Kings like Mahārāja Parīkṣit had their council of advisers, and all the members of that council were either great sages or brāhmaṇas of the first order. They did not accept any salary, nor had they any necessity for such salaries. The state would get the best advice without expenditure. They were themselves sama-darśī, equal to everyone, both man and animal
SB 1.16.1, Purport: At the time of Mahārāja Parīkṣit's birth, the expert astrologer-brāhmaṇas foretold some of his qualities. Mahārāja Parīkṣit developed all those qualities, being a great devotee of the Lord. The real qualification is to become a devotee of the Lord, and gradually all the good qualities worthy of possession develop. Mahārāja Parīkṣit was a mahā-bhāgavata, or a first-class devotee, who was not only well versed in the science of devotion but also able to convert others to become devotees by his transcendental instructions. Mahārāja Parīkṣit was, therefore, a devotee of the first order, and thus he used to consult great sages and learned brāhmaṇas, who could advise him by the śāstras how to execute the state administration. Such great kings were more responsible than modern elected executive heads because they obliged the great authorities by following their instructions left in Vedic literatures. There was no need for impractical fools to enact daily a new legislative bill and to conveniently alter it again and again to serve some purpose. The rules and regulations were already set forth by great sages like Manu, Yājñavalkya, Parāśara and other liberated sages, and the enactments were all suitable for all ages in all places. Therefore the rules and regulations were standard and without flaw or defect. Kings like Mahārāja Parīkṣit had their council of advisers, and all the members of that council were either great sages or brāhmaṇas of the first order. They did not accept any salary, nor had they any necessity for such salaries. The state would get the best advice without expenditure. They were themselves sama-darśī, equal to everyone, both man and animal. They would not advise the king to give protection to man and instruct him to kill the poor animals. Such council members were not fools or representatives to compose a fool's paradise. They were all self-realized souls, and they knew perfectly well how all living beings in the state would be happy, both in this life and in the next. They were not concerned with the hedonistic philosophy of eat, drink, be merry and enjoy. They were philosophers in the real sense, and they knew well what is the mission of human life. Under all these obligations, the advisory council of the king would give correct directions, and the king or executive head, being himself a qualified devotee of the Lord, would scrutinizingly follow them for the welfare of the state. The state in the days of Mahārāja Yudhiṣṭhira or Mahārāja Parīkṣit was a welfare state in the real sense of the term because no one was unhappy in that state, be he man or animal. Mahārāja Parīkṣit was an ideal king for a welfare state of the world.

Presently in India, intoxication and meat-eating are encouraged, and the so-called learned brāhmaṇas presiding over this state of affairs have certainly become degraded according to the standard given herein by Śrīla Rūpa Gosvāmī and Sanātana Gosvāmī. These so-called brāhmaṇas give sanction to slaughterhouses for the sake of a fat salary, and they do not protest these abominable activities
CC Madhya 1.197, Purport: There are two kinds of meat-eaters—one who is born in a family of meat-eaters and one who has learned to associate with meat-eaters. From Śrīla Rūpa and Sanātana Gosvāmīs (formerly Dabira Khāsa and Sākara Mallika) we can learn how one attains the character of a meat-eater simply by associating with meat-eaters. At the present moment in India the presidential offices are occupied by many so-called brāhmaṇas, but the state maintains slaughterhouses for killing cows and makes propaganda against Vedic civilization. The first principle of Vedic civilization is the avoidance of meat-eating and intoxication. Presently in India, intoxication and meat-eating are encouraged, and the so-called learned brāhmaṇas presiding over this state of affairs have certainly become degraded according to the standard given herein by Śrīla Rūpa Gosvāmī and Sanātana Gosvāmī. These so-called brāhmaṇas give sanction to slaughterhouses for the sake of a fat salary, and they do not protest these abominable activities. By deprecating the principles of Vedic civilization and supporting cow-killing, they are immediately degraded to the platform of mlecchas and yavanas. A mleccha is a meat-eater, and a yavana is one who has deviated from Vedic culture. Unfortunately, such mlecchas and yavanas are in executive power. How, then, can there be peace and prosperity in the state? The king or the president must be the representative of the Supreme Personality of Godhead. When Mahārāja Yudhiṣṭhira accepted the rule of Bhārata-varṣa (formerly this entire planet, including all the seas and land), he took sanction from authorities like Bhīṣmadeva and Lord Kṛṣṇa. He thus ruled the entire world according to religious principles. At the present moment, however, heads of state do not care for religious principles. If irreligious people vote on an issue, even though it be against the principles of the śāstras, the bills will be passed. The president and heads of state become sinful by agreeing to such abominable activities. Sanātana and Rūpa Gosvāmīs pleaded guilty to such activities; they therefore classified themselves among the mlecchas, although they had been born in a brāhmaṇa family.
There are also nondevotees who compose unauthorized songs, who establish different temples for money, who worship the Deity as priests for salaries, who accept caste brahmanism as all in all, and who do not know the value of a pure Vaiṣṇava
CC Madhya 8.83, Purport: There are many unauthorized parties pretending to belong to the Śrī Caitanya cult, and some are known as āula, bāula, kartābhajā, neḍā, daraveśa, sāṅi, sahajiyā, sakhībhekī, smārta, jāta-gosāñi, ativāḍī, cūḍādhārī and gaurāṅga-nāgari. Moreover, there are those who take the caste gosvāmīs’ opinions of such parties as bona fide, comparing these opinions to those of the six Gosvāmīs, headed by Śrī Rūpa and Śrī Sanātana. This is simply another cheating process. There are also nondevotees who compose unauthorized songs, who establish different temples for money, who worship the Deity as priests for salaries, who accept caste brahmanism as all in all, and who do not know the value of a pure Vaiṣṇava. Actually the caste brāhmaṇas of the smārta community are opposed to the principles of the Sātvata-pañcarātra. Furthermore, there are many Māyāvādīs and those overly addicted to material sense enjoyment. None of these can be compared to a person who is purely engaged in preaching Kṛṣṇa consciousness. Every Kṛṣṇa conscious person is constantly endeavoring to utilize different transcendental devices in the service of the Lord. Such a devotee renounces all material enjoyment and completely dedicates himself to the service of his spiritual master and Lord Śrī Caitanya Mahāprabhu. He may be a perfect celibate, a restrained householder, a regulated vānaprastha or a tridaṇḍi-sannyāsī in the renounced order. It doesn’t matter. The pseudo transcendentalists and the pure devotees cannot be compared, nor can one argue that a person can invent his own way of worship.

