In a perfect human civilization there must be a class of men fully trained as perfect brāhmaṇas.
SB 7.2.12, Purport:

The picture of a proper human civilization is indirectly described here. In a perfect human civilization there must be a class of men fully trained as perfect brāhmaṇas. Similarly, there must be kṣatriyas to rule the country very nicely according to the injunctions of the śāstras, and there must be vaiśyas who can protect the cows. The word gāvaḥ indicates that cows should be given protection. Because the Vedic civilization is lost, cows are not protected, but instead indiscriminately killed in slaughterhouses. Such are the acts of demons. Therefore this is a demoniac civilization. The varṇāśrama-dharma mentioned here is essential for human civilization. Unless there is a brāhmaṇa to guide, a kṣatriya to rule perfectly, and a perfect vaiśya to produce food and protect the cows, how will people live peacefully? It is impossible.

SB Canto 10.1 to 10.13

The blessings of brāhmaṇas who are not envious, disturbed or puffed up with pride and false prestige and who are fully qualified with truthfulness will be useful. Therefore a class of men must be trained as brāhmaṇas from the very beginning.
SB 10.7.13-15, Purport:

Here also, in the Bhāgavatam, Nanda Mahārāja invites qualified brāhmaṇas. There may be caste brāhmaṇas, and we have all respect for them, but their birth in brāhmaṇa families does not mean that they are qualified to bestow blessings upon the other members of human society. This is the verdict of the śāstras. In Kali-yuga, caste brāhmaṇas are accepted as brāhmaṇas. Vipratve sūtram eva hi (SB 12.2.3): in Kali-yuga, simply by putting on a thread worth two paise, one becomes a brāhmaṇa. Such brāhmaṇas were not called for by Nanda Mahārāja. As stated by Nārada Muni (SB 7.11.35), yasya yal lakṣaṇaṁ proktam. The symptoms of a brāhmaṇa are stated in śāstra, and one must be qualified with these symptoms.

The first-class means most intelligent class of men. They should be trained up as brāhmaṇa.
Lecture on BG 2.1-11 -- Johannesburg, October 17, 1975:

Ārya means the advanced. One who is advanced in knowledge, in civilization, they are called ārya, Aryan civilization. So in the Aryan civilization there are four divisions to maintain the society in the correct balance. That is also stated in the Bhagavad-gītā. Cātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśaḥ (BG 4.13). The society must be divided into four classes of men. The first-class means most intelligent class of men. They should be trained up as brāhmaṇa. Śamo damaḥ satyaṁ śaucaṁ titikṣā ārjavaṁ jñānaṁ vijñānam āstikyaṁ brahma-karma svabhāva-jam (BG 18.42). So this is the beginning of civilization, not that all śūdras as it is now in this age. Kalau śūdra-sambhavaḥ. Kali-yuga, there is no training how to qualify a section of person to become first-class brāhmaṇa. That training is not there, neither kṣatriya, neither pure vaiśya class.

A class of men should be trained for these qualities. They are called brāhmaṇa.

So according to division, the training was there. The first-class training is brāhmaṇa. Brāhmaṇa means they must be truthful first. Satyaṁ śamo damas titikṣā. They must be able to control the senses, control the mind. Satyaṁ śamo damas titikṣā. Must be tolerant, titikṣā; ārjava, very simple; jñānam, full knowledge; vijñānam, practical application in life. Satyaṁ śamo damas titikṣā. Śuciḥ, cleanliness. Brahma-karma svabhāva-jam. So they should be trained. A class of men should be trained for these qualities. They are called brāhmaṇa.

So first-class, the first-class men, means they should be trained as brāhmaṇa, at least one class of men.

