāsa order in this Kali-yuga because in the śāstra it is said:

As a learned scholar, the Kazi challenged Caitanya Mahāprabhu, "In Your Vedic scriptures there is an injunction for killing a cow. On the strength of this injunction, great sages performed sacrifices involving cow-killing."

Whether the brāhmaṇas who were engaged in offering sacrifice, whether they were chanting the Vedic mantra in right way, that was tested by offering one animal and again giving the animal a new youth life. That was animal sacrifice. Sometimes horses, sometimes cows were offered.
Lecture on BG 2.2-6 -- Ahmedabad, December 11, 1972:

For the royal order to become nonviolent, this is not good. The kṣatriyas, when they are fighting in the battlefield, the killing is not a sin for them. Similarly, a brāhmaṇa, when he's offering sacrifice, sometimes animals are sacrificed; so that does not mean that he is committing sin. This animal sacrifice was made not for eating the animals. It was for testing the Vedic mantra. Whether the brāhmaṇas who were engaged in offering sacrifice, whether they were chanting the Vedic mantra in right way, that was tested by offering one animal and again giving the animal a new youth life. That was animal sacrifice. Sometimes horses, sometimes cows were offered. But in this age, Kali-yuga, they are forbidden because there is no such yājñika-brāhmaṇa. All kinds of sacrifices are forbidden in this age.

Aśvamedha sacrifice, gomedha sacrifice, sannyāsa, and to get child by devara, husband's younger brother, these things are forbidden in this age.

The first challenge was Caitanya Mahāprabhu's, that "My dear uncle, what is your this religion that you're eating father and mother?" That was His first challenge. And the Kazi said, "What is that? What do You mean by that?" "You are eating a bull and cow. Cow is your mother. You are drinking milk; therefore she is your mother. And the bull is helping you, producing your food, maintaining. As the father maintains you and mother gives you milk. And do you think it is good to kill them?" So Kazi, he was also learned, "Oh, Your Vedic scripture also, there is cow sacrifice." Caitanya Mahāprabhu immediately said, "No, that is not killing. That was giving a new body to show the strength of the Vedic mantras." A cow was sacrificed in the fire and by mantra, by chanting of the mantra, the cow will come out with a new body, young body. That was not killing.

The Kazi was also very educated, learned. He said that "In Your Vedic scripture there is cow sacrifice. So You are also killing cow."

So the uncle replied that... He was also very educated, learned. He said that "In Your Vedic scripture there is cow sacrifice. So You are also killing cow." Just I am going to explain the sacrifice. Now, Caitanya Mahāprabhu explained there that that was not killing. When there was some animal sacrifice, an old animal would be sacrificed in the altar, but it would be given a new life. It was practically testing of the Vedic mantra by the qualified brāhmaṇas. So He said, "Because at the present moment there are no qualified brāhmaṇas, therefore such kind of sacrifice is stopped. Stopped." That was His explanation.

If you want to eat meat, then you just sacrifice one goat. Not, I mean to say, cows. No. Goat. Any useless animal.
Lecture on SB 1.5.9-11 -- New Vrindaban, June 6, 1969:

And offering sacrifice before goddess Kālī, that is also a restriction of meat-eating. You cannot eat meat by purchasing from the slaughterhouse. Oh, that is not recommended. If you want to eat meat, then you just sacrifice one goat. Not, I mean to say, cows. No. Goat. Any useless animal. "All right. You take." Goat is recommended to be sacrificed. So you can take. And in India the meat-eating or flesh eating is not restricted. But not the useful animal, cow, the most useful animal, the cow.