Lecture on BG 4.18 -- Delhi, November 3, 1973: Ataḥ pumbhir dvija-śreṣṭhā varṇāśrama-vibhāgaśaḥ. There are divisions. In the human society there should be divisions of work. The activities for the most intellectual person, that should be a division. That is called brāhmaṇa division. The activities of the politicians and administrators, that is called kṣatriya division. And the second division is called āśrama. So Vedic civilization means varṇa and āśrama, the human society divided into varṇas and āśramas. So everyone has got his particular duty.

Lecture on BG 4.24-34 -- New York, August 12, 1966: Formerly, they were in the guru-gṛha, spiritual master's place, and they had to undergo severe types of regulation. So a brahmacārī is expected to go to every householder and beg. There was no system of schooling, there was no system for payment. The spiritual master, the teacher, he did not accept any payment in pound shilling pence. That was not accepted because mostly brāhmaṇas, they used to become the teachers. So they were not accepting any salary. The brāhmaṇas are forbidden to accept any service. BG 7.1 -- Bhuvanesvara, January 22, 1977, Purport: So in the Bhāgavata it is stated strī-śūdra-dvijabandhūnāṁ trayī na śruti-gocarā [SB 1.4.25]. Strī, woman, and śūdra and dvija-bandhu. Dvija means brāhmaṇa, kṣatriya, vaiśya. Especially brāhmaṇa. So dvija-bandhu, who is not qualified as a brāhmaṇa but born in the brāhmaṇa family, they are called dvija-bandhus. So śāstra says strī-śūdra-dvijabandhūnāṁ trayī na śruti-gocarā. Woman, śūdra and brahma-bandhu or dvija-bandhu, they cannot understand Vedic knowledge. Unfortunately we are creating, trying to create real brāhmaṇa, kṣatriya, vaiśya, and śūdra means everyone. One who cannot become a brāhmaṇa or a kṣatriya or vaiśya, simply they are satisfied by serving a suitable master, vaiśya-karma svabhāva-jam. Paricaryātmakaṁ kāryaṁ śūdra-karma svabhāva-jam [Bg. 18.44]. A person who is satisfied only getting some salary from a suitable master, that is śūdra. So in this age it is said, kalau śūdra-sambhavaḥ. It is very difficult to find out a qualified brāhmaṇa, kṣatriya. We may find out some śūdras and some vaiśyas. Therefore, if you want to raise the standard of human society, you must create a class of brāhmaṇa, a class of kṣatriya. Vaiśya and śūdras maybe there are. But it is necessary that a class of brāhmaṇa, a class of kṣatriya must be there.