So first-class, the first-class men, means they should be trained as brāhmaṇa, at least one class of men. Cātur-varṇyaṁ mayā sṛṣṭam (BG 4.13). In order to realize the highest goal of life there must be division in the society and there must be division in spiritual life. The social life is divided into brāhmaṇa, kṣatriya, vaiśya, śūdra. Brāhmaṇa means the most intelligent class of men, one who can understand God. That is brāhmaṇa. Brahma jānātīti brāhmaṇaḥ. First-class man means not first-class dress. First-class man means he has got full knowledge: jñānaṁ vijñānam āstikyaṁ brahma-karma svabhāva-jam (BG 18.42). Full knowledge. He knows what is God. That is first-class man.

The society requires to train a certain class of men to become brāhmaṇas. Just like we are training the Kṛṣṇa conscious. The Kṛṣṇa consciousness is meant for the brāhmaṇas.

So I think this is, this system is very scientific so that if you want help of a really intelligent man or God realized man, it is ready, the brāhmaṇa class. Just like if you require the help of a lawyer, we have got so many lawyers. If you require the help of medical man... Because there are trained men. Similarly, the society requires to train a certain class of men to become brāhmaṇas. Just like we are training the Kṛṣṇa conscious. The Kṛṣṇa consciousness is meant for the brāhmaṇas. They are not meant for fighting because they are not being trained for fighting. They have been trained for becoming brāhmaṇas. Who is brāhmaṇa? Brahma jānāti iti brāhmaṇa. The four divisions are described like this. Janmanā jāyate śūdraḥ, everyone is born śūdra. That is accepted. Saṁskārād bhaved dvijaḥ. Now if you train him, never mind in which family he's born, you have to train him. Just like boys are sent to school for being trained. So everyone is accepted as śūdra, but you now train him. He goes to the guru-gṛha.

General Lectures

Lecture at World Health Organization -- Geneva, June 6, 1974:

The natural division... Just like you have got natural division in your body: the head, the arms, the belly and the legs, similarly, social divisions, there is. Some of them are very intelligent men, class of men, and some of them are martial-spirited persons, and some of them are interested in trades and industry, and some of them are interested only for filling up the belly. So this is natural division. Therefore Kṛṣṇa says, cātur-varṇyaṁ mayā sṛṣṭam. If this cātur-varṇyaṁ, this division... The most intelligent class of men, they should be trained up as brāhmaṇa. Śamo damo titikṣa ārjava jñānaṁ vijñānam āstikyaṁ brahma-karma svabhāva-jam (BG 18.42). The social division must be there. The most intellectual class of men, they should be engaged in studying the Vedas and acquire the knowledge and spread it to the human society so that they may be guided and do the needful for peaceful situation of the society. That is the guidance.

Just like we are training engineer, similarly, a class of men, those who are very intelligent, they should be trained up as brāhmaṇa.

Prabhupāda: First the human society is divided into four: the brāhmaṇa, the kṣatriya, the vaiśya, or the śūdra. The first-class intelligent man, they are educated as brāhmaṇa. Brāhmaṇa means satya śama dama titikṣa ārjava, jñānaṁ vijñānam āstikyaṁ brahma-karma svabhāva-jam (BG 18.42). Just like we are training engineer, similarly, a class of men, those who are very intelligent, they should be trained up as brāhmaṇa. They should be trained up how to speak truth any circumstance. Even to the enemy he will speak truth. This requires training, not that foolishly, a cats' and dogs' life. What is the value of this life? The modern civilization, they do not know how to live. They are simply interested in eating, and that's also any nonsense eating. But according to Vedic civilization, "This eating is first class. This eating is second class. This eating is third class. This eating is fourth class." So many things required to correct the mistaken way of civilization. That is Kṛṣṇa consciousness.

Prabhupāda: This is not perfect system. If you want a kṣatriya, you must train them. You must train a class of men as brāhmaṇas. You must train a class of men as kṣatriya and a class of men as agriculturist and cow protection, and balance are workers. That is cātur-varṇyam: brāhmaṇa, kṣatriya, vaiśya, śūdra. But the kṣatriya or the president or the secretary, they are sitting very comfortably at our home and some poor young men—"Come on. Go and fight." What is this? What they will fight? They will die there, that's all. If he does not know how to fight, that energy is lacking, what he will do there?
