SB 1.11.26, Purport: There are administrative demigods in charge of departmental service of cosmic management, and there are tiny administrative gods in the state service. They are always afraid of other competitors, but if they take shelter of the arms of the Lord, the Lord can protect them always from the attacks of enemies. A faithful servant of the Lord engaged in the service of administration is the ideal executive head and can well protect the interest of the people in general. Other so-called administrators are symbols of anachronisms leading to the acute distress of the people who are governed by them. The administrators can remain safely under the protection of the arms of the Lord. The essence of everything is the Supreme Lord: He is called the sāram. And those who sing and talk about Him are called the sāraṅgas, or the pure devotees. The pure devotees are always hankering after the lotus feet of the Lord. The lotus has a kind of honey which is transcendentally relished by the devotees. They are like the bees who are always after the honey.

It is Pradyumna who gives Brahmā direction for cosmic management.

CC Adi 5.93, Purport: In the Mahābhārata, Śānti-parva, it is said that He who is Pradyumna is also Aniruddha. He is also the father of Brahmā. Thus Garbhodakaśāyī Viṣṇu and Kṣīrodakaśāyī Viṣṇu are identical plenary expansions of Pradyumna, the original Deity of Brahmā, who is born from the lotus flower. It is Pradyumna who gives Brahmā direction for cosmic management. A full description of Brahmā’s birth is given in Śrīmad-Bhāgavatam (3.8.15–16). Describing the features of the three puruṣas, the Laghu-bhāgavatāmṛta says that Garbhodakaśāyī Viṣṇu has a four-handed form, and when He Himself enters the hollow of the universe and lies down in the ocean of milk He is known as Kṣīrodakaśāyī Viṣṇu, who is the Supersoul of all living entities, including the demigods. In the Sātvata-tantra it is said that the third puruṣa incarnation, Kṣīrodakaśāyī Viṣṇu, is situated as the Supersoul in everyone’s heart. This Kṣīrodakaśāyī Viṣṇu is an expansion of Garbhodakaśāyī Viṣṇu for pastimes.

But the perfect yogīs know how to satisfy these unseen administrators of material affairs and, taking advantage of the good will of these administrators, leave their material bodies at will during opportune moments arranged for entrance into the antimaterial universe or into the highest planets of the material sky. In the higher planets of the material world, the yogīs can enjoy more comfortable and more pleasant lives for hundreds of thousands of years, but life in those higher planets is not eternal. Those who desire eternal life enter into the antimaterial universe through mystic powers at certain opportune moments created by the demigod-administrators of cosmic affairs, administrators unseen by the gross materialists who reside on this seventh-class planet called "Earth."