SB 1.2.26 -- Vrndavana, November 6, 1972, Purport: So our land of Bhāratavarṣa, it is not ordinary thing to take birth in Bhāratavarṣa. Just see, practically, how many men, they are automatically circumambulating this temple. Even a common man. So in this way, if you study, by nature, they are God conscious, in Bhāratavarṣa. By nature. Even a very poor man, he's satisfied in God consciousness. He doesn't care, poverty-stricken. He's satisfied: "Kṛṣṇa has placed me in this position." Neither he cares to know—we have studied—that "Why I am poverty-stricken?" Doesn't care. "Now I am getting some food by grace of Kṛṣṇa." Not very long ago, say about two hundred, three hundred years ago, in Krishnanagara, there was a big zaminder, Raja Krishnacandra. So he went to a learned scholar, paṇḍita, brāhmaṇa. In those... Brāhmaṇa, they voluntarily accept poverty. They don't care. So Raja Krishnacandra came to him and asked him: "Panditji, can I help you in some way?" He replied, he replied, "I don't require any help from you." "No, I see that you are very poverty-stricken." "No, I am not poverty-stricken. My students get some rice for me, and my wife cooks it, and I get some..." There was a tamarind tree. "So I get some tamarind leaves. So it is very nice. I don't require any help." You see. This is India's... Cāṇakya Paṇḍita, he was the greatest scholar, politician. He was prime minister of Mahārāja Emperor Candragupta, under whose name the Cāṇakya Purī is going on. He was living in a cottage, not accepting any salary. And as soon as Mahārāja Candragupta wanted some explanation, (he) immediately resigned. This is the standard of persons who are born in India. Vyāsadeva—who can be greater scholar than Vyāsadeva? He has written... His last contribution is Śrīmad-Bhāgavatam, and each word, if you study for hundreds of years, still, you have to understand. Each word. Such a scholar. He was living in a cottage.
Now the school, college, the teacher is also depending on salary. So they are śūdras. So what teaching they will give? Teaching is the business of the brāhmaṇa. No salary
Lecture on SB 1.5.22 -- Vrndavana, August 3, 1974: The vaiśya is doing the kṛṣi, agriculture. Why he should depend on...? Take some land from the government. You produce your food. Where is the difficulty? Keep some cows. You get milk. Vaiśya-karma svabhāva... Go-rakṣya. If you have got excess, then make trade. Why you should depend on others? But they do not know. They want that "I shall go at ten o'clock in the office, and I shall do nothing. Simply I shall take the pen and make like this and take my salary." That's all. Cheating. This is going on. Therefore the whole system is polluted. Nobody's doing his duty. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma... [Bg. 4.13]. According to one's quality, one must work. But nobody wants to work. So therefore they are śūdras. They are working, but at the care of somebody else. Not independently. Now the school, college, the teacher is also depending on salary. So they are śūdras. So what teaching they will give? Teaching is the business of the brāhmaṇa. No salary. Formerly, all the brāhmaṇas, they used to have that... It is called ṭola, catuṣpāṭhī. Catuṣpāṭhī. Brāhmaṇa, he'll sit down anywhere and invite that "If you like, you can come and take some teachings from me."
The brāhmaṇa should give advice to the ministers or the legislators. They should be all qualified brāhmaṇas, not paid man. Paid man has nothing to do... Lecture on SB 1.7.34-35 -- Vrndavana, September 28, 1976: There must be trained-up kñatriyas, then there will be good government. Trained. They should be trained means they should be advised by the brāhmaṇas. Therefore four divisions required. The brāhmaṇas have no interest or they have no time. Even a brāhmaṇa is made king... It is not his business. He may do it for some time, temporarily. Just like Viśvāmitra also did. But it is not his business. The brāhmaṇa should give advice to the ministers or the legislators. They should be all qualified brāhmaṇas, not paid man. Paid man has nothing to do... Even during the time of Mahārāja Candragupta, emperor, he had a brāhmaṇa minister, prime minister, Cāṇakya Paṇḍita. He was not taking a single farthing as salary. When once explanation was called for from Cāṇakya Paṇḍita by Candragupta, immediately he resigned. "You cannot call any explanation. Then I resign." And he was living in a cottage, not that palatial building. He was living in a cottage. That was the system. Brāhmaṇa lived very humbly. He was not poor. Not that they are poor men. They were so rich that when Viśvāmitra approached Mahārāja Daśaratha, immediately he vacated his seat and welcomed, "Sir, sit down here." So respectful. This is Vedic culture. The brāhmaṇas would not accept any comfort, but the kṣatriyas would be very, very glad to give all comforts to the brāhmaṇas. In our śāstra, brāhmaṇa-bhojana, it is recommended that brāhmaṇas should be invited to take prasāda. Now they have manufactured daridra-bhojana or daridra-nārāyaṇa-bhojana. They have made daridra-nārāyaṇa. But that is not Vedic culture. Vedic culture is to find out qualified brāhmaṇa, sages, sannyāsīs. They would refuse, but still they'll fall down, "Please come, take some prasāda." This is Vedic culture. Brāhmaṇa's position is very, very exalted. Now, since after the battle of Kurukṣetra, they have become brahma-bandhus. The example is here, brahma-bandhu.
He was not accepting any salary because he was brāhmaṇa. Brāhmaṇa cannot accept any salary. Just like you have accepted me as your ācārya, but you do not pay me any salary. This is forbidden. The teacher will not accept salary. Then he comes down to the śūdra platform. The śūdra accepts salary. "I serve you, you pay me." And the brāhmaṇa will distribute knowledge freely, and the kṣatriya will give protection to the brāhmaṇa. This is the system of Vedic system
Lecture on SB 2.3.24 -- Los Angeles, June 22, 1972: Vedic knowledge is so perfect that you can accept it as it is and you'll be profited. You'll profit. In the Vedic knowledge, the viṣṇoḥ paramaṁ padam. The supreme goal is Viṣṇu. Oṁ tad viṣṇoḥ paramaṁ padaṁ sadā paśyanti sūrayaḥ. This Ṛg Veda mantra. The, some rascals, scholars, so-called, they say, "These Vedas, these mantras, are some primitive. Now we are advanced. We shall create our own mantra." You see? This is going on. The primitive... Primitive, we have to study. Primitive means very, very old. So whether in the days gone by, people were actually happy or now they are happy?

