Vedic knowledge or religion is disseminated by authorities like Śukadeva Gosvāmī because he is a humble devotional servitor of the Lord who has no desire to become a self-appointed interpreter without authority.
SB 2.4.23, Purport:

The Vedic truths are all perfect descriptions of the factual truth without any mistake or illusion, and Śukadeva Gosvāmī wants to present the truths of creation not as a metaphysical theory of philosophical speculation, but as the actual facts and figures of the subject, since he would be dictated to by the Lord exactly in the same manner as Brahmājī was inspired. As stated in the Bhagavad-gītā (15.15), the Lord is Himself the father of the Vedānta knowledge, and it is He only who knows the factual purport of the Vedānta philosophy. So there is no greater truth than the principles of religion mentioned in the Vedas. Such Vedic knowledge or religion is disseminated by authorities like Śukadeva Gosvāmī because he is a humble devotional servitor of the Lord who has no desire to become a self-appointed interpreter without authority. That is the way of explaining the Vedic knowledge, technically known as the paramparā system, or descending process.

The higher authorities, as appointed by the Supreme Personality of Godhead, are Lord Brahmā and all other Prajāpatis and Manus.
SB 4.24.73, Purport:

In Śrīmad-Bhāgavatam Lord Kapiladeva told His mother that the living entity gets a particular type of body in accordance with his work and that this body is decided upon by higher authorities. The higher authorities, as appointed by the Supreme Personality of Godhead, are Lord Brahmā and all other Prajāpatis and Manus. Thus from the beginning of creation it can be seen that the first creature is the most intelligent. It is not that so-called modern intelligence has developed by the gradual process of evolution. As stated in Brahma-vaivarta Purāṇa, there is a gradual evolutionary process, but it is not the body that is evolving. All the bodily forms are already there. It is the spiritual entity, or spiritual spark within the body, that is being promoted by the laws of nature under the supervision of superior authority.

SB 4.28.28, Purport:

If a person falls from the path of bhakti-yoga, God realization, due to attachment to fruitive activity, philosophical speculation or mystic yoga, he is given a chance to take birth in a high and rich family. The higher authorities appointed by the Supreme Personality of Godhead thus render justice to the living entity according to the living entity's desires. Although King Purañjana was overly absorbed in thoughts of his wife and thus became a woman, he took birth in the family of a king due to his previous pious activities. The conclusion is that all our activities are taken into consideration before we are awarded another body. Nārada Muni therefore advised Vyāsadeva that one should take to Kṛṣṇa consciousness, devotional service, and abandon all ordinary occupational duties. This advice was also given by Lord Kṛṣṇa Himself. Although a devotee may fall from the path of spiritual consciousness, he will nonetheless attain a human body in the home of a devotee or a rich man. In this way one can resume his devotional service.

Teacher is teaching according to his position. But he's a teacher, he's an authorized teacher, appointed by the school, authority.
Room Conversation -- September 18, 1973, Bombay:

Guest (2): What is the position of people like Guru Nanak, Muhammad, and other people?

Prabhupāda: They're servants of Kṛṣṇa. They are serving on behalf of Kṛṣṇa among certain people who cannot understand Kṛṣṇa. Just like a student in the primary class, he does not know what is M.A. examination. Therefore teacher is teaching according to his position. But he's a teacher, he's an authorized teacher, appointed by the school, authority.

Interview with Newsday Newspaper -- July 14, 1976, New York:

Interviewer: How do you choose, you are responsible for the organization.

Prabhupāda: Yes.

Interviewer: Are you the one who chooses who runs each center, who is responsible in each temple.

Prabhupāda: Yes. Our program is to open centers in every village, every town, to propagate Kṛṣṇa consciousness.

Interviewer: And you choose the leaders, or Kṛṣṇa does and tells you, how does that work?

Prabhupāda: No, I have been chosen by my spiritual master.

Interviewer: Yes. And you in turn choose others?

