SB Canto 1

In the glorious days, or before the advent of the age of Kali, the brāhmaṇas, the cows, the women, the children and the old men were properly given protection.
SB 1.8.5, Purport:

In the glorious days, or before the advent of the age of Kali, the brāhmaṇas, the cows, the women, the children and the old men were properly given protection.

1. The protection of the brāhmaṇas maintains the institution of varṇa and āśrama, the most scientific culture for attainment of spiritual life.

2. The protection of cows maintains the most miraculous form of food, i.e., milk for maintaining the finer tissues of the brain for understanding higher aims of life.

3. The protection of women maintains the chastity of society, by which we can get a good generation for peace, tranquillity and progress of life.

4. The protection of children gives the human form of life its best chance to prepare the way of liberty from material bondage. Such protection of children begins from the very day of begetting a child by the purificatory process of garbhādhāna-saṁskāra, the beginning of pure life.

5. The protection of the old men gives them a chance to prepare themselves for better life after death.

This complete outlook is based on factors leading to successful humanity as against the civilization of polished cats and dogs.

The brāhmaṇas, who are always engaged in researching knowledge for the society's welfare work, both materially and spiritually, deserve the protection of the king in all respects. Similarly, the children of the state, the cow, the diseased person, the woman and the old man specifically require the protection of the state or a kṣatriya king.
SB 1.14.41, Translation and Purport:

You are always the protector of the deserving living beings, such as brāhmaṇas, children, cows, women and the diseased. Could you not give them protection when they approached you for shelter?

The brāhmaṇas, who are always engaged in researching knowledge for the society's welfare work, both materially and spiritually, deserve the protection of the king in all respects. Similarly, the children of the state, the cow, the diseased person, the woman and the old man specifically require the protection of the state or a kṣatriya king. If such living beings do not get protection by the kṣatriya, or the royal order, or by the state, it is certainly shameful for the kṣatriya or the state. If such things had actually happened to Arjuna, Mahārāja Yudhiṣṭhira was anxious to know about these discrepancies.

In the age of Kali, the women and the children, along with brāhmaṇas and cows, will be grossly neglected and left unprotected.
SB 1.16.21, Purport:

In the age of Kali, the women and the children, along with brāhmaṇas and cows, will be grossly neglected and left unprotected. In this age illicit connection with women will render many women and children uncared for. Circumstantially, the women will try to become independent of the protection of men, and marriage will be performed as a matter of formal agreement between man and woman. In most cases, the children will not be taken care of properly. The brāhmaṇas are traditionally intelligent men, and thus they will be able to pick up modern education to the topmost rank, but as far as moral and religious principles are concerned, they shall be the most fallen. Education and bad character go ill together, but such things will run parallel. The administrative heads as a class will condemn the tenets of Vedic wisdom and will prefer to conduct a so-called secular state, and the so-called educated brāhmaṇas will be purchased by such unscrupulous administrators. Even a philosopher and writer of many books on religious principles may also accept an exalted post in a government which denies all the moral codes of the śāstras. The brāhmaṇas are specifically restricted from accepting such service. But in this age they will not only accept service, but they will do so even if it is of the meanest quality. These are some of the symptoms of the Kali age which are harmful to the general welfare of human society.

SB Canto 3

The defenseless creatures, according to Brahma-saṁhitā, are the cows, brāhmaṇas, women, children and old men. Of these five, the brāhmaṇas and cows are especially mentioned in this verse because the Lord is always anxious about the benefit of the brāhmaṇas and the cows and is prayed to in this way.
SB 3.16.10, Purport:

The defenseless creatures, according to Brahma-saṁhitā, are the cows, brāhmaṇas, women, children and old men. Of these five, the brāhmaṇas and cows are especially mentioned in this verse because the Lord is always anxious about the benefit of the brāhmaṇas and the cows and is prayed to in this way. The Lord especially instructs, therefore, that no one should be envious of these five, especially the cows and brāhmaṇas. In some of the Bhāgavatam readings, the word duhitṟḥ is used instead of duhatīḥ. But in either case, the meaning is the same. Duhatīḥ means "cow," and duhitṟḥ can also be used to mean "cow" because the cow is supposed to be the daughter of the sun-god. Just as children are taken care of by the parents, women as a class should be taken care of by the father, husband or grown-up son. Those who are helpless must be taken care of by their respective guardians, otherwise the guardians will be subjected to the punishment of Yamarāja, who is appointed by the Lord to supervise the activities of sinful living creatures.