Even if you say "primitive," the primitive life is very nice. Primitive life means simple life. Keeping pace with the nature's law. It is very nice. Primitive life ... It gives you anxiety-free life, and therefore, even if you take it as primitive, the saintly persons, sages, they used to live long, long years, and their brain was so sharp, because they were taking natural food, fruits, grains, and milk that helps to develop human brain for understanding subtle subject matter. So even Vyāsadeva... You have seen the picture of Vyāsadeva. He's writing books just near a cottage only. But he's writing. Nobody can create such literature. But he was leading very simple life, in a cottage. Even, say, 2,000 years ago or little more, there was Cāṇakya Paṇḍita. Cāṇakya Paṇḍita, he was a brāhmaṇa, but great politician. His politics are studied even now in M.A. class. And because he was a great politician, diplomat, under his name in our India, in New Delhi, the capital, there is a neighborhood which is called Cāṇakya Purī, and all the foreign embassies are there. Your American embassy is also there. So he was a great politician. But still, he was living in a cottage. He was not accepting any salary because he was brāhmaṇa. Brāhmaṇa cannot accept any salary. Just like you have accepted me as your ācārya, but you do not pay me any salary. This is forbidden. The teacher will not accept salary. Then he comes down to the śūdra platform. The śūdra accepts salary. "I serve you, you pay me." And the brāhmaṇa will distribute knowledge freely, and the kṣatriya will give protection to the brāhmaṇa. This is the system of Vedic system. Even in fifty years ago, education in India, there was no charges. A learned brāhmaṇa will sit down in corner of a neighborhood and all the children will come there. They will learn primary education. And the parents of the children will send, somebody will send rice, somebody will send ḍāl... Just like we are maintaining, by collecting. Not here, but in Bombay, our center is collecting and distributing.

The whole system was that. Love exchange. I give you some service; you give me something, out of your love. Dadāti pratigṛhṇāti. Love means six symptoms. I give you something, you give me something. I give you something for eating, you also give me something for eating. Dadāti pratigṛhṇāti bhuṅkte bhojayate, guhyam ākhyāti pṛcchati. If I am in trouble, I express my mind, I open my mind before you, and you also try to help me. These are the six signs of love. That is Vedic civilization. Everything exchange of love. No business, mercantile.

Lecture on SB 3.25.38 -- Bombay, December 7, 1974: There is a little story, very interesting. So one poor boy, he was student in a school, and the teacher's annual ceremony of father's death would be held. So he requested all his student, "What you will give me, contribution?" Formerly the teacher was not taking any salary. But whatever he wanted, the students will bring either from parents' house or by begging. That was the system. The teacher would not charge anything. A brāhmaṇa cannot be..., charge anything. Generally, the brāhmaṇas were teachers. That is one of the profession of the brāhmaṇa. Everyone must have livelihood. So brāhmaṇa livelihood is paṭhana pāṭhana. He must become a learned scholar, and he will make others also learned scholar. That is brāhmaṇa's business. Paṭhana pāṭhana yajana yājana dāna pratigrahaḥ. Ṣaṭ-karma. Six kinds of profession for the brāhmaṇas. And kṣatriya's profession is to give protection to the citizen and levy some tax, twenty-five percent, not more than that. Whatever is income your, give twenty-five percent to the kṣatriya king. That's all. That includes sales tax, this tax, that tax, so many tax, income tax. All finished. You give twenty-five percent. And if you have no income, no tax. Not like that even you have no income, "No, last year you gave so much tax. You must give it. Otherwise your property will be sold." Not like that. So that is kṣatriya's income. Similarly, vaiśya's income, kṛṣi-go-rakṣya-vāṇijyam [Bg. 18.44], agriculture, cow protection, and if there is excess foodstuff, then he can sell, make trade. And śūdras, they will simply help.

