Brahma-bandhu means persons who are born in the families of brāhmaṇas but do not follow the rules and regulations carefully.
SB 4.1.3, Translation and Purport:

Ruci, who was very powerful in his brahminical qualifications and was appointed one of the progenitors of the living entities, begot one son and one daughter by his wife, Ākūti.

The word brahma-varcasvī is very significant. Ruci was a brāhmaṇa, and he executed the brahminical duties very rigidly. As stated in Bhagavad-gītā, the brahminical qualifications are control of the senses, control of the mind, cleanliness within and without, development of spiritual and material knowledge, simplicity, truthfulness, faith in the Supreme Personality of Godhead, etc. There are many qualities which indicate a brahminical personality, and it is understood that Ruci followed all the brahminical principles rigidly. Therefore he is specifically mentioned as brahma-varcasvī. One who is born of a brāhmaṇa father but does not act as a brāhmaṇa is called, in Vedic language, a brahma-bandhu, and is calculated to be on the level of śūdras and women. Thus in the Bhāgavatam we find that Mahābhārata was specifically compiled by Vyāsadeva for strī-śūdra-brahma-bandhu (SB 1.4.25). Strī means women, śūdra means the lower class of civilized human society, and brahma-bandhu means persons who are born in the families of brāhmaṇas but do not follow the rules and regulations carefully. All of these three classes are called less intelligent; they have no access to the study of the Vedas, which are specifically meant for persons who have acquired the brahminical qualifications. This restriction is based not upon any sectarian distinction but upon qualification. The Vedic literatures cannot be understood unless one has developed the brahminical qualifications. It is regrettable, therefore, that persons who have no brahminical qualifications and have never been trained under a bona fide spiritual master nevertheless comment on Vedic literatures like the Śrīmad-Bhāgavatam and other purāṇas, for such persons cannot deliver their real message. Ruci was considered a first-class brāhmaṇa; therefore he is mentioned here as brahma-varcasvī, one who had full prowess in brahminical strength.

SB 4.7.13, Purport:

Although Dakṣa felt defeated, he knew that his punishment was simply the great mercy of Lord Śiva. He remembered that Lord Śiva and Lord Viṣṇu are never neglectful of the brāhmaṇas, even though the brāhmaṇas are sometimes unqualified. According to Vedic civilization, a descendant of a brāhmaṇa family should never be heavily punished. This was exemplified in Arjuna's treatment of Aśvatthāmā. Aśvatthāmā was the son of a great brāhmaṇa, Droṇācārya, and in spite of his having committed the great offense of killing all the sleeping sons of the Pāṇḍavas, for which he was condemned even by Lord Kṛṣṇa, Arjuna excused him by not killing him because he happened to be the son of a brāhmaṇa. The word brahma-bandhuṣu used here is significant. Brahma-bandhu means a person who is born of a brāhmaṇa father but whose activities are not up to the standard of the brāhmaṇas. Such a person is not a brāhmaṇa but a brahma-bandhu. Dakṣa proved himself to be a brahma-bandhu. He was born of a great brāhmaṇa father, Lord Brahmā, but his treatment of Lord Śiva was not exactly brahminical; therefore he admitted that he was not a perfect brāhmaṇa. Lord Śiva and Lord Viṣṇu, however, are affectionate even to an imperfect brāhmaṇa. Lord Śiva punished Dakṣa not as one does his enemy; rather, he punished Dakṣa just to bring him to his senses, so that he would know that he had done wrong. Dakṣa could understand this, and he acknowledged the great mercy of Lord Kṛṣṇa and Lord Śiva towards the fallen brāhmaṇas, including even himself. Although he was fallen, his vow was to execute the sacrifice, as is the duty of brāhmaṇas, and thus he began his prayers to Lord Śiva.

Brahma-bandhus means son of a brāhmaṇa but not the brāhmaṇa. Just like a son of high-court justice. He can claim that "I am the son of a high-court justice." That's all... But because he's the son of a high-court justice, he cannot claim that "I am also the justice of the high-court."

So Prahlāda Mahārāja... Just see. The father was asura, and the son was devatā. So asura's son can be devatā. And a devatā's son can be asura. Just like in India. In India nowadays there is a great movement for removing the caste system because the higher caste, brāhmaṇas, they are claiming, due to their birthright, higher position, and the others, they are in inconvenience: "Now, nowadays the brāhmaṇas are doing the same thing, what we are doing, a śūdra. Why he should claim?" So there is quarrel. You see? So devatā and asura, the division is that, of course, the... Of course, according to our śāstra, the brāhmaṇa family means devatā family. But because nowadays they are descendants, they have deviated, deviated from the brahminical culture, they are not to be considered as devatās. That is also mentioned in the śāstras. They are called brahma-bandhus. According to śāstra, they are called brahma-bandhus. Brahma-bandhus means son of a brāhmaṇa but not the brāhmaṇa. Just like a son of high-court justice. So asura, devatā, there is no such formula that "In this line only the asuras will come, and in this line only the devatās will come." The asura can be converted into devatā, and the devatās also can be converted into asuras, according to their action. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). In the Bhagavad-gītā you'll find that "This whole division of caste, that is created by Me." Mayā sṛṣṭam: "I have created." But how it is? Now, according to guṇa and karma, according to quality and according to his work. He never says, "According to birth." So just see. Now, here, Hiraṇyakaśipu... Hiraṇyakaśipu is asura, but his son is devatā, Prahlāda. Now, according to birthright, he should be also asura, but no. He is devatā, Prahlāda Mahārāja. Prahlāda Mahārāja is counted one of the great pers..., twelve great personalities who can distribute transcendental knowledge. They are called mahājana. Mahājana.

