Srimad-Bhagavatam Lectures

Control means whether citizens are following, executing the rules and regulation, the law of the state. Therefore a certain man, qualified man, who is, who enjoys the confidence of the people, he is accepted as the king.
Lecture on SB 1.16.36 -- Tokyo, January 30, 1974:

Rāja means king or the ruler. Here is also regulative principle. Why a king is accepted? Why a governor is accepted? Why a president is...? Even in this day of democracy—we have abolished the system of monarchy—but still, they select somebody to become a monarch, a king, or to occupy the post of the king. That is called president. Why? Because unless there is one head, or on the head of the government, who can actually control... Control means whether citizens are following, executing the rules and regulation, the law of the state. Therefore a certain man, qualified man, who is, who enjoys the confidence of the people, he is accepted as the king. This is the position. So such president, king, or the executive head, must be a saintly person. Therefore here it is said, parīkṣin nāma rājarṣiḥ. Rājarṣi means those who are on the top of the government, he must be ṛṣi, saintly person. Just like this, our Kṛṣṇa consciousness movement, the head of the institution must be a saintly person. Otherwise how he can become a controller? Controller there must be. That what is the qualification of the controller? He must be a saintly person. He must know what is the principle of life, what is the value of life, why one should be controlled by somebody else. These things are required to become qualified.

This control means punishment. You cannot expect very good treatment in the prison life. So this is prison life, conditioned life.
Lecture on SB 3.26.9 -- Bombay, December 21, 1974:

So we have come to this material world. Kṛṣṇa is always anxious to get us back to home, back to Godhead. Therefore He comes. Yadā yadā hi dharmasya glānir bhavati (BG 4.7). What is that dharma? That dharma is not this dharma, Hindu dharma, Mussulman dharma. No. That dharma is sarva-dharmān parityajya mām ekaṁ śaraṇaṁ vraja (BG 18.66). That's... So in this way, our position, although we are both in this material world, one is the controller; one is the controlled. And the one who is controlled by the prakṛti, by the material nature, if he accepts to be controlled by the Supreme Personality of Godhead, then his controlling by the material nature upon him, that is finished, no more control. Mām eva ye prapadyante māyām etāṁ taranti te (BG 7.14). This is perfection of life. At the present moment we are being controlled every second, every step. Padaṁ padaṁ yad vipadām (SB 10.14.58). Every step there is danger. This control means punishment. You cannot expect very good treatment in the prison life. So this is prison life, conditioned life. So you cannot expect any good treatment by the material nature because her business is to punish us. That is the business so that we can enquire that "Why I am being punished?" That is required. That "why" philosophy is very important. That is the beginning of human life. But we are so dull, in spite of being kicked every moment by material nature, that "why" question is not coming, so dull-headed. And we are advanced in designation.

Sri Caitanya-caritamrta Lectures

Control means atyāhāraḥ prayāsaś ca prajalpo niyamāgrahaḥ (NOI 2).
Lecture on CC Adi-lila 1.15 -- Mayapur, April 8, 1975:

If you stick to the lotus feet of Kṛṣṇa, "Kṛṣṇa save me," then this disturbing material thing, sex agitation, will not disturb you. This is the only way. Therefore it is said Madana-mohana. Our spiritual life is hampered very strongly by this sex impulse. But it is material, the sex impulse is material, so we should try to tolerate, (indistinct) kaṇḍūyanena karayor iva duḥkha-duḥkhaṁ kaṇḍūtivan manasijaṁ viṣaheta-dhīraḥ. Just (try) to tolerate little and chant Hare Kṛṣṇa, pray to Kṛṣṇa, "Please save me from these disturbances." And we should materially also control. Control means atyāhāraḥ prayāsaś ca prajalpo niyamāgrahaḥ (NOI 2). Atyāhāraḥ, too much eating, that is also agitating.

So everything can be controlled by Kṛṣṇa's grace. He is Madana-mohana. Therefore, our first business is to surrender to Madana-mohana and establish our relationship with Him.

