Instead of vibrating some nuisance sound for sense enjoyment, if the state arranges to distribute transcendental sound by resounding the holy name, fame and activities of the Lord, as they are authorized in the Bhagavad-gītā or Śrīmad-Bhāgavatam, then a favorable condition will be created.
SB 1.18.6, Purport: The Personality of Godhead and His holy name, qualities, etc., are all identical. The personality of Kali was not able to enter the jurisdiction of the earth due to the presence of the Personality of Godhead. And similarly, if there is an arrangement for the constant chanting of the holy names, qualities, etc., of the Supreme Personality of Godhead, there is no chance at all for the personality of Kali to enter. That is the technique of driving away the personality of Kali from the world. In modernized human society there are great advancements of material science, and they have invented the radio to distribute sound in the air. So instead of vibrating some nuisance sound for sense enjoyment, if the state arranges to distribute transcendental sound by resounding the holy name, fame and activities of the Lord, as they are authorized in the Bhagavad-gītā or Śrīmad-Bhāgavatam, then a favorable condition will be created, the principles of religion in the world will be reestablished, and thus the executive heads, who are so anxious to drive away corruption from the world, will be successful. Nothing is bad if properly used for the service of the Lord.

In our Kṛṣṇa consciousness movement Lord Viṣṇu is worshiped in every temple according to a schedule of twenty-four hours of engagement in performing kīrtana, chanting the Hare Kṛṣṇa mahā-mantra, offering palatable food to Lord Viṣṇu and distributing this food to Vaiṣṇavas and others. These are authorized activities.
SB 8.16.60, Purport: The payo-vrata ceremony is performed from the first to the thirteenth day of the bright fortnight of the moon, but in our Kṛṣṇa consciousness movement Lord Viṣṇu is worshiped in every temple according to a schedule of twenty-four hours of engagement in performing kīrtana, chanting the Hare Kṛṣṇa mahā-mantra, offering palatable food to Lord Viṣṇu and distributing this food to Vaiṣṇavas and others. These are authorized activities, and if the members of the Kṛṣṇa consciousness movement stick to these principles, they will achieve the same result one gains by observing the payo-vrata ceremony. Thus the essence of all auspicious activities, such as performing yajña, giving in charity, observing vratas, and undergoing austerities, is included in the Kṛṣṇa consciousness movement. The members of this movement should immediately and sincerely follow the processes already recommended. Of course, sacrifice is meant to please Lord Viṣṇu. Yajñaiḥ saṅkīrtana-prāyair yajanti hi sumedhasaḥ: [SB 11.5.32] in Kali-yuga, those who are intelligent perform the saṅkīrtana-yajña. One should follow this process conscientiously.

“I am a most lowborn person. I have no knowledge of good behavior. How is it possible for me to write authorized directions about Vaiṣṇava activities?”
CC Madhya 24.325, Translation: “I am a most lowborn person. I have no knowledge of good behavior. How is it possible for me to write authorized directions about Vaiṣṇava activities?”
One should not try to write anything about Vaiṣṇava behavior and activities without being authorized by superior authorities.
CC Madhya 24.345, Purport: One cannot write on spiritual matters without being blessed by Kṛṣṇa and the disciplic succession of gurus. The blessings of the authorities are one’s power of attorney. One should not try to write anything about Vaiṣṇava behavior and activities without being authorized by superior authorities. This is confirmed in the Bhagavad-gītā (4.2): evaṁ paramparā-prāptam imaṁ rājarṣayo viduḥ.

The doer means the man. The place must be favorable. The activities must be authorized. The doer must be expert, the instruments must be fit and the help from the Supersoul may be adequate.
Letter to Artists 1 -- Unknown Place: Endeavor means energy which is employed. Anything you do, there must be some activity. That is endeavor. In our devotional service, if the endeavor is right, then it is successful. So the painting is not very clear. The doer means the man. The place must be favorable. The activities must be authorized. The doer must be expert, the instruments must be fit and the help from the Supersoul may be adequate. These are the five causes for success and opposite are the five factors for nonsuccess. So I can give you hints only, but you must put life into the painting. For instance, from the business point of view, one man is doing some business. If he goes to the marketplace, it will be done very nice, since there are so many customers. Similarly one looking for spiritual life goes to where devotees are and associates with them. So one must go to a particular type of place for a particular type of activity. And the person acting must be well versed, or expert. Just as an expert salesman, his method of business is bona fide. The senses must be used in order to see if one is cheating, hear offers, etc. And above all is the help from the Supersoul who dictates in this way and so everything becomes successful, spiritually or materially, by these five factors.