Brahma-bandhu means son of a brāhmaṇa, but behavior is something else. He's called brahma-bandhu.
Lecture on SB 1.7.43 -- Vrndavana, October 3, 1976:

It is said in the śāstra that ṣaṭ-karma-nipuṇo vipraḥ. Just like here it is accepted, brāhmaṇo nitarāṁ guruḥ. So generally brāhmaṇa is accepted as guru by other orders of society. So, but śāstra says that brāhmaṇa is guru, that's all right, but ṣaṭ-karma-nipuṇo vipraḥ. One brāhmaṇa is very nipuṇa in his karma-kāṇḍīya knowledge, ṣaṭ-karma. Paṭhana-pāṭhana-yajana-yājana-dāna-pratigraha. This ṣaṭ-karma, nipuṇa, very expert. Mantra-tantra-viśāradaḥ. And he's very expert in chanting the Vedic hymns and execution of tantra and so many things. Avaiṣṇavo gurur na syāt. If he's avaiṣṇava, if he's not attached with Viṣṇu, if he does not carry the order of Kṛṣṇa, gurur na sa syāt. Sad-vaiṣṇavaḥ śva-paco guruḥ. But if a person is Vaiṣṇava, even if he's born in the family of a śva-paca... Śva-paca means dog-eater, caṇḍāla. If he's a Vaiṣṇava he can become guru. And if one is a brāhmaṇa, if he's not a Vaiṣṇava... Naturally, brāhmaṇa means Vaiṣṇava. Brāhmaṇa means paṇḍita. Still, in India a brāhmaṇa is addressed as "Paṇḍitajī." Because a brāhmaṇa and mūrkha, rascal, this is contradictory. It cannot be. Unless one is highly learned, unless one has learned what is Brahman, he cannot become brāhmaṇa. Brahma jānātīti brāhmaṇaḥ. So not only one should be brāhmaṇa, but he should become a Vaiṣṇava. Still higher. From brāhmaṇa platform he has to come to the Vaiṣṇava platform.

brahma-bhūtaḥ prasannātmā
na śocati na kāṅkṣati
samaḥ sarveṣu bhūteṣu
mad-bhaktiṁ labhate parām
(BG 18.54)

One has to become brahma-bhūta (SB 4.30.20). That is brāhmaṇa. The sign is na śocati na kāṅkṣati. He does not care for anything material. He's always satisfied. Ahaṁ brahmāsmi. That is brāhmaṇa. But, in spite of this quality, if he does not enter into the bhakti, then he's not a Vaiṣṇava. He may be a brāhmaṇa... This is clearly defined in the Bhagavad-gītā. Brahma-bhūtaḥ prasannātmā na śocati na kāṅkṣati (BG 18.54). He's pacified. Samaḥ sarveṣu bhūteṣu. He's equal to everyone. Then he's qualified to become a devotee, Vaiṣṇava. So unless he comes to that stage he cannot become guru. Evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ (BG 4.2).

So here, the Pāṇḍava family, they are very enlightened family, and still, vāma-svabhāvā, the woman is soft-hearted. He did not... She did not consider about Aśvatthāmā's position. But so far Kṛṣṇa is concerned, Arjuna is concerned, they considered that he is not a brāhmaṇa, but he is a brahma-bandhu. Brahma-bandhu means son of a brāhmaṇa, but behavior is something else. He's called brahma-bandhu.

So here the teachers are addressed here brahma-bandho. Brahma-bandho means a person who is born by a brāhmaṇa father but is not acting as a brāhmaṇa. He's called brahma-bandho, dvīja-bandhu. Dvīja-bandhu, one who is born of a, actually born of a brāhmaṇa father, but he's not acting as a brāhmaṇa. So Hiraṇyakaśipu addressed the teachers brahma-bandho, not brāhmaṇa. "Because you are untrustworthy. I gave you, I entrusted you with my son to be taught, and you have taught him this Kṛṣṇa consciousness. So against my will..." He says practically, brahma-bandho kim etat te vipakṣaṁ śrayatāsatā: "I entrusted my child for being educated by you, and you have instigated him to speak in favor of my enemy, Viṣṇu? Viṣṇu is my enemy. How is that?" Asāraṁ grāhito bālo mām anādṛtya durmate. "This rascal boy, he does not care for me, and he has learned this Kṛṣṇa consciousness, and you have taught him. How is that?"

santi hy asādhavo loke
durmaitrāś chadma-veśiṇaḥ
teṣāṁ udety aghaṁ kāle
rogaḥ pātakinām iva

"So I think these demigods who are followers of Viṣṇu, they are coming in disguise and poisoning my son by teaching Kṛṣṇa consciousness, and you did not take care of him. So what is this?"

Then the teachers replied,

na mat-praṇītaṁ na para-praṇītaṁ
suto vadaty eṣa tavendra-śatro
naisargikīyaṁ matir asya rājan
niyaccha manyuṁ kad adāḥ sma mā naḥ

They said, "My dear King, don't think we have taught him like this. It is not... I know, it is not our duty to teach him against your will. But his Kṛṣṇa consciousness is not due to our teaching; neither somebody is coming in disguise and teaching him." Na mat-praṇītaṁ na para-praṇītam. "He is neither taught by us, nor by anyone else." Suto vadaty eṣa tavendra-śatro. Indra-śatro. The enemy... The Hiraṇyakaśipu is the enemy of the demigods; therefore he is addressed as Indra-śatro. As he addressed the brāhmaṇa, brahma-bandho, so they retaliated also, that "You are enemy of the demigods." Naisargikīyam, "By nature he is doing that. We try to forbid him. We try to stop him chanting Hare Kṛṣṇa, but still he's doing." Matir asya rājan niyaccha manyuṁ kad adāḥ sma mā. "You don't be angry upon us. We never did it." So... "He is, by his own nature he chants, he preaches, he's doing all this."
