Cow protection means increasing the milk productions, namely curd and butter. Animals are never meant to be killed. Killing of animals is a symptom of barbarian society.
SB 1.9.26, Purport: The vaiśyas, the members of the mercantile communities, are especially advised to protect the cows. Cow protection means increasing the milk productions, namely curd and butter. Agriculture and distribution of the foodstuff are the primary duties of the mercantile community backed by education in Vedic knowledge and trained to give in charity. As the kṣatriyas were given charge of the protection of the citizens, vaiśyas were given the charge of the protection of animals. Animals are never meant to be killed. Killing of animals is a symptom of barbarian society. For a human being, agricultural produce, fruits and milk are sufficient and compatible foodstuffs. The human society should give more attention to animal protection. The productive energy of the laborer is misused when he is occupied by industrial enterprises. Industry of various types cannot produce the essential needs of man, namely rice, wheat, grains, milk, fruits and vegetables. The production of machines and machine tools increases the artificial living fashion of a class of vested interests and keeps thousands of men in starvation and unrest. This should not be the standard of civilization.
Progressive human civilization is based on brahminical culture, God consciousness and protection of cows. Cow protection means feeding the brahminical culture, which leads towards God consciousness, and thus perfection of human civilization is achieved.
SB 1.19.3, Translation and Purport: I am uncivilized and sinful due to my neglect of brahminical culture, God consciousness and cow protection. Therefore I wish that my kingdom, strength and riches burn up immediately by the fire of the brāhmaṇa's wrath so that in the future I may not be guided by such inauspicious attitudes.

Progressive human civilization is based on brahminical culture, God consciousness and protection of cows. All economic development of the state by trade, commerce, agriculture and industries must be fully utilized in relation to the above principles, otherwise all so-called economic development becomes a source of degradation. Cow protection means feeding the brahminical culture, which leads towards God consciousness, and thus perfection of human civilization is achieved. The age of Kali aims at killing the higher principles of life, and although Mahārāja Parīkṣit strongly resisted the domination of the personality of Kali within the world, the influence of the age of Kali came at an opportune moment, and even a strong king like Mahārāja Parīkṣit was induced to disregard the brahminical culture due to a slight provocation of hunger and thirst. Mahārāja Parīkṣit lamented the accidental incident, and he desired that all his kingdom, strength and accumulation of wealth would be burned up for not being engaged in brahminical culture, etc.

Where wealth and strength are not engaged in the advancement of brahminical culture, God consciousness and cow protection, the state and home are surely doomed by Providence. If we want peace and prosperity in the world, we should take lessons from this verse; every state and every home must endeavor to advance the cause of brahminical culture for self-purification, God consciousness for self-realization and cow protection for getting sufficient milk and the best food to continue a perfect civilization.

I am one of the devotees, and because I have taken this association, and because I am working under their direction, Kṛṣṇa must be pleased, and He must give me protection. Now, if you simply take it formally... Hayagrīva has taken the formality. We have to keep some cows. Never mind we are to take payment from others. That is not cow protection. Cow protection means just like Bhagavān, the Supreme Personality of Godhead, He is tending the cows. He is going, taking the cows personally from His royal palace going to the forest whole day, working there. Is it not, cowherds boy? And taken some little fruit, mother, whatever mother has given. They are playing that. So this is cow protection, not that "Somebody will give money and we shall keep some third class cows and feed there and become cow protector." We must tend the cows very nicely so that they give us sufficient milk. And with that milk we shall live. "No, because we are giving protection to cow, you send money for the cows and the cow protectors, and earn money there and give us money. We shall eat nicely and sleep." As soon as this practice is going on, then next will be: "Give me some LSD, give me something else." This will go on. We don't want that.

Cow protection means you get the milk, sufficient quantity, and from milk you get so many nutritious, full of vitamin food.
Room Conversation with Scientists -- July 2, 1974, Melbourne:

Prabhupāda: From milk you can prepare hundreds and thousands of preparations.

Dr. Harrap: Oh, yes. Yes. Even in cheeses there are probably hundreds of varieties.

Prabhupāda: Yes, yes. We make. We actually make. At least ten, twenty kinds of sweet preparation we make from the cheese. Therefore our, as recommended in the Bhagavad-gītā, kṛṣi-go-rakṣya-vāṇijyam [Bg. 18.44]. Kṛṣi-go-rakṣya. People... A class of men should be trained up for agriculture, producing food grain, and cow protection. Cow protection means you get the milk, sufficient quantity, and from milk you get so many nutritious, full of vitamin food.

Dr. Harrap: It's a complete food in itself.

Prabhupāda: Yes. Those who are meat-eaters, they can eat other non-important animals, but cows must be saved, even from economic point of view. Here it is said that go-rakṣya. It does not say, Kṛṣṇa, "elephant-rakṣya." Elephant is a big animal, and at least fifty times more than cow, there is flesh. But it is not recommended. But the cow protection is recommended because it has got the miracle food, milk, and from milk you can prepare hundreds of preparation, all nutritious, full of vitamin A and D. So therefore it is recommended, go-rakṣya. It is not that meat-eating is stopped. Meat-eaters may kill other non-important animals but don't kill animal, er, cow. And besides that, from moral point of view, we are drinking milk from the cow, so she is mother.
