The preliminary qualification for entering into the devotional service of the Lord is that one become a willing cooperator, and as such one should voluntarily cooperate with persons who are already engaged in the transcendental devotional service of the Lord.
SB 2.7.19, Purport:

The devotee and devotional service are two correlative terms. Unless one is inclined to be a devotee of the Lord, he cannot enter into the intricacies of devotional service. Lord Śrī Kṛṣṇa wanted to explain the Bhagavad-gītā, which is the science of devotional service, unto Śrī Arjuna because Arjuna was not only His friend but a great devotee as well. The whole process is that all living entities, being constitutionally parts and parcels of the supreme living being, the Absolute Personality of Godhead, have proportionately minute independence of action also. So the preliminary qualification for entering into the devotional service of the Lord is that one become a willing cooperator, and as such one should voluntarily cooperate with persons who are already engaged in the transcendental devotional service of the Lord. By cooperating with such persons, the prospective candidate will gradually learn the techniques of devotional service, and with the progress of such learning one becomes proportionately free from the contamination of material association. Such a purificatory process will establish the prospective candidate in firm faith and gradually elevate him to the stage of transcendental taste for such devotional service. Thus he acquires a genuine attachment for the devotional service of the Lord, and his conviction carries him on to the point of ecstasy, just prior to the stage of transcendental love.

Lecture on BG 4.11 -- New York, July 27, 1966:

Just like Kṛṣṇa gave all instruction of Bhagavad-gītā to Arjuna, but at last, He asked him, "My dear Arjuna, I have given you all instruction. Whether you have understood it? And how you are going to follow? Have you decided to follow Me?" Just see. He does not say that "I force you to follow," no. He asked him, "Now, have you decided to follow Me?" And He gives him the, I mean to say, full independence—yathecchasi tathā kuru: (BG 18.63) "Now I have given you all instruction. Now it is up to you. You can do whatever you like."

So our position is always like that. Kṛṣṇa, the Supreme Lord, or His bona fide representatives who come here, they can force you to go back to Godhead, but they do not do that. They want your voluntary cooperation. Unless you are prepared to cooperate voluntarily oh, there is no question of my improvement. So we must accept our voluntary cooperation with Kṛṣṇa, the Supreme Lord, or His representative who comes before you to canvass, "My dear sir, please be Kṛṣṇa conscious. Please look to the leadership of the Supreme Lord." Now it is up to you.

Prabhupāda: That two cooperation, two kinds of cooperation is going on. Just like in a state a citizen is cooperating as a free citizen. The same citizen is cooperating in the prison by force. The jail superintendent says, "Now you break these bricks." He has to do; otherwise he'll be punished. He is cooperating by force. But this cooperation is inferior cooperation. Therefore Caitanya Mahāprabhu says, jīvera svarūpa haya nitya kṛṣṇa dāsa (Cc. Madhya 20.108-109). By constitutional position, a living entity is eternal servant of Kṛṣṇa. In the Vaikuṇṭha jagat, the cooperation, the service is voluntary. And here in this material world the service is forced because it is māyā. Just like in the jail the service is there. One who declares that "I don't care for the government. I break all the laws." But he is put into jail. There is no question of breaking the laws, but by law he has to work forcibly. He has to do it. So here in this material world we are working under force of māyā. That is called daivī hy eṣā guṇamayī mama māyā duratyayā (BG 7.14). That force you cannot avoid. You cannot avoid. Only you can avoid when you voluntarily cooperate with Kṛṣṇa. Mām eva ye prapadyante māyām etāṁ taranti te.

The news and views of the association "The League of Devotees" may be published with the Sampradaya's interest and in that way the interest of the Vaisnavas will be protected from the onslaught of man-made laws. We may not have any objection for enacting a statute for controlling the unauthorized activities of unscrupulous Sadhus-but we must be prepared to protect the transcendental ideas enunciated by the great Acaryas.

Letter to Mangalaniloy Brahmacari -- New York 16 May, 1966:

I understand that Sripada Madhava Maharaja also sometimes goes to see the President and therefore he must be very well acquainted by such occasional visits. I think he can also help me in this connection. Anyway let us cooperate in this connection for some tangible work. Not only your good self but also many others from India are prepared to come here to assist me but I think casual visit to this country will not do. We must have some centre of activity either by establishing a temple of our line of action or by establishing an organization like Ramakrishna Mission for this cultural work. Anyway your voluntary offer for cooperation is very welcome and I take it for Srila Prabhupada's help in this great adventure. If I shall remain here for some time more, surely I shall call you as desired by you provided you work in cooperation with me fully. Personally I can take the sponsoring for you in the month of September 1966 but my Visa period will end on the 30th June 1966.

Letter to Jayananda -- Delhi 16 September, 1967:

I'm so glad to receive your letter of Aug 30, and I know also that you are a sincere devotee of Lord Krishna. When you drive your car you always chant "Hare Krishna" and when I was by your side I could understand how heartily you have accepted the philosophy of Krishna Consciousness. Krishna is very kind to all but He is especially kind to his sincere devotees. Krishna is always with us, within our hearts and He is always ready to give us direction but because everyone is independent Krishna responds cooperatively. Anyone who voluntarily cooperates with Krishna's desire He responds to his call very eagerly. Krishna descends to teach us Bhagavad-gita begging our cooperation and anyone who cooperates with Him becomes blessed. You are sincerely cooperating with Krishna and therefore you all boys and girls in San Francisco, working together harmoniously. Harmony means Krishna Consciousness. Without Krishna Consciousness there cannot be harmony in the world.