Prabhupāda: Oh yes. That is our succession.

Interviewer: On what basis?

Prabhupāda: Basis, on the order of Kṛṣṇa. Originally the order is from Kṛṣṇa.

Interviewer: How does that come?

Prabhupāda: Comes by disciplic succession. Just like Kṛṣṇa said this knowledge to Arjuna and Arjuna said to others and it is open. Everyone can take it, there is no secrecy. We have to accept only, that's all.

Interviewer: I missed that, I'm sorry.

Prabhupāda: The order is already there, it is open, open secret. There is no secrecy. Anyone can take it.

Interviewer: All right. But in terms of specific, say, choosing, specific things, specific details.

Prabhupāda: Yes, in all details, how to become Kṛṣṇa conscious, there is all details in this book, Bhagavad-gītā As It Is.

Hari-śauri: So he's asking what's a man's qualification to be chosen.

Rāmeśvara: In other words Prabhupāda will decide who should be leader if he's qualified and there's a process for making him qualified and there's a process for testing to see if he is qualified. So in that way it all comes from Kṛṣṇa.

Interviewer: You chose, for example, these fellows here to run the publishing house and be responsible for the east coast.

Prabhupāda: Yes, like that. He's in charge of publication, he's in charge something else, he's charge, like that.

Interviewer: On what basis, though, can you tell me some of the things that...

Prabhupāda: Basis, just to see whether he's qualified, that's all. Just like ordinarily one manager is appointed by the superior authority on the merit, on his qualification. That's all.

Interviewer: Okay, is it a mediated choice or is it a direct communication from Kṛṣṇa, that's my question.

Prabhupāda: No.

Rāmeśvara: He's asking whether we claim that God speaks to us directly.

Prabhupāda: Yes, God speaks to you when you are qualified. You cannot expect God as order supplier. When he sees that you are qualified, he will speak to you.

Bali-mardana: The spiritual master is the representative of God to the disciple because he is in direct contact with God.

Prabhupāda: My spiritual master appointed me that "You do this." Similarly I shall appoint somebody else, this is the way.

Rāmeśvara: It's difficult for people to understand that God can speak to a man. They question, "How can God speak to some man?"

Prabhupāda: That is, anything, that, the radio message is coming, a foolish man cannot understand how it is coming. He'll think "How it is that, speaking?" So any foolish man will be astonished how things are happening. That is foolishness.

RESOLUTION

At the meeting of the members of the Bureau of the International Society for Krishna Consciousness, held at the Hare Krishna Land, Gandhi Gram Road, Juhu, Bombay 400 054, on First April, 1974, the following was resolved:

1. That the Society will construct one additional floor on each of the six existing buildings on the Hare Krishna Land, (purchased in October, 1973.)

2. That the President, Secretary, and Treasurer are hereby authorized to appoint any architect, labor contractor, other contractors, engineers, to purchase, etc. for the purpose of construction.

3. That the construction may begin immediately upon approval given by the Bombay Municipal Corporation.

Letter to Uddhvareta -- Bombay 28 December, 1974:

Regarding your proposal, I shall have to consult the GBC men first before making that decision. I have sent your proposal to Jayatirtha Prabhu and have asked him to make copies and send it to the GBC men and have them give opinions. Then send these opinions to myself. Then I will give my judgement, after hearing those opinions. I am always praying to Krsna that my disciples will not fall away from the path of Krsna Consciousness. In the Bhagavad-gita it says; bahunam janmanam ante (BG 7.19). After many many births one finally comes unto Me. Sa mahatma sudurlabhah, such a great soul is very rare. My simple request is that you very strictly follow all of our regulative principles without any deviation whatsoever. And thus by example show others how to do the same. Engage in devotional service according to your propensity and the direction of my appointed authorities. Always pray to Krsna so that He may keep you engaged in His transcendental service. Avoid the service of Maya like poison.