So the brāhmaṇas' means of livelihood, six things: paṭhana pāṭhana yajana yājana dāna pratigraha. Paṭhana means he must be a very learned scholar, study the Vedic literature, and must teach others also. That is brāhmaṇa's business. And in that way, whatever the disciples bring, that is his income. No salary, no contract, that "If you pay me hundred dollars or five hundred dollars weekly, then I can teach you." Festival Lectures, SB 7.5.22-34 -- Los Angeles, May 27, 1972: Teachers are generally brāhmaṇas. Not generally. To become teacher is the business of the brāhmaṇas. Brāhmaṇa means they have got six kinds of... Everyone must have livelihood. This material world is that you must work; otherwise you cannot get your livelihood. That is the law, whatever you may be. So the brāhmaṇas' means of livelihood, six things: paṭhana pāṭhana yajana yājana dāna pratigraha. Paṭhana means he must be a very learned scholar, study the Vedic literature, and must teach others also. That is brāhmaṇa's business. And in that way, whatever the disciples bring, that is his income. No salary, no contract, that "If you pay me hundred dollars or five hundred dollars weekly, then I can teach you." No. There is no such contract. Teaching is free. It is the business of a brāhmaṇa to give free education to everyone. Now, it is the... Just like in our institution, I am your teacher, but there is no such contract that you have to pay me. But you pay me more than anything. So paṭhana pāṭhana, that is the means of livelihood of brāhmaṇa. And kṣatriya, they are kings. They can levy tax of the citizens because they are giving protection from being hurt by others. Kṣatriya means one who gives protection (to) a man being hurt by others. That is the real root meaning. Kṣatriya. And vaiśya means they should, kṛṣi-gorakṣya-vāṇijyam, they should engage themselves in producing foodstuff, foodgrains, kṛṣi, protect cows. Especially gorakṣya. As the king is meant for giving protection to the man, similarly, a vaiśya is supposed to give protection to the cows, or they keep cows and produce milk products. They are vaiśya. And śūdra, simply service. So these are the different types of employment of different kinds of social order. And a king, the king has to see that everyone is employed. Not that hundreds of people are unemployed, and government has to give welfare, subsidy. Not like that. The king's duty is that everyone is independently earning his livelihood. That is king's duty.

Śūdra means workers. They haven't got much intelligence, neither they can work as administrator or traders but they work and get some salary...So it is not that the brāhmaṇas are to be found in India only. Any intelligent class of men, anyone who takes to Kṛṣṇa consciousness, he is brāhmaṇa
Deity Installation and Initiation -- Melbourne, April 6, 1972:: So you are getting initiation in this auspicious day when Lord Kṛṣṇa and Rādhārāṇī, His eternal consort, is now being situated, er, established, installed, on this auspicious moment, and you will be initiated to chant the Hare Kṛṣṇa mantra in the beginning. Hare Kṛṣṇa, Hare Kṛṣṇa, Kṛṣṇa Kṛṣṇa, Hare Hare/ Hare Rāma, Hare Rāma, Rāma Rāma, Hare Hare. As it is indicated in this verse, one who remembers the Supreme Personality of Godhead always, he remains always purified, śuciḥ. Śuciḥ. Śuci means... Another meaning of śuci is brāhmaṇa, purified. A brāhmaṇa... According to nature's division, there are four classes of men: the brāhmaṇa, the kṣatriyas, the vaiśyas, and the śūdra. Brāhmaṇa means the intellectual class of men who knows hygienic rules, keeps himself always purified and engaged in studying Vedic literatures for understanding this world, God, himself, the interrelation. They are called brāhmaṇa. And the kṣatriya means those who live their life under the instruction of the brāhmaṇa but they are engaged in administration of the state, they are called kṣatriyas. Then vaiśyas, still less intelligent class. The brāhmaṇa is the first intelligent class of men, the kṣatriyas, the next intelligent class of men, and the vaiśyas, or the mercantile class of men interested in money by trade, commerce, agriculture, industry, they are called vaiśyas. So next, the last class is called śūdra. Śūdra means workers. They haven't got much intelligence, neither they can work as administrator or traders but they work and get some salary. They are called śūdras. So śuci means the first-class intellectual class of men. So anyone who is always chanting the holy name of God and keeps himself purified, he is śuci. Śuci means the first-class purified intelligent class of men. So they are called brāhmaṇas in Sanskrit. So it is not that the brāhmaṇas are to be found in India only. Any intelligent class of men, anyone who takes to Kṛṣṇa consciousness, he is brāhmaṇa. In this initiation ceremony there will be some persons who will be initiated for chanting the holy name, and some of them will be initiated for the second time. They were initiated before for chanting the holy name; now they will be initiated with a sacred thread. Sacred thread means recognition of complete brahminical culture.