SB Canto 4

The principles of religion dictate that a woman, a cow, a child, a brāhmaṇa and an old man must be given all protection by the king or anyone else.
SB 4.17.18, Purport:

The cow-shaped earth addressed King Pṛthu as dharma jña, which refers to one who knows the principles of religion. The principles of religion dictate that a woman, a cow, a child, a brāhmaṇa and an old man must be given all protection by the king or anyone else. Consequently mother earth took the shape of a cow. She was also a woman. Thus she appealed to the King as one who knows the principles of religion. Religious principles also dictate that one is not to be killed if he surrenders. She reminded King Pṛthu that not only was he an incarnation of God, but he was situated as the King of the earth as well. Therefore his duty was to excuse her.

SB Canto 6

According to Vedic civilization, everyone has the responsibility for taking care of brāhmaṇas, old men, women, children and cows.
SB 6.2.28, Translation and Purport:

My father and mother were old and had no other son or friend to look after them. Because I did not take care of them, they lived with great difficulty. Alas, like an abominable lower-class man, I ungratefully left them in that condition.

According to Vedic civilization, everyone has the responsibility for taking care of brāhmaṇas, old men, women, children and cows. This is the duty of everyone, especially an upper-class person. Because of his association with a prostitute, Ajāmila abandoned all his duties. Regretting this, Ajāmila now considered himself quite fallen.

SB Canto 9

Generally, a brāhmaṇa, woman, child, old man or cow is never regarded as punishable.
SB 9.9.30, Translation and Purport:

My lord, you are completely aware of the religious principles. As a son never deserves to be killed by his father, here is a brāhmaṇa who should be protected by the king, and never killed. How does he deserve to be killed by a rājarṣi like you?

The word rājarṣi refers to a king who behaves like a ṛṣi, or sage. Such a king is also called naradeva because he is considered a representative of the Supreme Lord. Because his duty is to rule the kingdom to maintain brahminical culture, he never desires to kill a brāhmaṇa. Generally, a brāhmaṇa, woman, child, old man or cow is never regarded as punishable. Thus the wife of the brāhmaṇa requested the King to refrain from this sinful act.

SB Canto 10.1 to 10.13

According to Vedic principles, a brāhmaṇa, an old man, a woman, a child or a cow cannot be killed under any circumstances.
SB 10.1.37, Translation and Purport:

Vasudeva said: My dear brother-in-law Kaṁsa, you are the pride of your family, the Bhoja dynasty, and great heroes praise your qualities. How could such a qualified person as you kill a woman, your own sister, especially on the occasion of her marriage?

According to Vedic principles, a brāhmaṇa, an old man, a woman, a child or a cow cannot be killed under any circumstances. Vasudeva stressed that Devakī was not only a woman but a member of Kaṁsa s family. Because she was now married to Vasudeva, she was para-strī, another man's wife, and if such a woman were killed, not only would Kaṁsa be implicated in sinful activities, but his reputation as king of the Bhoja dynasty would be damaged. Thus Vasudeva tried in many ways to convince Kaṁsa in order to stop him from killing Devakī.

SB 10.2.21, Purport:

According to Vedic principles, a woman, a brāhmaṇa, an old man, a child and a cow should never be killed. It appears that Kaṁsa, although a great enemy of the Supreme Personality of Godhead, was aware of the Vedic culture and conscious of the fact that the soul transmigrates from one body to another and that one suffers in the next life according to the karmas of this life. Therefore he was afraid of killing Devakī, since she was a woman, she was his sister, and she was pregnant. A kṣatriya becomes famous by performing heroic acts. But what would be heroic about killing a woman who, while confined in his custody, was under his shelter? Therefore, he did not want to act drastically by killing Devakī.