Those who are meat-eaters, cannot give up meat-eating, for them, the prescription is, "All right, you can eat meat, but you have to sacrifice one goat, but not cow."
Lecture on SB 1.5.14 -- New Vrindaban, June 18, 1969:

Prabhupāda: There are three divisions of śāstra-sāttvika, rājasika and tāmasika. Those who are meat-eaters, cannot give up meat-eating, for them, the prescription is, "All right, you can eat meat, but you have to sacrifice one goat, but not cow." The... For sacrifice the animal is recommended: goat. So you can, I mean to say, cut throat of a goat in the presence of goddess Kālī and you can eat. There are so many prescriptions. But that is also restriction, that Kālī-worship is one day in a month, on the dark moon day. What is called, dark moon? Amāvasyā. Full moon and...? Eh? No, no, no. When there is... On that particular..., there is no moon in the sky.

Hayagrīva(?): The dark of the moon.

Prabhupāda: It is called dark moon, yes. So that Kālī-pūjā is recommended on the dark moon day. The... That is one day in a month. Similarly, according to marriage life, the sex life is also allowed one day in a month. The whole thing is restriction. Similarly, drinking wine also, there is Devī-pūjā. That is also once in a year or something like that. The whole point is restriction. But after all, this is drinking and mating and meat-eating.

Caitanya Mahāprabhu said that "In the previous time, this cow sacrifice was actually being done. That's all right. But that was not for killing. That—to give the cow, the old cow or bull, a new life."

So Chand Kazi was also very learned scholar. He said, "Well, this cow-killing is also recommended in Your Vedas, because there is cow sacrifice." So Caitanya Mahāprabhu replied... Now, we should know it that the animal sacrifice, according to the Vedic scripture, that is not killing. That is explained by Caitanya Mahāprabhu. He said that "In the previous time, this cow sacrifice was actually being done. That's all right. But that was not for killing. That—to give the cow, the old cow or bull, a new life. By the power of mantra, just to give evidence of the Vedic mantras, the brāhmaṇas would sacrifice a cow, old cow or old bull, in the fire and give, give him, again, new life. That was... Now, in this age, there is no such powerful brāhmaṇa who can chant the mantras rightly and give again rejuvenation, another new life. It is not possible. Therefore in the śāstras, these sort of sacrifices are forbidden."

If one is in tamo-guṇa, you cannot raise him immediately to the sattva-guṇa. Give him some concession, "All right, you can eat meat by offering sacrifice..., not the cow, but one lower animal which is useless, like goats."
Lecture on SB 2.1.7 -- Paris, June 15, 1974:

If one is in tamo-guṇa, you cannot say..., you cannot raise him immediately to the sattva-guṇa. Tamo-guṇa is meat-eating, drinking. These are tamo-guṇa, in the darkness. So the Vedas has given chance to them, "All right, you want to eat meat? All right, you eat meat. But offering to the goddess Kālī." Means restriction. It is not required, but the rascal will not hear immediately. Therefore give him some concession, "All right, you can eat meat by offering sacrifice..., not the cow, but one lower animal which is useless, like goats." Generally, goat and the chicken. They do that.

Caitanya Mahāprabhu replied, "That is not cow sacrifice. That is rejuvenation of cow. Old cows were sacrificed in the fire, and again a new life was given by the Vedic mantra. But because there is lack of such expert brāhmaṇas to chant that mantra, therefore cow sacrifice in this age is forbidden."
Govardhana Puja Lecture -- New York, November 4, 1966:

Now, there was some compromising talk with the magistrate, and in that talk the Caitanya Mahāprabhu first questioned. Because he was Mohammedan, Caitanya Mahāprabhu said that "In your religion there is killing of father and mother. What sort of religion this is?" The Kazi replied, "How do you say that we are killing our father and...?" "Yes. You are killing your mother. Cow gives you milk, delivers milk. You drink the milk, and you kill the cow. Therefore you are killing your mother." So the Kazi replied that "In your Vedic literature also, I have seen. There is cow sacrifice." So Caitanya Mahāprabhu replied, "That is not cow sacrifice. That is rejuvenation of cow. Old cows were sacrificed in the fire, and again a new life was given by the Vedic mantra. But because there is lack of such expert brāhmaṇas to chant that mantra, therefore cow sacrifice in this age is forbidden."