So a brāhmaṇa is, the qualification of brāhmaṇa is,

satya śama dama titikṣa ārjavam
jñānaṁ vijñānam āstikyam
brahma-karma svabhāva-jam
[Bg. 18.42]
So a brāhmaṇa should be truthful in any circumstances. He will never speak lie. Truthful, satya. Śama. Śama means keeping the mind always in equilibrium. And dama, dama means keeping the senses under control. Śama dama titikṣa. Titikṣa means toleration. There may be so many tribulations, but a brāhmaṇa is supposed to be very, very tolerant. Toleration. The first-class example of toleration in the Western country: Lord Jesus Christ. He was being crucified; still, he did not take any steps. If he wanted, he could take steps, but he was tolerating. So this is the sign of brahminical symptom. Titikṣa ārjava. Ārjava means simplicity. A brāhmaṇa is not supposed to be crooked and duplicity. No. Simple. It is said even the enemy wants to know something from him, he will clearly say, "It is this." That is called simplicity.

There must be brāhmaṇas who are independent. Cāṇakya Paṇḍita, whose name is still, still celebrated, he was prime minister of Mahārāja Candragupta, but he was not accepting a single paisa as salary. That was the, formerly, although there was monarchy, still there was a council of learned brāhmaṇas and sages. They used to advise the king. University Lecture -- Calcutta, January 29, 1973:: So our task is very easy. Everything is there. Our Vedic literature is so full, so treasure of knowledge, great treasure of knowledge, we haven't got to make research, search out where is the truth. Truth is there and is explained in the Śrīmad-Bhāgavatam: satyaṁ paraṁ dhīmahi [SB 1.1.1]. Why don't you take it? The whole world is suffering for want of this knowledge. Before me, many swamis went in the Western countries, but they did not give the actual pure Vedic culture. They invented their own ways. Therefore it was not very fruitive. It was not very satisfactory. People did not accept. Still there are so many yogis, the so-called yogis, are going there, exploiting the people, and coming back. But our Kṛṣṇa philosophy is taken very seriously in the Western countries. We have got now hundred and two branches all over the world. Only in America, we have got fifty branches. And other countries they have got fifty-two branches—in America, in Canada, in England, in France, in Germany, in Switzerland, in Japan, in Australia, in New Zealand. All over the world. So now we want some of the young men to come forward to become really brāhmaṇas, Vaiṣṇavas. Our Vedic culture is divided into four varṇas: brāhmaṇa kṣatriya vaiśya śūdra. Unfortunately we are simply manufacturing śūdras, not brāhmaṇas. That is the defect of modern education. Śūdra, śūdra means paricaryātmakam kāryaṁ śūdra karma svabhāva-jam [Bg. 18.44]. After education, every (indistinct) is hankering after a service. That is śūdra karma svabhāva-jam. This is not perfect education. There must be brāhmaṇas who are independent. The rājarṣi used to understand what is the values of life under the instruction of brāhmaṇas, and they execute the order of the brāhmaṇas. The people were happy. And because at the present moment such system is lost, people are confused and they are in frustration.

So this Kṛṣṇa consciousness movement is all-embracing. It can solve all the problems of the world—political, social, economical, religious, everything. It is all-embracing. So my request is that I am working now with my American disciples and European disciples. Why not Indians? I think in this meeting there are many young men, educated, learned scholars. Join this movement and, according to the order of Śrī Caitanya Mahāprabhu,

bhārata-bhūmite manuṣya janma haila yāra
janma sārthaka kari' karo paropakāra
[Cc. Ādi 9.41]

This is the time to do welfare activities for the whole world. They are merged into confusion, everywhere. You know that in the Western countries, the hippy movements. What are the hippies? They're also educated, coming from very rich family also, but they do not like the way of envelopment as their fathers and grandfathers liked. They have rejected. So this is the golden opportunity to preach the Kṛṣṇa cult all over the world. You are lamenting because a few yards of land has been taken away from your country as Pakistan, but if you spread this Kṛṣṇa consciousness movement, the whole world will become Hindustan. There is such potency; I give you my direct perception. People are hankering after it. So long I am in India, practically I am wasting my time. Outside India, this reception is taken so seriously that every part of my moment is properly utilized.