An uncivilized man can do anything for the satisfaction of his senses. He can kill children, he can kill cows, he can kill brāhmaṇas, he can kill old men; he has no mercy for anyone. According to the Vedic civilization, cows, women, children, old men and brāhmaṇas should be excused if they are at fault. But asuras, uncivilized men, do not care about that.
SB 10.3.22, Purport:

Kaṁsa has here been described as asabhya, meaning "uncivilized" or "most heinous," because he killed the many children of his sister. When he heard the prophecy that he would be killed by her eighth son, this uncivilized man, Kaṁsa, was immediately ready to kill his innocent sister on the occasion of her marriage. An uncivilized man can do anything for the satisfaction of his senses. He can kill children, he can kill cows, he can kill brāhmaṇas, he can kill old men; he has no mercy for anyone. According to the Vedic civilization, cows, women, children, old men and brāhmaṇas should be excused if they are at fault. But asuras, uncivilized men, do not care about that. At the present moment, the killing of cows and the killing of children is going on unrestrictedly, and therefore this civilization is not at all human, and those who are conducting this condemned civilization are uncivilized asuras.

In this connection it is to be noted that although the inhabitants of Gokula were mostly cowherd men and cultivators, they knew how to defend themselves from danger and how to give protection to the women, the old men, the cows and the children, as well as to the brahminical purohitas.
SB 10.11.31-32, Translation and Purport:

Keeping all the old men, women, children and household paraphernalia on the bullock carts and keeping all the cows in front, the cowherd men picked up their bows and arrows with great care and sounded bugles made of horn. O King Parīkṣit, in this way, with bugles vibrating all around, the cowherd men, accompanied by their priests, began their journey.

SB 12.1.39-40, Translation:

These barbarians in the guise of kings will devour the citizenry, murdering innocent women, children, cows and brāhmaṇas and coveting the wives and property of other men. They will be erratic in their moods, have little strength of character and be very short-lived. Indeed, not purified by any Vedic rituals and lacking in the practice of regulative principles, they will be completely covered by the modes of passion and ignorance.

The woman, the cow, the brāhmaṇa, the children—they are meant for absolute protection. That is the Vedic conception.

Of course, in our India, Hindu conception of life, that a woman, woman, according to our Manu-saṁhitā scripture, woman is always protected. A woman is never given independence. She is protected during her childhood by the father, and she is protected in her youth by the husband, and she is protected in her old age by her sons. That is the conception. And the woman, the cow, the brāhmaṇa, the children—they are meant for absolute protection. That is the Vedic conception. They should always be given full protection. Lecture on SB 1.7.49-50 -- Vrndavana, October 7, 1976:

Sakaruṇam means mercy. Not that... Because one has committed murder in a fanatic condition, he is excused sometimes. That is sakaruṇam. The judgement should be given not simply on the superficial causes. Everything should be con... Dharmyaṁ nyāyyaṁ sakaruṇaṁ nirvyalīkam. Suppose a child commits something wrong. He is not punished. A brāhmaṇa. A brāhmaṇa never commits any sinful activity. If he, sometimes in an unnatural condition, if he does something. So he should be excused. This is Vedic law. The woman, the brāhmaṇa, the child, the cow, and...? Old men. Yes. They should be excused.

Women, children, brāhmaṇa and old men and cows, they must be taken first care. That was the king's duty.
Lecture on SB 1.9.2 -- Los Angeles, May 16, 1973:

Now, Mahārāja Yudhiṣṭhira was thinking of the woman: "Now their husbands and their sons or their fathers, so many have died. Now how to take care of them?" He was perplexed. So responsible, for children, for the brāhmaṇas, those who are helpless. Women, children, brāhmaṇa and old men and cows, they must be taken first care. That was the king's duty. Children. And who is taking care of the children? Who is taking care of the women? And who is taking care of the brāhmaṇas? There is no brāhmaṇa. Even there are some brāhmaṇas, we are creating now, who is taking care of us? It was the duty of the government to see to this Kṛṣṇa consciousness movement, "Oh, such an important movement is going on? Our first attention should be how this movement can go on."

To take care, especially, of brāhmaṇa, old men, children, women and cows. This is civilization.

So, this Śrīmad Bhāgavatam is giving to the whole world real life, real, what is meant by life. So this..., these are the etiquette. To take care, especially, of brāhmaṇa, old men, children, women and cows. This is civilization. These living entities should be taken care of. Now these rascals they are killing cows and making women prostitutes, and killing the children even in the womb. And there is no question of brāhmaṇa respect, and neither there is the brāhmaṇa culture. Then how you can be happy? Huh? And if there is no brahminical culture in the society, then that society is less than animal society.

