In the absence of such an advanced brāhmaṇa, charity may be given to a brāhmaṇa addicted to fruitive activities.
SB 7.15.2, Translation: A person desiring liberation for his forefathers or himself should give charity to a brāhmaṇa who adheres to impersonal monism [jñāna-niṣṭhā]. In the absence of such an advanced brāhmaṇa, charity may be given to a brāhmaṇa addicted to fruitive activities [karma-kāṇḍa].

The word śuci indicates a spiritually advanced brāhmaṇa.
Sri Isopanisad 3, Purport: In the Bhagavad-gītā (6.41-43) it is stated that a man who enters upon the path of self-realization but does not complete the process, despite having sincerely tried to realize his relationship with God, is given a chance to appear in a family of śuci or śrīmat. The word śuci indicates a spiritually advanced brāhmaṇa, and śrīmat indicates a vaiśya, a member of the mercantile community. So the person who fails to achieve self-realization is given a better chance in his next life due to his sincere efforts in this life. If even a fallen candidate is given a chance to take birth in a respectable and noble family, one can hardly imagine the status of one who has achieved success. By simply attempting to realize God, one is guaranteed birth in a wealthy or aristocratic family.

They were so advanced brāhmaṇas that they were beyond examination of the kṣatriyas.
Lecture on BG 2.32 -- London, September 2, 1973: The brāhmaṇas will examine whether the kṣatriyas are doing their duty nicely. Just like Paraśurāma, when he saw that all the kṣatriyas have become rascals, he wanted to kill them all. You know that. Twenty-one times he killed. Some of the kṣatriyas, they fled from India, and they came to this side in European countries. Therefore, origin of the Europeans, they are kṣatriyas. Turkey, Greece, and other countries also. Kṣatriya. So it is the duty of the brāhmaṇa to see that kṣatriyas are doing nicely their duty. So similarly, kṣatriyas' duty is also to see whether brāhmaṇas are doing their duty. So kṣatriyas were not needed to see the brāhmaṇas, they were so advanced brāhmaṇas that they were beyond examination of the kṣatriyas.

Lecture on SB 1.7.7 -- Vrndavana, April 24, 1975: So Vyāsadeva, vidvān. Vidvāṁś cakre sātvata-saṁhitām [SB 1.7.6]. He is learned; we are all fools. Yasyāṁ vai śrūyamāṇāyām [SB 1.7.7]. If we... He has made for us. He is compassionate. Strī-śūdra-dvija-bandhūnām [SB 1.4.25]. Those who are actually advanced brāhmaṇa, they take care of. But those who are not brāhmaṇas-strī, śūdra, vaiśya and dvija-bandhu... Dvija-bandhu means born in higher family, brāhmaṇa, kṣatriya or vaiśya, but does not take care of the real values of life or does not know what is spiritual life. He is called dvija-bandhu. Dvija-bandhu means "a friend of a dvija." He cannot be called the born of a dvija. This particular name is very significant, dvija-bandhu. Just like a son of a high-court justice. You can call him the son of the justice, but he is not justice. Similarly, a son born in brāhmaṇa family, kṣatriya family, higher circle, if he does not act like that, then he should be called according to his qualification.