So I have come to this university with a hope that some of you become really brāhmaṇa. The Sanskrit department is meant for brāhmaṇas. Paṭhan pāṭhan yajana yājana dāna pratigraha. A brāhmaṇa is called paṇḍita. Why? Because a brāhmaṇa must be learned. Brāhmaṇa is not called a fool. So this department, Sanskrit department, is meant for the brāhmaṇas. So I wish that some of you must join this movement, go to the foreign countries, preach this sublime cult of Caitanya Mahāprabhu. Pṛthivīte āche yata nagarādi grāma. There is great need.

Prabhupāda: Yes. He was a great politician, brāhmaṇa. And under whose name in New Delhi all the foreign embassies, they are flocked together. Yes. It is called Canakya Purī.

Prabhupāda: So this Canakya Paṇḍita was a great politician and brāhmaṇa. And as brāhmaṇa, he was vastly learned. He has got some moral instruction. They're very valuable, still going on. In India school children are taught. So this Canakya Paṇḍita, although he was prime minister, he maintained his brahminical spirit. He was not accepting any salary, yes, because for brāhmaṇas to accept salary, it is understood that he becomes a dog. That is stated in the Śrīmad-Bhāgavata. He can advise, but he cannot accept. So he was living in a cottage, but he was prime minister. So this brahminical culture, the brahminical brain, is the standard of Vedic civilization. Just like Manu-smṛti. Manu-smṛti... You do not know. You cannot trace out the history, when Manu-smṛti was written. But Manu-smṛti is considered so perfect that it is the Hindu law. The Hindus are governed by Manu-smṛti. There was no need of passing daily a new law by the legislative assembly to adjust this social order. You see? The law given by Manu was so perfect that it can be applicable for all the time. This is perfect. Tri-kāla-jñāḥ. The word is there, tri-kāla-jñāḥ, past, present, future.

Prabhupāda: They can be counted, yes. Because a brāhmaṇa is advised not to accept service at any circumstances. That is the injunction of the śāstra. He can take the profession of a kṣatriya or a vaiśya, but not the śūdra. That is brāhmaṇa.

Guest (2): So whoever cannot stand on his own legs as an independent businessman or landlord or whatever it be, he's a śūdra.

Prabhupāda: Yes. These are described in the Bhagavad-gītā. I have not manufactured these things. These are śāstra, that "He's brāhmaṇa,"—the qualification. "He's kṣatriya,"—qualification. "He's vaiśya,"—qualification. "He's śūdra—by qualification." And Nārada Muni says, but we have to judge by the qualification. Yasya yal lakṣaṇaṁ proktaṁ puṁso varṇābhivyañjakam, yad anyatrāpi dṛśyeta tat tenaiva vinirdiśet: [SB 7.11.35] "These are the qualities of different caste. If it is found in other place, you should designate him according to the quality." Just like a man born of a brāhmaṇa family, but if he has got the śūdra qualities, then he should be śūdra. And a man born of a śūdra family, if he has got the qualities of brāhmaṇa, then he must be designated as brāhmaṇa.

We don't charge any fee. There is no question of money. Because the brāhmaṇas, they'll teach free. They require money because they have to give fat salary to these rascals. But we haven't got to. And even we have to feed them, we produce our own grain. So where is the question of taking money? So therefore it is required, somebody must produce food. Then there is no necessity of money

Prabhupāda: Just like we do not want money. But they are having money by so many ways. So we take their money and construct a temple. We can sit down here and chant Hare Kṛṣṇa. We don't require that temple. But these rascals are accumulating money for wine and women. Take their money, some way or other, and builds a temple. And invite them, "Come and see." Give them prasādam. This is our policy. We are not constructing big, big buildings and temples for our convenience. For their convenience. This is sannyāsī.

Viṣṇujana: So there should always be programs in the temples for their welfare, not...

Prabhupāda: Yes.

Viṣṇujana: ...that we live there and...

Prabhupāda: No. But we are taking it, "Now we have got very nice house, room. Let us sleep and eat."

Viṣṇujana: Then there'll be wide criticism.

Prabhupāda: That is... This is not good.

Hṛdayānanda: Prabhupāda...

Prabhupāda: You should remain always sannyāsī within. Outwardly, for others' convenience, you may do something. Similarly, we are accepting this varṇāśrama. We are not varṇāśrama; we are above varṇāśrama. But to give others facility to come to the stage of Kṛṣṇa consciousness, this program must be done.

Hṛdayānanda: Prabhupāda, generally in colleges in the West, they charge some fee for going to the college. What is our position?

Prabhupāda: No, we don't charge any fee. There is no question of money. Because the brāhmaṇas, they'll teach free. They require money because they have to give fat salary to these rascals. But we haven't got to. And even we have to feed them, we produce our own grain. So where is the question of taking money? So therefore it is required, somebody must produce food. Hṛdayānanda: The vaiśya students will produce the food.

Prabhupāda: Yes.