General Lectures

The mūla prakṛti, the original prakṛti, is fully under the control. Control means she acts according to the direction of Govinda.
Lecture Engagement at Birla House -- Bombay, December 17, 1975:

Kṛṣṇa says mayādhyakṣeṇa: "Under My control the material nature is working." Mayādhyakṣeṇa prakṛtiḥ. In another place in Brahma-saṁhitā it is said how prakṛti is under the control of the Supreme Lord: sṛṣṭi-sthiti-pralaya-sādhana-śaktir ekā chāyeva yasya bhuvanāni bibharti durgā (Bs. 5.44). Durgā is the material nature. It is very powerful. Sṛṣṭi-sthiti, creation, maintenance and annihilation, is going on under her control, Durgā-devī. We have seen the picture of Durgā, ten hands with ten kinds of weapons. So she is very powerful, but still she is under the control of Govinda.

sṛṣṭi-sthiti-pralaya-sādhana-śaktir ekā
chāyeva yasya bhuvanāni bibharti durgā
icchānurūpam api yasya ca ceṣṭate sā
govindam ādi-puruṣaṁ tam ahaṁ bhajāmi
(Bs. 5.44)

The mūla prakṛti, the original prakṛti, is fully under the control. Control means she acts according to the direction of Govinda. Yasya ajñayā, she is acting. So this prakṛti is inferior prakṛti, and there is another, superior prakṛti. That superior prakṛti is represented by Śrīmatī Rādhārāṇī. Rādhārāṇī and Durgā, both of them are prakṛtis of the Supreme Personality of Godhead, but one prakṛti is meant for controlling this material world, and the other prakṛti is meant for blessing the spiritual world. Two prakṛtis are Kṛṣṇa's prakṛti. Therefore Kṛṣṇa says,

apareyam itas tu (anyaṁ)
viddhi me prakṛtiṁ parā
jīva-bhūtaṁ mahā-bāho
yayedaṁ dhāryate jagat
(BG 7.5)

So this jīva-bhūta, living entities, we are living entities, we also belong to the spiritual prakṛti, we are expansion of spiritual prakṛti. Just like Śrīmatī Rādhārāṇī is always engaged in the service of the Lord, anārādhyate. Ārādhyate, it is Rādhārāṇī. The Rādhārāṇī, the name has come from the word ārādhyate. Ārādhana, ārādhana means worshiping. So everyone is meant, beginning from Rādhārāṇī, and her expansion, Lakṣmī, in Vaikuṇṭha, lakṣmī-sahasra-śata-sambhrama-sevyamānam, govindam ādi-puruṣaṁ tam ahaṁ bhajāmi (Bs. 5.29). Here we worship mother Lakṣmīji, goddess of fortune, to receive some favor. But in the Vaikuṇṭha world there are many hundred thousands of Lakṣmī, lakṣmī-sahasra-śata, and they are sambhrama-sevyamānam: with great respect, they are engaged in serving the Supreme Lord. So, we being expansion of the spiritual Lakṣmī, or Rādhārāṇī, our duty is to serve Rādhārāṇī, and through Rādhārāṇī to serve Kṛṣṇa. This is Kṛṣṇa consciousness movement. We are missing this point, that instead of learning from Rādhārāṇī how to serve Kṛṣṇa, we are being controlled by the another prakṛti, material energy, Durgā, with weapons in her ten hands. This is our position.

Control means if there is vigilant, I mean to say, examination, inspection, then there is control of money.
Conversation with the GBC -- March 27, 1975, Mayapur:

Prabhupāda: The... The money matters should be dealt with the president, secretary and the treasurer, three men. Out of three, two should sign. And GBC's business is to see that things are going on, money matters. That's all. GBC is not supposed to deal directly. He has to inspect. That's all.

Atreya Ṛṣi: So I can cross this...

Prabhupāda: Just like... But the thing is, if the GBC and the president is the same man, that is not good. That is not good. The president should be separate. So the president, treasurer and secretary, they will deal directly, and GBC should inspect book, account, that it is done very nicely. That's all. You can question, "Why you have done this?" That's nice. Otherwise, in the..., it will be difficult to manage.

Rūpānuga: Yes. We don't want to become entangled in that money.

Prabhupāda: Ah!

Rūpānuga: We don't want to become entangled in that money.

Prabhupāda: Yes.

Madhudviṣa: What controls? What controls in the matter of money then?

Prabhupāda: Eh?

Madhudviṣa: Who has control of the money?

Prabhupāda: Control means if there is vigilant, I mean to say, examination, inspection, then there is control of money.