This is Vedic civilization. You give protection to the women, to the children, to the brāhmaṇa, to the cow, and to the old man. First duty.

So Dharmarāja is asking, "Mother Earth, whether you are concerned because you are not at the present moment very much strong or very much able to give protection to the women and the children?" This is Vedic civilization. You give protection to the women, to the children, to the brāhmaṇa, to the cow, and to the old man. First duty. First duty is to give protection to the old men, women, children, cow, and brāhmaṇa. That is questioned in the next part, brahma-kule kukarma, kukarmaṇy abrahmaṇye rāja-kule. Brahma-kule. The brāhmaṇas should be protected, but if there are, even in the brāhmaṇa family, who are addicted to these sinful activities, that is also becomes a concern. Similarly, if the royal family, or the ruling class of men, they do not respect the brahminical culture, that is also a subject matter of concern.

According to Vedic culture, first protection—to the cows, to the women, to the brāhmaṇas, to the children, and to the old man. This is the first business of the government, to give protection.

Arakṣyamāṇāḥ striya urvi bālān. According to Vedic culture, first protection—to the cows, to the women, to the brāhmaṇas, to the children, and to the old man. This is the first business of the government, to give protection. Practically, there is no criminal charge against them—against a brāhmaṇa, against a woman, a child. Suppose a child steals something. Who is going to prosecute him? It is not taken very seriously. So they require protection. They should not be given freedom. Like a child, he is not given freedom, similarly freedom... Of course, there is. Protection means to some extent no freedom. If I want to protect the child, then I sometimes say, "Don't do this." That is one of the items of the protection.

Woman, children, brāhmaṇa, cow, old men, diseased men, they are to be protected. That is the social order.

So according to Vedic system, there is no independent life of woman. Na strī svātantryam arhati. Manu-saṁhitā, that "Strī"—strī means woman—"should not be allowed independence." They should be given all protection. That's a very nice system. Not... Independence does not mean their position is very lower, no. Just like children. Children has no independence. No independence means they are well-protected. No independence does not meant that he has no independence to act. No. She has got. But under the protection. Just like there are some nation still now, protectorate. America is protecting. America is a big nation, and protecting another small nation. That does not mean they have no independence. They are also independent. They are acting like that. But because weaker, they should be given protection. Similarly, woman, children, brāhmaṇa, cow, old men, diseased men, they are to be protected. That is the social order.

Prabhupāda: So who is punishable? Deśa-kāla-pātra. There is consideration, deśa-kāla-pātra. Deśa means situation, and kāla, time, and pātra, and the subject. Just like a child, he takes one fruit here. So he is not punishable. According to Vedic system, a child, a woman, a brāhmaṇa, a cow and a saintly person, they are not punishable. Cow, woman, saintly person, brāhmaṇa and child—they are beyond all laws. Even they commit some... They do not do. They have no criminal purpose. Formerly the women were trained up in such a way, very chaste and obedient. So they had no chance to commit any offense. And brāhmaṇas, they are also trained up. Śamo damaḥ satyaṁ śaucam... (children making noise)

Sudāmā: Take the children out.

Bahulāśva: All the children should go out.

Prabhupāda: No, that's all right. (some devotees say "Jaya!" and applaud) So, children are not punishable. (laughter, more applause) Neither the women. (more applause, laughter) Hm. But don't take advantage. (laughter) And here we have got these brāhmaṇas, saintly persons, women and children. So who is to be punished? (laughter) Yes. Kathaṁ svid dhriyate daṇḍaḥ. So the judge must know who is to be punished. That is judgment.

So one should be respectful also to the old men. According to Vedic knowledge, brāhmaṇa, old men, child, woman, and cow—they have no fault. They are free. They are not within this jurisdiction of law. So therefore cow-killing, brāhmaṇa-killing, woman-killing, and elderly-person-killing, they are accepted as the great sinful activities.
Lecture on SB 6.1.56-57 -- Bombay, August 14, 1975:

Prabhupāda: Nowadays the philosophy is coming: "mercy-killing." "Old men should be killed to show him mercy." Because he is burden in the society, the communistic theory "Old man does not do anything and simply eats; therefore to show him mercy he should be killed." "Mercy-killing." Just see the philosophy: "Killing is mercy." But this is going on. "Mercy-killing." Is that? "Mercy-killing"? What is that?