Prabhupāda: At least, we have got this experience in India. There are so many unemployed, educated. Because they have been educated as dog, they must find out a master. Otherwise, they have no independent power to work. Dog, unless he finds out a very nice master, it is street dog, loitering in the street.

Bhagavān: There's a report that there's so many Ph.D's who are graduating from school now that there are not enough jobs for them. So they have to take jobs as truck-driver and taxi driver.

Prabhupāda: Where?

Bhagavān: In the United States.

Prabhupāda: Just see.

Puṣṭa-kṛṣṇa: And that is supposed to be the brāhmaṇa class too, the professors. They're the educated class of people.

Prabhupāda: No, no. They are not brāhmaṇas. Those who give education in exchange of money, they are not brāhmaṇas. Just like we are lecturing, educated, educating people. We don't say that "Give us salary." We simply ask them, "Please come." Therefore we are making food. I'll give you food. I'll give you good seat. Please come and hear. We are not asking money, that "First of all pay the fees. Then you come and learn Bhagavad-gītā." We never say so. So those, these so-called teachers, they first of all set up salary, "What salary you'll give me?" That is dog's business. That is not brāhmaṇa's business. Brāhmaṇa will never ask. Bhagavān: Today the priests are afraid to speak too strongly or else they will be fired and get no salary.

Prabhupāda: Eh?

Bhagavān: Today the priests, they are afraid to speak.

Prabhupāda: Yes.

Bhagavān: Or like the politicians, they are afraid to speak because they are afraid that they will be voted out or get no more money to support their...

Prabhupāda: Yes. They're after money. So they are less than śūdras. That is the cause that Christianity has fallen down, that they cannot speak straightly, or otherwise... It is straight commandment, "Thou shalt not kill." And because people are killing, they're... Now they are give man-to-man marriage, what to speak of other things. The priests, they are sermonizing this man-to-man marriage. Just see how degraded they have become. Whether any conception... At least, outside America, nobody knows that a man can be married with another man. What is this? And they're supporting it. You know that?

Morning Walk -- October 25, 1975, Mauritius: Prabhupāda: ...the government accept you as guide, then everything will be all right. Brāhmaṇa, kṣatriya, vaiśya, śūdra. Harikeśa: You once said in Vṛndāvana that the Marwaris, they don't bother going to school because they can make a lot of money by sitting by the phone and just pay a few rupees a day and any educated fool can do the work.

Prabhupāda: Yes, they do that. They are employing in their factory, big, big chemist, big, big physicist, engineer and so on, but they do not bother. They are paying thirty thousand rupees per month salary, Birla. Expert, imported from foreign country, but their sons are never troubled. They know how to utilize that worker of thirty thousand rupees per month and to earn thirty lakhs from him. Why shall he waste his time? He knows how to they earn. They pay a man thirty thousand and through him earn thirty lakhs. Actually, in order to make a balanced society, the varṇāśrama-dharma is very important, cooperation. So these things are meant for the śūdras, and brāhmaṇas are not meant for this.

The vaiśyas, they have got a son, goes to a shopkeeper: "Please here let my son work with you. He doesn't want any salary." So he gets engagement. Then, by seeing, seeing, he becomes little important. And the proprietor gives him some hand expense. And then, one day, he becomes very expert. He starts his own business
Conversation: "How to Secure Brahmacaris" -- June 24, 1977, Vrndavana: Prabhupāda: Technologist means śūdra. And actually they are doing that. They do not train their own sons to become technologist. They pay for that, the śūdras, as servants are... The Englishmen used to say these men, craft and technolo..., "educated laborer." They are laborer and little educated. There are uneducated laborer, just like carpenter. He doesn't require any education. If he knows how to rub on... What is called, that? That instrument? He doesn't require to become M.A., Ph.D. All these laborers are working so nicely. So why they should spend, waste their time in going to school and college? From the very be... As soon as he's ten years old only, let him learn practically how to weave cloth, how to become carpenter, how become other craftsman. And in due course of time he can earn his... How to cultivate land... Why so many big, big universities for inviting everyone? There is no need. Educated means brāhmaṇa, kṣatriya. Brāhmaṇa will give real knowledge, and kṣatriyas will govern. For vaiśyas and śūdras, there is no... It is waste of time. Formerly it was done so. The vaiśyas, they have got a son, goes to a shopkeeper: "Please here let my son work with you. He starts his own business. That was the system. Why he should go and waste time for education? A boy is given to a carpenter. He learns very easily. A weaver, he learns very easily. A shopkeeper, grocer, he learns very easily. That is education. Why he should waste time for academic education and create unemployment? So long he's not educated, he has got enough employment. Still they take in the morning, say, half a mound of ḍāl and goes home to home: (Hindi) So by saying, after mound of ḍāl, he makes up these two, three rupees' profit. That's all. Where is unemployment?