Brahmānanda: They kill someone for that person's benefit.

Prabhupāda: Benefit. So the man killer, will he take that benefit? If somebody comes that "I shall kill you for your benefit," that he will be afraid of. But he is philosophizing, "mercy-killing." This is going on. So one should be respectful also to the old men. According to Vedic knowledge, brāhmaṇa, old men, child, woman, and cow—they have no fault. They are free. They are not within this jurisdiction of law. So therefore cow-killing, brāhmaṇa-killing, woman-killing, and elderly-person-killing, they are accepted as the great sinful activities. So gurv-agny-atithi-vṛddhānāṁ śūśrūṣur anahaṅkṛtaḥ. Anahaṅkṛtaḥ, not with any pride or puffedness, anahaṅkṛtaḥ, very humbly. Sarva-bhūta-suhṛtam. This is the most exalted qualification, to become well-wisher of all living entities, not that we open hospitals for the human being and we send the cows to the slaughterhouse or poor animals should be slaughtered. That is not suhṛt sarva-bhūtānām. That is partiality and it has no meaning. If you become envious to other living entities and if you become friend of particular living entity, that is not good qualification. Suhṛdaḥ sarva-bhūtānāṁ. Sarva-bhūtaḥ-suhṛt sādhu. He is sādhu. Sādhavaḥ sādhu-bhūṣaṇāḥ. These are the qualification of a sādhu.

The child, woman, brāhmaṇa, the cow, and the old man—they should be given proper protection. That is the injunction.
Lecture on SB 7.6.6-9 -- Montreal, June 23, 1968:

The woman is always protected. In childhood she is protected by the father, in youthhood she is protected by the husband, and in old age she is protected by the grown-up boy. That is the system. She is never given independence. In the Manu-saṁhitā it is stated, na striyaṁ svatantratam arhati: "Woman should never be given independence." That is good for her, yes. Just like a child should not be given independence—then he will be spoiled—similarly woman also should not be given independence. That is the injunction of Manu-saṁhitā. They should be always given protection. The child, woman, brāhmaṇa, the cow, and the old man—they should be given proper protection. That is the injunction.

Just like children: you should be very merciful to children. According to Vedic injunctions, children, woman, brāhmaṇas, old men, and cows.

Prabhupāda: Then dayā. Dayā means mercy. What is dayā? Who is, I mean to say, less strong. Just like animals, birds, beast, you should be very merciful. Just like children: you should be very merciful to children. According to Vedic injunctions, children, woman, brāhmaṇas, old men, and cows. How many? Children, women, brāhmaṇa, cow, and what else?

Devotees: Old men.

Prabhupāda: Old men. Yes. These five items, according to Manu-saṁhitā, or Hindu law, they have no offense. They have no offense. They cannot be criminally prosecuted. Excused. If a brāhmaṇa has committed some fault or a woman has committed some fault or a child has committed some fault or a cow has transgressed the law, oh, there is no punishment for them. Dayā. They should be shown always mercy. They require protection, especially. These five items have been especially enjoined that they should be given protection. That is required in human civilization. Cow protection is very important. Woman's protection is very important. Brāhmaṇa's protection is very important. Children's protection is very important. Of course, nowadays there is protection for children, of course, from the state. But that is also artificial. There is killing process also. So many children in the womb are killed. But according to Vedic civilization, they are greatest offense. So dayā. Dayā means you should show your mercifulness those who are weak.

Four person, four or five, they are excused from the jurisdiction of law. The first is brāhmaṇa, the second is cow, the third is woman, and the fourth is old man, and fifth is the child.

Prabhupāda: And according to Vedic civilization, as soon as one is a brāhmaṇa, he is not within the jurisdiction of administration, immediately. The government has no right to check in his activities. Because he knows he is a brāhmaṇa. Four person, four or five, they are excused from the jurisdiction of law. In our Vedic science of living, it is enjoined that the society should be organized in such a way to protect women, children, old people and cows, because factually all of them are innocent. So children have parents, elderly persons must have grown up children to protect them, and woman must have husband. And it is recommended they should be married at very early age, then the wife will remain always chaste and devoted to her husband.
